BASE ACROSS FROM CALLAO PORT, AND FIRED SUBMACHINE GUNS AT THE
GUARDS. AFTER A SHORT SHOOT-OUT THE BOAT SLIPPED INTO FOG AND WAS
CHASED BY PERUVIAN NAVY BOATS IN THE FIRST ATTACK EVER ON A NAVAL
BASE. NO CASUALTIES HAVE YET BEEN REPORTED IN THE HIT AND RUN
ATTACK. THE SAN LORENZO NAVAL BASE IS LOCATED IN THE VICINITY OF

9. (U) INDIAN OCEAN ACTIVITY:
A. (U) IRAN: ON 12 SEP AN INTENDED HIJACKING OF AN IRAN AIR
DOMESTIC FLIGHT ENROUTE FROM SHIRAZ TO TEHRAN WAS PREVENTED BY NEW
IRANIAN SECURITY MEASURES ABOARD THE AIRCRAFT. FOUR HIJACKERS HAD
ATTEMPTED TO DIVERT AN IRAN AIR AIRBUS TO IRAQ, BUT WERE FOILED BY
IRANIAN DEFENSIVE ACTION (NFI) WHICH RESULTED IN TWO OF THE
HIJACKERS BEING WOUNDED. THE AIRBUS SUBSEQUENTLY LANDED IN ESFAHAN
WHERE THE HIJACKERS INITIALLY INDICATED WHILE UNDER INTERROGATION
THAT THEY BELONGED TO A "MONARCHIST" GROUP. HOWEVER, LATER IN THE
INTERROGATION THEY REPORTEDLY ADMITTED TO BEING MEMBERS OF THE

WHERE THE MAJORITY OF U.S. EMBASSY PERSONNEL ARE LOCATED. U.S.

AMBASSADOR BARTHOLOMEW AND BRITISH AMBASSADOR MIERS WERE SLIGHTLY
INJURED AND TWO AMERICANS KINCLUDING ONE USN MEMBER) HAVE BEEN
CONFIRMED DEAD. PRESS REPORTS INDICATE MORE THAN TWENTY LEBANESE
WERE KILLED AND SCORES OF OTHERS, BOTH AMERICAN AND LEBANESE, WERE
WOUNDED. VARIOUS REPORTS INDICATE THE BOMB MAY HAVE BEEN CARRIED IN
A STATION WAGON WITH DIPLOMATIC PLATES THAT WAS PART OF A MOTORCADE.
ACCORDING TO PRESS REPORTS, AS THE VEHICLE STOPPED AT
THE BARRICADES NEAR THE FRONT OF THE ANNEX, A LEBANESE SECURITY
GUARD CHALLENGED THE DRIVER'S IDENTIFICATION. REPORTEDLY THE GUARD
WAS SHOT DEAD AND THE VEHICLE THEN ACCELERATED AND ZIG-ZAGGED
THROUGH THE CONCRETE BARRICADES TOWARD THE EMBASSY ENTRANCE.
LEBANON RADIO REPORTED THAT U.S MARINE GUARDS FIRED AT THE VEHICLE
BEFORE IT EXPLODED ABOUT 5-10 METERS FROM THE BUILDING ENTRANCE.
LOCAL SOURCES HAVE VARIOUSLY ESTIMATED THE FORCE OF THE BLAST AS
EQUIVALENT TO 150-500KG OF EXPLOSIVE. IT CREATED A CRATER TWO AND
ONE HALF METERS DEEP AND FOUR METERS WIDE, AND HURLED METAL DEBRIS
AND MASONRY UP TO 300 METERS AWAY. MAJOR DAMAGE WAS REPORTED TO THE
FRONT OF THE U.S. EMBASSY ANNEX BY THE PRESS. WITHIN AN HOUR OF THE
BLAST AN ANONYMOUS CALLER TOLD A. FOREIGN NEWS AGENCY IN BEIRUT THAT
THE ATTACK WAS CARRIED OUT "BY A MEMBER OF THE SUICIDE SQUAD" OF

OFFICE IN TOKYO WAS SET ABLAZE ON WEDNESDAY EVENING, 19 SEP.
SEVERAL MEN DROVE A TRUCK INTO THE LDP PARKING LOT AND, USING A
HOME-MADE FLAMETHROWER MOUNTED ON TOP OF THE TRUCK, SET FIRE TO THE
THIRD FLOOR OF THE BUILDING. THE FIRE BURNED FROM THE THIRD TO THE
SECOND AND ALL THE WAY UP TO THE SEVENTH FLOOR BEFOR BEING
EXTINGUISHED. TWO GROUPS HAVE CLAIMED RESPONSIBILTY FOR THE
ATTACKS. THE FIRST GROUP, IDENTIFYING ITSELF AS "KYUKOKU REIDAN"

THE CHUKAKU-HA IS A RADICAL LEFTIST TERRORIST ORGANIZATION THAT
