In accordance with the provisions of Article V, Section 8, of
the Constitution of California, I hereby submit to you a report
of the cases of pardon, commutation of sentence, and reprieve
issued by me during the period from January 1, 1967, through
December 31, 1967.

GOVERNOR
PARDONS
Granted pursuant to Chapter 3.5, Sections 4852.01 to 4852.2 of the
Penal Code, under which persons who have been released from state
prison can demonstrate to the superior court of the county of their
residence that they have rehabilitated themselves and earned the
right to be considered for a pardon.
In each of the following cases the pardon has been granted pursuant
to a certificate of rehabilitation issued by the superior court of
the county of residence recommending the applicant to the Governor
for a pardon.
WILLIE J. ANDERSON, JR., Prison No. A-6855, was convicted of
the crime of Robbery, first degree, in the County of Los Angeles,
on or about July 24, 1947. He received a term of 7 years, and
served 2 years 4 months 15 days in prison before being released on
parole on December 20, 1949, and was finally discharged on May 5,
1952. A certificate of rehabilitation was issued by the Superior
Court of Los Angeles County on February 20, 1967. Pardon granted
on June 23, 1967.
HENRY CORBIN BALL, Prison No. A-16474, was convicted of the
crime of Assault with Intent to Commit Murder in the County of Los
Angeles, on or about November 29, 1950. He received a term of 4
years, and served 1 year 6 months in prison before being released
on parole on June 9, 1952. He was finally discharged on December
9, 1954. A certificate of rehabilitation was issued by the Superior
Court of Los Angeles County on April 18, 1967. Pardon granted on
October 30, 1967.
CHESTER WILLIAMS BEST, Prison No. A-55413, was convicted of
the crime of Embezzlement in the County of Imperial, on or about
October 14, 1959. He received a term of 3 years, and served 8
months in prison before being released on parole on June 14, 1960.
He was finally discharged on October 14, 1962. A certificate of
rehabilitation was issued by the Superior Court of Los Angeles
County on March 3, 1967. Pardon granted on June 29, 1967.
CLARENCE RAY BIRCH, Prison No. A-46486, was convicted of the
crime of Manslaughter in the County of Alameda, on or about
April 11, 1958. He received a term of 5 years, and served 2 years
11 months 2 days in prison before being released on parole on
March 20, 1961. A certificate of rehabilitation was issued by the
Superior Court of the City and County of San Francisco on April
17, 1967. Pardon granted on October 30, 1967.

EDWARD NEWTON BISHOP, Prison No. A-6370, was convicted of
the crime of Robbery, first degree, in the City and County of
San Francisco, on or about May 21, 1947. He received a term of
8 years, and served 2 years 11 months 28 days in prison before
being released on parole on May 26, 1950. He was returned to
prison as a parole violator on November 14, 1950. His term was
refixed at 15 years, and he served 5 years 11 months 16 days in
prison before being released on parole on October 30, 1956.
He was finally discharged on February 21, 1957. A certificate
of rehabilitation was issued by the Superior Court of Kern
County on August 25, 1966. Because applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of the
California Constitution. On July 7, 1967, the Justices
recommended that a pardon be granted. Pardon granted on October
30, 1967.
ELIZABETH CLARKE BRIDGE, Prison No. 2160, was convicted of
the crime of Manslaughter in the County of Los Angeles on or
about August 11, 1954. She received a term of 6 years, and
served 1 year 7 months 14 days in prison before being released
on parole on April 3, 1956. She was finally discharged on
August 19, 1960. A certificate of rehabilitation was issued by
the Superior Court of Los Angeles County on June 9, 1967. Pardon
granted December 15, 1967.
JOHN WALLACE BROWN, Prison No. A-4338, was convicted of the
crime of Lewd and Lascivious Conduct in the City and County of
San Francisco, on or about July 29, 1946. He received a term
of 6 years, and served 2 years 1 day in prison before being
released on parole on August 16, 1948. He was finally discharged
on September 15, 1950. A certificate of rehabilitation was issued
by the Superior Court in and for the City and County of San
Francisco on December 20, 1966. Pardon granted on June 23, 1967.
ELWOOD C. CASADY, Prison No. 65739, was convicted of the
crime of Forgery in the County of Napa, on or about November 18,
1940. He served 1 year 2 months 24 days in prison before being
released on parole on February 12, 1942. He was finally dis-
charged on October 7, 1950. A certificate of rehabilitation
was issued by the Superior Court of Napa County on September 17,
1965. Pardon granted on June 29, 1967.
THOMAS BRUCE CATLIN, Prison No. A-54372, was convicted of
the crime of Burglary, second degree, and Attempted Extortion,
concurrent, in the County of Los Angeles, on or about May 29,
1958. He received terms of 2½ years and 2½ years, concurrent,
and served 1 year 2 months in prison before being released on
parole on October 4, 1960. He was finally discharged on
February 4, 1962. A certificate of rehabilitation was issued by
the Superior Court of Los Angeles County on April 18, 1967.
Pardon granted on October 30, 1967.

THOMAS JEFFERSON CAVENESS, Prison No. A-56224, was convicted
of the crime of Grand Theft, two counts, concurrent, in Los
Angeles County, on or about November 19, 1959. He received a
term of 3½1/2 years on two counts, concurrent, and served 1 year 3
months in prison before being released on parole on March 3, 1961.
He was finally discharged on June 3, 1963. A certificate of
rehabilitation was issued by the Superior Court of Los Angeles
County on August 17, 1967. Pardon granted December 15, 1967.
JOSEPH PHILLIP CAYER, Prison No. A-14355, was convicted of
the crime of Murder, second degree, in the County of Plumas, on
or about March 20, 1950. He received a term of 6 years, and
served 3 years 2 days in prison before being released on parole
on March 23, 1953. He was finally discharged on March 21, 1956.
A certificate of rehabilitation was issued by the Superior Court
of Sacramento County on March 14, 1967. Pardon granted on June
23, 1967.
ALVIN ROBERT COURTS, Prison No. A-20309, was convicted of
the crime of Forgery, three counts, concurrent, in the County of
Siskiyou, on or about February 8, 1952. He received terms of
5 years each on three counts, concurrent, and served 2 years
9 months 11 days in prison before being released on parole on
November 23, 1954. He was finally discharged on February 12,
1957. A certificate of rehabilitation was issued by the
Superior Court of Siskiyou County on October 3, 1966. Pardon
granted on June 29, 1967.
WILLIAM EARL CRITZ, Prison No. A-23368, was convicted of the
crimes of Lewd and Lascivious Conduct, two counts, concurrent,
and Escape, concurrent, in Los Angeles County, on or about
December 18, 1952. He received terms of 10, 10 and 10 years,
concurrent, and served 6 years 1 month 16 days in prison before
being released on parole on February 16, 1959. He was finally
discharged on December 30, 1962. A certificate of rehabilitation
was issued by the Superior Court of Riverside County on August 4,
1967. Pardon granted December 15, 1967.
LAWRENCE FRANK DEHN, Prison No. A-42552, was convicted of
the crimes of Grand Theft Auto, (probation revoked), and
Burglary, second degree, with prior felony conviction, in the
County of San Diego, on or about July 18, 1957. He received
terms of 4 years and 4 years, concurrent, and served 1 year 8
months 25 days in prison before being released on parole on
April 13, 1959. He was finally discharged on November 18, 1960.
A certificate of rehabilitation was issued by the Superior Court
of San Diego County on October 26, 1966. Because applicant had
been convicted of more than a single felony, his case was
referred to the California Supreme Court pursuant to Article V,
Section 8, of the California Constitution. On May 5, 1967, the
Justices recommended that a pardon be granted. Pardon granted
on June 29, 1967.

BRUCE DONALD DIXON, Prison No. 55739, was convicted of the
crime of Robbery, second degree, in the County of Los Angeles,
on or about March 16, 1934. He received a term of 6 years, and
served 2 years 1 month 4 days in prison before being released on
parole on April 28, 1936. He was finally discharged on May 24,
1938. A certificate of rehabilitation was issued by the Superior
Court of San Luis Obispo County on July 18, 1967. Pardon granted
on December 15, 1967.
BILL ELBERT DRYER, Prison No. A-27355, was convicted of the
crime of Robbery, first degree, in the County of Merced, on or
about December 28, 1953. He received a term of 5 years, and
served 2 years 3 months in prison before being released on parole
on March 29, 1956. He was finally discharged on December 29,
1958. A certificate of rehabilitation was issued by the Superior
Court of Orange County on July 27, 1967. Pardon granted on
December 15, 1967.
RUBEN YBARRA DURAZO, Prison No. A-7256, was convicted of the
crime of Assault With a Deadly Weapon in the County of Los
Angeles, on or about September 16, 1947. He received a term of
7 years, and served 2 years 7 months 15 days in prison, before
being released on parole on May 15, 1950. He was finally dis-
charged on June 30, 1952. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles County on June 9,
1967. Pardon granted December 15, 1967.
ROBERT EDWARD EATON, Prison No. A-33189, was convicted of the
crime of Robbery, first degree, in the County of Los Angeles,
on or about May 24, 1955. He received a term of 7 years, and
served 4 years 2 months 24 days in prison before being released
on parole on August 26, 1959. He was finally discharged on June
2, 1962. A certificate of rehabilitation was issued by the
Superior Court of Santa Clara County on January 6, 1967. Pardon
granted on June 29, 1967.
JAMES ELIHU ENGEN, Prison No. A-28186, was convicted of the
crime of Statutory Rape in the County of Los Angeles, on or about
March 4, 1954. He received a term of 5½¹/2 years, and served 3 years
3 months in prison before being released on parole on June 4, 1957.
He was finally discharged on September 4, 1959. A certificate of
rehabilitation was issued by the Superior Court of Los Angeles
County on February 20, 1967. Because applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of the
California Constitution. On June 15, 1967, the Justices
recommended that a pardon be granted. Pardon granted on June 29,
1967.

