1. COMMANDER OF CENTRAL POLICE DISTRICT IN WHICH CHANCERY
IS LOCATED INFORMED PSO MARCH 21 THAT HIS HQ HAD RECEIVED
A THREAT MARCH 20 THAT A BOMB HAD BEEN PLACED AT THE
SINGAPORE NATIONAL LIBRARY IN PROTEST AGAINST "FASCISM,
THE SINGAPORE ARMED FORCES AND THE POLICE." COMMANDER
NOTED THAT LIBRARY IS LOCATED A CITY BLOCK AWAY FROM
CHANCERY. NO BOMB WAS DISCOVERED. IN RESPONSE TO PSO'S
QUESTION, COMMANDER SAID THAT HIS DISTRICT RECEIVES
"HUNDREDS" OF BOMB THREATS AND OTHER THREATS A MONTH,

2. PRESS REPORTS INDICATE THAT FABER HOUSE EXPLOSION WAS
FIRST SUCH DETONATION IN MORE THAN TEN YEARS; THE LAST
BEING A PREMATURE EXPLOSION IN AN AUTOMOBILE IN WHICH TWO
SUSPECTED COMMUNISTS WERE TRANSPORTING EXPLOSIVES.
3. PSO MET WITH ADMIN/SECURITY OFFICERS OF FRIENDLY
MISSIONS IN SINGAPORE (FRG, UK, CANADA, AUSTRALIA AND
NEW ZEALAND) MARCH 21 AND DISCUSSED FABER HOUSE EXPLOSION.
CANADIAN REPORTED THAT THERE STILL IS NO INFORMATION ON
PERPETRATORS, OBJECTIVE OR TARGET. HE OBSERVED THAT LOCAL
AUTHORITIES ARE CHAGRINED BY THE INCIDENT, AND APPEAR
UNCERTAIN OF NEXT MOVES. HE SAID THAT CANADIAN HICOM WAS
EVACUATED ABOUT ONCE A YEAR DUE TO A BOMB THREAT, BUT
(PROTECT) ATTRIBUTED MOST OR ALL SUCH EVENTS TO THE
PRESENCE OF THE ISRAELI EMBASSY IN THE BUILDING. HE KNOWS
OF NO SUCH THREATS IN WHICH THE CANADIAN HICOM WAS THE
TARGET.
4. ADMIN/SECURITY OFFICERS OF OTHER EMBASSIES SAID THEIR
MISSIONS RARELY, IF EVER, RECEIVED BOMB THREATS. RECORDS
AT THIS POST INDICATE ONLY ONE BOMB THREAT AMONG NUMEROUS

1. ON THURSDAY, MARCH 21, 1985 AT APPROXIMATELY 0940
LOCAL TIME, THE TICKET OFFICE OF THE ROYAL JORDANIAN
AIRLINE (ALIA) LOCATED AT VIA SAN NICOLA DA TOLENTINO,
NO. 82 (APPROXIMATELY TWO BLOCKS FROM U.S. EMBASSY) WAS
ATTACKED BY PERSON(S) UNKNOWN. TWO FEMALE ALIA EMPLOYEES
WERE INJURED IN THE ATTACK, WHICH ALSO CAUSED MINOR
PROPERTY DAMAGE.
2. GOI POLICE AUTHORITIES ADVISED THAT ONE OR POSSIBLY
TWO UNIDENTIFIED OLIVE-SKINNED MALE(S) OPENED THE
EXTERIOR GLASS DOORS OF THE ALIA OFFICE AND THREW TWO
HAND-GRENADES (POSSIBLY MK-II ANTI-PERSONNEL GRENADES)
INTO THE OFFICE. ADDITIONALLY, POLICE REPORT A THIRD
HAND-GRENADE WAS THROWN OUTSIDE THE AIRLINE OFFICE ON
VIA SAN NICOLA DA TOLENTINO. POLICE REPORT THAT THE
ATTACKER(S) FLED ON FOOT AND ARE PRESUMED TO HAVE RUN
INTO THE METRO SUBWAY STATION LOCATED AT PIAZZA
BARBERINI, APPROXIMATELY THREE BLOCKS FROM THE SCENE.
CARABINIERI UNITS INITIATED A BLOCKADE OF AREA SUBWAY
STATIONS IN AN EFFORT TO APPREHEND THE ASSAILANT(S);
HOWEVER, THEIR EFFORTS MET WITH NEGATIVE RESULTS. AT

GRENADES. DIGOS CITALIAN ANTI-TERRORISM UNIT) IS INVESTI-
GATING THE INCIDENT.

