NATIONAL SECURITY DECISION
DIRECTIVE NUMBER 243
STANDING CONSULTATIVE COMMISSION
The following guidance will govern the internal organization and
operation of the U.S. Component of the Standing Consultative
Commission (SCC) established by the Memorandum of Understanding
Between the U.S.A. and the U.S.S.R. of December 21, 1972,
pursuant to the provisions of the ABM Treaty and the Interim
Agreement of May 26, 1972:
a.
The U.S. Component of the Commission will consist of
a
Commissioner designated by the President, a Deputy
Commissioner, and a representative from each of the
participating agencies.
b.
The U.S. Component will maintain close and systematic
relationship with the planning and policy process for arms
control negotiations.
C.
To assist the Commissioner in carrying on the work of the
Commissioner form a Secretariat, consisting of an Executive
U.S Component, ACDA will in coordination with the
Secretary, a Deputy Executive Secretary, and appropriate
administrative support.
d.
For the conduct of bilateral sessions of the Commission, a
support staff will augment the Secretariat. This staff will
be headed by the Executive Secretary. As appropriate,
participating agencies will furnish advigors to the U.S.
Component.
e.
The U.S. Component of the Commission will carry out
Presidefitial instructions under the general direction of the
National Security Council, which will provide guidance on
substantive matters.
f.
MBDD-49 of July 26, 1982 is hereby rescinded.
