A FEW MINUTES AFTER MIDNIGHT THURSDAY MORNING, MARCH 14, AN EXPLOSION SHATTERED WINDOWS AND DAMAGED THE ENTRANCE TO THE ESSO OIL COMPANY'S MAIN OFFICES IN NICOSIA. THE EXPLOSIVE DEVICE HAD BEEN PLACED IN THE DOORWAY LEADING INTO THE BUILDING. THERE WERE NO INJURIES FROM THE BLAST. POLICE FOUND ADDITIONAL UNDETONATED EXPLOSIVES UNDERNEATH AN ESSO COMPANY VEHICLE THAT WAS PARKED NEARBY IN FRONT OF THE BUILDING. AS OF MID-DAY ON MARCH 15, THE POLICE HAD NOT YET UNCOVERED A MOTIVE FOR THE BOMBING, NOR HAS ANY GROUP CLAIMED RESPONSIBILITY FOR THE INCIDENT. 2. ACCORDING TO LOCAL POLICE SOURCES, THE EXPLOSIVES WERE PREPARED BY AMATEURS. THE CHARGE THAT EXPLODED CONSISTED OF A SMALL AMOUNT OF DYNAMITE WRAPPED IN A CLOTH THAT WAS SET ON FIRE. A FUSE THAT RAN TO THE SIMILAR DYNAMITE CHARGE PLACED UNDERNEATH THE VEHICLE WAS NOT PROPERLY PREPARED, AND THE DYNAMITE THEREFORE DID NOT EXPLODE. 3. THE POLICE HAVE NOT RULED OUT THE POSSIBILITY THAT THE ATTACK WAS POLITICALLY MOTIVATED, ALTHOUGH THERE IS NOTHING TO CONFIRM THIS SO FAR. ONE LOCAL NEWS REPORT ON THE MORNING SENSITIVE 18 SENSITIVE PAGE 1 - 137 SITUATION LISTING DATE 04/10/85//100 SITUATION: TERRORIST SUBJECT CATAGORY: FILE MESSAGE / ANNOTATION: OF MARCH 15 SPECULATED THAT THE BLAST WAS LINKED TO THE RECENT U.S. VETO OF A UNSC RESOLUTION CONDEMNING ISRAELI ACTIONS IN SOUTHERN LEBANON. THERE IS ALSO THE POSSIBILITY, HOWEVER, THAT IT MAY HAVE BEEN CONNECTED WITH A RECENT LABOR DISPUTE INVOLVING CYPRIOT EMPLOYEES OF SEVERAL FOREIGN- OWNED OIL COMPANIES, INCLUDING ESSO. 4. BASED ON THE AVAILABLE INFORMATION, WE TEND TO BE SKEPTICAL THAT THE ATTACK WAS POLITICALLY MOTIVATED. FOR ONE THING, NO GROUP HAS YET CLAIMED RESPONSIBILITY. FOR ANOTHER, THE PREPARATION OF THE EXPLOSIVES WAS DONE IN AN AMATEURISH FASHION THAT IS UNCHARACTERISTIC OF PAST TERRORIST BOMBINGS ON CYPRUS. 5. WE HAVE TAKEN STEPS IN CONSULTATION WITH THE POLICE TO ENSURE EFFECTIVE PROTECTION OF AMERICAN BUSINESS FACILITIES HERE, AND, AS NOTED IN NICOSIA 1398, WE ARE ALSO SEEING TO THE UPGRADING OF PHYSICAL SECURITY AT OFFICIAL USG INSTALLATIONS IN NICOSIA. WE WILL REPORT FURTHER INFORMATION ON THE MARCH 14 ESSO EXPLOSION AS IT BECOMES AVAILABLE. FAYAD STATED THAT NEVERTHELESS THE M-19 IS COMMITTED TO PEACE AND WILL FIGHT FOR IT (SIC). - 2. (U) FAYAD CALLED UPON PRESIDENT BETANCUR AND THE GOC FOR "ACTS, NOT GESTURES" OF PEACE, DEFINING ACTS AS IMPLEMENTING THE REFORMS DEMANDED BY THE M-19. FAYAD CALLED UPON THE GOC TO MAKE THE NATIONAL DIALOGUE FUNCTION BY IMPLEMENTING REFORMS. OTHERWISE, HE SAID, THERE COULD BE NO NATIONAL DIALOGUE. - 3. THE EXPLOSIVE DEVICE\nHAD BEEN PLACED IN THE DOORWAY LEADING INTO THE BUILDING.\nTHERE WERE NO INJURIES FROM THE BLAST. POLICE FOUND\nADDITIONAL UNDETONATED EXPLOSIVES UNDERNEATH AN ESSO COMPANY\nVEHICLE THAT WAS PARKED NEARBY IN FRONT OF THE BUILDING.\nAS OF MID-DAY ON MARCH 15, THE POLICE HAD NOT YET UNCOVERED\nA MOTIVE FOR THE BOMBING, NOR HAS ANY GROUP CLAIMED RESPONSIBILITY\nFOR THE INCIDENT.\n2. ACCORDING TO LOCAL POLICE SOURCES, THE EXPLOSIVES WERE\nPREPARED BY AMATEURS. THE CHARGE THAT EXPLODED CONSISTED\nOF A SMALL AMOUNT OF DYNAMITE WRAPPED IN A CLOTH THAT WAS\nSET ON FIRE. A FUSE THAT RAN TO THE SIMILAR DYNAMITE CHARGE\nPLACED UNDERNEATH THE VEHICLE WAS NOT PROPERLY PREPARED, AND\nTHE DYNAMITE THEREFORE DID NOT EXPLODE.\n3.