BENZELL EVANS, Prison No. A-59276, was convicted of the crime
of Grand Theft, two counts, concurrent, in the County of Alameda,
on or about May 12, 1960. He received terms of 5 years on each of
two counts, concurrent, and served 1 year 11 months 13 days in
prison before being released on parole on April 30, 1962. He was
finally discharged on May 17, 1965. A certificate of rehabilita-
tion was issued by the Superior Court of Los Angeles County on
January 20, 1967. Pardon granted on June 23, 1967.
HORACE HOMER FIELDING, Prison No. A-34705, was convicted of
the crime of Lewd and Lascivious Conduct in the County of Yolo,
on or about November 21, 1955. He received a term of 6 years, and
served 3 years 5 months 13 days in prison before being released on
parole on May 6, 1959. A certificate of rehabilitation was issued
by the Superior Court of Sacramento County on April 6, 1967.
Because applicant had been convicted of more than a single felony,
his case was referred to the California Supreme Court pursuant
to Article V, Section 8, of the California Constitution. On
October 5, 1967, the Justices recommended that a pardon be grant-
ed. Pardon granted on October 30, 1967.
PETER GAYTON, Prison No. 64365, was convicted of the crime of
Burglary, second degree, in the County of San Bernardino, on or
about December 12, 1939. He received a term of 4 years, and
served 1 year 17 days in prison before being released on parole
on December 30, 1940. He was finally discharged on December 13,
1942. A certificate of rehabilitation was issued by the Superior
Court of San Bernardino County on June 26, 1967. Pardon granted
on October 30, 1967.
JOHN HENRY GIBBS, Prison No. 40440, was convicted of the
crime of Grand Larceny in the County of Los Angeles on or about
February 5, 1925. He received a term of 5 years, and served 3
years 1 month 11 days in prison before being released on parole
on March 25, 1928. A certificate of rehabilitation was issued by
the Superior Court of Los Angeles County on March 31, 1967.
Pardon granted on October 30, 1967.
GUS GOTLER, Prison No. A-8116, was convicted of the crime of
Burglary, second degree, two counts, concurrent, in the County of
Sacramento, on or about January 16, 1948. He received terms of 5
and 5 years, concurrent, and was released on parole on October 9,
1950. His parole was suspended and he was returned as a parole
violator on June 18, 1952. His term was refixed at 9 and 9 years
concurrent, and he served 5 years 7 months 27 days in prison before
being released on parole on May 23, 1955. He was finally dis-
charged on January 22, 1957. A certificate of rehabilitation was
issued by the Superior Court of Alameda County on July 28, 1965.
Because applicant had been convicted of more than a single felony,
his case was referred to the California Supreme Court pursuant to
Article V, Section 8, of the California Constitution. On
November 16, 1967, the Justices recommended that a pardon be
granted. Pardon granted on December 15, 1967.

RICHARD LEONARD HAYNES, Prison No. A-53995, was convicted of
the crimes of Possession of Narcotics with prior narcotic con-
viction, and Possession of Narcotics, (probation revoked), con-
current, in the County of Los Angeles, on or about June 29, 1959.
He received terms of 7 years and six months, and 7 years and six
months, concurrent, and served 2 years 6 months in prison before
being released on parole on January 14, 1962. He was finally
discharged on April 22, 1965. A certificate of rehabilitation
was issued by the Superior Court of Sacramento County on March 21,
1967. Because applicant had been convicted of more than a single
felony, his case was referred to the California Supreme Court
pursuant to Article V, Section 8, of the California Constitution.
On July 7, 1967, the Justices recommended that a pardon be granted.
Pardon granted on October 30, 1967.
CLINTON JOSEPH HEIN, Prison No. A-17655, was convicted of the
crime of Forgery, three counts, concurrent, in the County of Los
Angeles, on or about January 23, 1951. He received terms of 4
years on each of three counts, concurrent, and served 1 year 9
months in prison before being released on parole on January 28,
1953. He was finally discharged on April 28, 1955. A certificate
of rehabilitation was issued by the Superior Court of Santa
Barbara County on April 30, 1963. Pardon granted on June 29, 1967.
WILBER GARFIELD HICKS, Prison No. A-35881, was convicted of
the crime of Lewd and Lascivious Conduct, two counts, concurrent,
in the County of Los Angeles on or about January 20, 1955. He
received a term of 6 years, two counts, concurrent, and served
2 years 6 months 3 days in prison before being released on parole
on September 16, 1958. He was finally discharged on March 13, 1962.
A certificate of rehabilitation was issued by the Superior Court
of Los Angeles County on April 12, 1967. Pardon granted October 30,
1967.
WILLIAM RANDOLPH HILL, Prison No. A-41979, was convicted of
the crime of Forgery, two counts, concurrent, in the County of
Los Angeles, on or about May 20, 1957. He received terms of 3½1/2
years, each on two counts, concurrent, and served 1 year 3 months
in prison before being released on parole on September 3, 1958.
He was finally discharged on December 3, 1960. A certificate of
rehabilitation was issued by the Superior Court of Los Angeles
County on April 24, 1967. Pardon granted July 25, 1967.
PAUL HARRY HUBBARD, Prison No. A-22235, was convicted of the
crime of Lewd and Lascivious Conduct, three counts, concurrent,
in the County of San Bernardino, on or about August 19, 1952.
He received a term of 7 years, and served 4 years in prison
before being released on parole on August 24, 1956. He was
finally discharged on August 24, 1958. A certificate of rehabilita-
tion was issued by the Superior Court of Los Angeles County on
February 7, 1967. Pardon granted on June 29, 1967.

ROBERT LEE HULSEBUS, Prison No. A-34184, was convicted of
the crimes of Conspiracy to Induce Minor to Violate Narcotic
Laws, two counts, and Induce Minor to Violate Narcotic Laws,
all concurrent, in the County of Kern on or about September 23,
1955. He received a term of 5 years, three counts, concurrent,
and served 1 year 10 months 1 day in prison before being
released on parole on July 29, 1957. He was finally discharged
on September 28, 1960. A certificate of rehabilitation was
issued by the Superior Court of San Mateo County on June 6,
1967. Pardon granted December 15, 1967.
HENRY L. HUTCHINSON, Prison No. 20870, was convicted of
the crime of Burglary, first degree, and prior, two counts,
concurrent, in the County of Los Angeles, on or about September
19, 1934. He received a term of 10 years, and served 4 years
11 months in prison before being released on parole on September
6, 1939. He was finally discharged on September 6, 1941. A
certificate of rehabilitation was issued by the Superior Court of
Los Angeles County on February 20, 1967. Because applicant had
been convicted of more than a single felony, his case was
referred to the California Supreme Court pursuant to Article V,
Section 8, of the California Constitution. On June 14, 1967,
the Justices recommended that a pardon be granted. Pardon
granted on June 29, 1967.
WILLIAM BURLEY IDLEMAN, Prison No. 44760, was convicted of
the crimes of Burglary, second degree, two counts, and Burglary,
second degree, (probation revoked), concurrent, in the County of
Los Angeles, on or about December 16, 1957. He received terms of
2½ years each count, all concurrent; he served 1 year 3 months
in prison before being released on parole on March 31, 1959.
He was finally discharged on June 30, 1960. A certificate of
rehabilitation was issued by the Superior Court of Los Angeles
County on March 9, 1967. Pardon granted June 23, 1967.
LESTER M. JOHNSON, Prison No. A-43298, was convicted of the
crime of Robbery, second degree, with two prior felony con-
victions, in Alameda County on or about August 14, 1957. He
received a term of 4 years, and served 2 years 6 months 1 day in
prison before being released on parole on March 14, 1960. He
was finally discharged on September 13, 1961. A certificate of
rehabilitation was issued by the Superior Court of Alameda
County on August 17, 1967. Because applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of
the California Constitution. On November 15, 1967, the Justices
recommended that a pardon be granted. Pardon granted on
December 15, 1967.
THERESA DELL JONES, Prison No. 4065, was convicted of the
crime of Manslaughter, in the County of Los Angeles, on or
about August 1, 1961. She received a term of 4 years, and served
1 year 7 days in prison before being released on parole on

August 21, 1962. She was finally discharged on June 14, 1965.
A certificate of rehabilitation was issued by the Superior
Court of Los Angeles County on March 31, 1967. Pardon granted
on October 30, 1967.
VICTOR S. JONES, Prison No. A-57145, was convicted of the
crime of Assault with a Deadly Weapon in the County of Los
Angeles, on or about January 18, 1960. He received a term of
6 years and served 3 years in prison before being released on
parole on January 27, 1963. He was finally discharged on
November 24, 1965. A certificate of rehabilitation was issued
by the Superior Court of Orange County on February 23, 1967.
Pardon granted on June 23, 1967.
BERNARD KAUFMAN, Prison No. A-46397, was convicted of the
crimes of Possession of Narcotics, (probation revoked), in the
County of Los Angeles, on or about April 3, 1958. He received
terms of 8 years and 8 years, concurrent, and served 3 years
1 month 20 days in prison, before being released on parole on
June 5, 1961. A certificate of rehabilitation was issued by
the Superior Court of Los Angeles County on February 27, 1967.
Because applicant had been convicted of more than a single
felony, his case was referred to the California Supreme Court
pursuant to Article V, Section 8, of the California Constitution.
On October 5, 1967, the Justices recommended that a pardon be
granted. Pardon granted on October 30, 1967.
JIMMIE E. KELLER, Prison No. A-43884, was convicted of the
crime of Non Sufficient Checks in the County of Ventura, on or
about October 25, 1957. He received a term of 4 years, and
served 2 years 1 month 7 days in prison before being released on
parole on December 2, 1959. He was finally discharged on
October 25, 1961. A certificate of rehabilitation was issued
by the Superior Court of Alameda County on March 4, 1966.
Because applicant had been convicted of more than a single felony,
his case was referred to the California Supreme Court pursuant
to Article V, Section 8, of the California Constitution. On
April 26, 1967, the Justices recommended that a pardon be granted.
Pardon granted on June 29, 1967.
WALTER QUARTIER KNUDSEN, Prison No. A-36566, was convicted of
the crime of Assault with Intent to Commit Murder in the County
of Los Angeles, on or about April 24, 1956. He received a term
of 3 years, and served 1 year 6 months 1 day in prison before
being released on parole on November 4, 1957. He was finally
discharged on May 3, 1959. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles County on April 12,
1967. Pardon granted on June 29, 1967.

ROBERT LYNDALL LAFORCE, Prison No. A-27491, was convicted
of the crime of Burglary, second degree, (probation revoked),
in the County of Orange, on or about January 8, 1954. He
received a term of 3½1/2 years, and served 1 year 6 months in
prison before being released on parole on July 11, 1955. He
was finally discharged on July 11, 1957. A certificate of
rehabilitation was issued by the Superior Court of Orange
County on December 8, 1966. Pardon granted on June 23, 1967.
LEO LESTER LANCASTER, Prison No. 62011, was convicted of
the crime of Robbery, first degree, in the County of Los
Angeles, on or about May 3, 1938. He received a term of 7
years, and served 2 years 6 months 23 days in prison before
being released on parole on December 19, 1940. He was finally
discharged on January 11, 1943. A certificate of rehabilitation
was issued by the Superior Court of Los Angeles County on
August 23, 1967. Pardon granted December 15, 1967.
RALPH JUSTINE MARIA, Prison No. A-28590, was convicted of
the crimes of Kidnap, two counts, and Robbery, first, all con-
current, in the County of Alameda, on or about April 1, 1954.
He received terms of 7½, 7½, 7½ years, concurrent, and served
4 years in prison before being released on parole on April 2,
1958. He was finally discharged on October 2, 1961. A
certificate of rehabilitation was issued by the Superior Court
of Los Angeles County on February 27, 1967. Pardon granted on
October 30, 1967.
GEORGE EMORY MASIMER, Prison No. 65925, was convicted of
the crime of Robbery, first degree, in the County of Los
Angeles, on or about December 13, 1940. He received a term of
6 years, and served 1 year 9 months 11 days in prison before
being released on parole on October 9, 1942. He was finally
discharged on November 1, 1944. A certificate of rehabilitation
was issued by the Superior Court of Los Angeles County on June
9, 1967. Pardon granted December 15, 1967.
PAUL WILLIAM MEINHARD, Prison No. A-9518, was convicted of
the crime of Robbery, first degree, in the County of Los
Angeles, on or about June 14, 1948. He received a term of 6
years, and served 2 years 6 months in prison before being
released on parole on December 26, 1950. He was finally dis-

