THE WEEKEND, COLOMBO APPEARS TO BE OUTWARDLY
"NORMAL." HOWEVER, WE ARE GETTING INDICATIONS THAT
TENSIONS ARE RISING IN THE AFTERMATH OF THE HIGHEST
LOSS OF LIFE SUSTAINED BY ARMY PERSONNEL IN A SINGLE
INCIDENT SINCE THE JULY 23, 1983 AMBUSH OF AN ARMY
PATROL OUTSIDE JAFFNA IN WHICH 13 SOLDIERS DIED--THE
INCIDENT WHICH TOUCHED OFF SRI LANKA'S WORST SPASM
OF COMMUNAL VIOLENCE.
7. COMMENT: WHICHEVER GROUP MAY HAVE BEEN
RESPONSIBLE FOR THE LANDMINE ATTACK ON THE TRAIN,
THE NORTHERN TERRORISTS HAVE ONCE AGAIN DEMONSTRATED
THEIR ABILITY TO STRIKE WITHOUT WARNING AT SECURITY
FORCES-- WITH DEADLY EFFECT (WHENEVER AND WHEREVER
THEY CHOOSE). THEY ARE ABLE TO DO SO EVEN IN AREAS
AT SOME REMOVE FROM THEIR MAIN BASE OF STRENGTH ON
THE JAFFNA PENINSULA, AS IN THIS INSTANCE. AN
ATTACK OF THIS KIND SEEMED ALMOST OVERDUE, PARTICU-
LARLY IN THE WAKE OF THE MAJOR SUCCESS OF THE
GOVERNMENT WHEN ITS SECURITY FORCES OVERRAN A
MAJOR LTTE BASE OUTSIDE OF JAFFNA ON JANUARY 9.
IN THAT INCIDENT THE GSL CLAIMED TO HAVE KILLED
ELEVEN "HARDCORE" TERRORISTS AND TO HAVE RECOVERED
A MASSIVE ARSENAL OF WEAPONS. (SOME OF THESE
WEAPONS, INCLUDING M-16 RIFLES AND ROCKET-PROPELLED
GRENADES, WERE DISPLAYED TO NEWSMEN AT THE DEFENSE
MINISTRY LAST FRIDAY.) TYPICALLY, THE TERRORISTS,
FOLLOWING A SETBACK, LAUNCH A MAJOR RIPOSTE AGAINST
SECURITY FORCES. INDEED, THE JULY 1983 AMBUSH OF
THE ARMY PATROL WAS WIDELY SEEN HERE AT THE TIME
AS BEING IN RETALIATION FOR THE KILLING BY TROOPS
OF "TIGER" LEADER "SEELAN" JUST FIVE DAYS EARLIER.
WHETHER THE DESTRUCTION OF THE "YAL DEVI" JANUARY 19
WILL PRODUCE A BLOODY UNFOLDING OF EVENTS SIMILAR
TO JULY 1983 REMAINS TO BE SEEN, BUT MANY HERE ARE
UNDOUBTEDLY KEEPING THEIR FINGERS CROSSED.

8. THE "YAL DEVI" INCIDENT ALSO UNDERMINES THE CREDI-
BILITY OF GSL CLAIMS OF LATE THAT IT IS TURNING THE
TIDE AGAINST NORTHERN TERRORISM. WE DOUBT THAT
THE SHOCK EFFECT IN THIS INSTANCE WILL BE SUFFICIENT
TO PROVOKE A MAJOR REASSESSMENT OF THE CURRENT
POLICY WHICH AIMS AT ELIMINATING TERRORISM BEFORE
RESUMPTION OF EFFORTS AIMED AT A POLITICAL SETTLE-

2. THIS TELEGRAM IS JOINT MESSAGE FROM EMBASSY VALLETTA
AND ARSO HUSH, CURRENTLY PRESENT IN VALLETTA.
3. SUMMARY:
POST IS PROCEEDING TO INVESTIGATE THREAT INFORMATION RE-
PORTED IN REFTEL. SOME PROGRESS HAS BEEN MADE; HOWEVER,
THIRD PARTY REPORTING TO POST OFFICIALS INHIBITS TIMELY
RECEIPT OF ADDITIONAL INFORMATION. MALTESE FOREIGN
MINISTRY AND 60M POLICE HAVE BEEN CONTACTED AND ADDITIONAL
POLICE PROTECTION REQUESTED. TO DATE, ACM AND COM RESI-
DENCES HAVE POLICE STATIONED OUTSIDE DURING NIGHT TIME
HOURS ONLY. ENHANCED 60M POLICE COVERAGE AT EMBASSY

