Revised policy quidelines arc necessary which take into account recent regional diplomatic and world oll market developments a: vell as the negotiations US officials have conducted with regional officials since 1981. These new quidelines should form a foundation not only for specific pol. tical decisions but also for procurement policies, arm Transfers, and intelligence plans.
