LIMITED OFFICIAL USE
Violence and terrorism cannot solve Northern Ireland's
problems but only increase them. I call on all Americans to
question closely any appeal for financial or other aid from
groups involved in the tragic communal conflict to make sure
that contributions do not end up in the hands of those who
perpetuate violence, either directly or indirectly.
On this St. Patrick's Day, I add my prayers to those of the
vast majority of the people of Northern Ireland, who wish
fervently for peace, that they will at last prevail over the
minority who SOW fear and terror.
