SECRET F73 90322 THE WHITE HOUSE WASHINGTON SECRET May 28, 1982 NATIONAL SECURITY DECISION DIRECTIVE NUMBER 37A NATIONAL SECURITY DECISION DIRECTIVE ON CUBA AND CENTRAL AMERICA The President has reviewed the interagency study outlining U.S. policy in Central America and Cuba through 1984. Our current strategy is sound, but relies heavily on maintaining adequate resources for continued success. In addition, a consistent and high level focus of all concerned agencies is required to fully implement prior decisions and expand on our current efforts. He, therefore, has reached the following decisions: (1) DOD and CIA are to make further improvements in the current interdiction program with emphasis on the development of intelligence capabilities of each of the democratic countries of the region. (2) The CIA authority under the 9 March 1981 Presidential Finding for interdiction efforts is increased from $19. 5 million to $22.0 million to implement our arms interdiction program for Guatemala.