ROBERT JOSEPH MEREDITH, Prison No. A-51998, was convicted
of the crime of Non Sufficient Checks, three counts, concurrent,
in the County of Sacramento, on or about March 24, 1959. He
received terms of 2½ years on each of three counts, concurrent,
and served 1 year 3 days in prison before being released on

parole on March 28, 1960. He was finally discharged on
September 25, 1961. A certificate of rehabilitation was
issued by the Superior Court of Sacramento County on July 12,
1966. Pardon granted on June 23, 1967.
VIRGIL LEE MITCHELL, Prison No. A-31260, was convicted of
the crime of Non Sufficient Checks in the County of Los
Angeles, on or about November 23, 1954. He received a term
of 2½ years, and served 1 year 2 months in prison before being
released on parole on February 2, 1956. He was finally dis-
charged on June 2, 1957. A certificate of rehabilitation was
issued by the Superior Court of Santa Clara County on
December 2, 1966. Pardon granted on June 23, 1967.
REE E. MONTGOMERY, Prison No. A-63048, was convicted of
the crimes of Forgery and Grand Theft, two counts, concurrent,
in the County of Alameda, on or about December 19, 1960. He
received terms of 5 and 5 and 5 years, all concurrent, and
served 1 year 3 months 12 days in prison before being released
on parole on April 2, 1962. He was finally discharged on
December 3, 1965. A certificate of rehabilitation was issued
by the Superior Court of Alameda County on March 9, 1967.
Pardon granted on June 23, 1967.
ROYAL D. MUTTER, Prison No. A-17607, was convicted of the
crime of Forgery in the County of Los Angeles, on or about
April 5, 1951. He received a term of 3½1/2 years. He was
released on parole on October 27, 1952, but was returned as a
parole violator on September 2, 1953, having been convicted of
the crime of Burglary, second degree, and prior felony con-
viction, three counts, concurrent and consecutive with prior
term, on or about August 28, 1953, in San Bernardino County. He
received terms of 4½, 4½ and 4½ years, concurrent and consecutive
with prior term. He served total time of 7 years in prison and
was discharged on April 25, 1958. A certificate of rehabilita-
tion was issued by the Superior Court of San Bernardino County
on April 12, 1967. Because applicant had been convicted of more
than a single felony, his case was referred to the California
Supreme Court pursuant to Article V, Section 8, of the California
Constitution. On October 30, 1967, the Justices recommended that
a pardon be granted. Pardon granted on December 15, 1967.
EMERY CHARLES NEWSOM, Prison No. A-21257, was convicted of
the crime of Possession of Marijuana in the County of Los
Angeles, on or about May 1, 1952. He received a term of 4 years,
and served 2 years in prison before being released on parole on
May 14, 1954. He was finally discharged on May 14, 1956. A
certificate of rehabilitation was issued by the Superior Court
of Los Angeles County on March 27, 1967. Pardon granted on
October 30, 1967.
PETE OLAIS, Prison No. A-34729, was convicted of the crime
of Car Theft with Prior Felony Conviction in the County of
Fresno, on or about November 21, 1955. He received a term of
5 years, and served 3 years in prison before being released on
parole on November 25, 1958. He was finally discharged on
November 25, 1960. A certificate of rehabilitation was issued
by the Superior Court of Fresno County on April 28, 1967.
Because applicant had been convicted of more than a single
felony, his case was referred to the California Supreme Court
pursuant to Article V, Section 8, of the California Constitution.
On October 30, 1967, the Justices recommended that a pardon be
granted. Pardon granted December 15, 1967.
WILLIAM FLOYD OLSON, Prison No. A-31494, was convicted of
the crime of Possession of Narcotics in the County of Los
Angeles on or about December 15, 1954. He received a term of
3 years, and served 1 year 3 months in prison before being
released on parole on March 23, 1956. He was finally discharged
on December 23, 1957. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles County on March 3,
1967. Pardon granted on October 30, 1967.
ARTHUR WALTER PAYSEN, Prison No. A-70547, was convicted of
the crime of Criminal Conspiracy in the County of Orange, on or
about January 19, 1962. He received a term of 3 years, and
served 10 months 29 days in prison before being released on
parole on December 18, 1962. He was finally discharged on
January 19, 1965. A certificate of rehabilitation was issued
by the Superior Court of Orange County on January 20, 1967.
Pardon granted on June 23, 1967.
LAWRENCE VICTOR PELUSO, Prison No. 63239, was convicted of
the crime of Grand Theft in the County of Calaveras on or about
March 16, 1939. He received a term of 4 years, and served
1 year 1 day in prison before being released on parole on March
20, 1940; on November 13, 1941, he was returned to prison as a
parole violator and was discharged on December 19, 1942. A
certificate of rehabilitation issued by the Superior Court of
Alameda County on February 24, 1967. Pardon granted October 30,
1967.
RICHARD LEROY PEMBERTON, Prison No. A-38379, was convicted
of the crime of Robbery, first degree, two counts, concurrent,
in the County of Los Angeles, on or about September 20, 1956.
He received terms of 6 years on each offense, two counts,
concurrent, and served 2 years 9 months 5 days in prison before
being released on parole on July 7, 1959. He was finally dis-
charged on October 2, 1962. A certificate of rehabilitation
was issued by the Superior Court of Los Angeles County on March
31, 1967. Pardon granted on October 30, 1967.
JAMES LEEVY PERRY, JR., Prison No. A-46490, was convicted
of the crime of Manslaughter in the County of Alameda on or about

April 14, 1958. He received a term of 5 years, and served 2
years in prison before being released on parole on April 18,
1960. He was finally discharged on April 18, 1963. A
certificate of rehabilitation was issued by the Superior Court
of Los Angeles County on April 12, 1967. Pardon granted
October 30, 1967.
BENNIE DANIEL PINO, Prison No. A-52955, was convicted of
the crime of Manslaughter in the County of Los Angeles, on or
about April 27, 1959. He received a term of 6 years and
served 2 years 10 months 28 days in prison before being
released on parole on April 10, 1962. He was finally dis-
charged on May 12, 1965. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles County on March 3,
1967. Pardon granted on June 23, 1967.
MIGUEL PORTILLO, SR., Prison No. 63739, was convicted of the
crime of Assault with Intent to Commit Robbery in the County of
Monterey, on or about June 30, 1939. He received a term of 5
years, and served 1 year 10 months 3 days in prison before
being released on parole on May 9, 1941. He was finally dis-
charged on February 5, 1942. A certificate of rehabilitation
was issued by the Superior Court of Los Angeles County on July
25, 1967. Pardon granted December 15, 1967.
VERA RIDLEY, Prison No. CIW 1917, was convicted of the
crime of Manslaughter in the County of Contra Costa, on or about
June 15, 1953. She received a term of 7 years, and served 1
year 9 months 28 days in prison, before being released on parole
on April 15, 1955. She was finally discharged on September 17,
1960. A certificate of rehabilitation was issued by the Superior
Court of Contra Costa County on June 29, 1967. Pardon granted
on October 30, 1967.
ROBERT H. RISTAU, Prison No. 56375, was convicted of the
crimes of Kidnapping for the Purpose of Robbery; Robbery, first,
and Kidnapping for the Purpose of Robbery, in the County of Los
Angeles, on or about July 9, 1934. He received terms of 5 years,
concurrent with life term, and served 5 years 1 month 29 days in
prison before being released on parole on September 13, 1939.
He was finally discharged on July 14, 1944. A certificate of re-
habilitation was issued by the Superior Court of Los Angeles County
on July 26, 1967. Pardon granted on December 15, 1967.
RUSSELL B. ROUNTREE, Prison No. A-53375, was convicted of
the crime of Non Sufficient Checks, five counts, concurrent, in
the County of Stanislaus on or about June 3, 1959. He received
terms of 2½ years on each of five counts, concurrent, and served
1 year 3 months 2 days in prison before being released on parole
on September 6, 1960. He was finally discharged on December 4,
1961. Certificate of rehabilitation was issued by the Superior
Court of San Joaquin County on June 27, 1966. Pardon granted
October 30, 1967.

HAROLD SANFORD SEYFFERT, Prison No. A-27233, was convicted
of the crime of Grand Theft and Prior Felony Conviction in
Fresno County, on or about December 14, 1953. He received a
term of 5 years, and was released on parole on December 17, 1955.
He was returned to prison as a parole violator on October 28,
1957. He was convicted on or about November 21, 1957, in Fresno
County of the crime of Grand Theft with two prior felony con-
victions, concurrent with prior term, and received terms of 6
years and 5 years, concurrent. He served 3 years 11 months 14
days in prison before being released on parole on October 12, 1959.
He was discharged on October 28, 1962. A certificate of rehabilita-
tion was issued by the Superior Court of Fresno County on April 13,
1967. Because applicant had been convicted of more than a single
felony, his case was referred to the California Supreme Court
pursuant to Article V, Section 8, of the California Constitution.
On October 30, 1967, the Justices recommended that a pardon be
granted. Pardon granted on December 15, 1967.
SAMUEL SHAMBRAY, Prison No. A-13818, was convicted of the
crime of Murder, second degree, in the City and County of San
Francisco, on or about January 23, 1950. He received a term of
8 years, and served 4 years 9 months 2 days in prison before being
released on parole on October 25, 1954. He was finally dis-
charged on January 23, 1958. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles County on January 26,
1967. Pardon granted on June 29, 1967.
JOHN ARTHUR SHUEY, Prison No. A-36344, was convicted of the
crime of Assault by Force Likely to Produce Great Bodily Injury
in the County of Los Angeles on or about April 5, 1956. He
received a term of 8½¹/2 years and served 5 years 3 months 1 day in
prison before being released on parole on July 17, 1961. He was
finally discharged on October 16, 1964. A certificate of re-
habilitation was issued by the Superior Court of Los Angeles County
on March 21, 1967. Pardon granted on October 30, 1967.
LOUIS VINCENT SOUZA, Prison No. A-21058, was convicted of the
crime of Receiving Stolen Property with Prior Felony Conviction
in the County of Alameda, on or about February 10, 1940. He
served 1 year 9 months 15 days in prison before being released on
parole on November 25, 1941. He was convicted on or about April
22, 1952, in Alameda County of Receiving Stolen Property and
Prior Felony Conviction. His term was fixed at 5 years, and he
served 3 years 1 day in prison before being released on parole on
April 25, 1955. He was finally discharged on April 24, 1957.
A certificate of rehabilitation was issued by the Superior Court of
Alameda County on April 20, 1967. Because applicant had been
convicted of more than a single felony, his case was referred to
the California Supreme Court pursuant to Article V, Section 8, of
the California Constitution. On October 30, 1967, the Justices
recommended that a pardon be granted. Pardon granted December 15,
1967.

