ON THE MORNING OF 28 DECEMBER THE EMBASSY ADMINISTRATIVE COUNSELOR, THE REGIONAL SECURITY OFFICER SAT IN ON A MEETING HOSTED BY THE PRESIDENT OF THE BONN POLICE AND ATTENDED BY REPRESENTATIVES OF THE BONN POLICE, THE OBJETSHUTZDIENST (OSD, THE OFFICE RESPONSIBLE FOR THE PROTECTION OF DIPLOMATIC PERSONNEL AND FACILITIES), 6S6-9 (THE GROUP TRAINED IN HOSTAGE RESCUE OPERATIONS), AND THE LAND INTERIOR MINISTRY (A LAND IS ROUGHLY EQUIVALENT TO A STATE IN THE U.S.). THE BKA ANALYSIS GOES BRIEFLY AS FOLLOWS. RAF STRATEGY DOCUMENTS SEIZED BY THE POLICE DURING THE ARREST OF RAF MEMBERS HAVE INDICATED THAT THE RAF HAS A THREE-PHASE STRATEGY FOR OBTAINING THE RELEASE OF ITS MEMBERS IN PRISON. PHASE 1 IS A HUNGER STRIKE BY THOSE PRESENTLY IN PRISON. THIS HUNGER STRIKE BEGAN ON DECEMBER 4. PHASE 2 INCLUDES LOW LEVEL TERRORIST ACTIVITIES BY TERRORIST SYMPATHIZERS AND PERIPHERAL GROUPS AGAINST NATO GOVERNMENTAL AND ECONOMIC INSTITUTIONS THROUGHOUT EUROPE. EXAMPLES OF THIS MAY INCLUDE RECENT ATTACKS AGAINST THIS TYPE OF TARGET IN WEST GERMANY, BELGIUM, AND SPAIN. PHASES 1 AND 2 WERE TO ESCALATE AND EVENTUALLY LEAD UP TO PHASE 3 WHICH IS A HIGH LEVEL TERRORIST ATTACK BY THE RAF TERRORIST HARD CORE. CONSIDERING THAT THE ULTIMATE 60AL OF THE RAF IS TO OBTAIN THE RELEASE OF PRISONERS, THE BKA HAS CONCLUDED THAT A KIDNAPPING WOULD BEST SERVE THEIR PURPOSES. THEY FURTHER CONCLUDE THAT AMBASSADOR BURNS WOULD BE THE PRIME TARGET OF THIS KIDNAPPING BASED UPON TWO FACTS: (1) THE NAME "ARTHUR" APPEARED WITH VARIOUS SPELLINGS IN THE NOTES CAPTURED IN RAF HIDEOUTS (THE BKA IS ABSOLUTELY CONVINCED THAT THIS IS A REFERENCE TO AMBASSADOR ARTHUR BURNS); AND (2) AMBASSADOR BURNS WOULD MAKE AN IDEAL CHOICE AS A HOSTAGE SINCE HE IS BOTH AN AMERICAN, WHICH MEANS THE PRESSURE WOULD BE PLACED ON THE U.S. WHICH IS SEEN AS THE PRIMARY INFLUENCE WITHIN NATO, AND HE HAS SUFFICIENT STATURE, BEING WELL KNOWN IN GERMANY AND BELIEVED TO BE A CLOSE CONFIDANT OF PRESIDENT REAGAN. 4. THE POLICE AND EMBASSY OFFICIALS FOUND THE ANALYSIS PERSUASIVE. THE REGIONAL SECURITY OFFICER HAS DEVELOPED A SET OF RECOMMENDATIONS FOR PROTECTIVE MEASURES TO BE TAKEN BY THE POST WHICH WILL BE CONTAINED IN A SEPTEL. MEANWHILE THE POLICE HAVE STEPPED UP THEIR COVERAGE OF THE AMBASSADOR. THEY HAVE ADDED A SECOND PROTECTIVE DETAIL so THAT THE AMBASSADOR HAS BOTH A LEAD AND FOLLOW CAR AND ARE SENDING OUT AN ADDITIONAL POLICE CAR TO CONDUCT AN ADVANCE. THEY HAVE ALSO INCREASED PATROLS IN THE VICINITY OF THE AMBASSADOR'S RESIDENCE, STARTED A PROCEDURE FOR CHECKING THE LICENSE NUMBERS OF VEHICLES IN THE VICINITY AND THE IDENTIFICATION DOCUMENTS OF SUSPICIOUS PERSONS, AND CHECKED THE SEWER SYSTEM FOR PLANTED EXPLOSIVE DEVICES.
