    "ocrText": "- --\nUNGLASSIFIEU\n90511\nTHE WHITE HOUSE\nCONFIDENTIAL\nwASHINGTON\nNATIONAL SECURITY DECISION\nSeptember 16, 1985\nDIRECTIVE NUMBER 188\nGOVERNMENT COORDINATION FOR NATIONAL SECURITY\nEMERGENCY PREPAREDNESS (U)\nStatement of Policy\nIt is the policy of the United States to have sufficient capa-\nbilities at all levels of government to respond to a spectrum of\nNational Security Emergency Preparedness (NSEP) contingencies,\nfrom major natural calamities to hostile attacks on the Nation.\nThis national policy includes an emergency mobilization pre-\nparedness program which provides an effective capability to meet\ndefense and essential civilian needs during those emergencies.\nThis policy directive defines the interagency structure for NSEP\nplanning. (C)\nPrinciples of Government Coordination for National Security\nEmergency Preparedness\nCoordination of NSEP matters will be pursued in accordance with\nthe principles that follow:\nThe National Security Council (NSC) shall be the\nprincipal forum for consideration of NSEP policy. The\nAssistant to the President for National Security\nAffairs in consultation with regular members of the\nNSC shall be responsible for developing, coordinating,\nand ensuring implementation of NSEP policy approved by\nthe President. The Federal Emergency Management\nAgency (FEMA) will assist in the implementation of\nthis policy through a coordinating role with the other\nFederal Agencies.\nNSEP planning, including Emergency Mobilization\nPreparedness planning as prescribed in NSDD-47, will\nbe pursued through government planning structures\nestablished under the Senior Interagency\nGroup/Interagency Group (SIG/IG) process.
