SUBJECT: PRESIDENT DUARTE'S VISIT TO VENEZUELA: A WRAP UP
(LUSINCHI) OF HIS EFFORTS TO ERADICATE VIOLENCE OF ALL
IDEOLOGICAL STRIPES AND OF HIS COMMITMENT TO ACHIEVE
THE REIGN OF PEACE AND THE INCORPORATION OF ALL SALVA-
DORANS INTO THE DEMOCRATIC PROCESS.
-
-- THEY WERE IN AGREEMENT THAT THE NEW VERSION
OF THE CONTADORA ACTA FOR PEACE AND COOPERATION IN
CENTRAL AMERICA CONTAINS VIABLE FORMULAS TO ASSURE THE
POLITICAL AND ECONOMIC STABILITY OF ALL OF THE
COUNTRIES OF THE AREA AND THAT THE POLITICAL WILL OF
THE INTERESTED COUNTRIES IS REQUIRED IN ORDER TO MAKE
THE PROPOSALS CONTAINED IN THE ACTA EFFECTIVE.
-
-- DUARTE MANIFESTED HIS SUPPORT FOR THE DECLA-
RATION OF QUITO AGAINST NARCOTICS TRAFFICKING AS WELL
AS THE PROJECT FOR A CONVENTION AGAINST NARCOTICS
TRAFFICKING AND RELATED ACTIVITIES PRESENTED BY VENE-
ZUELA TO THE UN AND THE OAS.
-
7. DUARTE'S PUBLIC POSTURE. IN AN INTERVIEW BROAD-
CAST ON RCTV CHANNEL 2, DUARTE EXPLAINED THE WAR IN
EL SALVADOR AS A POLITICAL ONE, ONE WHICH HAS TO BE
WON POLITICALLY THROUGH THE SOLIDARITY OF THE DEMO-
CRATIC PEOPLES OF THE WORLD. THE WAR WILL NOT BE
WON BY THE SIDE WITH THE MOST GUNS OR BULLETS. HE
SAID THAT IT WHY HE IS TRYING TO TAKE HIS COUNTRY
ALONG A DEMOCRATIC PATH IN WHICH ALL WILL FEEL THE
FREEDOM TO CRITICIZE, DISCUSS, SEEK SOLUTIONS AND
BE OWNERS OF THEIR OWN SELVES AND ACHIEVE THEIR OWN
DESTINY. THE SUPPORT OF DEMOCRATIC COUNTRIES LIKE

VENEZUELA AND COLOMBIA IS NECESSARY TO HAVE THE
MORAL AUTHORITY TO PREVENT THE IMPOSITION OF
DECISIONS ON THE PEOPLE BY OUTSIDE FORCES. "MY
COUNTRY IS BURIED BENEATH A MOUNTAIN OF HATRED
OF INEQUITY, OF PAIN AND ONE HAS TO GET IT OUT
OF THERE. WE ARE GOING TO MOVE THAT MOUNTAIN AND
FOR THAT I NEED THE FAITH OF THOSE WHO BELIEVE IN
DEMOCRACY." IN ANOTHER INTERVIEW DUARTE SAID THAT
EL SALVADOR IS A VICTIM OF "SUBVERSION AND TERRORISM
UNDER THE PATRONAGE OF THE SOVIET UNION," AND ALSO
NOTED THAT THE COUNTRY IS A VICTIM OF ABUSES BY THE
EXTREME RIGHT. "WE ARE BATTLING THE DEATH SQUADS
AND ALL THE PROBLEMS OF INJUSTICE AND ARROGANCE
THAT HARM US, HE SAID.

8. THE VENEZUELAN REACTION. MANY OF OUR VENEZUELAN
INTERLOCUTORS CHARACTERIZE DUARTE'S VISIT AS HIGHLY
SUCCESSFUL, IN TERMS OF DUARTE'S ABILITY TO COMMUNI-
CATE WITH VENEZUELANS IN AND OUT OF GOVERNMENT AND IN
OVERCOMING WHATEVER NEGATIVE VIEWS MAY HAVE EXISTED.
THE REACTION HERE IS DUARTE OBTAINED NOT ONLY POLITICAL
AND MORAL SUPPORT, BUT ALSO ACHIEVED A CLOSE MEETING OF
MINDS WITH LUSINCHI. THE INCREASING CONVERGENCE OF VIEWS
BETWEEN VENEZUELA'S SOCIAL CHRISTIAN AND SOCIAL DEMO-
CRATIC AD LEADERS AND THE HIGH PROFILE SUPPORT OF A
MAJOR SI MEMBER LIKE AD, IT IS BELIEVED, WILL HAVE A
WIDE IMPACT WITH KEY COUNTRIES SUCH AS ARGENTINA,
MEXICO AND SPAIN. IN THE LARGER INTERNATIONAL COMMUNITY,
OUR SOURCES BELIEVE, IT WILL HELP FURTHER ERODE SUPPORT
FOR THE GUERRILLAS. OUR INTERLOCUTORS ATTRIBUTED
PARTICULAR IMPORTANCE TO LUSINCHI'S IDENTIFICATION OF
VENEZUELAN SECURITY INTERESTS WITH CENTRAL AMERICAN
DEVELOPMENTS. (SEE CARACAS 8373.)
-
9. THE VENEZUELAN LEFT'S REACTION TO THE VISIT WAS
PERFUNCTORY AND ITS IMPACT ON PUBLIC PERCEPTION OF
THE VISIT AND PUBLIC OPINION WAS MINIMAL. THE ONLY
SIGNIFICANT LEFTIST DEMONSTRATION INVOLVED A GROUP
OF SOME 30 PERSONS ORGANIZED BY VENEZUELA'S COM-
MUNIST PARTY APPEARING AT A WREATH-LAYING CEREMONY
AT THE PANTHEON. TEODORO PETKOFF, THE FORMER MAS
PRESIDENTIAL CANDIDATE, HANDLED THE ISSUE IN A
LOW KEY, SIMPLY EXPRESSING HIS SKEPTICISM REGARDING
DUARTE'S WILL TO CONTRIBUTE TO RELIEVING THE CIVIL
WAR IN EL SALVADOR THROUGH A DIALOGUE WITH THE
