I.
PURPOSE
Your visit to the Irish Embassy on St. Patrick's Day will
emphasize the traditional friendship between the United States
and Ireland. Your remarks will discourage American support for
the violence that afflicts Northern Ireland.
II. BACKGROUND
Two years ago on St. Patrick's Day you attended a luncheon at
the Irish Embassy, and last year you hosted a luncheon at the
White House for visiting Prime Minister Haughey. This year you
will attend a luncheon on Capitol Hill given by Speaker O'Neill,
and will then proceed to the residence of Ambassador O'Sullivan
for a reception where you will receive the traditional gift of
the shamrocks. You will make short remarks as you receive the
gift, followed by an exchange of St. Patrick's Day toasts. In
your remarks it will be worthwhile to condemn the violence in
Northern Ireland, and support for the IRA by Irish-Americans.
As you know, Michael Flannery, the founder of NORAID, and a man
who has admitted running guns to Northern Ireland, will be the
grand marshall of the St. Patrick's Day parade in New York City.
The White House Press Office will be issuing in your name a
statement condemning violence and supporting U.S. private
investment in Ireland, North and South.
The new Foreign Minister of Ireland, Peter Barry, will also be a
guest at the reception. On March 11, Barry made an important
speech calling for an "All-Ireland Forum," open to all political
parties, both North and South, to consult on the peaceful
reunification of Ireland. Barry will undoubtedly by lobbying
you to publicly support his proposal. Just as we did not
publicly support Mr. Prior's plan for a Constituent Assembly in
Northern Ireland, we should not support Mr. Barry's plan
publicly. Rather we should say that we have always welcomed
efforts by both the Irish and the British governments which
promote reconciliation between the two Irish traditions, but it
is not for the United States to chart a course for the people
of Northern Ireland. If solutions are to endure, they must come
from the people themselves.
At the end of the reception, you will receive a phone call from
Dr. FitzGerald in Dublin, the Irish Prime Minister. The call
should be strictly a social one of a few minutes duration.

THIS HAPPY DAY IN A TOAST TO THE PRESIDENT AND PEOPLE OF
IRELAND.
STATEMENT BY THE PRESIDENT
ST. PATRICK'S DAY, 1983
For those of us whose ancestors come from Ireland and for those
of us who share the spirit of Irish humor, hard work and
spiritual faith, St. Patrick's Day is a time of grateful
celebration and much happiness.
Today is a time to honor and celebrate the enormous contribution
to American life made by Irish immigrants. As frontiersmen in
the American colonies and citizen soldiers in Washington's army
they helped found our republic. Their ingenuity and effort
built our economy, added to our spiritual values and enriched
our literatrue. Their humor enriches life's happy moments and
makes life's setbacks more bearable.
And yet our joy is tempered by the tragedy that divides neighbor
from neighbor in Northern Ireland. We deeply regret that some
would use this day to enlist support for more violence and
conflict on that small island which is so much in our hearts
today. We cannot remain indifferent to the tragedy that
confronts the people of Northern Ireland and which affects the
Republic of Ireland, Britain and their friends in the United
States. Those who advocate or engage in violence and terrorism
should find no welcome in the United States.
We condemn all such acts and oppose the forces of discord in
Northern Ireland, which obstruct the process of reconciliation
so essential for peace. We ask all Americans to refrain from
supporting, with financial or other aid, organizations involved
directly or indirectly in perpetuating violence. And we urge
that those Americans--and there are many--who wish to help, lend
their support and contributions to legitimate groups and
organizations which work to promote reconciliation and economic
cooperation.
The United States Government continues to take specific actions
to hasten an end to this violence and discord by:
--
Discouraging Americans from contributing to organizations
engaged in violence.
-- Arresting and prosecuting those engaged in the illegal
export of arms to those groups.

Confiscating weapons intended for terrorists.
Next to peace and reconciliation, Northern Ireland's greatest
need is for jobs to bring hope and opportunity to all its
people, especially the young. American companies which have
invested in Northern Ireland already employ a significant
percentage of its industrial work force, making a real
contribution to its well-being. This administration will
continue to encourage private investment in and the creation of
more job opportunities in both Northern Ireland and the
Republic.

We recognize that it is not for the United States to chart a
course for the people of Northern Ireland, but we do have an
obligation to urge our long-time friends in that part of the
world to seek reconciliation between the two traditions in
Northern Ireland and accommodation through democratic means.
Durable, equitable solutions and peace cannot be imposed by
outsiders, however well meaning. Our role, accordingly, is to
support efforts by the people and governments directly involved.
So on St. Patrick's Day 1983 let us all celebrate our Irish
heritage in fine style. But let us also remember those in
Northern Ireland for which 1983 is one more year of terrorism
and dim economic prospects--and let us rededicate ourselves to
helping to bring these twin evils to an end.

meeting by 20 minutes (Tab A). Based on those meetings with
foreign leaders that I have the privilege to sit in on, I detect
no burning desire on the President's part to make them longer.
Should, however, you believe that Deaver is inclined to accept
the Irish request to lengthen the meeting, I recommend we go
along. In short, I see no reason for us to be out in front
pushing for a longer meeting, but defer to your good judgments.

