1. (e) AT SAME TIME AS ATTACKS IN OTHER PARTS OF PERU
(REFTEL) TERRORIST VIOLENCE AGAIN ERUPTED IN HUALLAGA AREA
ON SATURDAY AND SUNDAY (JUNE 23 & 24). EARLY PRESS REPORTS,
WHICH HAVE BEEN CONFIRMED IN PART BY REPORTS FROM GUARDIA
CIVIL (GC) WITNESSES, INDICATE THAT TERRORISTS ATTACKED
TOWNS OF TOCACHE NUEVO AND AGUAYTIA, AS WELL AS THE
POLICE POST AT SANTA MARIA AND A POLICE CAR OUTSIDE
TINGO MARIA (THE LATTER WAS ONLY ATTEMPT MADE IN
TERRITORY COVERED PREVIOUSLY BY "OPERATION BRONCO".).
IN TOCACHE, A GROUP ESTIMATED AT 100 ASSAULTED POLICE
STATION, KILLING THREE GC THERE AND WOUNDING TWO MORE.
THEY THEN DYNAMITED POLICE STATION, MUNICIPAL BUILDING,
LOCAL OFFICE OF AMAZON BANK AND LOCAL ELECTROPERU PLANT
AND OCCUPIED THE TOWN FOR TWO AND ONE-HALF HOURS,
COLLECTING TOWNSPEOPLE AND SUBJECTING THEM TO ABUSE
AND MARXIST HARANGUES. AID INFORMS US THAT ALL PEAH
WORKERS AND THEIR FAMILIES HAVE BEEN REMOVED FROM THE
TOCACHE AREA FOR THEIR OWN SAFETY. EARLIER, GROUP

ACROSS DEPARTMENTAL BORDER IN UCAYALI DEPARTMENT BUT
ONLY 50 KM. FROM TINGO MARIA, SHOOTING DOWN TOW CUSTOMS
AGENTS AND DYNAMITING CUSTOMS POST. THEY THEN ATTACKED
LOCAL GC POST, WHOSE TEN OCCUPANTS WERE ABLE TO ESCAPE,
AND SACKED AND BURNED BUILDING. THEY ALSO BURNED LOCAL
MUNICIPAL BUILDING AND TELEPHONE OFFICE AND LEFT NOTES
THREATENING TO KILL MAYOR, SUB-PREFECT AND JUSTICE OF
PEACE OF TOWN IF THEY DID NOT IMMEDIATELY RESIGN.
BUT ATTEMPT TO ROB AMAZON BANK IN UCHIZA FAILED BECAUSE
MONEY WAS IN STRONGBOX WHICH TERRORIST COULD NOT
OPEN. ALTHOUGH THEIR EXPLOSIVES BLEW UP BANK BUILDING,
STRONGBOX REMAINED UNHARMED. REPORTS OF VARIOUS
ATTEMPTS IN TINGO MARIA REMAIN UNCONFIRMED; ALLEGED
BOMBING IN CNETRAL MARKET WAS INVESTIGATED BY AMERICAN
CONTRACT OFFICER AND FOUND TO BE NONTERRORIST
FIRE. ON SATURDAY NIGHT, GROUP OF NON-UMOPAR GC
AGENTS PATROLLING HUALLAGA VALLEY WERE CONVINCED BY
LOCAL FARMERS THAT ENCAMPMENT OF CORAH WORKERS AND
UMOPAR AGENTS GUARDING THEM WAS TRAFFICKER GROUP. IN
ENSUING CONFUSION, ONE NON-UMOPAR GC WAS KILLED AND
OTHERS WOUNDED. UMOPAR UNIT COMING FROM TINGO MARIA
INTERCEPTED THEM AT ROAD BLOCK AND RENDERED ASSISTANCE
TO WOUNDED MEN. COMMENT: PATTERN OF TERRORIST
OPERATIONS IS SIMILAR TO EARLIER ATTACKS AT AUCAYACU
AND PUCUYACU, SUGGESTING THAT TERRORISTS THROWN OFF
BALANCE BY "OPERATION BRONCO" ARE TRYING TO RECOVER
THEIR MOMENTUM BY A SERIES OF OPERATIONS CALCULATED
TO SPREAD PANIC IN MAXIMMUM AREA OF VALLEY WITHOUT
RUNNING RISK OF CONFRONTATION WITH EQUAL NUMBERS OF GC.
AS "OPERATION BRONCO" DEMONSTRATED, GC ALWAYS CAM E OUT
ON TOP IN SUCH CONFRONTATIONS, SO TERRORIST TACTIC
SEEMS TO BE ONE OF STRIKING FAST FOR CHEAP SUCCESSES.
END COMMENT. JORDAN

SEES AS THEIR COLLUSION IN THE HIJACKINGS BY SPONSORING HIJACKINGS
OF COMMERCIAL AIRCRAFT FROM THOSE COUNTRIES, U.S. NATIONALS MAY WELL
BE AFFECTED. OF EQUAL CONCERN, IRAQ'S APPARENT WILLINGNESS TO GRANT
ASYLUM TO THE LATEST IRANIAN HIJACKERS MAY RESULT IN A PRECEDENT OF
WHICH OTHER COUNTRIES WILL TAKE NOTE. A MAJOR FACTOR IN HOLDING
DOWN THE NUMBERS OF AIRCRAFT HIJACKINGS IN RECENT YEARS HAS BEEN THE
PAGE 05 RULYS666203 C 0 N F ID E N T I A L
WIDESPREAD REFUSAL OF MOST NATIONS TO GRANT ASYLUM TO THE HIJACKERS.
THE CURRENT SITUATION IN THE PERSIAN GULF HOLDS THE PROMISE OF
TOTALLY DISRUPTING THIS INTERNATIONAL AGREEMENT, WHICH COULD LEAD TO
A NEW WAVE OF AIRCRAFT HIJACKINGS. IN ADDITION, IF TEHRAN PLANS ON
CARRYING THROUGH WITH ITS THREAT TO RETALIATE IN KIND FOR AIRCRAFT
HIJACKING, IT WILL MARK THE FIRST TIME A STATE HAS SPONSORED SUCH
ACTIONS, AND WILL SET ANOTHER VERY DANGEROUS PRECEDENT.

