ENVIRONMENT
LICENSE NOTIFICATION
PURPOSE:
To provide notification to all interested officials of the
receipt of an application of transfer of license. These people
include the sheriff, chief of police, and district attorney
of the locality in which the premises are situated, to the
board of supervisors of the county in which the premises are
situated, if in unincorporated territory, and to the city council
or other governing body of the city in which the premises are
situated if within an incorporated area.
No license is issued or transferred until at least 30 days after
the mailing of the copies of the application so that local
officials may have an opportunity to protest against the issu-
ance or transfer of the license.

Copies of applications are automatically forwarded to above-
enumerated officals.

LOCAL WATER PROJECTS
PURPOSE:
To further the development, control, and conservation of the
water resources of California.
1. Provides state loans to public agencies for prepara-
tion of feasibility reports, acquisition of reservoir
sites, and construction of local water projects, when
such agencies are unable to obtain financing on
reasonable terms from other sources;
2. Encourages development of the recreation and fish and
wildlife potentials of local water projects by author-
izing state grants for such purposes; and
3. Enables the State to participate as a partner in the
development, construction, or operation of certain
water projects, where such participation is necessary
for optimum development of the resources.

WATER RESOURCES DEVELOPMENT
PURPOSE:
Assist local governmental agencies in establishing a local hydrologic
data collection network, which goes beyond a statewide network, for
the purpose of providing sufficient and reliable hydrologic data
to plan, design, construct, and operate water development projects
to serve the local needs. The local governments may contribute funds
to a cooperative agreement where the Department of Water Resources
would collect and process the data for the local project purpose.
ELIGIBILITY:
Local agencies such as county flood control and water conservation
districts are eligible to receive assistance in the collection and
processing of hydrologic data.
Upon receipt of a request from the local agencies, funds may be
budgeted to cover the Department's share of a cooperative program

GROUND WATER INVESTIGATION
PURPOSE:
The Ground Water Investigations program provides for Department
of Water Resources' personnel to conduct a ground water
investigation including the geology, hydrology, and economic
operation studies for conjunctive operation of surface and
ground water resources. Cooperative studies are done on an
equal cost sharing basis with local agencies with the local
agency contribution consisting of manpower, services, and cash.
ELIGIBILITY:
Any local government entity in California is eligible for a
cooperative ground water investigation upon request through the
Department. However, the investigation must be of sufficient
magnitude, scope, and detail to contain an element of statewide
interest.

CLEANUP AND ABATEMENT ACCOUNT
PURPOSE:
To provide monies for the cleanup of a waste or abating its effects
on waters of the State.
ELIGIBILITY:
Upon application by a public agency with authority to cleanup a
waste or abate the effects thereof, the State Water Resources
Control Board may order monies from the State Water Quality
Control Fund Water Pollution and Abatement Account to be paid to
the agency to assist it in cleaning up the waste. The agency
shall not become liable to the State Board for repayment of such
monies.

GEOLOGIC HAZARDS AND MINERAL RESOURCE STUDIES
PURPOSE:
To cooperatively provide data on geologic hazards (such as
slope stability, active faulting and subsidence), the geologic
environment in general and mineral resources to facilitate wise
land-use planning by local and regional agencies. The scope of
these investigations is determined by mutual agreement. Results
become part of the public records of the state; copies are
furnished to the cooperating agency.
ELIGIBILITY:
Any local or regional government which has a need for this service
and is willing to provide half of the support for the project,
either financially or with necessary matching services, may make
a proposal to the State Geologist. Proposals will be considered
on the basis of state-wide priorities.

SEWAGE FACILITIES LOANS
PURPOSE:
Loans for the construction of facilities for collection,
treatment, or export of waste when necessary to prevent
water pollution or to reclaim and/or convey reclaimed water.
ELIGIBILITY:
Loans may be requested by municipalities and districts which
do not have funds available for financing the construction of
sewage facilities and/or facilities to reclaim waste water and
to convey reclaimed water, and which can show that the sale
of revenue or general obligation bonds through private financial
institutions is impossible or would impose an unreasonable burden
on the community. The community must have a feasible plan for
repayment of the loan.

