THE SPELL CAST ON US BY A SMALL ISLAND 3,000 MILES AWAY
BEGAN MORE THA; A CENTURY AGO WHEN IRISH IMMIGRANTS FIRST
CAME TO THIS LAND -- IMMIGRANTS WHOSE SWEAT AND LABOR BUILT

THE TWELVE MONTHS SINCE LAST ST. PATRICK' S DAY HAVE BROUGHT
BOTH HOPE AND SORROW IN NORTHERN IRELAND. THERE HAVE BEEN
GROUNDS FOR OPTIMISM FOR THE FUTURE. THE LEVEL OF VIOLENCE
CONTINUED ITS GENERALLY DOWNWARD TREND. IN THIS COUNTRY,
U.S. LAW ENFORCEMENT AUTHORITIES CONFISCATED A LARGE
NUMBER OF WEAPONS INTENDED FOR TERRORIST HANDS IN IRELAND.
PERHAPS MOST IMPORTANT DESPITE THE SORROWS OF THE PAST
YEAR, THERE ARE SIGNS THAT THE CLIMATE HAS IMPROVED FOR
MODERATE POLITICAL SOLUTIONS.
WE WILL CONTINUE TO STAND BY OUR POLICY -- TO URGE THE
PARTIES IN NORTHERN IRELAND TO COME TOGETHER FOR A JUST
SOLUTION AND TO CONDEMN ALL ACTS OF TERRORISM AND VIOLENCE.
WE BELIEVE A LASTING SOLUTION CAN BE FOUND ONLY THROUGH A
PROCESS OF RECONCILIATION BETWEEN THE TWO TRADITIONS IN
NORTHERN IRELAND AND BETWEEN BRITAIN AND IRELAND. WE
ENCOURAGE AND APPLAUD SUCH EFFORTS. WE PARTICULARLY WEL-
COME THE BRITISH AND IRISH GOVERNMENTS' WIDENING OF THE
FRAMEWORK OF THEIR COOPERATION TO THIS END.
BUT AS MUCH AS WE WISH FOR A JUST AND PEACEFUL SETTLEMENT,
WE IN THE UNITED STATES CANNOT CHART A COURSE FOR THE
PEOPLE OF NORTHERN IRELAND. IF SOLUTIONS ARE TO ENDURE,
THEY MUST COME FROM THE PEOPLE THEMSELVES.
WE STAND UNALTERABLY OPPOSED TO THE FORCES OF VIOLENCE
AND DISCORD IN NORTHERN IRELAND, WHICH OBSTRUCT THE PROCESS
OF RECONCILIATION so NECESSARY TO PEACE. THOSE WHO
MESSAGE (CONTINUED) :
ADVOCATE VIOLENCE OR ENGAGE -IN TERRORISM WILL HAVE NO
WELCOME IN THE UNITED STATES.
LAST YEAR, I CALLED ON ALL AMERICANS TO QUESTION CLOSELY
ANY APPEAL FOR FINANCIAL OR OTHER AID FROM GROUPS
INVOLVED IN THE NORTHERN IRELAND CONFLICT TO ENSURE THAT
CONTRIBUTIONS DO NOT END UP IN THE HANDS OF THOSE WHO
PERPETUATE VIOLENCE, EITHER DIRECTLY OR INDIRECTLY. TODAY,
I RENEW THAT REQUEST. CONTINUED VIOLENCE, EVEN BY A
MISGUIDED FEW, CAN ONLY FRUSTRATE THE DESIRE FOR PEACE OF
THE OVERWHELMING MAJORITY OF THE ENTIRE COMMUNITY OF
NORTHERN IRELAND.
AS WE LOOK TO THE FUTURE, WE CAN BE PROUD THAT THE UNITED
STATES ALREADY IS MAKING AN IMPORTANT CONTRIBUTION TOWARD
ECONOMIC AND SOCIAL PROGRESS IN NORTHERN IRELAND. WE ARE
PROUD OF OUR ROLE IN STRENGTHENING THE IRISH ECONOMY.
THERE ARE 37 AMERICAN COMPANIES WITH MANUFACTURING PLANTS
IN NORTHERN IRELAND, REPRESENTING MORE THAN A BILLION
DOLLARS OF INVESTMENT, WITH A POTENTIAL EMPLOYMENT OF
ABOUT 25,000 PEOPLE, A SIGNIFICANT PORTION OF THE MANU-
FACTURING WORK FORCE IN NORTHERN IRELAND. THIS INVESTMENT
BY AMERICAN INDUSTRY SHOWS A CLEAR COMMITMENT TO A FUTURE
BASED ON PEACE AND WELL-BEING FOR THE PEOPLE WHO LIVE IN
NORTHERN IRELAND.
THIS ADMINISTRATION WILL MAINTAIN THE U.S. COMMITMENT, IN
THE CONTEXT OF A PEACEFUL SETTLEMENT IN NORTHERN IRELAND,
TO FACILITATE GROWTH OF ADDITIONAL JOB-CREATING INVESTMENT
INVESTMENT THAT WILL BENEFIT ALL THE PEOPLE IN NORTHERN
IRELAND. IN THE MEANTIME, WE ENCOURAGE THE AMERICAN