MERRILL THOMAS STONE, Prison No. A-63108, was convicted of
the crime of Drunk Driving Resulting in Bodily Injury in the
County of San Diego, on or about December 19, 1960. He received
a term of 3 years, and served 11 months in prison before being
released on parole on November 21, 1961. He was finally dis-
charged on December 21, 1963. A certificate of rehabilitation
was issued by the Superior Court of San Diego County on November
17, 1966. Pardon granted on June 29, 1967.
ABRAHAM SYROP, Prison No. A-45415, was convicted of the crime
of Assault with a Deadly Weapon in the County of Los Angeles, on
or about February 3, 1958. He received a term of 5 years, and
served 2 years 6 months in prison before being released on parole
on August 13, 1960. He was finally discharged on February 13,
1963. A certificate of rehabilitation was issued by the Superior
Court of Los Angeles County on March 31, 1967. Pardon granted
on October 30, 1967.
THOMAS LESTER TEAGUE, Prison No. A-18710, was convicted of
the crime of Robbery, first degree, four counts, concurrent, in
the County of Imperial, on or about August 21, 1951. He received
terms of 5 years each on four counts, concurrent, and served
2 years 6 months 4 days in prison before being released on parole
on March 1, 1954. He was finally discharged on August 27, 1956.
A certificate of rehabilitation was issued by the Superior Court
of Imperial County on July 8, 1966. Pardon granted on June 23,
1967.
MARK ATLEE THOMPSON, Prison No. A-307, was convicted of the
crime of Abortion, two counts, concurrent, in the County of
Sacramento, on or about August 28, 1944. He received terms of
4 years each on two counts, concurrent, and served 1 year 7
months 1 day in prison before being released on parole on April
12, 1946. He was finally discharged on July 12, 1947. A
certificate of rehabilitation was issued by the Superior Court
of Kern County on October 18, 1966. Because applicant had been
convicted of more than a single felony, his case was referred
to the California Supreme Court pursuant to Article V, Section
8, of the California Constitution. On June 21, 1967, the
Justices recommended that a pardon be granted. Pardon granted
on June 29, 1967.
HENRY MARTIN VALENCIA, Prison No. A-46856, was convicted of
the crimes of Forgery and Possession of Narcotics in the County
of Los Angeles, on or about May 1, 1958. He received terms of
3 years and 3 years, concurrent, and served 1 year 4 months in
prison before being released on parole on September 9, 1959. He
was finally discharged on May 9, 1961. A certificate of re-
habilitation was issued by the Superior Court of Sacramento County
on November 22, 1966. Pardon granted June 29, 1967.

EMMETT SANFORD VANN, Prison No. 47974, was convicted of the
crimes of Burglary, second degree, and Forgery in the County of
Los Angeles, on or about December 23, 1929. He served 1 year
7 months 24 days in prison before being released on parole on
April 4, 1931. He was finally discharged on June 11, 1932. A
certificate of rehabilitation was issued by the Superior Court
of Los Angeles County on March 31, 1967. Pardon granted on
October 30, 1967.
SHERMAN LEE VEACH, Prison No. A-7244, was convicted of the
crimes of Burglary, second degree, and Fictitious Checks, two
counts; Burglary, second degree; and Forgery, in Sacramento County
on or about September 26, 1947; he was originally sentenced in
Sacramento County for Burglary, second degree, and two counts of
Fictitious Checks. An additional commitment from Alameda County
for Burglary, second degree, was ordered to run consecutively with
the Sacramento County sentence; a third sentence from San
Bernardino County for Forgery was ordered to run concurrently.
He received a term of 8 years in the aggregate, and served 3 years
10 months 1 day in prison before being released on parole on July
30, 1951. He was discharged on January 29, 1953. A certificate
of rehabilitation was issued by the Superior Court of Santa
Barbara County on February 16, 1967. Because applicant had been
convicted of more than a single felony, his case was referred to
the California Supreme Court pursuant to Article V, Section 8,
of the California Constitution. On June 19, 1967, the Justices
recommended that a pardon be granted. Pardon granted on June 29,
1967.
RICHARD EUGENE WEHRLI, Prison No. A-69271, was convicted of
the crime of Grand Theft in the County of Santa Barbara, on or
about November 1, 1961. He received a term of 3 years, and
served 1 year in prison before being released on parole on
November 2, 1962. He was finally discharged on November 2, 1964.
A certificate of rehabilitation was issued by the Superior Court
of San Joaquin County on January 30, 1967. Pardon granted on
October 30, 1967.
HARRY WALTER WOOD, Prison No. A-25148, was convicted of the
crime of Manslaughter in the City and County of San Francisco,
on or about June 2, 1953. He received a term of 61/2 years, and
served 4 years 6 months in prison before being released on parole
on December 2, 1957. He was finally discharged on December 2,
1959. A certificate of rehabilitation was issued by the Superior
Court of Los Angeles County on June 27, 1967. Pardon granted
on December 15, 1967.

PARDONS
Pardons granted pursuant to Article V, Section 8, of the Cali-
fornia Constitution based upon establishment of extreme hardship,
or where the applicant was not eligible to proceed under Sections
4852.01 to 4852.2, of the Penal Code, and had sufficiently
demonstrated rehabilitation.
HAROLD R. DURFEE, Prison No. A-4688, was convicted in Los
Angeles County in September, 1946, of the crimes of Lewd and
Lascivious Conduct, eight counts, concurrent, and Lewd and
Lascivious Conduct, consecutive. He served 5 years and 5 months
in prison, before being paroled on April 15, 1952. He was dis-
charged from parole on September 14, 1956. On May 19, 1967, the
Adult Authority recommended that he be granted a pardon on the
grounds of rehabilitation. Pardon granted June 29, 1967.
MARY LOUISE FARLINGER, CIW No. 1760, was convicted in Los
Angeles County in July, 1952, of the crime of Grand Theft, two
counts, concurrent. She served 1 year 6 months in prison and was
paroled on March 31, 1954. On March 15, 1967, the Adult Authority
recommended that she be granted a pardon on the grounds of re-
habilitation. Pardon granted June 29, 1967.
GEORGE W. JONES, Prison No. A-4838, was convicted in Los
Angeles County in October, 1946, of the crime of Murder, first
degree. He served 91/2 years in prison and was paroled on May 9,
1956. On November 16, 1967, the Adult Authority recommended that
he be granted a pardon on the grounds of rehabilitation. Pardon
granted December 15, 1967.
CHARLES A. PIEL, SR., Prison No. A-36337, was convicted in
Kern County in April, 1956, of the crime of Robbery, second
degree, two counts, consecutive. He served 2 years 9 months in
prison, and was paroled on January 16, 1959. He was discharged
from parole on April 16, 1961. On May 19, 1967, the Adult
Authority recommended that he be granted a pardon on the grounds
of rehabilitation. Pardon granted June 29, 1967.
FRANK FORREST SMITH, Prison No. 59154, was convicted in Los
Angeles County in April, 1936, of the crimes of Murder, first
degree; Attempted Murder, three counts, and Robbery, first degree,
four counts, and Violation Act 2955 Deering's General Laws,
Statutes 1931 (Tear Bombs), all concurrent. He served 8 years
5 months 22 days in prison, and was paroled on December 19, 1944.
On May 19, 1967, the Adult Authority recommended that he be grant-
ed a pardon on the grounds of rehabilitation. Pardon granted
June 29, 1967.

WOODIE WOODS SPARKS, Prison No. A-6622, was convicted in
Contra Costa County in June, 1947, of the crime of Manslaughter.
He served 1 year 3 months 2 days in prison, and was paroled on
September 30, 1948. He was discharged from parole on January 28,
1951. On March 15, 1967, the Adult Authority recommended that
he be granted a pardon on the grounds of rehabilitation. Pardon
granted June 29, 1967.
GLEN R. URQUHART, Prison No. A-9064, was convicted in Los
Angeles County in April, 1948, of the crime of Murder, first
degree. He served 10 years in prison and was paroled on May 1,
1958. On November 16, 1967, the Adult Authority recommended that
he be granted a pardon on the grounds of rehabilitation. Pardon
granted December 15, 1967.

COMMUTATIONS OF SENTENCE
WESLEY M. BIRD, Prison No. 20663, was convicted of the crimes
of Burglary, second degree, and three priors, three counts, con-
current, in Alameda County in December, 1936. He served 14 years,
5 days in prison, and was paroled December 30, 1947. On September
19, 1967, the Adult Authority recommended that a commutation of
sentence, on grounds that parole supervision is no longer necessary,
be granted to applicant. Because applicant had been convicted of
more than a single felony, his case was referred to the California
Supreme Court pursuant to Article V, Section 8, of the California
Constitution. On November 15, 1967, the Justices recommended that
a commutation of sentence to time served be granted. Commutation
of sentence to time served granted December 15, 1967.
TONY LEE EASON, Prison No. 70660, was convicted of the crime
of Murder, first degree, in Riverside County in October, 1943.
He served 9 years in prison, and was paroled on November 17, 1952.
On November 16, 1967, the Adult Authority recommended that a
commutation of sentence, on grounds that parole supervision is no
longer necessary, be granted to applicant. Granted December 15,
1967.
MALCOLM D. FENLEY, Prison No. 65004, was convicted of the
crime of Murder, first degree, in Yuba County in April, 1940.
He served 12 years in prison, and was paroled on May 1, 1952.
On March 15, 1967, the Adult Authority recommended that a
commutation of sentence, on grounds that parole supervision is
no longer necessary, be granted to applicant. Granted June 29,
1967.
CLARENCE RICHARDSON, Prison No. A-5957, was convicted of the
crimes of Kidnapping for the Purpose of Robbery, and Robbery, first
degree, in the County of Los Angeles in March, 1947. He served
7 years 6 months 7 days in prison, and was paroled on October 15,
1954. On September 20, 1967, the Adult Authority recommended that
a commutation of sentence, on grounds that parole supervision is
no longer necessary, be granted to applicant. Granted October 30,
1967.
CALVIN THOMAS, Prison No. A-91964, was convicted of the crime
of Murder, first degree, in Los Angeles County in May, 1965, and
was sentenced to be executed. Based upon all the circumstances
surrounding this case, it was determined that a limited commutation
of sentence should be granted. Because this inmate had been con-
victed of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of the
California Constitution. On June 23, 1967, the Justices recommend-
ed that the sentence be commuted to life imprisonment without
possibility of parole. On June 29, 1967, a commutation of sentence
to life imprisonment without possibility of parole was granted.

REPRIEVES
ROBERT LEE MASSIE, Prison No. A-90159, was convicted of
the crime of Murder, first degree, in the County of Los
Angeles in 1965. He was scheduled to be executed on October
10, 1967. A reprieve was granted on October 6, 1967, to and
including November 1, 1967, for the purpose of having Massie
appear as a witness in Los Angeles County at the trial of John
Robert Vetter. On November 1, 1967, a further reprieve was
granted to and including November 14, 1967, because the trial
referred to above had not been concluded.
DANIEL ALLEN ROBERTS, Prison No. A-31045-B, was convicted of
the crime of Murder, first degree, in the City and County of San
Francisco in 1963. He was scheduled to be executed on April 18,
1967. A reprieve was granted on April 17, 1967, to and includ-
ing May 9, 1967, for the purpose of allowing sufficient time for
a thorough investigation and evaluation of the matters presented
by the defense counsel at the executive clemency hearing.

In accordance with the provisions of Article V,
Section 8, of the Constitution of California, I
hereby submit to you a report on the cases of
pardon, commutation of sentence, and reprieve
issued by me during the period from January 1,
1971, through December 31, 1971.

