Barrett has been for some time carrying on cooper- ative experiments regarding aiming sticks. The adoption of the aiming stick would alone run into several hundred thousand dollars worth of business. NAVAL GUN FACTORY, WASHINGTON NAVY YARD, WASHINGTON, D. C. Communica' ions should be addressed to Superintendent and Commandant, Naval Gun Factory, Washington, D. C. (A. W. Grant) Personal interviews with department heads should commence with Senior Inspector, who will refer to various department heads. The Navy Department is working to adopt luminous degree marks and numerale on various instruments, also luminous sights. They are proceeding with the matter very slowly and no immediate volume of businese can be expected from them. At present they are very much sold on the idea of using luminous material sealed in short glass tubes. The rounded end of this tube being used as a lense and the tip being sunk into a metal plate. The tube for the even 10 degrees is somewhat larger. Request for 250 small and 50 large tubes in connection with this idea was received by us January 12th. This work comes under the direction of Lieut. Commander Seed, Washington Navy Yard. The two civilians who are actually carrying on the mental effort in this matter are: G. A. Luers, Drafting Room and R. M. Critchfield, Drafting Room. G. A. Luers seems very much set upon radium content as a guide in drawing specifications. He seems inspired upon this point. Mr. Critchfield is amenable to argument in this matter. To secure Navy waterial for experimental sample work, etc. the order must come from Lieut. Com. Reichmuth, Bureau of Ordnance. Lieut. Commander Seed referred me to Lieut. Commander Alex M. Charlton, Bureau of Steam Engineering. BUREAU OF STEAM ENGINEERING. Lieut. <Com. Alex. M. Charlton seems to be in charge of this Department. He is merely a titular head, however, and referred me to H. M. Phillips, Inspection Pivision, Bureau of Steam Mr. Phillips is very open minded on this subject and possesses considerable knowledge of specifications. He is well worth playing with. He is not, however, in charge of drawing these specifications, and introduced me to L. P. Hart, Bureau of Construction and Repair. here is a man who is actually drawing the specifications BUREAU OF CONSTRUCTION AND REPAIR. This department passee upon all competitive bide that are sent in relative to luminous material for Navy work and also drawn up specifications for luminous material which are ready for distribution. Mr. L. P. Hart, (Telephone Main 2790, Branch 859) in charge of this, is technically trained but desirous of drawing specifications which will allow the Government to purchase suitable luminous material at a price not out of proportion to its actual value.
