Florida
A new poll, conducted June 1
-10 by the New York Times
Regional Newspapers, shows The President ahead of Senator Dole by
13 percentage points, 48%
-35%. Men in Florida spilt their votes
equally between Clinton and Dole, but women preferred Clinton by
almost a two to one ratio. "If Dole can't win Florida, then he
can't win the election," said David Paulson, a University of
South Florida professor who specializes in politics in the South.
"These results mean [Dole] has to spend more time and resources
here. Will that effect his race elsewhere?"

The Texas Poll we reported on June 17th appeared in the

Alabama
Governor Fob James (R) defended his decision not to join
seven Southern governors when they met with President Clinton
yesterday, saying, "The meeting was mostly politicians getting
together to make statements for the media." James chose instead
to summarize the findings of investigations on 38 church
burnings, both white and black, since 1990. James noted that the
findings showed a wide array of causes for the fires, and assured
people that efforts were still being made to solve unsolved
cases. Two questioned black pastors who lost their churches to
arson were indifferent to James' decision, but Rep. Alvin Holmes
(D), civil right chairman for the Legislative Black Caucus,
expressed his concern towards the implication of James skipping
the conference. "Fob James' rhetoric today concerning the church
burnings is the same white leaders used in the 1960s with church
bombings," Holmes said.
Arkansas
Bill Vickery will continue to plan campaign strategy against
Attorney General Winston Bryant (D), but now he is working for
the Republicans. Vickery was a consultant and strategists for
the U.S. Senate campaign of state Senator Lu Hardin (D). Hardin
finished second in the five
-man Democratic primary and then lost
to Bryant in the June 11th runoff. Tim Hutchinson, the
Republican candidate for the U.S. Senate, announced on Wednesday
that Vickery would manage his campaign.
Arkansas Congresswoman Blanche Lambert Lincoln (D) delivered
healthy twin boys early Wednesday. Meyers Reece and Stephen
Bennett are fraternal twins and healthy babies. Lambert is
retiring from Congress to raise rear the boys, but has not ruled
out running for state office.
Georgia
More than 500 CSX Transportation workers, who maintain and
repair locomotives, walked off their jobs Wednesday after the
company implemented time limits on specific tasks without
negotiating with unions and making some bargains. Workers see
the new time limits as being unreasonable since they fail to take
into account unpredictable difficulties that sometimes arise.
CSX officials claim that the new policy simply represents an
expansion of time limits previously in existence.
Kentucky
Governor Paul Patton and Attorney General Ben Chandler
attended the White House meeting on recent Southern church fires
and said afterwards they would support state legislation to
impose stiffer penalties for hate crimes in Kentucky. "We will
be forcefully supporting that (tough penalties for hate crimes)
legislation the next opportunity," Patton said on Wednesday.
Mississippi
Reverend Thom Robb, director of the Knights of the Klu Klux
Klan, denied allegations that the Klu Klux Klan was involved in
recent church burnings. "For anybody to blame the Klan is
absurd. The FBI can do all the investigation they want, and I'm
not going to lose a wink of sleep because I know there's no
involvement. Our organization has never been involved in illegal
activity," Robb said. Robb, who resides in Harrison, Arkansas,
was being questioned by the FBI for a possible connection to the
burnings since his attempts to recruit new KKK members included
travels to areas near the church burnings. The two most recent
church burnings in Kossuth are still under investigation.
North Carolina
A new law which restates North Carolina's opposition to
same
-sex marriages soared through the Legislature in two days,
winning overwhelming support in the state House. The law will
not recognize same
-sex marriages performed in other states. Some
opponents see the bill as an election year ploy by Republicans to
add support to anti
-gay legislation, since the law is somewhat
redundant as North Carolina law already defines marriage as the
union of one man and one woman.
Oklahoma
Postal workers in Tulsa and Oklahoma City picketed their
work place and have encouraged postal workers around Oklahoma and
throughout the country to strike with them. The letter carriers
have become angry over slow service procedures that make work
harder for them as well as frustrating customers. Postal workers
have felt repeatedly ignored and complain about meetings among
managers, intended to improve service, that have been canceled.
South Carolina
South Carolina's state Senate districts are being challenged
by Senator Greg Smith on the basis that race was improperly used
when redrawing the districts lines. Smith is a former Democrat
turned independent when his district was redrawn to include more
Republican voters. A controversy has arisen surrounding
demographer John Ruoff, who reportedly helped draw the new
district maps in favor of a coalition of Legislative Black Caucus
members. The caucus members joined an unusual alliance with
Republicans to get more districts where blacks were likely to be
elected. A note that quoted Ruoff, while talking about
legislative redistricting, using the phrase "screw white boy
Democrats." This statement might make it easier to prove that
race was the motivating factor behind the changes. The Supreme
Court just ruled that race can not be a primary motivator in
changing congressional districts
Tennessee
Representative Jimmy Quillen is being questioned about an
Erwin woman getting a clerical job at the Tennessee Valley
Authority on Quillen's recommendation. A day later, Quillen
wrote colleagues in support of TVA directors, defending their
consultant contracts against criticism of wasteful spending.
People are questioning if this was an act of political patronage.
Both parties deny that one incident had to do with the other.
Quillen said that the woman met with him many times in
constituent service meetings where they discussed her need to
find a job. Quillen told a News
-Sentinel reporter about his
ability to arrange jobs, "If I had any influence that way, I
would have gotten somebody a top job. I might have gotten you a
job."
Texas
The GOP state convention begins today in San Antonio with
the two major issues being abortion and gays and lesbians.
Senator Kay Bailey Hutchison, a pro
-choice supporter who has come
under fire lately, is scheduled to speak at the conference on
Friday. Abortion foes will attempt to defeat her selection as a
delegate to the GOP National Convention in San Diego.
The Texas Supreme Court sided with the state GOP by ruling
unanimously to block a temporary injunction issued by a State
District Judge that would have allowed a gay and lesbian group to
advertise and set up a booth at the convention. Dale Carpenter,
president of the Log Cabin Republicans and a GOP state convention
delegate, said his group would still distribute materials and
perhaps set up a booth outside of the Alamodome.
West Virginia
House speaker Chuck Chambers will be the only state
Democratic Party chairman recognized at the Democratic National
Convention in Chicago. State party co
-chairman Pat Maroney will
attend the convention and have delegate credentials, although he
will not be able to act as a delegate. Maroney says he doesn't
mind the division of authority and is content is his role to
represent his state.