PARDONS
Pardons are granted pursuant to Article V, Section 8, of the
California Constitution, and Sections 4852.01-4852.2 of the Penal
Code, under which persons who have been released from state prison
can demonstrate to the superior court of the county of their
residence that they have rehabilitated themselves and earned the
right to be considered for a pardon.
In each of the following cases the pardon has been granted pursuant
to a certificate of rehabilitation issued by the superior court
of the county of residence recommending the applicant to the
Governor for a pardon:
BURT LEWIS ANDRUS, Prison No. A-10466, was convicted of the
crime of lewd and lascivious conduct in the County of Los Angeles,
on or about October 21, 1948. He was sentenced to serve a term of
1 year to life, and served 6 years, 9 months, 12 days in prison
and 3 years, 2 months, 18 days on parole. He was discharged on
November 6, 1958. A certificate of rehabilitation was issued by
the Superior Court of the County of Los Angeles on August 26, 1970.
Pardon granted November 12, 1971.
EDWARD OTIS BALLARD, Prison No. 68604, was convicted of the
crime of assault with intent to commit rape in the County of San
Diego, on or about May 28, 1942. He was sentenced to serve a term
of 1 to 20 years, and served 4 years, 10 months, 3 days in prison
and 3 years, 4 months, 23 days on parole. He was discharged on
August 23, 1950. A certificate of rehabilitation was issued by
the Superior Court of the County of Los Angeles on June 11, 1970.
Pardon granted November 12, 1971.
RAY VECK BARNETT, Prison No. A-47983, was convicted of the
crime of robbery in the first degree in the County of Los Angeles,
on or about July 11, 1957. He was sentenced to serve a term of

ROGER EVANS JONES, Prison No. A-698, was convicted of the
crime of grand theft, 16 counts, in the County of Los Angeles, on
or about January 6, 1943. He was sentenced to serve terms of
1 to 10 years for 8 counts, and 1 to 10 years for the remaining
8 counts, such terms to run consecutively. He served 2 years, 11
days in prison and 2 years, 8 months, 20 days on parole. He was
discharged from parole on September 6, 1949. On February 24, 1971,
the Adult Authority recommended that he be granted a pardon on
the grounds that this was the applicant's single criminal convic-
tion during his 75-year life span and his favorable social adjust-
ment. Pardon granted August 4, 1971.

ALBERT LIPP, Prison No. 62197, was convicted of the crime
of murder in the first degree in the County of Los Angeles, on or
about June 28, 1938. He was sentenced to serve a term of life,
and served 12 years, 6 months, 3 days in prison before being
released on parole on January 12, 1951. He was discharged by means
of a commutation of sentence dated December 18, 1958. He served
7 years, 11 months, 6 days on parole. On April 20, 1970, the
Adult Authority recommended that he be granted a pardon on grounds
of rehabilitation. Pardon granted January 26, 1971.
RAMON LOFTON, Prison No. A-5552, was convicted of the crime
of murder in the second degree with 3 prior felony convictions,
in the County of Tulare, on or about February 13, 1947. He was
sentenced to serve a term of life, and served 12 years, 10 months,
1 day in prison and was paroled on December 20, 1959. On May 29,
1970, the Adult Authority recommended that he be granted a pardon
on grounds of rehabilitation and hardship. Because the appli-
cant had been convicted of more than a single felony, his case
was referred to the California Supreme Court pursuant to Article
V, Section 8 of the California Constitution. On July 27, 1970,
the Justices recommended that a pardon be granted. Pardon
granted March 1, 1971.
BOBBY MARINAS, Prison No. 67931, was convicted of the crime
of murder in the first degree in the County of Santa Clara, on or
about February 16, 1942. He was sentenced to serve a term of
life, and served 11 years, 6 months, 3 days in prison and was
paroled on August 19, 1953. On May 29, 1970, the Adult Authority
recommended that he be granted a pardon on the grounds of stable
employment and evidence of rehabilitation. Pardon granted
August 4, 1971.
ALEXANDER N. MORSETTE, Prison No. 17279, was convicted of
the crime of murder in the first degree in the County of San
Bernardino, on or about July 24, 1931. He was sentenced to serve
a term of life, and served 18 years in prison and has been on
parole in excess of 21 years. On February 24, 1971, the Adult
Authority recommended that he be granted a pardon on the grounds
of rehabilitation. Because the applicant had been convicted of
more than a single felony, his case was referred to the Cali-
fornia Supreme Court pursuant to Article V, Section 8, of the
California Constitution. On March 30, 1971, the Justices recom-
mended that a pardon be granted. Pardon granted May 18, 1971.
CLARENCE POPE, Prison No. 22123, was convicted of the crime
of kidnapping for the purpose of robbery, 2 counts, and robbery
in the second degree in the County of San Francisco, on or about
November 12, 1937. He was sentenced to serve a term of life
without possibility of parole. He served 15 years, 6 months, 8
days in prison, and become eligible for parole by virtue of an

amendment to Penal Code Section 209, in 1951. He has been on
continuous parole for over 17 years. On April 20, 1970, the
Adult Authority recommended that he be granted a pardon on the
grounds of satisfactory social adjustment. Because the applicant
had been convicted of more than a single felony, his case was
referred to the California Supreme Court pursuant to Article V,
Section 8 of the California Constitution. On July 9, 1970, the
Justices recommended that a pardon be granted. Pardon granted
March 1, 1971.
DOMINGO S. QUEVEDO, Prison No. 70151, was convicted of the
crime of rape in the County of San Bernardino, on or about July
6, 1943. He was sentenced to serve a term of 0 to 50 years and
served 1 year, 1 month, 21 days in prison and 2 years, 2 days on
parole. He was discharged from parole on September 10, 1946.
On February 24, 1971, the Adult Authority recommended that he be
granted a pardon on grounds of his social adjustment and rehabi-
litation. Pardon granted May 18, 1971.
ROBERT LARRY RASMUSSEN, Prison No. A-10700-A, was convic-
ted of the crime of assault with a deadly weapon in the County of
Los Angeles, on or about October 28, 1948. He was sentenced to
serve a term of 0 to 10 years in the state prison. He was
paroled on December 11, 1950, after serving 2 years in prison.
Parole was suspended on May 16, 1952. He was convicted of the
crime of forgery in the County of Los Angeles on or about
September 12, 1952. He was sentenced to serve a term of 1 to 14
years, such term to be served concurrently with the prior term.
He served 2 years, 11 months in prison and 2 years, 1 month on
parole. He was discharged from parole on September 30, 1957.
On February 24, 1971, the Adult Authority recommended that he be
granted a pardon on the grounds of a 15-year record of arrest-
free living, stable employment and social adjustment. Because
the applicant had been convicted of more than a single felony,
his case was referred to the California Supreme Court pursuant to
Article V, Section 8 of the California Constitution. On March
30, 1971, the Justices recommended that a pardon be granted.
Pardon granted August 4, 1971.
CECIL H. SALTER, Prison No. 60186-B, was convicted of the
crime of burglary in the second degree in the County of Los
Angeles, on or about April 2, 1937. He was sentenced to serve a
term of 1 to 15 years, and served 3 years, 2 months, 5 days in
prison and 1 year, 11 months, 25 days on parole. On or about May
20, 1942, he was convicted of the crimes of kidnapping for robbery,
3 counts, robbery in the first degree, and attempted robbery.
He was sentenced to serve terms of life with possibility or parole,
5 years to life, and 0 to 20 years, all such terms to run con-
currently. He served 10 years, 6 months, 2 days in prison. On
or about April 13, 1946, in the County of Marin, he was convicted
of the crime of escape and was sentenced to serve a term of 1
year to life, consecutive with the prior terms. He served 6
years, 8 months, 13 days in prison and has been on parole in excess

of 18 years. On April 20, 1970, the Adult Authority recommended
that he be granted a pardon on the grounds of a record of stable
residence, self-employment and rehabilitation. Because the appli-
cant had been convicted of more than a single felony, his case was
referred to the California Supreme Court pursuant to Article V,
Section 8 of the California Constitution. On July 9, 1970, the
Justices recommended that a pardon be granted. Pardon granted
March 1, 1971.
CHARLES E. SCOTT, Prison No. 58881, was convicted of the
crime of grand theft in the County of Shasta, on or about March
31, 1936. He was sentenced to serve a term of 1 to 10 years,
and served 1 year, 6 months, 15 days in prison and 2 years, 15
days on parole. He was discharged from parole on November 7,
1939. On February 24, 1971, the Adult Authority recommended that
he be granted a pardon on the grounds of unusually good social
adjustment, financial independence, and participation in worthy
community activities. Pardon granted August 4, 1971.
PINKIE LEE STEWART, CIW No. 2578, was convicted of the
crime of assault with a deadly weapon with intent to commit murder
in the County of Kern, on or about August 15, 1956. She was
sentenced to serve a term of 6 months to 14 years, and served 1
year, 7 months, 16 days in prison and 2 years, 4 months, 14 days
on parole. She was discharged from parole on August 24, 1960.
On February 24, 1971, the Adult Authority recommended that she be
granted a pardon on grounds of rehabilitation. Pardon granted
August 4, 1971.

COMMUTATIONS OF SENTENCE
JAMES FRANCIS SILVA, Prison No. A-17658, was convicted of
the crime of murder in the second degree in the County of Los
Angeles, on or about April 11, 1951. He was sentenced to serve
a term of 5 years to life. He was convicted on or about July
30, 1953, in the County of Marin, of the crime of assault by a
life prisoner, and was sentenced to death. The death penalty was
commuted to life imprisonment without possibility of parole by
Governor Goodwin J. Knight on March 31, 1954. He has served 20
years, 6 months in prison on both commitments. On January 19,
1971, the Adult Authority recommended that he be granted a
commutation of sentence on grounds of progress in his correc-
tional rehabilitative program, his vocational competence, and
his 8 years of stability and productivity. Because the applicant
had been convicted of more than a single felony, his case was
referred to the California Supreme Court pursuant to Article V,
Section 8, of the California Constitution. On October 12, 1971,
the Justices recommended that a commutation of sentence be
granted to applicant. Granted November 12, 1971.
HENRY ALFRED VALENZUELA, Prison No. A-47028, was convicted
of the crime of kidnapping to commit robbery, the victim suffering
bodily harm, robbery in the first degree, and rape by force or
violence in the County of Fresno, on or about May 19, 1958. He
was sentenced to serve concurrent terms of life without possi-
bility of parole, 5 years to life, and 3 years to life. He
served over 13 years in prison. On May 15, 1969, the Adult
Authority recommended that he be granted a commutation of sentence
on grounds of an excellent institutional adjustment, success in
completing a 3-year vocational course, and his progress in work,
study and treatment opportunities. Because the applicant had
been convicted of more than a single felony, his case was referred
to the California Supreme Court pursuant to Article V, Section
8 of the California Constitution. On June 7, 1971, the Justices
recommended that a commutation of sentence be granted to appli-
cant. Granted August 4, 1971.

PARDONS, COMMUTATIONS AND REPRIEVES
To the Members of the Senate and Assembly
of the State of California:
In accordance with the provisions of Article V,
Section 8, of the Constitution of California, I
hereby submit to you a report on the cases of
pardon, commutation of sentence, and reprieve
issued by me during the period from January 1,
1972, through December 31, 1972.

