These people include the sheriff, chief of police, and district attorney of the locality in which the premises are situated, to the board of supervisors of the county in which the premises are situated, if in unincorporated territory, and to the city council or other governing body of the city in which the premises are situated if within an incorporated area. No license is issued or transferred until at least 30 days after the mailing of the copies of the application so that local officials may have an opportunity to protest against the issu- ance or transfer of the license. ING AGENCY: 1/70 IV-24 SEWAGE FACILITY FEDERAL GRANTS PURPOSE: Provide grants of 30 percent of the eligible project cost, or 33 percent if the project conforms with comprehensive metropolitan or regional planning, for construction of sewage treatment facilities. ELIGIBILITY: Grants may be requested by municipalities including cities, counties and districts authorized to provide sewerage services. Actual grants are made by the Federal Water Pollution Control Administration following certification of projects by the State Water Resources Control Board in accordance with a rating system established by the Board. The total number of grants is dependent upon annual federal appropriation. There is no limit to the maximum grant per applicant. The balance of the project must be paid by the applicant. ADMINISTERING Department of Conservation, Division of AGENCY: Forestry. 1/70 IV-27 EMERGENCY FLOOD RELIEF PURPOSE: The Emergency Flood Relief Law, enacted by Chapter 1511, Statutes of 1959, provides financial assistance to local public agencies on a cost sharing basis, commensurate with the financial capabil- ity of the local agency, for the permanent repair or the replace- ment of public real property damaged or destroyed by storms, floods or flood conditions, when funds are appropriated by the Legislature. The Department of Water Resources is responsible for administration of the flood relief fund for damages to levees, flood control works, improved channels, irrigation works and other water facilities, subject to the approval of the Department of Finance. ELIGIBILITY: Any city, county, city and county, or other public district sustaining storm damage within the period specified, and which has made application to the Department of Finance, on or before the final filing date established in the act appropriating state funds, may be eligible for financial assistance under the law. A legislative bill for an appropriation is usually introduced at the request of local agencies sustaining severe storm damage. If the Legislature concludes that the damage incurred was of sufficient magnitude to warrant state assistance, an appropriation is made to the Department of Finance to finance the State's share of the repair and restoration costs.
