Dear Governor:
I am 58 years old, a registered Republican and a
substantial taxpaper in California where I have lived since 1919.
I understand you are trying to "trim" the budget of all
unnecessary expenditures and I feel that the CRLA is a luxury the
taxpayer cannot afford and that this is one area where the budget
can be trimmed.
Yours very truly,

The State Board of Agriculture voted today at its meeting in Sacramento to
send a wire to President Nixon expressing the Board's support of Governor Reagan's
recent veto of a $1.8 million grant by the Office of Economic Opportunity to
California Rural Legal Assistance.
Board member Alfred Tisch of Hamilton City moved the Board's action, citing
CRLA's "constant harassment of agriculture." The motion was seconded by Paul
Ames of Indio. Dr. Francisco Bravo cast the lone dissenting vote, saying that, in
his opionion, the Board was venturing into matters outside its proper sphere of
activity.
A copy of the Board's motion will also be sent to Frank Carlucci, acting
director of the OEO, in Washington, D.C.
Prior to the action, Board president Allan Grant of Berkeley read aloud a
copy of a letter sent to Governor Reagan by Charles A. Rummel, a. retired attorney
for the California Farm Bureau Federation.
In recommending that the Governor veto the OEO grant, Rummel charged that
CRLA ignores its limitations as a charitable organization exempt from state franchise
tax, which would bar it from taking political action. He claimed that CRLA lobbies
bills in the California state legislature.
Rummel also wrote that CRLA's 37-member Board of Trustees meets seldom and
gives little attention to setting up policies of the operation.
"They are simply overwhelmed and overridden by a staff of 40 attorneys, their
Washington legal director, and a budget of $1,800,000 per year," the letter said.
Rummel also cited CRLA's "militancy", its "harassment" of farmers through
class action lawsuits, and its "direct ties" with Cesar Chavez and the United
Faim Workers Organizing Committee.

Washington, D. C. 20515
Dear Sir:
Last night on Channel 10 news report, you made the statement
in objecting to Governor Reagan's veto of the federal grant to finance
California Rural Legal Assistance, that it would cost California taxpayers
nothing as this was all federal money.
Mr. Van Deerlin, may I ask where does federal money come from?
Whose money is it? Have California taxpayers paid nothing into the
federal coffers?
Is it the feeling in Washington that federal money does not come
from the people and therefore you may vote yourselves tremendous raises
and pensions
which was the beginning of real inflation?
IF there were a few representatives in Washington like our own
Governor Reagan, the taxpayers might see an attempt to live within a
budget rather than the "you scratch my back and I'll scratch yours" type
of financing.
As a single person I am being discriminated against by the unfair
tax burden and 1 am extremely resentful of anyone riding the federal
gravey train stating that federal money doesn't cost a California taxpayer.
Very truly yours,

My dear Governor:
My congratulations to you for the forthright and courageous
stand you are taking on the C.R.L.A. issue!
I am taking this opportunity to express my contempt for those
who oppose your stand for reasons of political expediency in
the hope of picking up a few extra votes - a position which
places a burden upon the average working tax payer. However,
I assume it is all one can expect from one who, according to
radio reports I have heard, is condoning the acts of would-
be plane highjacker.

Dear Governor Reagan:
In our opinion, your veto of CRLA Funds was an effective
and required action. This agency had not only exceeded
the bounds of its authority but never started in the
direction for which it was created. Instead of pro-
viding legal services for the poor, they worked to help
make the poor dependent not on themselves, but on the
Government and on the CRLA as Big Brother who gets the
money for them.
"The constitution says we must promote the general wel-
fare. Nowhere does it say we must provide it." This
quote of yours, Governor, expresses not only our feelings,
but expresses the principle of individual self reliance.
The extortionist and blind haste tactics of our senior
U.S. Senator in reaction to your veto, only prove that
the CRLA has been a cornerstone and source of funds for
left wing attorneys who have siphoned CRLA funds from
the poor.
Again we wish to express our appreciation to our Governor
who has acted in a principled statesmanlike fashion in
vetoing the CRLA funds.
Respectfully yours,
Margaret Scott

Dear Governor Reagan:
Your veto of C.R.L.A. has met with a great deal of favorable
comment here in Stanislaus County. There is absolutely no ques-
tion in my mind that this type of Federal program does not re-
sult in advantage to the poor.
If we weren't so busy practicing law ourselves, I am sure that
we could examine our activities for the year in such fashion
as to put C.R.L.A.'s five attorneys in Modesto to shame. Their
stated figures as to the amount of work they do obviously
illustrates the lack of a dollar's value for a dollar spent.
Thank you for having the courage to do what was absolutely nec-
essary.