I would suggest that there be a follow up letter to each person
present (I would hope the women's office kept an actual list of
those present) from me (not a joint letter from several of us in
Admin. as is sometime done they can do that if they wish but I
think the letter from me should say how much I value hearing their
concerns in this type meeting, etc.etc. and then introduce you by
letter.

MOOD/PULSE OF THE AFRICAN AMERICAN COMMUNITY
The Church fires have had a sobering affect on the African
American Community. Numerous people including business leaders,
community activist, political and religious leaders are
expressing concern that the country is moving back to an era where
violence against African Americans was comon place. Your
leadership on the issdue has won you praise from all quarters. We
have not received one call criticizing you for the way you have
been handling the issue. You get high marks from every religious
leader that we have been communicating with. Rev. Joseph Lowery
and other civil rights leaders are very high on your leadership
around this issue. The photo of you praying with black church
officials at the South Carolina church is playing well in black
communities across the county. You and the adminstration are
getting positive coverage in virtually all African American
publications including NNPA newpapers.
Congressional Black Caucus members and political activists are
reeling from the latest Supreme Court decisions on redistricting.
This issue is cause for concern because CBC members are asking for
more visibility from you on the issue. The recent Supreme Court
decisons are becoming an issue with the masses of black people in
the country. The Muslims entered the political arena for the
first time when minister Farrahkan registered to vote in Chicago
last week. This action will prompt a number of African Americans
to become voters for the first time in their lives. We have
reestabished contact with Ben Chavis and have asked him to share
the administration's accomplishments with local organizers of the
Million Man March.
The Whitewater issues are not having a noticeable affect on the
black community. Most people (from the man on the street to the
business leader) think what the Republicans are doing is political
and unfair. However the flap over the FBI files is causing some
people concern.
MEETING/COFERENCE CALLS
We met with the African American Working group to go over outreach
plans aimed at your and other principals travel schedules. The
group identified key individuals who should be invited to airport
arrivals and large and small events. We discussed the surrogate
(appointees) operation and will be advising surrogates to do more
radio and newspaper interviews on the administration's
accomplishments.
We conducted a number of conference and individual calls to
African American civil rights and religious leaders to discuss the
rash of church fires. We faxed them talking points on the
investigation and gave them a heads up that you would speak to the
issue during your radio address to the nation. Every Minister we
talked to was supportive of your leadership. Many felt your radio
address sparked the nation to action and generated valuable
support from the white church community.
We faxed daily talking points to African American leaders. We
continued processing special letters for conventions and annual
meetings.

* 6/12 - Auto Supplier Council, which consists of the CEO's of the 30 largest
auto suppliers and the CEO's of the Big Three (GM, Ford & Chrysler). The
briefing took place in the Roosevelt Room and the speakers were Secretary Kantor
and Chief of Staff Panetta. Although they had praise for the administration in
the development of trade for their industry, they,too, made it clear that CAFE
standards would be an important issue for them this election season.

