ADDRESSEES WILL HAVE SEEN NUMEROUS FBIS ITEMS REPORTING AMAL LEADER NABIH BARRI'S JUNE 16 PRESS STATEMENT CONCERNING THE TWA HIJACKING. THERE FOLLOWS, FYI, OUR INFORMAL TRANSLATION OF THE FULL TEXT OF THAT STATEMENT. STATEMENTS BY OTHER LEBANESE LEADERS FOLLOW SEPTEL. 2. BEGIN STATEMENT. "THE WESTERN MEDIA, MAINLY THE AMERICAN, TRIES TO PRESENT WHAT HAS OCCURRED, ESPECIALLY SINCE AMAL MOVEMENT HAS BECOME INVOLVED, AS A SHITE TERRORIST ACTION. AMAL MOVEMENT THUS MAKES THE FOLLOWING CLARIFICATION: A. IT IS KNOWN THAT WE DID NOT INTERFERE UNTIL AFTER WE WERE ASSURED THAT THERE WOULD BE GUARANTEES FOR THE SAFETY OF THE PASSENGERS THROUGHOUT THE PERIOD OF NEGOTIATIONS, AND AS A CONSEQUENCE WE BECAME INVOLVED ABOVE ALL ELSE IN THE INTERESTS OF HUMANITY. B. THE HIJACKERS MADE THREE DEMANDS: FIRST: THE RELEASE OF THE DETAINEES IN KUWAIT; SECOND: THE RELEASE OF THE DETAINEES IN SPAIN; THIRD: THE RELEASE OF THE PRISONERS HELD BY ISRAEL SENSITIVE SENSITIVE PAGE 1 195 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 MESSAGE / ANNOTATION: IN ATLIT. IN LIGHT OF THE KUWAITI STAND, WHICH WE REGRET, ESPECIALLY WITH RESPECT TO THE EXPULSION OF SOUTHERNERS BY THE TENS AND HUNDREDS FROM KUWAIT TO LEBANON, I PERSUADED THE HIJACKERS NOT TO INCLUDE THIS DEMAND IN THE CASE OF THE AMERICAN AIRCRAFT. THE HIJACKERS AGREED, AND THE DEMANDS WERE LIMITED TO THE OTHER TWO, ESPECIALLY THE ONE CONCERNING THE ATLIT PRISONERS. C. THE ATLIT DETAINEES ARE HOSTAGES OF THE OCCUPATION STATE. IN FACT, THEY WERE KIDNAPPED FROM LEBANESE TERRITORY TO PALESTINE. WHEN THE ISRAELI AUTHORITIES UNDERTOOK THIS ACTION, THEY COMMITTED A KIDNAPPING WHICH IS A VIOLATION OF INTERNATIONAL LAW JUST AS ANY OTHER KIDNAPPING, WHETHER ON AN AIRPLANE, SHIP, OR ON THE GROUND, IS A VIOLATION OF INTERNATIONAL LAW. D. ISRAEL, THE MASTER OF TERRORISM, PREVIOUSLY AGREED TO RELEASE ALL THE DETAINEES TAKEN DURING ITS INVASION OF LEBANON, AND FIXED A TARGET DATE OF JUNE 6, THE DATE ON WHICH IT WOULD LEAVE LEBANESE SOIL. ISRAEL ANNOUNCED A WEEK AGO THAT ITS FORCES HAD DEPARTED LEBANON. IF WE BELIEVE ITS STATEMENT (IT MUST HONOR ITS STATEMENT EVEN IF NOT TRUE), IT SHOULD HAVE RELEASED ALL THE DETAINEES ON OR BEFORE JUNE 6. SINCE IT DID NOT DO SO, IT HAS COMMITTED A SECOND LEGAL VIOLATION ON TOP OF THE FIRST ONE. I DO NOT KNOW WHY THE POLICY OF THE U.S. DIFFERENTIATES BETWEEN A KIDNAPPER OF A COUNTRY AND ITS PEOPLE, AND A HIJACKER OF AN AIRPLANE. WHY SHOULD SOMEONE WHO DEFENDS HIS COUNTRY BE TERMED A TERRORIST, WHILE THE TERRORISM AGAINST OUR PEOPLE IS DISREGARDED? I HAVE CLARIFIED THIS STAND IN ALL CONTACTS MADE WITH ME. I HAVE ALSO ASKED THE RED CROSS TO UNDERTAKE ITS ROLE. WE AS A MOVEMENT BELIEVE THAT WE HAVE FULFILLED OUR DUTY TO PROTECT LIVES. THE HIJACKERS HAVE BEEN COOPERATIVE SO FAR. WE HAVE ALSO PROVED OUR GOOD INTENTIONS BY PERMITTING THE SICK AMERICAN CITIZEN WHO WAS MOVED TO AMERICAN UNIVERSITY HOSPITAL YESTERDAY TO LEAVE LEBANON FOR TREATMENT IN HIS OWN COUNTRY AND AMONG HIS OWN FAMILY. THE