EARLY PRESS REPORTS,\nWHICH HAVE BEEN CONFIRMED IN PART BY REPORTS FROM GUARDIA\nCIVIL (GC) WITNESSES, INDICATE THAT TERRORISTS ATTACKED\nTOWNS OF TOCACHE NUEVO AND AGUAYTIA, AS WELL AS THE\nPOLICE POST AT SANTA MARIA AND A POLICE CAR OUTSIDE\nTINGO MARIA (THE LATTER WAS ONLY ATTEMPT MADE IN\nTERRITORY COVERED PREVIOUSLY BY \"OPERATION BRONCO\".).\nIN TOCACHE, A GROUP ESTIMATED AT 100 ASSAULTED POLICE\nSTATION, KILLING THREE GC THERE AND WOUNDING TWO MORE.\nTHEY THEN DYNAMITED POLICE STATION, MUNICIPAL BUILDING,\nLOCAL OFFICE OF AMAZON BANK AND LOCAL ELECTROPERU PLANT\nAND OCCUPIED THE TOWN FOR TWO AND ONE-HALF HOURS,\nCOLLECTING TOWNSPEOPLE AND SUBJECTING THEM TO ABUSE\nAND MARXIST HARANGUES. FROM TINGO MARIA, SHOOTING DOWN TOW CUSTOMS\nAGENTS AND DYNAMITING CUSTOMS POST. THEY THEN ATTACKED\nLOCAL GC POST, WHOSE TEN OCCUPANTS WERE ABLE TO ESCAPE,\nAND SACKED AND BURNED BUILDING. THEY ALSO BURNED LOCAL\nMUNICIPAL BUILDING AND TELEPHONE OFFICE AND LEFT NOTES\nTHREATENING TO KILL MAYOR, SUB-PREFECT AND JUSTICE OF\nPEACE OF TOWN IF THEY DID NOT IMMEDIATELY RESIGN.\nBUT ATTEMPT TO ROB AMAZON BANK IN UCHIZA FAILED BECAUSE\nMONEY WAS IN STRONGBOX WHICH TERRORIST COULD NOT\nOPEN. ALTHOUGH THEIR EXPLOSIVES BLEW UP BANK BUILDING,\nSTRONGBOX REMAINED UNHARMED. REPORTS OF VARIOUS\nATTEMPTS IN TINGO MARIA REMAIN UNCONFIRMED; ALLEGED\nBOMBING IN CNETRAL MARKET WAS INVESTIGATED BY AMERICAN\nCONTRACT OFFICER AND FOUND TO BE NONTERRORIST\nFIRE. ON SATURDAY NIGHT, GROUP OF NON-UMOPAR GC\nAGENTS PATROLLING HUALLAGA VALLEY WERE CONVINCED BY\nLOCAL FARMERS THAT ENCAMPMENT OF CORAH WORKERS AND\nUMOPAR AGENTS GUARDING THEM WAS TRAFFICKER GROUP. IN\nENSUING CONFUSION, ONE NON-UMOPAR GC WAS KILLED AND\nOTHERS WOUNDED. UMOPAR UNIT COMING FROM TINGO MARIA\nINTERCEPTED THEM AT ROAD BLOCK AND RENDERED ASSISTANCE\nTO WOUNDED MEN. COMMENT: PATTERN OF TERRORIST\nOPERATIONS IS SIMILAR TO EARLIER ATTACKS AT AUCAYACU\nAND PUCUYACU, SUGGESTING THAT TERRORISTS THROWN OFF\nBALANCE BY \"OPERATION BRONCO\" ARE TRYING TO RECOVER\nTHEIR MOMENTUM BY A SERIES OF OPERATIONS CALCULATED\nTO SPREAD PANIC IN MAXIMMUM AREA OF VALLEY WITHOUT\nRUNNING RISK OF CONFRONTATION WITH EQUAL NUMBERS OF GC.\nAS \"OPERATION BRONCO\" DEMONSTRATED, GC ALWAYS CAM E OUT\nON TOP IN SUCH CONFRONTATIONS, SO TERRORIST TACTIC\nSEEMS TO BE ONE OF STRIKING FAST FOR CHEAP SUCCESSES.\nEND COMMENT. OF EQUAL CONCERN, IRAQ'S APPARENT WILLINGNESS TO GRANT\nASYLUM TO THE LATEST IRANIAN HIJACKERS MAY RESULT IN A PRECEDENT OF\nWHICH OTHER COUNTRIES WILL TAKE NOTE. A MAJOR FACTOR IN HOLDING\nDOWN THE NUMBERS OF AIRCRAFT HIJACKINGS IN RECENT YEARS HAS BEEN THE\nPAGE 05 RULYS666203 C 0 N F ID E N T I A L\nWIDESPREAD REFUSAL OF MOST NATIONS TO GRANT ASYLUM TO THE HIJACKERS.\nTHE CURRENT SITUATION IN THE PERSIAN GULF HOLDS THE PROMISE OF\nTOTALLY DISRUPTING THIS INTERNATIONAL AGREEMENT, WHICH COULD LEAD TO\nA NEW WAVE OF AIRCRAFT HIJACKINGS.
