1. A FEW MINUTES AFTER MIDNIGHT THURSDAY MORNING, MARCH 14, AN
EXPLOSION SHATTERED WINDOWS AND DAMAGED THE ENTRANCE TO THE ESSO OIL
COMPANY'S MAIN OFFICES IN NICOSIA. THE EXPLOSIVE DEVICE
HAD BEEN PLACED IN THE DOORWAY LEADING INTO THE BUILDING.
THERE WERE NO INJURIES FROM THE BLAST. POLICE FOUND
ADDITIONAL UNDETONATED EXPLOSIVES UNDERNEATH AN ESSO COMPANY
VEHICLE THAT WAS PARKED NEARBY IN FRONT OF THE BUILDING.
AS OF MID-DAY ON MARCH 15, THE POLICE HAD NOT YET UNCOVERED
A MOTIVE FOR THE BOMBING, NOR HAS ANY GROUP CLAIMED RESPONSIBILITY
FOR THE INCIDENT.
2. ACCORDING TO LOCAL POLICE SOURCES, THE EXPLOSIVES WERE
PREPARED BY AMATEURS. THE CHARGE THAT EXPLODED CONSISTED
OF A SMALL AMOUNT OF DYNAMITE WRAPPED IN A CLOTH THAT WAS
SET ON FIRE. A FUSE THAT RAN TO THE SIMILAR DYNAMITE CHARGE
PLACED UNDERNEATH THE VEHICLE WAS NOT PROPERLY PREPARED, AND
THE DYNAMITE THEREFORE DID NOT EXPLODE.
3. THE POLICE HAVE NOT RULED OUT THE POSSIBILITY THAT THE
ATTACK WAS POLITICALLY MOTIVATED, ALTHOUGH THERE IS NOTHING

4. BASED ON THE AVAILABLE INFORMATION, WE TEND TO BE
SKEPTICAL THAT THE ATTACK WAS POLITICALLY MOTIVATED. FOR
ONE THING, NO GROUP HAS YET CLAIMED RESPONSIBILITY. FOR
ANOTHER, THE PREPARATION OF THE EXPLOSIVES WAS DONE IN AN
AMATEURISH FASHION THAT IS UNCHARACTERISTIC OF PAST TERRORIST
BOMBINGS ON CYPRUS.
5. WE HAVE TAKEN STEPS IN CONSULTATION WITH THE POLICE TO
ENSURE EFFECTIVE PROTECTION OF AMERICAN BUSINESS FACILITIES
HERE, AND, AS NOTED IN NICOSIA 1398, WE ARE ALSO SEEING TO
THE UPGRADING OF PHYSICAL SECURITY AT OFFICIAL USG INSTALLATIONS
IN NICOSIA. WE WILL REPORT FURTHER INFORMATION ON THE
MARCH 14 ESSO EXPLOSION AS IT BECOMES AVAILABLE.

THE M-19'S CEASE-FIRE AGREEMENTS WITH THE GOC
(SIGNED IN AUGUST 1984) ARE BROKEN, "BECAUSE THE GOC
BROKE THEM". FAYAD STATED THAT NEVERTHELESS THE
M-19 IS COMMITTED TO PEACE AND WILL FIGHT FOR IT (SIC).

THE GOC FOR "ACTS, NOT GESTURES" OF PEACE, DEFINING

CEASE-FIRE AGREEMENT DID NOT REQUIRE THIS. HE TERMED
THE 60C REQUEST FOR THE M-19 TO SURRENDER ITS
ARMS AS "BLACKMAIL". FAYAD SAID THE M-19 DOESN'T
CARE WHETHER THE CONGRESS PASSES A PARDON LAW OR NOT.

IT WILL CONTEST THE MARCH 1986 CONGRESSIONAL ELECTIONS.
HE SAID THE M-19 WILL NOT SIGN ANY PEACE ACCORDS
WITH THE GOC, AND THAT THERE WILL BE NO PEACE
UNTIL BETANCUR UNDERTAKES CONCRETE REFORMS. FAYAD
DECLARED THAT THE M-19 WILL SIGN A PEACE AGREEMENT
WITH A NEW COLOMBIAN GOVERNMENT IN 1986. THIS
GOVERNMENT WILL NOT BE OF EITHER LIBERAL CANDIDATE
VIRGILIO BARCO OR OF CONSERVATIVES CANDIDATE ALVARO
GOMEZ, SINCE BY THEN A "POPULAR FORCE" WILL BE