HIJACKERS AGREED TO THIS, AND HE SENSITIVE 12 SENSITIVE PAGE 1 - 196 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 MESSAGE / ANNOTATION: DEPARTED THIS AFTERNOON. FINALLY, I MUST DRAW YOUR ATTENTION TO THE NAVAL AND AIR SHOW OF FORCE THAT TOOK PLACE YESTERDAY AND WAS COUNTERED BY THE ALERT OF ALL ISLAMIC AND NATIONAL FORCES FROM TYRE TO BEIRUT. SO FAR COVERAGE HAS BEEN STRAIGHTFORWARD. THE ONLY EDITORIAL TO DATE APPEARS IN TODAY'S LEADING LISBON DAILY "DIARIO DE NOTICIAS" (INDEPENDENT) WHICH DRAWS A PARALLEL BETWEEN THE CURRENT SITUATION AND THAT OF THE IRAN HOSTAGE SENSITIVE 31 SENSITIVE PAGE 1 - 175 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 MESSAGE / ANNOTATION: CRISIS. IN VERY STRONG TERMS "DIARIO DE NOTICIAS" CONDEMNS TERRORISM AND COMMENTS THAT "TO GIVE IN IS THE WORST OF ALL SOLUTIONS UNDER THE HEADLINE "TENSION IN BEIRUT" THE PAPER STATES THAT "THE ATTENTION OF THE WORLD IS NOW FOCUSED ON THE WHITE HOUSE, ADDING: THE SITUATION IS AT LEAST AS SERIOUS AS THE ONE BROUGHT ABOUT BY THE KIDNAPPING OF AMERICAN EMBASSY PERSONNEL IN TEHRAN IN 1979. BUT WILL REAGAN BE AS PRUDENT OR AS PATIENT AS CARTER WAS? WILL HE BE WILLING TO WAIT FOR so LONG FOR A LIBERATION THAT COST HIS PREDECESSOR HIS POLITICAL FUTURE AND GAVE THE UNITED STATES THE MOST BITTER HUMILIATION IN ITS HISTORY? IT IS DIFFICULT TO IMAGINE RONALD REAGAN MAKING THE SAME MOVES AS JIMMY CARTER. AND A LOT DEPENDS ON THE MASTERY OF THOSE MOVES CAN VULNERABILITY BE THE OTHER SIDE OF DEMOCRACY? IN TOTALITARIAN COUNTRIES THERE ARE NO KIDNAPPINGS, HIJACKINGS, SUICIDAL COMMANDOS IT DOES NOT SEEM, HOWEVER, THAT DEMOCRACY HAS TO BE VULNERABLE ON THE CONTRARY, DEMOCRATIC ACHIEVEMENTS MUST BE PROTECTED FROM THOSE WHO, ON BEHALF OF VARIOUS GROUP INTERESTS, DO NOT HESITATE TO RESORT TO VIOLENCE IT IS IMPOSSIBLE, UNDER CIRCUMSTANCES SUCH AS THESE, WHICH SHAKE THE CONSCIENCE OF WESTERN SOCIETIES, NOT TO RECALL ALDO MORO AND HIS TRAGIC DEATH AT THE HANDS OF TERRORISTS TO GIVE IN IS THE WORST SOLUTION, BECAUSE IT SETS A PRECEDENT; WE SHOULD NOT SUBMIT TO TERRORISM, BLACKMAILING AND THE VIOLATION OF INTERNATIONAL COEXISTENCE. IT IS CERTAINLY EASIER TO YIELD, TO SAVE QUICKLY THE LIVES OF THE HOSTAGES, WHEREVER THEY MAY BE. BUT CAN DEMOCRATIC STATES BREAK, THEMSELVES, THEIR OWN LAW? THE ATTENTION OF THE WORLD IS NOW FOCUSED ON THE WHITE HOUSE WHERE THE NATIONAL SECURITY COUNCIL IS MEETING AND FROM WHERE DECISIVE WORDS CAN COME- DECISIVE NOT ONLY FOR THE AMERICAN HOSTAGES SOMEWHERE IN THE MIDDLE EAST. ADDRESSEES WILL HAVE SEEN NUMEROUS FBIS ITEMS\nREPORTING AMAL LEADER NABIH BARRI'S JUNE 16 PRESS\nSTATEMENT CONCERNING THE TWA HIJACKING. THERE\nFOLLOWS, FYI, OUR INFORMAL TRANSLATION OF THE FULL\nTEXT OF THAT STATEMENT. STATEMENTS BY OTHER\nLEBANESE LEADERS FOLLOW SEPTEL.