Charles Haughey, Wednesday, March 17, 1982,

Prime Minister Haughey's (pronounced HAW-hee) visit to the
White House will be both a social and a business occasion.
The social side will be the luncheon. Your toast addresses
America's Irish roots and the values of freedom that we
share. The business side will be the statement issued by
the press office which reiterates our concerned-but-impartial
policy on Northern Ireland, and your half-hour meeting with
the Prime Minister.
At Tab A, I have summarized the talking points for the
meeting. State's briefing memorandum at Tab B provides
background for these points. By far the two most prominent
issues are Northern Ireland and El Salvador. On Northern
Ireland, both in your public statement, and personally with
Haughey, we want to emphasize our concern for the tragedy,
our condemnation of terrorism, and our impartiality on the
form of a political solution. On El Salvador, we want to
emphasize the determination of our policy, and the good
reasons behind it.
At Tab C is a copy of the St. Patrick's Day statement which
we will issue on Wednesday, March 17.

PROGRAM FOR ECONOMIC DEVELOPMENT WHICH WILL ADDRESS
THE FUNDAMENTAL PROBLEMS OF CENTRAL AMERICA.

STATEMENT BY PRESIDENT REAGAN
March 17, 1982
St. Patrick's Day reminds us of the power of joy. It is a
day when spirits are lifted, when millions join together in
friendship, when strangers greet each other with affection.
The spell cast on us by a small island 3,000 miles away
began more than a century ago when Irish immigrants first
came to this land -- immigrants whose sweat and labor built
our economy, whose hearts and minds shaped our literary and
intellectual history, whose smiles and mirth gave us the
gift of laughter, whose conscience and spirituality reminded
us of the importance of religious faith in our lives.
Today all Americans -- of Irish descent and honorary Irish
descent -- celebrate one of the happiest days of the year in
our country -- a day marked by peace, friendship and harmony.
Yet today our thoughts cannot be entirely joyful -- we who
owe so much to the "land across the Irish sea" cannot help
but reflect on a tragic irony: Northern Ireland is troubled
by conflict and violence. We in America who owe so much to
our kinsmen of both Irish and British heritage, Protestant
and Catholic alike, can never be indifferent to the problem
of violence in Northern Ireland. That is why we seek to
contribute in any way we can to a lasting, peaceful solution
that will bring to an end years of conflict and violence.
The twelve months since last St. Patrick's Day have brought
both hope and sorrow in Northern Ireland. There have been
grounds for optimism for the future. The level of violence
continued its generally downward trend. In this country,
U.S. law enforcement authorities confiscated a large number
of weapons intended for terrorist hands in Ireland. Perhaps
most important despite the sorrows of the past year, there
are signs that the climate has improved for moderate political
solutions.
We will continue to stand by our policy -- to urge the
parties in Northern Ireland to come together for a just
solution and to condemn all acts of terrorism and violence.
We believe a lasting solution can be found only through a
process of reconciliation between the two traditions in
Northern Ireland and between Britain and Ireland. We encourage
and applaud such efforts. We particularly welcome the
British and Irish governments' widening of the framework of
their cooperation to this end.

But as much as we wish for a just and peaceful settlement,
we in the United States cannot chart a course for the people
of Northern Ireland. If solutions are to endure, they must
come from the people themselves.
We stand unalterably opposed to the forces of violence and
discord in Northern Ireland, which obstruct the process of
reconciliation so necessary to peace. Those who advocate
violence or engage in terrorism will have no welcome in the
United States.
Last year, I called on all Americans to question closely any
appeal for financial or other aid from groups involved in
the Northern Ireland conflict to ensure that contributions
do not end up in the hands of those who perpetuate violence,
either directly or indirectly. Today, I renew that request.
Continued violence, even by a misguided few, can only
frustrate the desire for peace of the overwhelming majority
of the entire community of Northern Ireland.
As we look to the future, we can be proud that the United
States already is making an important contribution toward
economic and social progress in Northern Ireland. We are
proud of our role in strenghtening the Irish economy. There
are 37 American companies with manufacturing plants in
Northern Ireland, representing more than a billion dollars
of investment, with a potential employment of about 25,000
people, a significant portion of the manufacturing work
force in Northern Ireland. This investment by American
industry shows a clear commitment to a future based on peace
and well-being for the people who live in Northern Ireland.
This Administration will maintain the U.S. commitment, in
the context of a peaceful settlement in Northern Ireland, to
facilitate growth of additional job-creating investment --
investment that will benefit all the people in Northern
Ireland. In the meantime, we encourage the American private
sector to continue to assist in creating more job opportunities
in Northern Ireland.
In affirming these principles of our policy toward Northern
Ireland, I wish to add my appreciation and support for the
many true friends of Ireland in this country, in the Congress
and among the public, who continue to speak out against
violence and in support of peace and reconciliation. Their
efforts are among the most important contributions to the
cause of peace in Northern Ireland, and I join them in the
prayer that our hopes will soon be realized. It is by
assisting in commercial development, combating terrorism and
encouraging the process of peaceful reconciliation that we
in America can do our part to bring peace to Northern Ireland.