PARDONS
Pardons are granted pursuant to Article V, Section 8 of the
California Constitution, and Sections 4852.01 - 4852.2 of the
Penal Code, under which persons who have been released from
state prison can demonstrate to the superior court of the county
of their residence that they have rehabilitated themselves and
earned the right to be considered for a pardon.
In each of the following cases the pardon has been granted pur-
suant to a certificate of rehabilitation issued by the superior
court of the county of residence recommending the applicant to
the Governor for a pardon:
ROBERT ARTHUR ARNOLD, Prison No. A-11220-A, was convicted
of the crime of making a check with insufficient funds in the
County of San Francisco, on or about November 28, 1947. He was
granted probation, which was thereafter revoked on February 16,
1949, and was sentenced to serve a term of 0 to 14 years in the
state prison. He was released on parole on February 19, 1951.
On October 19, 1951, he was again convicted of the crime of
making a check with insufficient funds in the County of San
Francisco, and was sentenced to serve a term of 0 to 14 years,
such term to run concurrently with his prior term. He served
5 years, 3 days in prison and 3 years, 8 months on parole. He
was discharged on October 22, 1957. A certificate of reha-
bilitation was issued by the Superior Court of Los Angeles on
January 22, 1970. Because the applicant had been convicted of
more than a single felony, his case was referred to the Cali-
fornia Supreme Court pursuant to Article V, Section 8, of the
California Constitution. On October 8, 1971, the Justices
recommended that a pardon be granted. Pardon granted March
1, 1972.
GLEN W. AVERY, Prison No. A-6236, was convicted of the
crime of lewd and lacivious conduct in the County of San
Francisco, on or about May 5, 1947. He was sentenced to serve
a term of 1 year to life, and served 6 years, 7 months in
prison and 2 years, 3 months on parole. He was discharged on
March 10, 1956. A certificate of rehabilitation was issued
by the Superior Court of San Francisco on January 5, 1971.
Pardon granted March 23, 1972.
NAPOLEON L. BAULCH, Prison Nos. A-2864, A-16947,
A-43754 and A-43754-A, was convicted of the crime of burglary
in the second degree in the County of Sacramento, on or about
November 23, 1945. He was sentenced to serve a term of 1 to
15 years, and served 1 year, 7 months, 12 days in prison and
2 years on parole. He was discharged on August 6, 1949. He
was convicted of the crime of forgery in the County of
Sacramento, on or about January 8, 1951. He was sentenced to
serve a term of 1 to 14 years, and served 2 years, 6 months
in prison and 2 years, 6 months on parole. He was discharged
on February 5, 1956. He was convicted of the crime of issuing
a check without sufficient funds in the County of Los Angeles,
on or about October 4, 1957, and was sentenced to serve a term
of 6 months to 14 years in the state prison. While in prison,
he received an additional conviction for the crime of 2 counts
of issuing checks without sufficient funds in the County of
Alameda. He was sentenced to serve 6 months to 14 years, such
term to run concurrent with the prior term. He served 1 year,
6 months, 24 days in prison and 1 year, 11 months, 6 days on
parole. He was discharged on May 22, 1961. A certificate of
rehabilitation was issued by the Superior Court of San Mateo
on August 3, 1971. Because the applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of
the California Constitution. On April 28, 1972, the Justices
recommended that a pardon be granted. Pardon granted
September 20, 1972.
MELVIN McCRARY BECHER, Prison No. A-29909, was convicted
of the crime of 2 counts of issuing checks without sufficient
funds in the County of Los Angeles, on or about July 13, 1954.
He was sentenced to serve a term of 6 months to 14 years on
each count in the state prison, such terms to run concurrently.
He was released on parole April 23, 1956, but was returned as
a parole violator on August 7, 1957. On or about August 6,
1957, he was convicted of 4 counts of the crime of issuing
checks without sufficient funds in the County of Ventura. He
was sentenced to serve a term of 6 months to 14 years on each
of the 4 counts, such terms to run concurrently. He was again
released on parole August 7, 1959, but was returned as a parole
violator on September 1, 1959. He was convicted on or about
August 31, 1959 in the County of Shasta of the crime of issuing
checks without sufficient funds and was sentenced to serve a
term of 6 months to 14 years in the state prison, such term to
run concurrent with his prior terms. He served a total of 7
years, 1 month, 9 days in prison and on parole. He was dis-
charged September 1, 1961. A certificate of rehabilitation
was issued by the Superior Court of Los Angeles on June 22,
1971. Because the applicant had been convicted of more than a
single felony, his case was referred to the California Supreme
Court pursuant to Article V, Section 8, of the California
Constitution. On December 6, 1971, the Justices recommended
that a pardon be granted. Pardon granted October 4, 1972.

RAYMOND W. BLAIR, Prison No. A-9216, was convicted of
the crime of attempted murder in the County of Alameda, on or
about May 20, 1948. He was sentenced to serve a term of 0 to
20 years, and served 6 years, 4 months in prison and 2 years,
8 months on parole. He was discharged on May 21, 1957. A
certificate of rehabilitation was issued by the Superior Court
of Sacramento on June 26, 1970. Pardon granted April 25, 1972.
THOMAS EDWARD BOHNE, Prison No. A-39979, was convicted
of the crime of robbery in the first degree in the County of
Los Angeles, on or about January 8, 1957. He was sentenced
to serve a term of 5 years to life, and served 5 years, 9
months, 8 days in prison and 3 years, 24 days on parole. He
was discharged on November 23, 1965. A certificate of reha-
bilitation was issued by the Superior Court of Los Angeles
on October 21, 1971. Pardon granted October 4, 1972.
PAUL DOUGLAS BOLES, Prison No. A-62645, was convicted
of the crime of manslaughter in the County of Contra Costa,
on or about November 28, 1960. He was sentenced to serve a
term of 6 months to 10 years, and served 1 year, 10 months,
25 days in prison and 1 year, 11 months, 22 days on parole.
He was discharged on October 16, 1964. A certificate of reha-
bilitation was issued by the Superior Court of Contra Costa
on February 11, 1972. Pardon granted September 20, 1972.
JUANITA HELEN BRACEY, CIW No. 3314, was convicted of
the crime of assault with a deadly weapon in the County of
Los Angeles, on or about May 19, 1959. She was sentenced to
serve a term of 6 months to 10 years, and served 1 year, 6
months, 8 days in prison and 3 years, 5 months, 22 days on
parole. She was discharged on June 1, 1964. A certificate
of rehabilitation was issued by the Superior Court of Los
Angeles on June 15, 1970. Pardon granted March 1, 1972.
STEVEN BROCKMON, Prison No. A-30487, was convicted of
the crime of grand theft auto in the County of San Diego, on
or about December 15, 1950. He was committed to the Cali-
fornia Youth Authority for the term prescribed by law. He was
paroled in December 1951, and discharged in May 1952. He was
convicted of the crime of auto theft in the County of Los
Angeles, on or about August 2, 1954. He was sentenced to serve
a term of 6 months to 5 years, and served 2 years, 3 months,
2 days in prison and 2 years, 8 months, 28 days on parole.
He was discharged on September 15, 1959. A certificate of
rehabilitation was issued by the Superior Court of Santa
Clara on March 19, 1971. Because the applicant had been
convicted of more than a single felony, his case was referred
to the California Supreme Court pursuant to Article V,
Section 8, of the California Constitution. On November 19,
1971, the Justices recommended that a pardon be granted. Par-
don granted October 4, 1972.

BARCLAY BROWN, Prison No. A-30300, was convicted on or
of the crime 16, 1954. He was sentenced to serve in 6

19, 1962, respectively. A certificate of rehabilitation was
issued by the Superior Court of the County of Los Angeles on
January 7, 1971. Because the applicant had been convicted of
more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of
the California Constitution. On December 6, 1971, the Justices
recommended that a pardon be granted. Pardon granted April
25, 1972.
ALBERT FREDERICK BRUMMER, Prison No. A-68854, was
convicted of the crime of 9 counts of making false entries in
records or returns in the County of Santa Barbara, on or about
September 29, 1961. He was sentenced to serve terms of 6
months to 14 years on each count, such terms to run concurrently.
He served 1 year in prison and 3 years on parole. He was dis-
charged on October 11, 1965. A certificate of rehabilitation
was issued by the Superior Court of Ventura on August 26, 1971.
Pardon granted September 29, 1972.
CONSTANCE BURROUGHS, CIW No. 3360, was convicted of the
crime of 3 counts of making fictitious checks in the County of
San Mateo on or about October 6, 1956, and was granted 3 years
probation. Her probation expired October 20, 1961, after she
was committed to the California Institute for Women on July 7,
1959. She was convicted on or about June 29, 1959, in the
County of San Luis Obispo, of the crime of forgery, and was
sentenced to serve a term of 6 months to 14 years in prison.
She served 1 year, 1 month, 17 days in prison and 1 year, 7
months, 13 days on parole. She was discharged on April 7,
1962. A certificate of rehabilitation was issued by the
Superior Court of Santa Clara on March 19, 1971. Because the
applicant had been convicted of more than a single felony, her
case was referred to the California Supreme Court pursuant to
Article V, Section 8, of the California Constitution. On
November 19, 1971, the Justices recommended that a pardon be
granted. Pardon granted October 4, 1972.
JOHN B. BUSK, Prison No. A-49464, was convicted of the
crime of robbery in the second degree in the County of Alameda,
on or about December 29, 1930. He was sentenced to serve a

term of 1 year to life, and served 2 years, 1 month, 17 days in
prison and 4 years on parole. He was discharged on February 17,
1937. A certificate of rehabilitation was issued by the Superior
Court of Alameda on November 29, 1971. Pardon granted September
20, 1972.
HAROLD ALDEN COOPER, Prison No. 64716, was convicted of
the crime of the crime of robbery in the first degree, while
armed with a deadly weapon, in the County of Los Angeles, on or
about February 20, 1940. He was sentenced to serve a term of 5
years to life, and served 2 years, 4 months, 14 days in prison
and 2 years, 1 month, 2 days on parole. He was discharged on
August 18, 1944. A certificate of rehabilitation was issued by
the Superior Court of the County of Los Angeles on January 21,
1970. Pardon granted March 1, 1972.
LEWIS J. DAY, Prison No. A-637, was convicted of the
crime of robbery in the first degree in the County of Contra
Costa, on or about November 16, 1944. He was sentenced to serve
a term of 5 years to life, and served 2 years, 29 days in prison
and 2 years, 10 months, 18 days on parole. He was discharged
on November 7, 1949. A certificate of rehabilitation was
issued by the Superior Court of Contra Costa on August 26, 1971.
Pardon granted June 12, 1972.
ROBERT MARTIN DE LA LUZ, Prison No. A-36320, was con-
victed of the crime of robbery in the first degree in the County
of Riverside, on or about April 13, 1956. He was sentenced to
serve a term of 5 years to life and served 4 years, 2 days in
prison and 2 years, 11 months, 28 days on parole. He was dis-
charged on April 16, 1963. A certificate of rehabilitation was
issued by the Superior Court of Los Angeles on October 18, 1971.
Pardon granted September 29, 1972.
FLORENCE DURANT, CIW No. 2670, was convicted of the
crime of murder in the second degree in the County of Fresno,
on or about December 24, 1956. She was sentenced to serve a
term of 5 years to life, and served 2 years, 1 month, 3 days in
prison and 4 years, 5 months, 27 days on parole. She was dis-
charged on July 26, 1963. A certificate of rehabilitation was
issued by the Superior Court of San Francisco on January 4,
1971. Pardon granted March 23, 1972.
WILLIAM E. FAIRCHILD, Prison No. A-50974, was convicted
of the crime of armed robbery in the first degree in the County
of San Mateo, on or about January 28, 1959. On or about
January 26, 1959, he was convicted of the crime of attempted
robbery in the first degree. He was sentenced to serve terms
of 6 months to 20 years and 5 years to life in the state
prison, such terms to run concurrently. He served 3 years, 1
month, 21 days in prison and 2 years, 10 months, 9 days on

