The California Rural Legal Assistance (CRLA) has deviated from its purpose and has already fostered class action suits against legitimate credit grantors and collection agents. There is a need for legal offices to assist the poor in handling consumer problems, but I do not feel the taxpayers of the State of California should have to shoulder the burden of the CRLA. These projects cause considerable trouble in our community, widen the gap between ethnic groups, and benefit no one. It is high time to put a stop to the use of public funds to those organizations who continue to harass local government agencies. Locally, the Brawley Union High School, the City of Imperial and the Imperial Irrigation District have been forced to spend taxpayers money to defend themselves against accusations brought forth by C.R.L.A. It explains Governor Reagan's veto of the Fed- eral taxpayers' grant of $1.8 million for 1971 to operate the California Rural Legal Assistance Inc. In a lame duck season where my representative has, unfortunately lost to the Liberal party, I am taking the liberty of writing to the head man in Washington. I do not expect Mr. Nixon will personally read the attached clippin but can hope that some interested assispant will place the report and this letter where it might receive unbiased action. Carefully noting the several violations, it would appear that the U.S. Justice Department should investigate, if they have not already done so, inasmuch as Federal taxpayer's funds are violatedaccording to the newspaper report quoting flagrant abuses claimed by the investigators. In a televised report on N.B.C.of a Senate hearing broadcast Dec. 30th, the only item in the attached clipping we heard 0.5.0. director Carlucci mention to the members of the committee in attention was : 11 A CRIA attorney advised United Farm Workers' Organizing Committee." He added there were a few more discrepancies which he will revkew. We thought that the Senators and T.V. viewers should have heard the other very serious violations made by Federal paid attorneys as detailed in the news clipping which is attached hereto. Presume that there was a good reason for Amitting them. I am sure that right thinking taxpayers feel that they are being taken for a ride the manner in which this Legal Assistance program is being manipulated by the tax funded attorneys and immediate action should be taken to correct malpractise, also punish offending lawyers, tightening up the laws if necessary and then provide dependable supervision to protec the taxpayer and eliminate free-loaders who are overwhelming our society. Irenically, Dem.Congressman Vanderlin appearing on T.V. Dec. 29th, 5:30 P.M. news Channel 10 San Diego station, protested Gov. Reagans' Veto of the $1.8 million grant for 1971. This man made the statement that to continue would not cost tha California taxpayer inasmuch as the money came from the Federal government. We dont swallow that kind of promotion. Only the very naive still think Federal funds are dug up in some Congress- mans' back yard in Washington D.C. Now, Mr Nixon, our governor has vetoed the Federal grant to operate the California Rural Legal Assistance Inc., he has also stated that his admini stration will soon propose cration of a prevately financed alternati to CRIA.