3. THE ALIA OFFICES ARE LOCATED ON THE GROUND FLOOR
OF A SIX-STORY OFFICE BUILDING IN THE DOWNTOWN CENTER OF
ROME. POLICE REPORT THAT THE ALIA OFFICES SUSTAINED
MINOR PROPERTY DAMAGE AS A RESULT OF THE EXPLOSIONS.
THEIR INSPECTION OF NEIGHBORING OFFICES HAS DISCLOSED
NO OTHER PROPERTY DAMAGE. POLICE ALSO ADVISE THAT THE
HAND-GRENADE WHICH WAS THROWN IN THE STREET AREA ADJACENT
TO THE ALIA OFFICE CAUSED NEGLIGIBLE DAMAGE.
4. THE INJURED ALIA EMPLOYEES WERE TENTATIVELY
IDENTIFIED AS SABA AFAF (JORDANIAN FEMALE, 37 YEARS OLD)
WHO SUFFERED A FRACTURED JAW AND LACERATIONS AND
EMANUELA MANDUCCHI CITALIAN FEMALE, 23 YEARS OLD) WHO
SUFFERED SUPERFICIAL INJURIES. BOTH PERSONS WERE
TRANSPORTED TO SAN GIACOMO HOSPITAL IN ROME. THERE
WERE NO AMERICANS INJURED AS A RESULT OF THE ATTACK.
5. THERE HAS BEEN NO CLAIM FOR THE BOMBING ATTACK;
HOWEVER, GOI POLICE ADVISE THAT THEIR INITIAL FEELING
IS THAT THE ABU NIDAL GROUP WAS INVOLVED.
6. THE OFFICES OF THE AMERICAN BATTLE MONUMENTS
COMMISSION ARE LOCATED AT VIA SAN NICOLA DA TOLENTINO,
NO. 1, ON THE SIXTH FLOOR OF AN OFFICE BUILDING WHICH
IS APPROXIMATELY 50 YARDS FROM THE ATTACK SCENE. THE
OFFICER IN CHARGE, COL. JAMES H. BROWN, WAS CONTACTED
IMMEDIATELY AFTER THE ATTACK AND ADVISED THAT THEY
EXPERIENCED NO PERSONAL INJURIES OR PROPERTY DAMAGE.
7. THE ITALIAN NEWS AGENCY, ANSA, REPORTED IDENTICAL
ATTACKS ON ALIA OFFICES LOCATED IN ATHENS AND NICOSIA
WHICH OCCURRED WITHIN TWO HOURS OF THE ROME ATTACK.
8. THIS PRELIMINARY INFORMATION WILL BE FOLLOWED UP
BY RSO ROME AND ADDITIONAL INFORMATION REPORTED AS IT
BECOMES AVAILABLE.

4. THE ARTICLES CAN BE SUMMARIZED AS FOLLOWS:
THE ELYSEE CELL WAS CREATED IN AUGUST 1982 IN THE WAKE OF
SEVERAL TERRORIST INCIDENTS INCLUDING THE RUE DES ROSIERS
MASSACRE IN PARIS. AT THE SAME TIME, A SECRETARIAT OF
STATE FOR PUBLIC SECURITY WAS CREATED UNDER JOSEPH
FRANCESCHI. THE GOF SOON BEGAN TO REALIZE, HOWEVER, THAT
IT WOULD BE WISER TO DEPEND ON THE ELYSEE CELL THAN ON
FRANCESCHI'S GROUP, WHICH WAS FINALLY DISESTABLISHED IN
JULY 1984. THE ELYSEE CELL PERCEIVED THAT A SPECIAL
FRENCH APPROACH TO COUNTERTERRORISM WAS NEEDED -- ONE THAT
WAS EFFICIENT BUT NOT REPRESSIVE. DESPITE DEEPLY ROOTED
RIVALRIES AMONG POLICE AND SECURITY AGENCIES, PROUTEAU
AND HIS GROUP SUCCEEDED IN CREATING AN ATMOSPHERE OF
COOPERATION DUE TO THE FACT THAT THEIR AUTHORITY DERIVED
DIRECTLY FROM THE PRESIDENT. PROUTEAU ALSO WAS ALLEGEDLY
RESPONSIBLE FOR INSTITUTING EFFICIENT COOPERATION WITH
FOREIGN GOVERNMENTS, WHICH HAD NEVER BEEN THE CASE,