Re: Legal Services for the Poor
Sir:
This letter is written in connection with the program for
legal assistance to the poor. Also it is to commend you for the
steps you have taken in connection with discontinuing it. I write
because I am concerned about what seems to me discrimination against
those of us who are in the middle income group.
In one of California Teachers Association's publications, that
appeared perhaps 3. year ago, this subject was discussed. Unfortunately
I do not have the magazine, but because it was the report of-an
interview I think it was in "The Valuator". I do not remember the
name of the person who had been interviewed but she was a woman who
had just prior to that been named head of the law department in one
of our California universities. She stated that it is the middle
income group which is not getting adequate legal service.
From my own experience, from what I hear, from what I
observe, and from just reasoning, I am sure that this is true.
As I see it, to continue the program to aid the poor at the
expense of the middle income group would be discrimination of great
magnitude. Apparently you feel as I do. I cannot see that it is
better to take my tax money and have it given to others for legal
fees while I do without legal service that I need for myself.
I feel that those who want to continue the program should be
required to explain why they feel that it is better for those who
receive the legal assistance and thus better for society than it
would be to allow me to pay for legal services that I have to
sacrifice.
I hope you remain steadfast in seeking to avoid unfairness,
Respectfully,
Hart Hall

Dear President Nixon:
I am taking this opportunity in writing you asking that you
do not over ride Governor Reagan's veto of the 0 E O funds
and the C R L A for California.
It seems to me President Nixon that the welfare, the doing
for people or the individual what the people or the indiv-
idual should do for their or his or her self must come to
an end or be limited.
/ am sure that enough misuses of monies for this program
have been uncovered to warrant the elimination of said
program.
/ know that it seems to be the right thing to do in being
charitable to all but I would like to ask the question.
Is it ever possible to make people equal? The answer must
be a large "NO".
Our Spirits were not equal before being born. Man was not
born equal. Man will not be equal in the hereafter.
I would like to give an example. The government or some
agency sets a figure of income as being the minimum that
is needed for living for a family. Let us say the Plgure
is $5000.00. Any one with an income of $5000.00 or less
gets by without paying taxes or is subsidized in one way

Dear Mr. President:
It has come to my attention that the matter of the
California Rural Legal Assistance Program is coming
before you for consideration.
As Chairman of the local Bar Association's Com-
mittee which is in charge of this area, for the past
two years, I have become extremely concerned with the
0
philosophy and the operation of this type of legal
evdeavor in California.
In this regard, the local Bar Association voted by
an overwhelming majority approximately two years ago to
withdraw all support from this type of program in our
County, and to work toward a program that would give a
greater measure of service to the indigent, along with
a higher professional standing than has been evident
under the current administration.
a
It has been the feeling of our Bar Association
that the philosophy is wrong, in that the indigent per-
son is not allowed the privilege of choosing his own
attorney, but is forced to subscribe to the services of
only a single law firm in town, being the firm which is
supported by Federal funds.
Further, the operation of federally financed pro-
У
grams in this area has been considerably lower than the
normally accepted professional standards, both in the
level of service given to indigents, as well as inviola-
tions of the usual professional ethics regarding solici-
tation of cases, use of publicity, and representing
ineligible clients.

Dear Governor Reagan:
I want to commend you for your wisdom in cutting funds for
the California Rural, Legal Assistance Program. My personal
experience with this organization as a school administrator
has lead me to the conclusion that its activities have in
too many cases gone far beyond the original intent of pro-
tecting the legal rights of the poor.
While no one can argue that all citizens must have equal
protection under the law, I find it difficult to resolve
that goal with the vicious and sometimes personal attack
which I and the school district I serve underwent at the hands
of the C.R.L.A. office here in Santa Rosa when C.R.L.A.
attacked the constitutionality of the school's dress code.
It appeared to me and to others involved that the C.R.L.A.
attorneys with whom we had come into contact were political
radicals bent upon using their positions, financed by our
tax money, to carry out their own personal social crusades.
I sincerely hope that President Nixon will support you in
this courageous move. I continue to feel that you are doing
an exceptional job as Governor of our state.
Sincerely yours,

Dear Governor Reagan:
As is indicated by the enclosed copies of my
letters addressed to President Nixon and Attorney General
Mitchell, I am in hearty accord with your action in veto-
ing the $1,800,000.00 grant to the California Rural Legal
Assistance project. These letters probably will have
little or no effect but I felt that I had nothing to lose
but my share of the tax dollars which are worse than wasted
on such counter-productive agencies as CRLA.
With every good wish to you and yours for the
New Year and for success in your continuing battle for
integrity and economy in government.
Respectfully yours,
Roy b. Herndon