4. SINCE TRANSMITTAL OF REF A, FOLLOWING ACTIONS HAVE BEEN
TAKEN IN RESPONSE TO POSSIBLE SHITE THREAT:

SOURCE ADVISED THAT THE ARCHED/COVERED PEDESTRIAN WALKWAY
IN FRONT OF DEVELOPMENT HOUSE (BUILDING IN WHICH THE
EMBASSY IS LOCATED) WAS IDENTIFIED AS A PRIMARY POINT OF
ATTACK. (THIS WALKWAY IS UNDER EMBASSY EXECUTIVE OFFICES.)
- D. THE RUDANT SOURCE ARTICULATED THAT THE RATIONALE
FOR THE POSSIBLE ATTACK WAS IN RETALIATION FOR THE RE-
CENT KILLINGS OF THE TWO PRO-QUADHAFI LIBYAN NATIONALS IN
ROME. THE MEMBERS OF THIS GROUP REGARDED THESE KILLINGS
AS HAVING BEEN ORCHESTRATED BY THE UNITED STATES.
- E. RUDANT STATED THAT HIS SOURCE WAS UNABLE TO PROVIDE
SPECIFIC INFORMATION SUCH AS NUMBERS, IDENTITIES, PASSPORT
INFORMATION, ETC. AT THIS TIME. HOWEVER, HE STATED THAT
HE WOULD CONTINUE TO PRESS HIS SOURCE FOR ADDITIONAL
INFORMATION CONCERNING THIS THREAT.
3. SUBSEQUENT TO THIS MEETING CHARGE HANSEN AND ARSO
HUSH MET WITH AMB. EVAREST SALIBA OF 60M FOREIGN MINISTRY
AND VINCENT CARMILLERI OF THE FOREIGN MINISTER'S OFFICE.
THESE OFFICIALS WERE PROVIDED SANITIZED VERSION OF UP -
DATED THREAT INFORMATION AND CHARGE HANSEN REITERATED
REQUEST FOR IMMEDIATE ASSISTANCE IN ENHANCING EMBASSY
SECURITY VIS-A-VIS VEHICULAR BARRIERS AND POLICE SUPPORT.
AMB. SALIBA ADVISED THAT FOREIGN MINISTER SCEBERRAS TRI-
60NA HAD TELEPHONED THE POLICE COMMISSIONER CONCERNING
THE PROVISION OF INCREASED POLICE SUPPORT IN LIGHT OF
THIS THREAT INFORMATION. THE MEETING ENDED WITH AMB.
SALIBA PROMISING FAVORABLE CONSIDERATION OF OUR REQUEST
FOR SECURITY ASSISTANCE.

THEY ARE ABLE TO DO SO EVEN IN AREAS\nAT SOME REMOVE FROM THEIR MAIN BASE OF STRENGTH ON\nTHE JAFFNA PENINSULA, AS IN THIS INSTANCE. AN\nATTACK OF THIS KIND SEEMED ALMOST OVERDUE, PARTICU-\nLARLY IN THE WAKE OF THE MAJOR SUCCESS OF THE\nGOVERNMENT WHEN ITS SECURITY FORCES OVERRAN A\nMAJOR LTTE BASE OUTSIDE OF JAFFNA ON JANUARY 9.\nIN THAT INCIDENT THE GSL CLAIMED TO HAVE KILLED\nELEVEN \"HARDCORE\" TERRORISTS AND TO HAVE RECOVERED\nA MASSIVE ARSENAL OF WEAPONS. (SOME OF THESE\nWEAPONS, INCLUDING M-16 RIFLES AND ROCKET-PROPELLED\nGRENADES, WERE DISPLAYED TO NEWSMEN AT THE DEFENSE\nMINISTRY LAST FRIDAY.) TYPICALLY, THE TERRORISTS,\nFOLLOWING A SETBACK, LAUNCH A MAJOR RIPOSTE AGAINST\nSECURITY FORCES.
