would be disastrous for an aggressor to start a war. We all hope we do
of have another all-out war, for if we do,it will in this atomic age b
a war of survival. We intend to be in a position to deter any military
aggressson just as we intend to win any war if it starts. The results o
the tests in the Pacific are unbelievable in many ways, The whole cono
cept of modern warfare is involved in realities that are hard to accep
but we must learn to accept them and live with them just as we always
have throughout history. I have never believed in scaring people, but w