parole. He was discharged on January 29, 1965. A certificate
of rehabilitation was issued by the Superior Court of Alameda
on December 21, 1970. Pardon granted March 23, 1972.
JOHN VINCENT FELLI, JR., Prison No. A-33839, was con-
victed of the crimes of burglary in the second degree and grand
theft in the County of Merced, on or about August 15, 1955. He
was sentenced to serve terms of 6 months to 15 years and 6
months to 10 years in the state prison, such terms to run con-
currently. He was released on parole August 20, 1956, but was
returned as a parole violator on March 22, 1957. On or about
March 22, 1957, he was convicted in the County of Santa Clara
of the crime of burglary in the second degree, and was
sentenced to serve a term of 6 months to 15 years in the state
prison, such term to run concurrent with his prior term. He
served a total of 3 years, 7 months, 28 days in prison. He was
discharged on December 22, 1959. A certificate of rehabilitation
was issued by the Superior Court of Sonoma on December 16, 1970.
Because the applicant had been convicted of more than a single
felony, his case was referred to the California Supreme Court
pursuant to Article V, Section 8 of the California Constitution.
On May 8, 1972, the Justices recommended that a pardon be
granted. Pardon granted October 4, 1972.
EARL EZRA GAWTHORPE, Prison No. A-54909, was convicted
of 2 counts of the crime of robbery in the first degree in the
County of Los Angeles, on or about August 28, 1959. He was
sentenced to serve a term of 5 years to life on each count in
the state prison, such terms to run concurrently. He served 2
years, 7 months, 20 days in prison and 3 years, 4 months, 10
days on parole. He was discharged on September 10, 1965. A
certificate of rehabilitation was issued by the Superior Court
of Ventura on January 6, 1971. Pardon granted September 29,
1972.
NICHOLAS P. GORSHEN, Prison No. A-42292, was convicted
of the crime of murder in the second degree in the County of
San Francisco, on or about July 1, 1957. He was sentenced to
serve a term of 5 years to life, and served 4 years, 7 months,
8 days in prison and 2 years, 4 months, 2 days on parole. He
was discharged on June 11, 1964. A certificate of rehabili-
tation was issued by the Superior Court of San Francisco on

the crime of 2 counts of lewd and lascivious conduct in the
County of Stanislaus, on or about September 25, 1962. He was

charged on November 3, 1966. A certificate of rehabilitation

WAYNE W. HILLMAN, SR., Prison No. A-32800, was convicted
of the crime of murder in the first degree in the County of San
Luis Obispo, on or about April 12, 1955. He was sentenced to
serve a term of life imprisonment. On June 25, 1956, his
conviction was modified pursuant to an order of the Court of
Appeal for the Second Appellate District, to murder in the
second degree, and he was thereupon re-sentenced to serve a
term of 5 years to life in the state prison. He served 6 years,
10 months in prison and 3 years, 11 months, 21 days on parole.
He was discharged on February 14, 1966. A certificate of reha-
bilitation was issued by the Superior Court of San Luis Obispo
on August 11, 1969. Pardon granted June 12, 1972.
RICHARD GAYL HOLDER, Prison No. A-12049, was convicted
of the crime of 3 counts of burglary in the second degree in
the County of San Bernardino, on or about May 20, 1949. He was
sentenced to serve a term of 1 to 15 years on each count in the
state prison, such terms to run concurrently. He served 2
years in prison and 2 years on parole. He was discharged on
June 19, 1953. A certificate of rehabilitation was issued by
the Superior Court of San Bernardino on July 7, 1971. Pardon

GEORGE A. HORTON, Prison No. A-43778, was convicted of
the crime of 3 counts of robbery in the first degree in the
County of Alameda, on or about September 25, 1957. He was
sentenced to serve terms of 5 years to life in the state prison
on each count, such terms to run concurrently. He served 3
years in prison and 3 years on parole. He was discharged on
October 18, 1963. A certificate of rehabilitation was issued

HAROLD KELLEY, Prison No. A-53953, was convicted of the
crime of car theft in the County of San Francisco on or about
December 3, 1952, and was committed to the California Youth
Authority for the term prescribed by law. He served 8 months,
9 days in a Youth Authority institution and 2 years, 7 months,
5 days on parole. He was discharged on November 1, 1957. He
was convicted of the crime of car theft in the County of San
Francisco, on or about September 15, 1955, and was placed on
probation for 2 years. On or about July 10, 1959, he was
convicted of the crime of car theft in the County of San
Francisco, and was sentenced to serve a term of 6 months to
5 years. He served 2 years in prison and 2 years on parole.
He was discharged on July 10, 1963. A certificate of reha-
bilitation was issued by the Superior Court of San Francisco
on April 9, 1970. Because the applicant had been convicted
of more than a single felony, his case was referred to the

of the crime of burglary in the second degree in the County of
Mendocino, on or about December 29, 1958. He was sentenced to
serve a term of 6 months to 15 years, and served 1 year, 3 months
in prison and 1 year, 3 months on parole. He was discharged on
June 30, 1961. A certificate of rehabilitation was issued by
the Superior Court of Stanislaus on June 29, 1971. Pardon

WING GIM LAW, Prison No. A-26403, was convicted of the
crime of burglary in the second degree in the County of San
Francisco, and was committed to the California Youth Authority
for the term prescribed by law. He served 11 months, 28 days in
a Youth Authority institution and was paroled on October 3, 1951.
He was discharged on November 6, 1953, upon commitment to prison
for a new conviction. He was convicted on or about October 5,
1953, in the County of San Mateo of the crime of robbery in the

serve terms of 6 months to 10 years in prison on each count,
such terms to run concurrent with the prior term. He served 3
years, 1 day in prison and 1 year, 11 months, 29 days on parole.
He was discharged on September 18, 1958. On January 7, 1972, the

paid. On January 7, 1972, the Adult Authority advised me that

GEORGE CERNY, Prison No. 71371, was convicted of the
crime of lewd and lascivious conduct in the County of Los
Angeles, on or about March 8, 1944. He was sentenced to serve

charged on September 25, 1950. On July 7, 1971, the Adult

NING GEE, Prison No. SQ-32344, was convicted of the
crime of murder in the second degree in the County of San
Francisco, on or about January 29, 1919. He was sentenced to

the evidence which was presented against him at his trial, his
sentence was commuted to time served on December 20, 1922, by

MERLE RONALD HAGGARD, Prison No. A-45200, was con-

cape without force in the County of Kern, on or about January

years and 6 months to 5 years in the state prison, such terms

ALDEN MAELE KAIKAKA, Prison No. A-48434, was convicted
of the crime of robbery in the first degree in the County of
Los Angeles, on or about August 15, 1958. He was sentenced to
serve a term of 5 years to life, and served 2 years, 6 months
in prison and 2 years, 6 months on parole. He was discharged
on August 26, 1963. On February 24, 1971, the Adult Authority
recommended that a pardon be granted on grounds of rehabili-
tation. Because the applicant had been convicted of more than
a single felony, his case was referred to the California Su-
preme Court pursuant to Article V, Section 8, of the Cali-
fornia Constitution. On June 7, 1971, the Justices recommended

RICHARD ALLEN KURTZ, Y.A. No. 51094, was convicted of
the crime of burglary in the first degree in the County of
Fresno, on or about January 8, 1962. He was committed to the
California Youth Authority to serve the term prescribed by law.
He served 6 months, 24 days in a Youth Authority institution,
and 1 year, 5 months, 10 days on parole. He was discharged
on January 30, 1964. On July 7, 1971, the Adult Authority
recommended that a pardon be granted on grounds of rehabili-
tation. Pardon granted March 1, 1972.
CORNELIUS JAMES MAFFIE, Prison No. A-52806-A, was con-
victed of the crime of possession of marijuana in the County
of Sacramento, on or about May 5, 1959. He was sentenced to
serve a term of 5 months to 10 years in the state prison. On
or about July 10, 1961, he was convicted of the crime of sale
and possession of narcotics in the County of Los Angeles, and
was sentenced to terms of 5 years to life and 6 months to 10
years in prison, such terms to run concurrent with his prior
term. He served 6 years in prison and was paroled on July 22,
1963. He was discharged from parole supervision on July 20,
1967. On March 8, 1972, the Adult Authority recommended that
a pardon be granted on grounds of rehabilitation. Because the
applicant had been convicted of more than a single felony, his
case was referred to the California Supreme Court pursuant to
Article V, Section 8 of the California Constitution. On
April 28, 1972, the Justices recommended that a pardon be
granted. Pardon granted October 4, 1972.
THOMAS FREDERICK MARTIN, Prison Nos. 51000, 20412,
67049 and 23968, was convicted of the crime of robbery in the
first degree in the County of Los Angeles, on or about October
19, 1931. He was sentenced to serve a term of 5 years to life
in the state prison. He served 4 years, 2 months, 17 days in
prison and was discharged on January 11, 1936, without parole.
He was convicted on or about May 27, 1936, in the County of
Los Angeles, of the crime of burglary in the second degree and
was sentenced to serve a term of 1 to 15 years in prison. He
served 4 years, 9 months, 15 days in prison and 10 months, 16
days on parole. He was discharged on February 18, 1942. On
or about August 14, 1941, in the County of Yolo, he was con-
victed of the crime of burglary in the second degree, with 2
prior felony convictions and was adjudged an habitual criminal.
He was sentenced to serve a term of life in the state prison,
such term to run concurrent with his prior term. He served
7 years, 7 months, 5 days in prison and 6 years, 4 months, 25
days on parole. He was discharged from the judgment on August
16, 1955, by a Commutation of Sentence to time served. On
March 4, 1971, the Adult Authority recommended a pardon be
granted on grounds of rehabilitation. Because the applicant
had been convicted of more then a single felony, his case was
referred to the California Supreme Court pursuant to Article