The Irish Government has requested that the President's meeting
with Prime Minister FitzGerald be extended from 30 minutes to
50 minutes in order to accomplish a format similar to our State

THE WHITE HOUSE
SUBJECT: Reply to Letter from Sean Mac Bride
Sean Mac Bride, Irish disarmament activist and Nobel Laureate,
has sent three letters to the President. One in June called for a
summit meeting at which a concrete program of disarmament would be
developed. The President's reply on June 29 discussed United
States arms control goals and policy toward the USSR in general
terms, but did not endorse Mac Bride's initiative.
A second letter, dated August 17, again advanced his summit
initiative, suggested that the meeting should take place under the
auspices of the UN Secretary-General, and characterized the reply
he received to a letter to Chernenko as "encouraging." We have
seen the text of the Chernenko reply, however, and it is merely a
restatement of standard Soviet public comments on disarmament.
The Chernenko letter was not forthcoming on a summit, insisting
that any talks must be preceded by "proper preparatory work."
The President did not reply to this letter, because a prompt
answer could have added momentum to Mac Bride's initiative and
fuel public interest in the summit issue.
Mac Bride's third letter, dated September 18, is attached,
along with a draft reply by the President. However, the
Department of State recommends that no reply be sent. A full page
advertisement in the Washington Post on October 12 on the
"Conclusions and Judgement of the Brussels Tribunal on Reagan's
Foreign Policy" prominently features Mac Bride. It declares that
the Reagan administration's foreign policy constitutes a "gross
violation of the fundamental principles of international law" in
the UN Charter. The ad declares, among other things, that the
Reagan administration is responsible for complicity in crimes
against peace, crimes against humanity and war crimes. Any reply
at this time, even by a lower-level White House official, would
acknowledge Mac Bride's stature and seem to condone the outrageous
charges he is closely identified with.

Dear Mr. Mac Bride:
Thank you for your thoughtful letter of September 18, 1984,
concerning my meeting with Foreign Minister Gromyko. Let me
assure you that I approached that meeting fully aware of the
hopes which you and people from all walks of life placed in the
results of our discussions.
My conversations with Mr. Gromyko provided an excellent
opportunity to discuss the entire US-Soviet relationship. We
focused on the vital question of nuclear weapons, and the need
to reduce and eventually eliminate these weapons of mass
destruction. As you know, I have repeatedly voiced my sincere
hope that all nuclear weapons will be banished. However, for
practical reasons, I believe this can only be a gradual,
step-by-step process.
In my meeting, I explained to Mr. Gromyko my own hopes and
objectives for the future. I indicated our readiness to resume

and discussed the specific proposals we have put on the
negotiating table.
Mr. Gromyko did not respond positively at this time to our
proposals for an urgent resumption of the arms control
dialogue. Nevertheless, I am hopeful that after consultation
with his colleagues in Moscow, Mr. Gromyko and the Soviet
leadership will reply positively to our concrete proposals for
reductions in nuclear weapons. For our part, we are flexible
and ready to move forward rapidly. The Soviet Union will find
in the United States a responsible and serious negotiating
partner.

Dear President,
With further reference to our earlier correspondence, I feel that in
relation to the forthcoming meeting between Your Excellency and the Minister
for Foreign Affairs of the Soviet Union, I should emphasize the hopes which
this event have aroused in the minds and hearts of the ordinary people in the
world. The voluntary, or accidental, threat of nuclear devastation which
threatens our planet has cast a dark shadow over humanity; this has resulted
in a breakdown of moral values and is the taproot of the violence which is
prevalent in our societies. Every thoughtful person in the world will
fervently hope that your endeavours and those of the leaders of the Soviet
Union will result in banishing those terrible weapons from the face of the
earth forever.
It is my respectful submission that this can only be realised by the
achievement of General and Complete Disarmament as unanimously decided upon
by the United Nations in December 1961 and in June 1978. To this end, I
suggested in my earlier letters (11 June and 16 August 1984), that the first
essential step was to reassert that the objective of all further negotiations
should be General and Complete Disarmament. Once there is a concensus and a
political will to do this, the next important issue will be to determine the
reasonable period of time within which the disarmament process can be
completed; I would suggest 10, 12 or 14 years. Orderly negotiations on the
basis of the Eight Principles already agreed upon can then proceed
constructively. Negotiations for partial measures or arms limitations over
the last quarter of a century have proved to be valueless.

I would also strongly urge that the services of the Secretary General of
the United Nations and of his experienced staff should be availed of in this
process.
An expression of the will and determination of the leaders of the two
major nuclear powers in the world to proceed to General and Complete Disarmament
would transform the entire world situation and give a new hope to humanity.
In conclusion may I humply pray Your Excellency at this crucial period
to bear in mind the words written by Albert Einstein some decades ago:
"Our world faces a crisis as yet unperceived by those possessing
the power to make great decisions for good or evil. The
unleashed power of the atom has changed everything save our modes
of thinking, and thus we drift towards unparallelled catastrophe."
We will all pray and hope that the great decisions you and your Soviet
colleague will make in the coming days will be for the good of mankind and
the protection of its environment.