for a framework of self government for Northern Ireland.
It is clear that a great deal of thought has gone into
your proposals. I applaud your decision to take positive
steps to tackle the difficult problems of Northern Ireland.
As you know, our policy is that a solution must come from
the people of Northern Ireland themselves, and the frame-
work you intend to establish offers the opportunity for

Letter from Jim Prior on British
Proposals for Northern Ireland
Attached at Tab II is a letter to you from Jim Prior, British
Secretary of State for Northern Ireland, describing his pro-
posals for transfer of self-governing power to Northern
Ireland. The U.K. government intends to introduce the proposals
into Parliament on Monday, 5 April.
Basically, the proposals call for the proportional election
of an Assembly for Northern Ireland, which will then be
granted governing authority in specific stages when a seventy
percent vote of the assembly requests it. The seventy percent
majority is carefully chosen so that the Protestants will not be
able to count on it, but neither will the Catholics have an
automatic veto.
Prior asks for your support in encouraging people on both
sides of the Atlantic to give the proposals careful and
constructive consideration.
Your reply at Tab I thanks Prior for his letter and
encourages his efforts. The British will probably ask for
public support of their plan by the U.S. government. We
have little to gain by supporting a specific measure publicly;
we should stick to our line that solutions must come from the

FOR NATIONAL SECURITY AFFAIRS
Begins:
Since our valuable discussions in London, I have been
refining my proposals for encouraging political development in
Northern Ireland. I know that American opinion wants to see
the difficulties tackled and I share the view that, though there
are legitimate arguments for doing nothing and risks in attempting
an initiative, it is right to make the effort. As you were in
at the beginning, I thought you might like to have, in confidence
and in advance, the attached summary of the proposals which are
likely to be published on Monday, 5 April.
My aim is to provide a broad framework within which the
political parties in Northern Ireland can themselves agree an
acceptable basis on which legislative and executive powers can be
restored to a Northern Ireland Assembly and Administration. The
proposals will encourage political development in Northern Ireland
while safeguarding the position of the minority and without
prejudicing the longer term aspirations of either of the two main
political traditions in Northern Ireland. Compromise will not
be easy, but I believe we can create a real opportunity for the
people of Northern Ireland to administer their own affairs.
I hope you will feel able to use your considerable influence
in encouraging people on both sides of the Atlantic to give these
proposals careful and constructive consideration.