SEWAGE FACILITY FEDERAL GRANTS
PURPOSE:
Provide grants of 30 percent of the eligible project cost, or
33 percent if the project conforms with comprehensive metropolitan
or regional planning, for construction of sewage treatment facilities.
ELIGIBILITY:
Grants may be requested by municipalities including cities, counties
and districts authorized to provide sewerage services. Actual
grants are made by the Federal Water Pollution Control Administration
following certification of projects by the State Water Resources
Control Board in accordance with a rating system established by the
Board. The total number of grants is dependent upon annual federal
appropriation. There is no limit to the maximum grant per applicant.
The balance of the project must be paid by the applicant. Applica-
tions must be submitted to the appropriate regional board office by
March 31 prior to the fiscal year in which the grant is certified.

WASTE DISCHARGE REQUIREMENTS
PURPOSE:
Prescribing requirements as to the nature of waste discharges
in relation to water quality conditions to be maintained in a
disposal area or receiving waters as the basis for design and
operation of waste treatment and disposal facilities.
ELIGIBILITY:
Any person (including cities, counties, and special districts)
proposing to discharge waste or making any material change in
existing discharge, must file a report of such discharge with
the appropriate California Regional Water Quality Control Board.

PURPOSE:
A program to establish a protective cover of
vegetation on burned watersheds where the
character and condition is such that precipi-
tation may create flood runoff, soil erosion,
and damage to downstream values.
ELIGIBILITY:

municipal corporation, person, firm, or
corporation. Contracts are usually with
county governments and flood control districts.
The State shares up to 50% of the cost.
Services are initiated by a combination of a
request by a local unit, and a finding of the

EMERGENCY FLOOD RELIEF
PURPOSE:
The Emergency Flood Relief Law, enacted by Chapter 1511, Statutes
of 1959, provides financial assistance to local public agencies
on a cost sharing basis, commensurate with the financial capabil-
ity of the local agency, for the permanent repair or the replace-
ment of public real property damaged or destroyed by storms,
floods or flood conditions, when funds are appropriated by the
Legislature. The Department of Water Resources is responsible
for administration of the flood relief fund for damages to levees,
flood control works, improved channels, irrigation works and
other water facilities, subject to the approval of the Department
of Finance.
ELIGIBILITY:
Any city, county, city and county, or other public district
sustaining storm damage within the period specified, and which
has made application to the Department of Finance, on or before
the final filing date established in the act appropriating state
funds, may be eligible for financial assistance under the law.
A legislative bill for an appropriation is usually introduced at
the request of local agencies sustaining severe storm damage.
If the Legislature concludes that the damage incurred was of
sufficient magnitude to warrant state assistance, an appropriation
is made to the Department of Finance to finance the State's share
of the repair and restoration costs.

The Food Stamp program is a voluntary program for low-income
families (or individuals), either on or off welfare, which will

PURPOSE:
Aid to Blind (AB) is to relieve blind persons from the distress
of poverty, to promote self-care, to enlarge the economic
opportunities of the blind, and to stimulate the blind to
greater efforts in striving to render themselves self-supporting.
APSB (Aid to Potentially Self-Supporting Blind) is to
provide a plan whereby the blind residents of the State may

MEDICAL CARE
PURPOSE:
The California Medical Assistance Program (Medi-Cal) provides
the full scope of medical and health services, including
drugs, assistive devices, and all forms of professional and
institutional care to qualified low-income Californians. Free
choice of practitioner and health care facility is guaranteed
by law. Persons and families receiving benefits under any
of the categorical aid programs (i,e., Old Age Security,
Aid to the Blind, Aid to the Needy Disabled, and Aid to
Families with Dependent Children) are automatically eligible
for Medi-Cal benefits. Certain others on low incomes and
with limited resources may be assisted through whole or
partial payment of their medical hospital bills. Payment is
made directly to the provider of service.
ELIGIBILITY:
The State Department of Social Welfare has been designated
to establish and maintain methods and procedures for determining
eligibility through County Welfare Departments, but the
program is administered by the Department of Health Care
Services. The Federal Government provides fifty per cent
of the funding for the California Medical Assistance Program
with the balance provided by State and County Governments.
By law, the County contribution is limited to past expenditures
(1965 base year) for similar programs, with periodic adjustment
based upon population changes.