6/13 - The Iowa Chamber of Commerce was briefed in Room 450 (about 120
people). Our speakers were Secretary Kantor and Deputy Highway Administrator
Jane Garvey. This briefing went exceptionally well, especially when you consider
that last year both President Clinton and Vice President Gore briefed this
group.
* 6/14 - The Small Business Legislative Council was briefed in room 474 by
Chairman Joseph Stiglitz, Council of Economic Advisors (25 people).

6/19 - President Clinton dropped by the Business Roundtable's 24 Annual
Meeting. Secretary Rubin, Dr. Tyson, Mack McLarty and Alexis all attended with
him.
Other Issues:
We have been engaging on the Church burning issue. We are assisting the
corporate outreach effort and also set up Ellen Seidman, NEC, with one of our DC
Reps, Paul Equale of the Independent Insurers. Paul is contacting members of the
independent insurers who are active in monority assistance programs and asking
them for their help in providing insurance for these churches.
Over the past week we have faxed out talking points on the economy three times
and talking points on "families" once. These faxes reach over 1,000 people.

Dear President Clinton,
I know you aren't going to read this, but these church fires are really
getting out of hand. I think it's good that people are burning churches
because it is symbollic that people don't need to go to church to worship
God. That is trust. But arson is wrong. For some, going to church is
theirbest way of feeling closer to God. For me, getting closer to God is
going to the Burger King by campus for dinner. For others it is going to
church. By burning churches these arsonists are infringing upon other
people rights. That isn't what America and this world is supposed to be
all about. It's about living life every day to the fullest possible
extent. If every human lives by their own moral code than the world will
be a much better place. While burning churches is symbollically good,
they are hurting others who need the church. What we need is tolérance.
I hope the negotiators in the Middle East, Ireland, and other places with
religious friction can remember that. I don't want to die before my
time, and I don't think anybody else wants to either. I hope these
church fires stop before the Olympic Games begin. It could be bad for
tourism. If the South wants to get over this stigma they associated with
racism, they need to stop these arsons, make some money off of the world
tourists coming into their territory, and gain some economic security
from it. If people have jobs they don't have time to be burning down
churches. By the way, you're really starting to act like a president
now. I'm still only going to vote for you if it becomes a dead race
between you and Senator Dole. Ralph Nadar deserves some recognition for
his accomplishments, but he probably wouldn't accept it if he was given
them anyway. Ross Perot is running. If he is putting all of this money
into becoming president, I hope he will at least establish a strong third
party with all' of his efforts. Perot will not get elected unless the
people think his motives are not for him, but for the good of the
country. He needs to endorse candidates with his views at least for
Senator and Governor to gain some credibility. He has the money and the
media to back him up if he decides to do it, and it would be refreshing
to see a successful third party actually stick around for a while. Let
him in the debates in October. His mouth will bring in big time
ratings. He doessn't have any votes in Congress, SO if the Electoral
College is decided by the House he won't win. Senator Dole and yourself
have nothing to lose. Anyway, I think I am done voicing my opinion on
stuff for a while. I usually do more harm than good. You guys were
elected to do these things for us. I'll just worry about getting myself
moved into my apartment in Eugene by September. Good luck with
everything, and please don't get shot like President Kennedy did. It
just wouldn't be fair. I hope you solve the arson church fire problems
before the Olympics begin.

Hate to lay something on you here this late but I need some help
parcelling things out that have gathered here we need to get
the following in motion while you and I are gone on Monday:
I visited with Col. John Bailey, head of Ark. State Police, just
prior to his attending the church burning meeting on Wed. as ARk.
rep. and POTUS after the meeting asked him if he needed any help
with anything, told him to always call me if he needed anything.
Col. Bailey has called today to follow up on something he
discussed with POTUS we need someone (I guess NSC? or maybe we
start with Dennis Burke) to guide us on who can talk to Bailey
about problems he is encountering trying to work with a Colonel
Masters at Pentagon on uses of surplus property. We need the
someone to call Bailey on Monday at 501-221-8200. It would also
help if whomever calls Bailey could keep me posted.
FYI: Bailey went in as head just after we left Ark. as the person
we had who headed state police retired. Bailey was head of the
HIghway Police (I think the right title) during our time in Ark.
We would consider him a friend for sure. The lucky part is that
he will probably get to stay in that position under the new Repub.
Gov. as Bailey's wife and new governor's wife are good friends
from long ago.

