    "ocrText": "TOP SECRET\nTOP SECRET\n14\nNear East, / Southwest Asia\nThe primary U.S. objective in this pivotal region is\nto prevent the Soviet Union or its client states from\nextending their influence in the region in a manner\nthat would threaten the security of our allies and\nU.S. interests in Europe and Asia. To accomplish this\nobjective in peacetime, the U.S. must rely on regional\nstates to contribute to the extent possible to their own\ndefense. To deter direct Soviet involvement we will\ncontinue to improve U.S. global capabilities to deploy\nand sustain military forces in the region. The U.S. must\nenhance its support for the development of balanced and\nself-contained friendly regional forces, especially in\nSaudi Arabia and Pakistan, and will increase peacetime\nplanning with friendly states for wartime contingencies,\nincluding host nation support, prepositioning, and combat\nroles for indigenous forces. The U.S. will continue to\nactively oppose radical and terrorist elements in the\nregion, support moderate states against external aggression\n1.4\nand subversion, and maintain Israel's qualitative military\nadvantage\n3.3 (b)\nThe United States also remains committed to securing\nWestern access to oil resources and maintaining freedom of\n(5. (6)\ncommerce in the Persian Gulf. We will maintain a strong\nnaval presence in the region, and seek to develop a land\npresence to the extent regional sensitivities and local\npolitical constraints will permit. 1st\nAfrica\nU.S. peacetime objectives in Africa, in concert with our\nallies, are to preempt and defeat foreign aggression,\nsubversion, and terrorism sponsored by Libya or other\nforces hostile to U.S. interests; to secure the withdrawal\nof Soviet and proxy forces from the continent; to ensure\nU.S. and allied access to oil and mineral resources; to\nprevent the Soviets from attaining strategic advantage; to\nsupport accelerated reform in African economic policies so\nas to promote stability, pluralism and the role of market\nforces and reduce possibilities for hostile destabilization;\nand to promote peaceful reform in South Africa while\nmaintaining U.S. influence. We will assist friendly\ncountries that are the targets of subversion, and we will\nseek to create, and respond to, opportunities to weaken the\nties between the Soviet Union and regional governments. tst\nTOP SECRET\nTOP SECRET"