PURPOSE:

PURPOSE:
To provide technical assistance in the organization, formation
and conduct of community action programs aimed at marshalling
public and private resources at federal, state and local levels

ELIGIBILITY:

history of concern with the problems of poverty are eligible for

RECRUITMENT AND PLACEMENT SERVICES TO NYC'S
PURPOSE:
To provide recruitment and other placement services to the
Neighborhood Youth Corps (NYC) which is administered by the
Federal Government, but initiation, development, and direction
of individual NYC projects come from sources within the com-
munity itself. Usually, various sponsoring local government
agencies play a role in the operation of the local NYC program,
including school districts, welfare council, recreation and
park districts, and other local jurisdictions.
ELIGIBILITY:
All approved NYC projects receive the full support and placement
services of the local Department of Human Resources Development
offices. In nearly all cases, the local office participates in
the inception of the local NYC and in its ongoing assistance to

YOUTH EMPLOYMENT SERVICES
PURPOSE:
To provide placement services in cooperation with the high school
district, and with other community agencies or organizations
engaged in youth employment activities. In-school students are
placed on part-time and vacation jobs. Terminal students are
registered for work prior to graduation, or dropout, and all
efforts are made to place them on permanent or career jobs. In
close cooperation with civic leaders and with the support of
local organizations, "Employment Fairs" are held, where employers
set up booths and interview terminal students as prospective
employees.

ON-THE-JOB TRAINING SUPERVISION
PURPOSE:
To aid in planning, implementation and supervision of apprentice-
ship and other on-the-job training projects and programs involving
the county or municipal governments' labor force. These services
also include approving such apprenticeship or non-apprenticeable
on-the-job training programs for veterans under the Veterans
Readjustment and Assistance Act.
ELIGIBILITY:
Any level of local government is eligible. There are no
specific requirements as to population, etc. Cost of conduct-
ing the training program would be borne by the unit of govern-
ment requesting the services. However, no administrative or
service costs are levied by the Division of Apprenticeship
Standards. Any veteran who had 181 days or more of active
military duty and was discharged after January 31, 1955, is
eligible to receive training assistance allowances. The
services of the DAS may be secured in writing or by telephone
from any local or area DAS office.

To provide services to public agencies as a workmen's compen-
sation insurance carrier. Cities, counties, schools and special
districts as clients of the State Fund are provided accident
prevention, loss management and rehabilitation programs as well
as budget preparation assistance.
Specific services provided in the 19 State Fund offices
located throughout the state include complete and unlimited
medical treatment for injured employees, claims adjustment,
prompt payment of benefits for loss time injuries, assistance
in accident prevention, interpretation and advice on workmen's

Recruitment for municipal and county medical clinics and hospitals

Department of Human Resources Development local office registers

MIGRANT FARM WORKERS SERVICE
PURPOSE:
To provide temporary shelter, child day care, compensatory
child and adult education, health and sanitation services to
inter- and intra-state migrant farm workers and their families.
ELIGIBILITY:
Financing of and technical assistance is available to county
and city agencies (including school districts, housing
authorities and health agencies) private, non-profit organ-
izations with a prior concern with the problems of poverty,
Community Action Agencies, or combinations thereof
construction and operation of Migrant Service Centers.
The state will pay 100% of the operating costs (90% from
federal money, 10% from state funds) and 90% of capital outlay
and construction. The remaining 10% must be provided by the
contracting agency from local funds in cash or in kind.

