SYSTEM ID UNCEASSIFIEU 90642 THE WHITE HOUSE wASHINGTON September 29, 1986 NATIONAL SECURITY DECISION DIRECTIVE NUMBER 242 The FY 1987 MUSKETEER Nuclear Test Program (U) Programmatic approval of the FY 1987 MUSKETEER Nuclear Test Program proposed by the Department of Energy is granted. In implementing the MUSKETEER program, the following guidance will apply: -- All tests associated with MUSKETEER will be conducted in compliance with the Limited Test Ban Treaty, with the National Environmental Policy Act, and in accordance with the existing nuclear testing limitations policy as outlined in NSDD 51. -- The Department of Energy shall review each test with design yields near 150 kilotons to reasonably ensure that the device yield does not exceed the Threshold Test Ban Limit. Continue to coordinate public affairs activities related to the implementation of the MUSKETEER program, as appropriate, in advance of test events. (U) The five-year projection of nuclear tests is noted. (U) The FY 1988 Nuclear Test Program should be provided for approval by September 1, 1987.
