Dear Governor Reagan:
We would like to urge that you veto the Federal grant that
supports the California Rural Legal Assistance program.
Our office as well as many of our associates in the collection
field find it a waste of money.
In most all instances of contacts made to us on behalf of
delinquent debtors the attorney or as in some instances a
law clerk of CRLA merely sets up a payment program which
the debtor himself could have done with us on the same basis.
Also, the Legal Aid Society in our city has openly published
statments that they can handle these situations on behalf of
debtors in the same manner.
In our opinion the CRLA program is a complete waste of the
tax payers money and should be terminated.

Dear Mr. Uhler:
At a time when both the Federal and State governments are hard pressed to meet the
requirements for funds in critical need areas, I see no reason why the expenditure
of nearly two million dollars by the federal government and the attendant additional
costs of administering the program by the state should be made for the benefit of the
CRLA. I strongly recommend that you not override the Governor of the State of
California in his refusal of this proposal.

Dear Governor Reagan:
I received the enclosed letter and clipping from one
Rev. Eugene J. Boyle, who apparently has the approval of the Arch-
bishop of San Francisco to circulate this material among Catholic
parishes and parishioners.
In responde to the suggestion that I write to you
regarding the California Rural Legal Assistance, this is to let
you know that I completely approve of your and Mr. Uhler's stand
against the refunding of CRLA under the present circumstances.
If our state is to be saved from total financial
ruin, I urge that top priority should be given to drastically
cutting welfare and Medi-Cal benefits. I further urge that
under no circumstances should state tax money be used to carry on
legal assistance programs unless you can be absolutely sure that
the truly deserving needy are benefitted in a manner that does
not infringe on the rights of the people who pay the bill.
My experience has been that most legal assistance
programs are far more concerned with finding interesting test
cases rather than helping the individual poor person with his usually
uninteresting problems.
Finally, as a Catholic, I am really embarrassed
that the Archdiocese is permitting Rev. Boyle or anybody to send
out solicitations of this sort.

of such programs has been to transgress the

existance possible.
I am convinced from observation of
your policies that you have the insight to see
the detrimental effect of spending tax money
on this and other wasteful programs, and,
further, that you have the integrity to resist

it sounded great, but they have greatly abused

have been ridiculous. They haven't even stayed
within the confines of the rural community.