MA, on Monday during the National Association of State Treasurers Annual
Conference. Former Chairman of the DNC, David Wilhelm, addressed the group.
They also received a briefing on the '96 coordinated campaigns.

Mailed latest Administration Accomplishments document and updated list
of Agency Intergovernmental Contacts to our database of elected officials. This
database includes: Governors, Statewide Constitutional officials, big ciy

CLEVELAND, OHIO

Acknowledgments: Mayor Rice for
introduction. I want to congratulate
Mayor Rice for a great year as
president. I look forward to working
with your incoming president, my good
friend Mayor Daley. And I salute the
City Livability awards that he presents
every year at this conference, along
with Philip Rooney of Waste Management,
Inc.
I also want to congratulate your
in
-coming vice president, my good
Republican friend, Mayor Helmke of Fort
Wayne. And I would like to recognize
Mayor Bob Lanier of Houston, who has
just been appointed the new chair of
the Rebuild America Coalition, an
important program of the U.S.
Conference of Mayors.
I also want to thank Mayor White and
the City of Cleveland for your
hospitality. In the late 70s,
Cleveland was teetering on the brink of
disaster. Today, it stands as a model
of the new American city. But even
more impressive than the growing
skyline is the revitalized spirit that
is evident in the people of this great
city. I only wish I had more time to
spend here. But at least I can go back
to Washington with the answer to a
question that has been on the minds of
millions of Americans. Elvis is alive
in Cleveland. And he is really packing
them in at the Rock and Roll Hall of
Fame.
The people of Cleveland pulled
themselves up by pulling together --
business and labor, churches and
neighborhoods and government, as one
community. That is what every American
city must do if we are going to succeed
in the 21st century.
Let me begin by asking you to join
me in vowing that America will never
allow itself to be divided by racial
and religious intolerance. The recent
rash of church burnings is an affront
to religious liberty and racial
tolerance. Most of these cases involve
the burning of African American
churches, but mosques and synagogues
have been torched and some white
churches have also been set on fire.
And while most of them have happened
in rural areas, our larger cities have
not been immune. Churches have been
burned in Knoxville, Tennessee
Sacramento, California Tucson,
Arizona. Just this past Thursday, the
Immanuel Christian Fellowship in
Portland, Oregon was added to the list
of suspicious fires. We value
religious freedom more deeply than any
other nation in human history. So we
must all stand together to say to those
who are perpetrating these crimes
you will not win. We will catch and
prosecute you. We will protect our
houses of worship. And we will
rebuild.
I ran for President in 1992 with a
straightforward vision for America: I
wanted our nation to give every citizen
a chance to live out their dreams. I
wanted us to renew America's sense of
community to be a nation coming
together around our basic values again.
And I wanted us to remain the world's
strongest force for peace and freedom.
We have worked for nearly four years
with a simple strategy to meet our
challenges and protect our values:
opportunity for all, responsibility
from all, a community of Americans
working together. That is how we will
continue to renew our cities, expand
our economy, restore our social fabric,
and protect our children from crime and
violence.
Together we have made tremendous
progress in giving opportunity to those
who will take responsibility. We cut
the deficit to less than half of what
it was when I took office. The economy
has produced 9.7 million new jobs. We
have given states the freedom to
experiment with welfare reform, and 1.3
million fewer people on the welfare
rolls. We fought for and passed the
Family and Medical Leave Law. We
passed the Americorps national service
program, which is giving young people a
chance to serve in so many of your
cities. And next week we will be
naming [Knoxville Mayor] Victor Ashe to
the Americorps board. And we gave a
tax cut to 15 million of our
hardest
-pressed working families.
Now we must do more to ensure that
all Americans have the chance to reap
the reward of this age of possibility
-- that no one is left behind as we
move
into the information age and the global
economy. That means making sure that
our cities are strong and vibrant. Our
cities are our hotbeds of creativity,
of commerce, the place where peoples of
different backgrounds and views come
together to build so much of our
civilization. If America's cities
flourish in the 21st Century, America
will flourish.
My administration has sought to
forge a new partnership between
Washington, the private sector and
local communities.
We have sought to rebuild our cities
and towns -- not through top
-down,
Washington
-based bureaucracy, but by
offering opportunity to those
communities that will take
responsibility for rebuilding
themselves. We have set national
goals, but challenged communities to
find flexible ways to meet them.
The centerpiece of this approach has
been our Community Empowerment Agenda.
I want thank Vice Pres. Gore for
heading up this effort. It draws on
all the lessons of success and failure
from the past half century. It calls
on business, which is the engine of
economic opportunity; it demands the
active involvement of grass
-roots
community; it insists that government
improve the way it serves our
constituents.
Today, the 105 communities that have
qualified to be Empowerment Zones or
Enterprise Communities are undergoing a