UK RESTRICTED
NORTHERN IRELAND: SUMMARY OF CONSTITUTIONAL PROPOSALS
1. The British Government wishes to see the restoration of
devolved government in Northern Ireland. The following account
sets out the detail of the Government's constitutional proposals.
2. Central to the proposals is a new 78 member Northern Ireland
assembly elected by the single transferable vote system of
proportional representation. If Parliament passes the proposed
legislation, the election to the Assembly will be held as soon as
practicable after the Bill is enacted.
Role of the Assembly prior to devolution
3. The principal task of the Assembly will be to reach agreement
on how devolved powers should be exercised. But pending devolution
of powers the Assembly will have important consultative and
deliberative functions. It will be able to scrutinise and comment
on draft legislation and make reports to the Secretary of State
which will be laid before Parliament at Westminster. The Assembly
will monitor and report on the policies and activities of the
Northern Ireland departments and, to this end, will be required to
establish a committee corresponding to each department.
4. The appointments of Chairmen, Deputy Chairmen, and members of
each committee will be made by the presiding officer and will, so
far as practicable, reflect party representation in the Assembly.
The Chairmen and Deputy Chairmen will receive salaries. Ministers
and the Northern Ireland departments will co-operate closely with
the Assembly and its committees.
5. It will be for the Assembly to make proposals on how a Northern
Ireland Administration should be formed and under what arrangements
executive powers should be exercised. The powers available for
devolution are those in the 'transferred' field provided for in the
Northern Ireland Constitution Act 1973 (ie broadly those presently
exercised by the Northern Ireland Departments of Agriculture,
Commerce, Education, Environment, Health and Social Services,
Manpower Services and Finance and Personnel).
Criteria for Devolution
6. The essential criterion for devolution is that the Assembly's
proposals should be acceptable to both sides of the community.
If 70 per cent or more of Assembly members agreed on a report on the
way in which powers should be exercised and an Administration formed,
that report would be submitted to the Secretary of State who would
be required to lay it before Parliament. Proposals agreed by less
than 70 per cent, but which appeared to the Secretary of State to be
acceptable to both sides of the community, could be submitted to the
Secretary of State at his request and would then be laid before
Parliament. When Parliament came to consider any proposals, the
/Government
the Government would express a view on whether those proposals were
acceptable to both sides of the community. Provided Parliament
approved the report, executive and legislative powers would be
devolved by Order-in-Council.
Partial or Full Devolution
7. The Assembly could proceed directly to full devolution under
which all the Northern Ireland departments would come under the
control of a Northern Ireland Executive. But there could be partial
devolution under which one or more departments could be devolved.
For instance, three of the Northern Ireland departments could be
devolved while the rest stayed under the Secretary of State's control.
Partial devolution could lead on to full devolution. In the case
of partial devolution, executive responsibility will be shared among
United Kingdom Ministers and Departmental Heads drawn from the
Assembly.
8. If the arrangements were to lose the broad support in the
Assembly which had led to devolution in the first place, the
devolved powers could be 'rolled back' to the Secretary of State
and Westminster until fresh proposals were agreed.
A Northern Ireland Executive
9. Once full devolution has taken place, the Secretary of State,
taking account of the Assembly's recommendations, will appoint a
Northern Ireland Executive consisting of not more than 13 members.
Provided the Executive retained its support within the Assembly,
elections would be held every 4 years.
10. If the Executive lost the broad support of the Assembly which
had led to devolution, devolved powers could be 'rolled back'
to the Secretary of State: the Assembly could revert to its
earlier consultative functions or be prorogued. If there were
no
prospect of forming another executive, the Assembly could be
dissolved and fresh elections held.
The Two Identities in Northern Ireland
11. The Government's proposals acknowledge the 'two identities'
in Northern Ireland. The Protestant majority of the population
(about a million) think of themselves as British. They regard
themselves as part of the social and cultural fabric of the United
Kingdom and their loyalty lies to the Crown. They favour
continuance of the union with the rest of the United Kingdom.
There is also a substantial Catholic minority (about half a million)
who think of themselves as Irish whether in terms of their identity,
their social and cultural traditions or their political
aspirations. This difference in identity and aspiration cannot be
ignored or wished away. Relations between both sides of the
Northern Ireland community influence and are affected by relations
between the United Kingdom and the Republic of Ireland.

