ESSENTIAL THEREFORE THAT EMBASSIES CONTACT GOVERNMENTS IN
TIME FOR THEM TO INSTRUCT THEIR DELEGATES IN NEW YORK
BY WEDNESDAY AFTERNOON. YOU SHOULD MAKE THE FOLLOWING
POINTS:
-- SYRIA, IN COLLABORATION WITH THE SOVIET UNION, IS
ATTEMPTING A DECISIVE MOVE IN NEW YORK TO OBTAIN THE NINE
VOTES IT NEEDS TO FORCE A US VETO OF A RESOLUTION CALLING
FOR SANCTIONS AGAINST ISRAEL. IT IS URGING YOUR
DELEGATION TO CHANGE YOUR POSITION AND VOTE FOR THE
REVISED NON-ALIGNED DRAFT. YOUR CONTINUING OPPOSITION
TO SANCTIONS, WHICH REMAIN THE KEY INGREDIENT IN THE

THE WHITE HOUSE

March 17 Visit by Irish Prime Minister
The defeat of Irish Prime Minister Garret FitzGerald's
government has complicated planning for his scheduled March 17
visit to Washington. Irish parliamentary elections, which
could return FitzGerald to office, have been set for
February 18; but, given Ireland's cumbersome balloting
procedures, it could take a week or longer after that for final
results to be known.
If FitzGerald wins, he will clearly wish to proceed with
his already widely publicized visit. On the other hand, if
Fianna Fail Party leader Charles Haughey returns as Prime
Minister, he would almost certainly hope to be invited to
Washington himself, in keeping with the longstanding tradition
of the President's receiving a representative of the Irish
government on St. Patrick's Day.
The Department recommends that we take the initiative in
reaffirming to the Irish Embassy that the President looks
forward to receiving the Irish Prime Minister, whether
FitzGerald or his successor, for an official working visit on
March 17. In doing so, we would make clear that, if the Irish
are willing, we are prepared to continue with essential
planning for the visit, such as reserving Blair House, even
though detailed planning would have to await the election
outcome. This course of action would allow us to have the
major elements of a visit in place, without conveying any
unintended signal that we are pre-judging the election
results. To that end, we further recommend that we respond to
public and press inquiries by confirming that an invitation has
been extended to whoever is serving as Irish Prime Minister on
St. Patrick's Day.

Siobhan McKenna is one of Ireland's greatest actresses. She
might be able to do something marvelous at the end of the
luncheon for our guests. She comes out of the great tradition
of the Dublin Abbey Theater.

Barbara Cook of your press office suggests that we write.
We're sponsoring the largest and most comprehensive Festival in America this
February to honor the 100th birthday of the great Irish writer James Joyce.
One of the more delightful parts of this happy occasion will be the appearance
in Washington of Siobhan McKenna of Dublin's Abbey Theater. Miss McKenna, the
Laurence Olivier of the Irish stage, rarely comes to America and as she'll be
here only the week of Feb. 1-7 and appearing in an all-new tribute to the great
Mr. Joyce, we thought we'd take the opportunity to bring this to your attention.
Your fondness for the stage 'being well-known.
By way of reminder, Miss McKenna started her acting career under William Butler
Yeats' Abbey Theater, acting in english and gaelic roles with some of the great-
est names in legitimate theater back then. Her roles include leads as Saint Joan,
Hamlet, The Rope Dancer and others. She's played the Shakespearian season in
Stratford; the Paris Festival; Piccadilly in London, with numerous European tours
as well.
Miss McKenna is also an acclaimed director of legitimate stage. Her movie credits
include "Dr. Zhivago, The Lost People, "Daughers of Darkness, ""King of Kings,"
and many others. She has played television in Europe, Canada and America, and
translated from english to gaelic Bernard Shaw's Saint Joan. A member of the
Council of State of the Republic of Ireland since 1975, she is the guest of the
Irish Ambassador Mr. Tadhg O'Sullivan in Washington and will be staying at the
Watergate Hotel here before starting on a West Coast tour.
Miss McKenna doesn't know we're bringing all of this to your attention, but as
a long-time friend of America she looks forward with great pleasure to her visit
here and we thought you'd like to know.
This letter then is to inform you of her visit and nothing more. If you wish to
invite her over or see her perform or anything else, please contact her either
through the Watergate Hotel or the Irish Embassy, or directly by phone in Dublin
at 972463.