\n2. BEGIN STATEMENT. \"THE WESTERN MEDIA, MAINLY THE\nAMERICAN, TRIES TO PRESENT WHAT HAS OCCURRED,\nESPECIALLY SINCE AMAL MOVEMENT HAS BECOME INVOLVED,\nAS A SHITE TERRORIST ACTION. AMAL MOVEMENT THUS\nMAKES THE FOLLOWING CLARIFICATION:\nA. IT IS KNOWN THAT WE DID NOT INTERFERE UNTIL\nAFTER WE WERE ASSURED THAT THERE WOULD BE GUARANTEES\nFOR THE SAFETY OF THE PASSENGERS THROUGHOUT THE\nPERIOD OF NEGOTIATIONS, AND AS A CONSEQUENCE WE\nBECAME INVOLVED ABOVE ALL ELSE IN THE INTERESTS OF\nHUMANITY.\nB. THE HIJACKERS MADE THREE DEMANDS:\nFIRST: THE RELEASE OF THE DETAINEES IN KUWAIT;\nSECOND: THE RELEASE OF THE DETAINEES IN SPAIN;\nTHIRD: THE RELEASE OF THE PRISONERS HELD BY ISRAEL\nSENSITIVE\nSENSITIVE\nPAGE 1 195\nSITUATION LISTING\nDATE 09/01/85//244\nSITUATION:\nHIJACK\nSUBJECT CATAGORY: TWA 847\nMESSAGE / ANNOTATION:\nIN ATLIT. IN LIGHT OF THE KUWAITI STAND, WHICH WE\nREGRET, ESPECIALLY WITH RESPECT TO THE EXPULSION OF\nSOUTHERNERS BY THE TENS AND HUNDREDS FROM KUWAIT TO\nLEBANON, I PERSUADED THE HIJACKERS NOT TO INCLUDE\nTHIS DEMAND IN THE CASE OF THE AMERICAN AIRCRAFT.\nTHE HIJACKERS AGREED, AND THE DEMANDS WERE LIMITED\nTO THE OTHER TWO, ESPECIALLY THE ONE CONCERNING THE\nATLIT PRISONERS.\nC. THE ATLIT DETAINEES ARE HOSTAGES OF THE\nOCCUPATION STATE. IN FACT, THEY WERE KIDNAPPED FROM\nLEBANESE TERRITORY TO PALESTINE. WHEN THE ISRAELI\nAUTHORITIES UNDERTOOK THIS ACTION, THEY COMMITTED A\nKIDNAPPING WHICH IS A VIOLATION OF INTERNATIONAL LAW\nJUST AS ANY OTHER KIDNAPPING, WHETHER ON AN\nAIRPLANE, SHIP, OR ON THE GROUND, IS A VIOLATION OF\nINTERNATIONAL LAW.\nD. ISRAEL, THE MASTER OF TERRORISM, PREVIOUSLY\nAGREED TO RELEASE ALL THE DETAINEES TAKEN DURING ITS\nINVASION OF LEBANON, AND FIXED A TARGET DATE OF\nJUNE 6, THE DATE ON WHICH IT WOULD LEAVE LEBANESE\nSOIL. ISRAEL ANNOUNCED A WEEK AGO THAT ITS FORCES\nHAD DEPARTED LEBANON. IF WE BELIEVE ITS STATEMENT\n(IT MUST HONOR ITS STATEMENT EVEN IF NOT TRUE), IT\nSHOULD HAVE RELEASED ALL THE DETAINEES ON OR BEFORE\nJUNE 6. SINCE IT DID NOT DO SO, IT HAS COMMITTED A\nSECOND LEGAL VIOLATION ON TOP OF THE FIRST ONE.\nI DO NOT KNOW WHY THE POLICY OF THE U.S.\nDIFFERENTIATES BETWEEN A KIDNAPPER OF A COUNTRY AND\nITS PEOPLE, AND A HIJACKER OF AN AIRPLANE. WHY\nSHOULD SOMEONE WHO DEFENDS HIS COUNTRY BE TERMED A\nTERRORIST, WHILE THE TERRORISM AGAINST OUR PEOPLE IS\nDISREGARDED?\nI HAVE CLARIFIED THIS STAND IN ALL CONTACTS MADE\nWITH ME. I HAVE ALSO ASKED THE RED CROSS TO\nUNDERTAKE ITS ROLE. WE AS A MOVEMENT BELIEVE THAT\nWE HAVE FULFILLED OUR DUTY TO PROTECT LIVES. THE\nHIJACKERS HAVE BEEN COOPERATIVE SO FAR. WE HAVE\nALSO PROVED OUR GOOD INTENTIONS BY PERMITTING THE\nSICK AMERICAN CITIZEN WHO WAS MOVED TO AMERICAN\nUNIVERSITY HOSPITAL YESTERDAY TO LEAVE LEBANON FOR\nTREATMENT IN HIS OWN COUNTRY AND AMONG HIS OWN\nFAMILY. THE HIJACKERS AGREED TO THIS, AND HE\nSENSITIVE\n12\nSENSITIVE\nPAGE 1 - 196\nSITUATION LISTING\nDATE 09/01/85//244\nSITUATION:\nHIJACK\nSUBJECT CATAGORY: TWA 847\nMESSAGE / ANNOTATION:\nDEPARTED THIS AFTERNOON.\nFINALLY, I MUST DRAW YOUR ATTENTION TO THE NAVAL AND\nAIR SHOW OF FORCE THAT TOOK PLACE YESTERDAY AND WAS\nCOUNTERED BY THE ALERT OF ALL ISLAMIC AND NATIONAL\nFORCES FROM TYRE TO BEIRUT.