I.
SETTING
Haughey took office as Prime Minister on March 9, forming a
minority government which relies on the support of a small
left-wing party and independent members of the Irish parliament.
In his first speech as Prime Minister, Haughey pushed for
British withdrawal from Northern Ireland. Should Haughey
publicly promote this new policy line at the White House,
Margaret Thatcher and the British government will be under
pressure to react even more sharply. It will be important to
continue to distance ourselves from Northern Ireland
constitutional questions and to maintain impartiality on Irish
unification.
As the visit comes so early in Haughey's term of office, it
will afford an excellent opportunity to discuss issues - such
as El Salvador and Libya - where we would like Irish support.
II.
OBJECTIVES
-- Reaffirm US policy on Northern Ireland: support for
a just and peaceful solution and condemnation of all
terrorism and violence.
-- Stress the impartiality of our policy on Northern
Ireland, including constitutional questions about its
relationship to the UK and the Irish Republic.
-- Explain our efforts to promote democratic.processes
in El Salvador.
-- Urge Irish cooperation in sanctions against Libya.
-- Reaffirm our commitment to free trade and US-EC
cooperation to that end.

III.
ISSUES
1.
Northern Ireland
Haughey's objective of British withdrawal marks a
fundamental shift of policy away from that of recent Irish
Prime Ministers of both major parties, and may result from a
search for short-term partisan political advantage required by
his shaky parliamentary coalition and the depressed Irish
economy. It will be unhelpful to Anglo-Irish efforts at
greater cooperation and will further polarize already tense
community relations in the North. It may also set back
cross-border efforts to curb terrorism. The British Ambassador
has registered to us the unacceptability of the Haughey line.
Haughey publicly has opposed the British government's plans
for a carefully crafted and delicately balanced initiative to
restore a form of local government in Northern Ireland
acceptable to democratic elements in both communities. By
doing so, he may have damaged the most hopeful effort to date
to normalize political life in the destructive wake of last
year's hunger strike.
2. El Salvador
Former Prime Minister Garret FitzGerald was often sharply
critical of our El Salvador policy. Haughey recently told us
that he continues to favor a low Irish profile on El Salvador.
We can expect that he will be a more sympathetic interlocutor
than was FitzGerald, but it is unlikely his government will
support US policy outright.
3. Libyan Sanctions
The Irish do not have extensive interest in or ties with
Libya, but we have had policy differences over the resale of
US-origin aircraft by the Irish national airline to the
Libyans. The Irish accept our restrictions on such sales, but
seek compensation through contracts for maintenance of DOD
aircraft, which we are unable to provide. We have asked them
to clarify reports that they have leased the aircraft in
question to the Libyans. We are also concerned over the Irish
government's arrangement to train Libyans in international
airport operations at Shannon.
4.
US-EC Economic Cooperation
Ireland's depressed economy is highly dependent on trade,
and a major improvement can come about only with a general
international recovery. We are committed to economic
cooperation with the EC but remain concerned about ongoing
trade disputes (e.g., steel and agricultural products). We
have made strong efforts to resolve these problems through
consultations and look forward to continued US-European
exchanges at the economic summit in June.