COUNTY VETERAN SERVICE OFFICES- (FUNDS)
PURPOSE:
To provide partial reimbursement of the cost to counties which have
established County Veterans Service Offices to assist veterans and
their dependents in claims for compensation and pensions, education
and other federal and state benefits; these offices also coordinate
with federal, state, and local agencies in rendering service to
returning servicemen. At present fifty-five counties are in the
program.
ELIGIBILITY:
The provision of a County Veterans Service Office is the prerogative
of each County Board of Supervisors. The amount of money for the
subvention is appropriated by the Legislature and for several years
has been at the $500,000 figure as a part of the operating costs of
maintaining the offices. The amount to each county can vary,
according to a formula devised by the Department of Veterans Affairs
and approved by the California Veterans Board, but in no case does
the amount exceed $30,000 to one county.

FORREST PEST CONTROL
PURPOSE:
The identification, survey, appraisal and control, if feasible,
of forest insects, diseases and destructive animals.
ELIGIBILITY:
The State can contract with counties and districts, within ap-
proved zones of infestation, to accomplish forest pest control.
When there is a federal interest, the counties and districts
share of costs for control is 25%. Appraisal of an insect,
disease or animal damage area can be requested by a county,
district, or private landowner.

HUNTING AND FISHING RECREATION PROJECTS
PURPOSE:
To provide through capital outlay projects, fish and
wildlife based recreational opportunities, primarily hunting
and fishing, in cooperation with local government.
ELIGIBILITY:
Any subdivision of state government is eligible - city,
county, districts.
Requirements are that the project be within the scope of
the WCB's statutory authority, be feasible and of statewide
or regional benefit commensurate with costs, and that a
local governmental agency be willing to operate and maintain
at no expense to the state. Local matching funds are
required for fishing pier projects.
A letter to the Board staff requesting consideration of a
project proposal will initiate action, preferably by local
government, but may be any interested organization or
individual.

PURPOSE:
Provides use of the armory to every city for nominal fee for
community use.
ELIGIBILITY:
Prior to use of armory for other than ordered assemblies of units
stationed in armory, a California Army National Guard Form 29, License
to Use State Armory, must be executed and approved. Rental charge
is made for every licensed function. (*See exceptions noted below).
Rental rate schedule is approved annually by the State Department
of General Services. Rental rates represent three categories of
armory users.
Category A: Functions of community organizations not commercial in
nature and not designed to produce revenue, e.g., community sponsored
teen dances, Boy and Girl Scout meetings, community meetings not of
a political nature.
Category B: Functions of organizations, groups and individuals not
commercial in nature, not designed to produce private revenue, and
normally not promoted for general public attendance, e.g., private
club or group dinners, fund raising activities of recognized welfare
organizations, holiday mail use by Post Office.
Category C: Functions of commercial organizations, individuals or
groups and major fund raising or profit making functions of all kinds,

FEE EXEMPT LICENSING
PURPOSE:
Special Licensing of Vehicles: Fee Exempt. Several classes of
vehicles are exempt from payment of fees; however, the Department

BRIDGE INVESTIGATION
PURPOSE:
To determine safe vehicle weights or speeds for bridges.
This service provides a central authority that will make an
engineering investigation of bridges under the jurisdiction
of local governments or other State agencies. The studies
are limited to the stated purpose.
ELIGIBILITY:
Counties, cities and local public agencies as well as other State
agencies may request this service. At present there is no charge.
The bridge must carry public traffic. If the study determines that
traffic should be restricted as to weight or speed, a public
hearing must be held before an official posting can be set.

STATE AID FOR URBAN STREETS
PURPOSE:
To provide financial aid to cities and counties for the
construction of urban streets that are extensions of Federal
Aid Secondary Highways.
ELIGIBILITY:
Cities or counties.
Upon request to the Department of Public Works and approval of
project by California Highway Commission State Highway Funds
are allocated on a matching basis. Project must conform to
Federal Aid Urban Standards. State funds to one agency are
limited to 1/2 of agency's cost of project or projects but not
to exceed $500,000 for one fiscal year. Total state allocation
for all projects is limited to $5,000,000 per year.

on county portion of Federal Aid Secondary Highway System.
