C.\nFormer Congressman, Stan Tupper, today addressed a\nWashington meeting of Federal-State Coordinators sponsored by the\nNational Governors Conference, describing the purposes of the newly\ncreated States Urban Action Center, Inc. Tupper was recently elected\nPresident/Executive Director of the Foundation-supported Action Center,\nfollowing the conclusion of his duties as United States Ambassador to\nEXPO 67 in Montreal.\nTupper described the Action Center as a non-partisan, national\norganization that would act as a \"clearing house\" for information assembled\nby various public and private research organizations offering solutions to\nurban problems, and to provide a team of expert consultants in various\nurban problem areas to any Governor desiring the Center's assistance,\nwithout cost to that State,\nTupper said that programs that will be developed by the Center\nwill be concerned chiefly with the following goals:\n1. Improvement of crime control, maintenance of civil\norder, and the improvement of relations between\npolice and citizenry.\n2. Rehabilatation of the physical environment of neglected areas.\n3. Encouragement of participation in community and\ngovernmental affairs by individual citizens and private\ninstitutions, particularly in neglected areas.\n5. Improvement of public service and development\nmethods to communicate to the public more effectively\nthe public services that are available.\nTupper said that the Center evolved from a meeting held by\nthe GOP Governors Association Policy Committee, chaired by New York\nGovernor, Nelson A. Rockefeller, and contained in Connecticut Governor,\nJohn Dempsey's Advisory Committee Report on Federal-State-Local\nRelations, and approved at the last meeting of the National Governors\nConference.\nTupper listed the officers and Trustees of the Center as\nfollows:\nChairman - Hon. Robert F. Wagner, former Mayor of\nNew York City.\nCo-Chairman - Hon. Elmer Andersen, former Governor\nof Minnesota\nPresident/Executive Director - Stanley R. Coordinator, Alliance for\nProgress.\nTupper told the group that the Center would cooperate closely\nwith all groups whose aim was to attack the serious problems arising\nin our urban communities. Alioto\nMayor of San Francisco\nRoom 200, City Hall\nSan Francisco, California\nDear Mayor Alioto:\nGovernor Ronald Reagan's Office in his reply to your telegram of March 26,\n1968, requested that the State Office of Planning provide you with the\nreasons for the Planning Advisory Committee's denial of the urban planning\nassistance grant application submitted by the City and County of San Fran-\ncisco. Mr. Samuel J. Cullers, Acting State Planning Officer, has referred\nthat request to me, as Chairman of the Committee, for reply on behalf of\nthe Planning Advisory Committee.\nInitially, I wish to assure you that it was never the intent of the Committee\nin reviewing San Francisco's application to reflect an attitude of undue\ncriticism toward San Francisco's planning process and effectuation efforts.\nAlthough I personally voted against the denial of the application, the denial\nby the Planning Advisory Committee was based upon the following basic reasons:\n1. The application is built upon an outdated general plan.\n2. The Committee expressed concern about the relationship of\nsociological studies being undertaken as set forth in the\napplication and their relationship to the comprehensive\nplanning process.\n3. In view of the extensive need for the preparation of city\nand county general plans throughout the State, the current\ndemand for funds to prepare such plans, together with the\nconcurrent limited availability of grant funds to fulfill\nthese needs, the funding of a primarily special elements\nstudy was questioned by the Committee, particularly when it\nwas felt that such elements could possible be funded by the\nCity.\nThe Committee which reviews and acts upon the numerous urban planning assis-\ntance grant requests submitted to the State, attempted to obtain the basic\ndata necessary to effectively evaluate the grant request in terms of minimum\nprogram requirements and relative jurisdictional needs. In retrospect, it\nappears, unfortunately, that an effective dialogue was not developed between\nyour staff representatives present and the Committee. However, the Committee's\nHonorable Joseph L. Alioto\n-2-\nMarch 28, 1968\naction is not irreversible and I am confident that given the opportunity\nto subject the program proposals to further staff presentation and\ncommittee review the previous lack of understanding might be overcome.\nReflection upon the Committee's concern as expressed throughout the program\npresentation and their subsequent action suggests that the program might\nbe enhanced through the following measures:\n1. Alteration of the application to provide for a general plan\nupdating which would include the urban design and sociological\nstudies in a proper comprehensive planning relationship.\n2. Provision of a more precise scheduling of the undertaking of\nthe other general plan elements, i.e., Transportation Plan,\nHousing Study and Policy Program, etc.\n3. The provision of a clearer statement as to how the City and\nCounty of San Francisco proposes to implement the policies\nand priorities that are set forth in the studies.\n4. The provision of a clearer statement as to the relationship\nof the program as it pertains to the Capital Improvements\nProgram and other on-going civic improvement efforts.\n5. The provision of a statement clearly indicating the need for\nadditional staff and funding outside of presently-budgeted\npositions in order to accomplish overall program objectives.\nI am sure you must be aware that I cannot guarantee approval of the application;\nhowever, I urge a resolvement of the questions and hope that the program can\nbe amended as suggested, resubmitted and subsequently approved by the Committee.\nDo not hesitate to contact me if you have any further questions regarding this\nmatter.\nVery truly yours,\nALAN ROBERTSON\nChairman\nPlanning Advisory Committee\ncc: Mr. Samuel J.