V, Section 8, of the California Constitution. On June 7, 1971,
the Justices recommended that a pardon be granted. Pardon
granted June 12, 1972.
DONALD ROY MEIFFERT, Prison No. 43412, was convicted of
the crime of grand larceny auto in the County of Los Angeles,
on or about March 25, 1927. He was sentenced to serve a term
of 1 to 5 years, and served 2 years, 2 months, 17 days in prison
and 3 months, 9 days on parole. He was discharged on September
22, 1929. On February 24, 1971, the Adult Authority recommended
that a pardon be granted on grounds of rehabilitation. Pardon
granted April 5, 1972.
WILLIAM EDWARD NORRIS, Prison No. A-15145, was con-
victed of the crime of grand theft in the County of Tulare, on
or about May 17, 1950. He was sentenced to serve a term of 1
to 10 years, and served 2 years, 3 days in prison and 1 year,
11 months, 27 days on parole. He was discharged on June 10,
1954. On September 10, 1971, the Adult Authority recommended
a pardon be granted on grounds of rehabilitation. Pardon
granted April 25, 1972.
ROBERT A. ORTIZ, Prison No. A-16768, was convicted of the
crime of auto theft in the County of Santa Cruz, on or about
January 11, 1951. He was sentenced to serve a term of 1 to 5
years in the state prison. He was paroled on July 14, 1952,
but was returned to prison as a parole violator to finish his
term on August 18, 1953. He served 3 years, 5 months in prison
and 1 year, 1 month on parole. He was discharged on July 16,
1955. On January 7, 1972, the Adult Authority recommended
that a pardon be granted on grounds of rehabilitation. Pardon
granted November 22, 1972.
MATHIAS PASCUA, Prison No. A-17380, was convicted of the
crime of kidnapping with intent and for the purpose of robbery
in the County of Monterey, on or about March 29, 1951. He was
sentenced to serve a term of life imprisonment without possi-
bility of parole. The 1951 amendment to Penal Code section
209 made him eligible for release on parole. He served 7 years,
3 months in prison and has been on continuous parole for over
13 years. On July 7, 1971, the Adult Authority recommended
that a pardon be granted on grounds of rehabilitation. Pardon
granted April 25, 1972.
LEON ELBERT PATE, Prison No. A-10932, was convicted of
the crime of 3 counts of forgery and 2 counts of embezzlement
by a public official in the County of San Francisco, on or
about March 31, 1948. He was sentenced to serve terms of 1 to
14 years and 1 to 10 years in the state prison, such terms to
run concurrently. He served 1 year, 9 months, 4 days in
prison and 2 years, 2 months, 26 days on parole. He was dis-
charged on January 12, 1953. On May 29, 1970, the Adult

rehabilitation. Because the applicant had been convicted of
more than a single felony, his case was referred to the Cali-
fornia Supreme Court pursuant to Article V, Section 8, of the

MICHAEL PERICH, Jr., Prison No. A-62461, was convicted
of the crime of robbery in the first degree in the County of
Los Angeles, on or about November 4, 1960. He was sentenced
to serve a term of 5 years to life, and served 2 years, 6
months in prison and 2 years, 6 months, 21 days on parole.
He was discharged on December 7, 1965. On September 10, 1971,
the Adult Authority recommended that a pardon be granted on
grounds of rehabilitation. Pardon granted October 4, 1972.
HENRY A. PODWYS, Prison Nos. 42993 and 19961, was con-
victed of the crime of grand larceny in the County of Kern,
on or about December 8, 1926. He was sentenced to serve a
term of 1 to 10 years and served 1 year, 1 month, 17 days in
prison and 1 year, 2 months, 13 days on parole. He was dis-
charged on April 14, 1929. He was convicted on or about July
31, 1935, in the County of Los Angeles, of the crimes of kid-
happing for the purpose of robbery, and 4 counts of robbery in
the first degree. He was sentenced to a term of life impri-
sonment, and to 4 terms of 5 years to life, all of said terms
were ordered to be served consecutively. He served 8 years,
8 days in prison and has been on continuous parole for over 28
years. On September 10, 1971, the Adult Authority recommended
that he be granted a pardon on grounds of an outstanding record
of rehabilitation. Because the applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8, of
the California Constitution. On November 19, 1971, the
Justices recommended that a pardon be granted. Pardon granted
April 25, 1972.
RUBEN MALPICA RAMOS, Prison No. A-48103, was convicted
of the crime of murder in the second degree and attempted mur-
der in the County of Los Angeles, on or about July 22, 1958.
He was sentenced to serve terms of 5 years to life and 6 months
to 20 years in the state prison, such terms to run concurrently.
He served 4 years in prison and 6 years on parole. He was dis-
charged on August 1, 1968. On March 4, 1971, the Adult Author-
ity recommended that a pardon be granted on grounds of reha-
bilitation. Pardon granted March 23, 1972.
GOLDIE CARL ROBINSON, Prison No. 68544, was convicted
of the crime of murder in the first degree, and attempted mur-
der in the County of Los Angeles, on or about June 5, 1942.
He was sentenced to serve terms of life and 0 to 20 years in

continuous parole for over 11 years. On March 4, 1971, the
Adult Authority recommended that a pardon be granted on
grounds of rehabilitation. Pardon granted April 25, 1972.
FRANK FINO RODRIQUEZ, Prison No. A-22870, was convicted
of the crime of rape in the County of San Bernardino, on or
about October 21, 1952. He was sentenced to serve a term of 0
to 50 years and served 3 years, 9 months, 1 day in prison and
3 years, 2 months, 29 days on parole. He was discharged on
November 5, 1959. On February 24, 1971, the Adult Authority
recommended that a pardon be granted on grounds of rehabili-
tation. Pardon granted March 23, 1972.
HENRY RUIZ, Prison Nos. 67911 and 25030, was convicted
of the crime of burglary in the second degree in the County of
Tulare, on or about February 9, 1942. He was sentenced to
serve a term of 1 to 15 years, and served 3 years, 6 months,
18 days in prison and 3 years, 11 months, 15 days on parole.
He was discharged on August 14, 1949. On March 7, 1972, the
Adult Authority recommended that a pardon be granted on grounds
of rehabilitation. Pardon granted September 20, 1972.
WILLARD M. SELLECK, Prison No. A-5154, was convicted of
the crime of 4 counts of grand theft, and 1 count of forgery of
endorsement in the County of Los Angeles, on or about Decem-
ber 17, 1946. He was sentenced to serve terms of 1 to 10 years
and 1 to 14 years in the state prison, such terms to run con-
currently. He served 1 year, 4 months, 28 days in prison and
2 years, 4 days on parole. He was discharged on May 20, 1950.
On February 24, 1971, the Adult Authority recommended that a
pardon be granted on grounds of rehabilitation. Pardon
granted April 25, 1972.
HARRY FRANCIS SNYDER, Prison No. A-2031, was convicted
of the crimes of lewd and lascivious conduct and rape in the
County of Los Angeles, on or about July 12, 1945. He was
sentenced to serve terms of 1 year to life and 0 to 50 years
in the state prison. On or about April 10, 1946, he was con-
victed of the crime of lewd and lascivious conduct with a
child in the County of San Bernardino, and was sentenced to
serve a term of 1 year to life, such term to run concurrent
with his prior terms. He served a total of 4 years in prison
and 3 years, 5 months, 5 days on parole. He was discharged on
January 1, 1953. On September 10, 1971, the Adult Authority
recommended that a pardon be granted on grounds of rehabili-
tation. Because the applicant had been convicted of more than
a single felony, his case was referred to the California Su-
preme Court pursuant to Article V, Section 8 of the California
Constitution. On November 19, 1971, the Justices recommended
that a pardon be granted. By virtue of this pardon and pur-
suant to Section 4854 of the Penal Code, applicant was granted
permission to possess any firearm. Pardon granted September
29, 1972.

the crime of kidnapping for the purpose of robbery and 2 counts
of robbery in the first degree in the County of Los Angeles, on
or about November 20, 1939. He was sentenced to serve terms of
life and 5 years to life in the state prison, such terms to run
concurrently. He served 5 years, 2 days in prison and has been
on continuous parole for over 26 years. On July 7, 1971, the
Adult Authority recommended that a pardon be granted on grounds
of rehabilitation. Because the applicant had been convicted
of more than a single felony, his case was referred to the
California Supreme Court pursuant to Article V, Section 8 of

JAMES BURTON TREGONING, Prison No. 53538, was convicted
of the crime of burglary in the first degree in the County of
Fresno, on or about May 20, 1939. He was sentenced to serve a
term of 5 years to life in the state prison. While on parole
for this offense, he was convicted on or about June 30, 1942,
of the crime of 2 counts of robbery in the first degree, with
prior felony conviction, in the County of Tulare, and was
sentenced to serve two 5 year to life terms, each such term to
run concurrent with the prior term. He served 6 years, 29
days in prison and 2 years, 10 months, 26 days on parole on
both convictions. He was discharged on August 1, 1949. On
September 10, 1971, the Adult Authority recommended that a par-
don be granted on grounds of rehabilitation. Because the appli-
cant had been convicted of more than a single felony, his case
was referred to the California Supreme Court of the State of
California pursuant to Article V, Section 8 of the California
Constitution. On November 19, 1971, the Justices recommended
that a pardon be granted. Pardon granted September 29, 1972.
WALTER E. WARLEY, Prison No. A-28609, was convicted of
the crime of 2 counts of robbery in the first degree in the
County of San Diego, on or about April 2, 1954. He was sen-
tenced to serve terms of 5 years to life in the state prison,
such terms to run consecutively. He served 4 years, 6 months,
1 day in prison, and 5 years, 5 months, 29 days on parole. He
was discharged on April 5, 1964. On February 24, 1971, the
Adult Authority recommended that a pardon be granted on grounds

WILLIAM ALBERT WEBB, Prison No. A-1305, was convicted of
the crime of robbery in the first degree in the County of Los
Angeles, on or about March 2, 1945. He was sentenced to serve
a term of 5 years to life, and served 2 years, 8 months, 19
days in prison and 2 years, 6 months, 4 days on parole. He
was discharged on June 15, 1950. On March 8, 1972, the Adult

JOHN B. YOHANNON, Prison No. 62068, was convicted of the
crime of murder in the first degree in the County of Stanislaus,

life, and served 10 years in prison and has been under continu-
ous parole supervision for over 23 years. On February 24, 1971,
the Adult Authority recommended that a pardon be granted on
grounds of rehabilitation. Pardon granted April 25, 1972.

COMMUTATIONS OF SENTENCE
WILLIAM LOWELL HATFIELD, Prison No. A-21520, was con-
victed of the crimes of murder in the first degree and robbery
in the first degree in the County of Contra Costa, on or about
June 9, 1952. He was sentenced to serve terms of life and 5
years to life in the state prison, such terms to run concur-
rently. He served 7 years, 11 months, 6 days in prison and
has been on continuous parole for more than 12 years. On May
17, 1972, the Adult Authority advised me of applicant's
involvment in prison training programs; that he has satis-
factorily progressed financially, and has maintained an excell-
ent family relationship. They therefore recommended that he be
granted a Commutation of Sentence to time served. Commuta-
tion granted September 20, 1972.
JIMMIE WENDLE THEUS, Prison No. A-93228, was convicted
of the crimes of kidnapping, rape with force, sex perversion
and robbery in the second degree in the County of Los Angeles,
on or about September 28, 1965. He was sentenced to state
prison to serve life without possibility of parole for kid-
napping, and to 3 years to life for the crime of rape with
force, and to 3 years to life for the crime of sex perversion,
such terms to run concurrently. Sentence was withheld as to
the count of robbery. On appeal, the District Court of Ap-
peal for the Second Appellate District, held that the kid-
napping, rape, sex perversion and robbery were all part of a
single continuous act of criminal conduct, and, therefore,
the judgment was reversed insofar as imposition of sentence
on the rape and sex perversion counts. In all other respects
the court affirmed the judgment. He has served 6 years, 6
months, 18 days in prison. On May 11, 1972, the Adult Author-
ity recommended that applicant be granted a Commutation of
Sentence from life imprisonment without possibility of parole
to life imprisonment with possibility of parole, basing its
recommendation on the belief it would facilitate further
treatment and rehabilitation of the applicant. Commutation
granted June 1, 1972.