Anglo-Irish Relations
12. At Government level, the Anglo-Irish Intergovernmental
Council gives institutional expression to the unique relationship
between the two countries without affecting national sovereignty.
If a devolved Government came into being in Northern Ireland, it
would be able to make bilateral arrangements and agreements with
the Government of the Republic within the field of 'transferred'
functions. It is for the Parliaments of Westminster and Dublin
to consider whether the Governmental meetings of the Anglo-Irish
Intergovernmental Council should be complemented by an Anglo-Irish
body at Parliamentary level in which members of an elected
assembly in Northern Ireland could take part.

ARRIVALS THIS WEEK BRINGING THE TOTAL TO 70. THERE ARE
ONLY TWO AREAS OF TRAINING INVOLVED. THEY ARE AIR
CONDITIONING SERVICE AND AIRFIELD LIGHTING MAINTENANCE.
LIBYAN TRAINEES ARRIVED AT SHANNON IN JANUARY ' 82 WITH NOT
MORE THAN 6-8 YEARS OF PRIMARY SCHOOLING IN LIBYA BEHIND
THEM. INITIAL TRAINING HAS BEEN FOCUSING ON TRYING TO
BRING THEM TO THE ENTRY LEVEL EXPECTED BY EUROPEAN
APPRENTICES. PROGRESS HAS BEEN DISAPPOINTING. IRISH
INSTRUCTORS ARE CONVINCED THAT AT THE CONCLUSION OF THEIR
TRAINING, THEIR STUDENTS WILL POSSESS ONLY RUDIMENTARY
CREST
ABILITY TO ASSIST MORE SKILLED TECHNICIANS IN THE NARROW
RANGE OF THE SPECIFIC EQUIPMENT TYPES USED DURING THEIR
INSTRUCTION.

THE "AIR SIDE" OF OPERATIONS AT SHANNON. THEY ARE NOT
INVOLVED IN AIRCRAFT SERVICING/MAINTENANCE OR REFUELING
OPERATIONS, AND THERE ARE NO PLANS TO TRAIN IN THESE
AREAS IN THE FUTURE.

(4) A COLOR CODED PASS SYSTEM IS IN OPERATION TO
CONTROL ACCESS TO VARIOUS AIRPORT FACILITIES. LIBYANS
CARRY LIMITED ACCESS PASSES THAT IN THEORY RESTRICT THEM
TO THE TERMINAL PROPER. FROM RO' S OBSERVATIONS OVER A
TWO DAY PERIOD THIS CONTROL SYSTEM COULD EASILY BE
BYPASSED.

(5) LIBYAN STUDENTS ENJOY CONSIDERABLE FREEDOM
OUTSIDE OF DUTY HOURS. MOST LIVE IN PRIVATELY RENTED
HOUSES VICINITY SHANNON/LIMERICK AND THEIR TRAVEL/ACCESS
WITHIN LOCAL POPULACE IS UNRESTRICTED AND UNSUPERVISED.
THEY HAVE CONSIDERABLE MONEY TO SPEND ESTIMATED TO BE
ABOUT 150-200 IRISH POUNDS (S225-$300) PER WEEK PER
STUDENT.

