Dear Doctor:-
I am sorry that you considered it necessary to write to Mr. Rose
per your note of the 6th. In the first place, he has standing instructions
to give you whatever you care to have or ask for in the way of statistical
reports, etc. so that it was not necessary to raise in his mind the question
through what channels his department finally reports to the Board of Directors.
Your note, coupled with remarks which you made to Mr. Ross in Orange about
what you were going to do about accounting, etc. naturally made him ask the
question to whom he was expected to report, which made it necessary for me to
inform him that he was to report 5.8 previously to the Financial Department
until the Board of Directors had decided otherwise, and that neither you nor
I had the authority to make important changes in this respect.
Referring to your letter to me of April 6th, the budgets and special
reports that the directors called for are being prepared and will be complete
or practically complete some days in advance of the next meeting. I think
that these will take care of departmentization, but at their next meeting the
directors can decide just what should be done in this respect.
The report that I referred to in my letter of March 28th is the
all on one sheet report that you have referred to at various times during the
past months, at skeleton of which you were going to prepare.