ELYSEE CELL HAD BUNGLED THE ARREST OF ALLEGED IRA

GREAT DEAL TO DISCREDIT PROUTEAUS GROUP). HOWEVER, THE
FACT THAT THE IRISHMEN HAD TO BE RELEASED BECAUSE THE

MOREOVER, THE IRISHMEN WERE SUPPOSEDLY LINKED WITH MIDDLE

FOLLOWING OUR MEETINGS WITH POLICE ON TUESDAY, EAC
PLANS TO INCREASE BOTH AMERICAN RSO AND SY/FSN
SUPERVISION OF MSG AND WARDEN PROGRAMS. THIS WILL BE
ON A 24 HOUR BASIS AND CONTINUE THROUGHOUT THREAT
PERIOD. THIS INCLUDES BUT IS NOT LIMITED TO:
1) INCREASED WARDEN PATROL AROUND EXTERIOR OF
CHANCERY PERIMETER; 2) DIRECT AND CONSTANT SY/FSN
CONTACT WITH PERMANENT POLICE DETAIL ASSIGNED TO
EMBASSY PERIMETER; 3) ADDITIONAL MSG PATROL INSIDE

1. MSG ON DUTY AT CONSULATE GENERAL RECEIVED PHONE CALL AT
3:45 AM LOCAL TIME FROM WHAT HE DESCRIBES AS A YOUNG MALE
SPEAKING IN LOCAL ACCENT IN IMPORTANT MANNER. HE GAVE HIS
NAME BUT IT WAS NOT UNDERSTOOD AND THEN SAID "I AM WITH
THE NATIONAL STUDENT FEDERATION. I'VE PLACED A BOMB ON TOP
OF THE CONSULATE. IT WILL GO OFF AT NOON. I AM GOING TO BLOW
UP SOME AMERICAN SONS-OF-BITCHES " HE THEN HUNG UP
2. SEARCH WAS BEGUN AT 3:55 BY MSG DETACHMENT. AT 4:20 THEY
DISCOVERED SMALL WHITE BOX WITH BOMB WRITTEN IN RED MARKER
PENCIL ON THIRD FLOOR OF BUILDING OUTSIDE OF ELEVATOR NEXT
TO A WATER COOLER. REMAINDER OF BUILDING INCLUDING ROOF AREA
HAS BEEN SEARCHED BUT NOTHING ELSE FOUND. LOCAL POLICE ARRIVED
AT 4:30 AM WE HAVE BEEN TOLD THAT BOMB DISPOSAL SQUAD IS ON
THE WAY.
3. COMMENT: NATIONAL STUDENT FEDERATION (NSF) IS THE STUDENT
WING OF THE PAKISTAN PEOPLES PARTY. AS FAR AS WE ARE AWARE
THERE ARE NO KNOWN NSF CONNCETIONS TO TERRORIST GROUPS BUT
IT IS AN ACTIVE ORGANIZATION AT SEVERAL UNIVERSITY CAMPUSES

1. BOMB SQUAD ARRIVED AT CONSULATE GENERAL AT 0725 LOCAL
AND REMOVED SUSPICIOUS BOX FROM PREMISES. THEY HAVE IN-
SPECTED IT AND ADVISED IT IS A HARMLESS DEVICE USED BY
RSO AND MSG'S IN CARRYING OUT BOMB EXCERSISES. NO ONE
CAN ACCOUNT FOR IT BEING IN THE LOCATION WHERE IT WAS
FOUND.
2. ON LEARNING OF THREAT CONSULATE GENERAL EMPLOYEES
WERE INSTRUCTED TO NOT REPORT TO WORK UNTIL INFORMED TO
DO SO. SAME INSTRUCTIONS WERE APPLIED AT AID OFFICE.
3. AT THEIR REQUEST WE ARE STILL AWAITING RETURN OF BOMB
DISPOSAL SQUAD WHO ARE TO CARRY OUT FURTHER PHYSICAL IN-
SPECTION OF BUILDING AND GROUNDS AT CONSULATE AND THEN
INSPECT AID FACILITY. EXPECT TO OCCUPY BOTH BUILDINGS
AT 1230 PM LOCAL.
4. WE ARE HOPING TO AVOID ANY PUBLICITY OF THIS INCIDENT.
POLICE AUTHORITIES HAVE INDICATED THEIR COOPERATION IN
THIS REGARD. HOWEVER IF PRESS INSISTS AND RESPONSE IS
UNAVOIDABLE, WE PLAN TO STATE SIMPLY THAT LOCAL POLICE