During a March 5 meeting at the Department of State,
Irish Ambassador O'Sullivan informally asked if there were
any possibility that the President's March 17 meeting with
the Irish Prime Minister, which has been scheduled to last
thirty minutes, might be expanded to a full hour. O'Sullivan
said that the Prime Minister -- whether Garret FitzGerald or
Charles Haughey -- would regard the meeting with the President
as the focal point of the Washington visit and would very much
hope to have an opportunity for expanded talks.
O'Sullivan noted that the schedule now calls for the
Prime Minister to attend mass at 10:30 a.m. on St. Patrick's
Day and that the only possibility for an expanded meeting
would be to delay the President's luncheon until 12:30 p.m.
Considering the demands on the President's time, and
the absence of difficult bilateral issues to be discussed,
we recommend against lengthening the meeting.

hope to have an opportunity for expanded talks.
O'Sullivan noted that the schedule now calls for the
Prime Minister to attend mass at 10:30 a.m. on St. Patrick's
Day and that the only possibility for an expanded meeting
would be to delay the President's luncheon until 12:30 p.m.
Considering the demands on the President's time, and
the absence of difficult bilateral issues to be discussed,
we recommend against lengthening the meeting.

The President was delighted to be able to host Prime
Minister Haughey at the White House on the occasion of
St. Patrick's Day. As you know, the President and the
Prime Minister met for a half-hour before the
President's luncheon, and they held a very useful
discussion of issues which concern the United States
and Ireland in common with their European partners.

outlined United States policy, as contained in his
statement on Northern Ireland which was released this
morning.

I.
SETTING
Haughey took office as Prime Minister on March 9, forming a
minority government which relies on the support of a small
left-wing party and independent members of the Irish parliament.
In his first speech as Prime Minister, Haughey pushed for
British withdrawal from Northern Ireland. Should Haughey
publicly promote this new policy line at the White House,
Margaret Thatcher and the British government will be under
pressure to react even more sharply. It will be important to
continue to distance ourselves from Northern Ireland
constitutional questions and to maintain impartiality on Irish
unification.
As the visit comes so early in Haughey's term of office, it
will afford an excellent opportunity to discuss issues - such
as El Salvador and Libya - where we would like Irish support.
II.
OBJECTIVES
-- Reaffirm US policy on Northern Ireland: support for
a just and peaceful solution and condemnation of all
terrorism and violence.
-- Stress the impartiality of our policy on Northern
Ireland, including constitutional questions about its
relationship to the UK and the Irish Republic.
-- Explain our efforts to promote democratic.processes
in El Salvador.
-- Urge Irish cooperation in sanctions against Libya.
-- Reaffirm our commitment to free trade and US-EC
cooperation to that end.

III.
ISSUES
1.
Northern Ireland
Haughey's objective of British withdrawal marks a
fundamental shift of policy away from that of recent Irish
Prime Ministers of both major parties, and may result from a
search for short-term partisan political advantage required by
his shaky parliamentary coalition and the depressed Irish
economy. It will be unhelpful to Anglo-Irish efforts at
greater cooperation and will further polarize already tense
community relations in the North. It may also set back
cross-border efforts to curb terrorism. The British Ambassador
has registered to us the unacceptability of the Haughey line.
Haughey publicly has opposed the British government's plans
for a carefully crafted and delicately balanced initiative to
restore a form of local government in Northern Ireland
acceptable to democratic elements in both communities. By
doing so, he may have damaged the most hopeful effort to date
to normalize political life in the destructive wake of last
year's hunger strike.
2. El Salvador
Former Prime Minister Garret FitzGerald was often sharply
critical of our El Salvador policy. Haughey recently told us
that he continues to favor a low Irish profile on El Salvador.
We can expect that he will be a more sympathetic interlocutor
than was FitzGerald, but it is unlikely his government will
support US policy outright.
3. Libyan Sanctions
The Irish do not have extensive interest in or ties with
Libya, but we have had policy differences over the resale of
US-origin aircraft by the Irish national airline to the
Libyans. The Irish accept our restrictions on such sales, but
seek compensation through contracts for maintenance of DOD
aircraft, which we are unable to provide. We have asked them
to clarify reports that they have leased the aircraft in
question to the Libyans. We are also concerned over the Irish
government's arrangement to train Libyans in international
airport operations at Shannon.
4.
US-EC Economic Cooperation
Ireland's depressed economy is highly dependent on trade,
and a major improvement can come about only with a general
international recovery. We are committed to economic
cooperation with the EC but remain concerned about ongoing
trade disputes (e.g., steel and agricultural products). We
have made strong efforts to resolve these problems through
consultations and look forward to continued US-European
exchanges at the economic summit in June.