Ditchley Conference on Northern Ireland
On June 25-27 I attended the second annual conference at Ditchley
Park on Northern Ireland. Other participants from the U.S.
included Ambassador Daily, Mike Michaud, our counsel general in
Belfast and Congressman Shannon from Massachusetts; from the U.K.
participants included Lord Gowrie who is Jim Prior's deputy and
several other senior officials from the Northern Ireland office,
along with Northern Ireland politicians John Hume, John Cushnahan
(Alliance Party), Raymond Ferguson (Official Unionist) ; from the
Irish Republic, Garret FitzGerald, and Martin Mansergh, Haughey's
special advisor on Northern Ireland. (U)
In the opening session Lord Gowrie outlined Prior's latest pro-
posals for "rolling devolution," and I spoke on the U.S. position
on Northern Ireland, and the pressures on the White House during
the past year. Most of the discussion in the general sessions
addressed the Prior proposals, with Hume and Mansergh speaking
strongly against them, and other politicians willing to give them
a try. It is clear that the Prior's plans face rough going, but
that there are no other practical ideas for progress. (U)
Haughey's advisor Mansergh was particularly strident in his attacks
on the U.K. government, and on the Northern Ireland Protestants.
Several other speakers chided him for his rhetoric, and praised
Garret FitzGerald's relative restraint. It seems that Haughey is
determined to take a very tough line, further stiffening Protestant
opposition in the North. I had a chance to talk with Ambassador
Daily privately, who is concerned about the direction Irish policy
is taking. There is very little of the traditional affection for
the United States in current Irish policy, and many specific actions
which are troubling - the training of Libyan airline personnel in
Dublin, the expansion of contacts with Eastern Europe, and Haughey's
performance in the Falkland's crisis. (C)
If there comes a time when the United States may wish to take an
initiative on the Northern Ireland question, in order to improve
the President's standing with his Irish-American constituents, the
most fruitful area is economic. It would be fairly simple to
organize a conference of Irish Americans on private investment in
Northern Ireland - The President could deliver the keynote address
and call on Irish Americans for job-creating investment in Northern
Ireland, rather than contribution to NORAID. The British government
would cooperate, and the conference would be a guaranteed success. (U)

FitzGerald (September 23-24)
Attached at Tab A is State's request for meetings in the White
House for FitzGerald with you, me and the President. I think
that one meeting would be sufficient. If your schedule permits
I believe you would be the most appropriate host for half an
hour in view of your previous meeting with FitzGerald last year.
I consider it important that we keep our communications open
with FitzGerald, who will almost certainly be Prime Minister of
Ireland again, and has pursued policies which are in line with
our interests in the British Isles. (C)

Subject: Appointment Request for Former Irish Prime Minister
FitzGerald with the President
Former Irish Prime Minister Garrett FitzGerald will be in
Washington on an unofficial visit September 23-24. Ambassador
Dailey (Dublin 2494) strongly recommends that FitzGerald meet
with you and the Vice President and call briefly on the
President, if possible. Despite the fact there will be many
requests to see the President flowing out of the UNGA, we agree
with the Ambassador's recommendation. FitzGerald had been
scheduled to lunch at the White House on St. Patrick's Day this
year, but he was replaced by Charles Haughey as a result of
Ireland's February national elections.
FitzGerald, leader of the opposition Fine Gael Party and
former Prime and Foreign Minister, is a statesman and
intellectual of international calibre. His stature gives him
influence and weight outside of Ireland of considerable
disproportion to the size of the country. He is almost certain
to become Prime Minister again. His approach to the Northern
Ireland issue has been helpful, and he has demonstrated the
ability to work well with the British to promote reconciliation.
We recommend the scheduling of meetings with FitzGerald on
September 23 or 24 as outlined above.

THE WHITE HOUSE
Subject: Appointment Request for Irish Foreign Minister Collins
Irish Ambassador Tadhg O'Sullivan has informed us that
Foreign Affairs Minister Gerard Collins plans an unofficial
visit to Washington September 30 - October 4. The Irish
Government is anxious that Collins meet with you and other
ranking Administration officials. We have also requested an
appointment with the Vice President. O'Sullivan will arrange a
program for Collins on the Hill, primarily with the "Friends of
Ireland" group.
The Irish are sensitive to Collins' reception in Washington
and want it to compare favorably with the visit of former Prime
Minister FitzGerald who is due to meet with you and the Vice
President September 22. Collins can be expected to press his
government's view that the US should bring its influence to
bear on Britain to help achieve a solution to the Northern
Ireland conflict.
We recommend that you receive Collins during his Washington
visit.
