Our office as well as many of our associates in the collection field find it a waste of money. In most all instances of contacts made to us on behalf of delinquent debtors the attorney or as in some instances a law clerk of CRLA merely sets up a payment program which the debtor himself could have done with us on the same basis. Also, the Legal Aid Society in our city has openly published statments that they can handle these situations on behalf of debtors in the same manner. Boyle, who apparently has the approval of the Arch- bishop of San Francisco to circulate this material among Catholic parishes and parishioners. In responde to the suggestion that I write to you regarding the California Rural Legal Assistance, this is to let you know that I completely approve of your and Mr. Uhler's stand against the refunding of CRLA under the present circumstances. If our state is to be saved from total financial ruin, I urge that top priority should be given to drastically cutting welfare and Medi-Cal benefits. I further urge that under no circumstances should state tax money be used to carry on legal assistance programs unless you can be absolutely sure that the truly deserving needy are benefitted in a manner that does not infringe on the rights of the people who pay the bill. My experience has been that most legal assistance programs are far more concerned with finding interesting test cases rather than helping the individual poor person with his usually uninteresting problems.