SUBJECT: Northern Ireland
The Unionist delegation, led by Ian Paisley's wife Eileen and
Robert Bradford's widow, will be arriving in the United States
next week to begin their "Operation USA" tour to increase
understanding of and support for the Unionist position. We
have proposed they meet with the standing UK/Ireland Interagency
Group which has met with delegations of similar rank in the
past. It is almost certain that the delegation will attempt
to see you; we recommend that they be politely refused.
We also need to know your views on some of the larger questions
of U.S. policy towards Northern Ireland. As you know, your
move to the new job has aroused expectations (and apprehension)
in Ireland and the UK.
Most Irish, and some British, perceive a pattern over recent
months of a move by the United States from strict impartiality
on the Northern Ireland question to favoring the Catholic
position. The elements of this "tilt" are these:

The continuing refusal to consider an export license
for handguns to the (Protestant) Royal Ulster Con-

stabulary;
--
The refusal by a New York federal court to extradite an
IRA terrorist accused of shooting a British soldier in
contrast to the recent extradition to Israel of a
Palestinian terrorist;

Your statement on your recent trip con
cerning a reunified Ireland;
Shartey
The refusal to issue a visa to Ian Paisley;
--
The President's endorsement of the Anglo-Irish
consultations on Northern Ireland.

The Protestants in Northern Ireland and British officials in
Northern Ireland make no secret of seeing this pattern. The
British Embassy in Washington and other high government
officials are not so paranoid, and have not brought the
matter to our attention.
We should be aware of this pattern, however, and make efforts
to break it. We have nothing to gain from tilting towards
the Catholic position. Our relations with the Republic of
Ireland are excellent, and formally endorsing reunification
would not significantly improve them. In fact, the Republic
of Ireland's goal is most certainly not reunification any
time soon -- Fitzgerald knows he cannot digest an impoverished
Northern Ireland with its million hostile Protestants. The
perceived tilt is generally detrimental to our otherwise
excellent relations with the United Kingdom. To put the
shoe on the other foot, it is as if the UK took a position
on the Puerto Rican statehood issue. In addition, if a tilt
by us towards the Catholic position would make the British
task in Northern Ireland that much more difficult, -- adding
to Unionist intransigence, feeding their paranoia, and
diminishing the chances for a moderate Protestant leader
to emerge.
In conclusion, we believe that the U.S. government, and you
as one of the key officials interested in Northern Ireland,
should stick to our "concerned impartiality" line: the
solution to the problem must come from the people themselves,
we have no preference for a solution, we favor the forces of
moderation and condemn terrorism.
However, if you think our position should be something
different, that we should shade in one way or the other,

then we need to know as your staff members working on the
issue. In any case, we will have to face it squarely on
March 16 when Irish Prime Minister Fitzgerald comes to visit
the White House.

At Tab A is the attendance list for the President's Oval
Office meeting with Prime Minister Haughey.
At Tab B is the scenario for the Prime Minister's visit to
the White House. It is important that we nail this scenario
down. As you may know, Ambassador O'Sullivan has been
attempting to extend the meeting. Both State and NSC are
against an extension. You will also note that there is no
departure statement, since we will be releasing a Presidential
statement and there will be public toasts at the lunch. In
addition, we have not scheduled a separate briefing for the
President in preparation for the meeting with Prime Minister
Haughey. There is only one sensitive subject (based on
information we have received about Haughey's objectives for
this visit), and it would be most appropriate to brief the
President on that orally at the morning meeting.
The speechwriters are working on the President's toast.
Both it and the briefing memorandum to the President will be
forwarded later today.