remarkable transformation. They have
summoned the energy and involvement of
all parts of the community. They are
attracting not welfare, not aid, but
jobs and hope into the inner city.
Here in Cleveland, dozens of new
businesses are moving into or expanding
in this city's Empowerment Zone. One
of them is Bearings, Inc, a Fortune
1000 company which will build a new $28
million world headqu arters and employ
more than 300 workers. Mayor White has
taken action to ensure that local
workers will be trained for these and
other jobs in the zone.
Last week, he announced the
formation of a unique coalition
involving local businesses,
universities and community
-based
organizations who have pledged to help
train and place people for specific
jobs.
We must build on our success. So I
have proposed that Congress create a
second round of empowerment zones. And
I have asked Congress to enact a new $2
billion tax incentive to encourage the
cleanup and redevelopment of abandoned
industrial sights, or Brownfields, in
all distressed communities. As we have
learned during the first round of
empowerment zones, these Brownfields
have been a significant obstacle to
urban redevelopment.
Cleveland's own Louis Stokes has
been a leader in these effort. I also
want to thank Senator Carol
Moseley
-Braun and Congressman Charlie
Rangel who will be introducing this
community empowerment legislation next
week. I call on every mayor in this
room to rally for its passage.
We fought to preserve the low income
housing tax credit. And I am pleased
that Local Initiative Services
Corporation (LISC) is prepared to
announce that it has raised $410
million from corporations to build 8500
housing units and create 12,000 jobs.
But we must do more to connect
disadvantaged communities and their
residents to economic opportunity.
There are places in our country where
the free enterprise system simply isn't
working to provide jobs and
opportunity.
That is why I recently signed two
executive orders. The first one
created a new empowerment contracting
program, which will offer special
incentives for government contracting
awards for companies that locate in
distressed communities in all parts of
this country. I also just signed an
executive order, directing federal
agencies that are building facilities
or relocating, to give first priority
to the historic districts of our
central cities.
But, we all know that the only way
businesses and people will thrive in
our cities is if we create safe and
secure neighborhoods. I know that for
most of you, public safety, along with
good schools, are the main thing your
constituents expect you to deliver.
And we have been determined to work
with you as no administration has
before.
We're putting 100,000 new police
officers on America's streets in
community policing; nearly half are
already funded. We banned 19 deadly
assault weapons. The Brady Bill has
stopped over 60,000 felons, fugitives,
and stalkers from buying a gun. We're
helping communities give kids something
to say yes to, so they stay away from
trouble in the 1st place.
These
laws are making a difference across our
country. We have finally begun to push
crime back. In city after city and
town after town, crime rates are
finally coming down. Here in
Cleveland, murder is down 12% in the
past two years alone. But we have a
long way to go. And as we move
forward, we have to remember that we're
not just fighting against crime --
we're fighting for something. We're
fighting for peace of mind; for the
freedom to walk around the block at
night and feel safe; for the security
of neighborhoods that aren't plagued by
drugs, where you can leave your doors
unlocked and not worry about your kids
playing in the yard.
We're fighting to restore the sense
of community people my age grew up
with. But most of all, we're fighting
for our children; we're fighting for
their future.
I want to talk to you about action
my Administration is taking to help
families protect their children --
especially from the dangerous criminals
who have made a dark habit of preying
on them. Study after study shows that
sex offenders are likely to commit
these crimes again and again. And we
have all read too many tragic stories
about young people victimized by repeat
offenders.
That's why, in the Crime Bill, we
required every state in the country to
compile a registry of sex offenders,
and gave states the power to notify
communities about child sex offenders
and violent sex offenders that move
into their neighborhoods.
But that wasn't enough. So last
month, I signed Megan's Law -- to
insist that states tell a community
whenever a dangerous sexual predator
enters its midst. Too many children
and their families have paid a terrible
price because parents didn't know about
the dangers hidden in their own
neighborhood. Megan's Law -- named
after a seven year old girl taken so
wrongly at the beginning of her life --
will help prevent these terrible
crimes.
Now we must take the next step.
Senator Biden and Senator Gramm have
introduced bipartisan legislation to
develop a National Registry to track
sexual offenders and child molestors
across the country. They're on the
right track, but we have to move
forward now.
Today, I am directing the Attorney
General to report back in 60 days with
a plan to guarantee our police officers
can get as much information as
possible, right away. We must make
sure police officers in every state can
get the information they need from any
state to track sex offenders down and
bring them to justice when they commit
new crimes.
A police officer in Cleveland should
be able to get information on all known
sex offenders in Cleveland -- whether
they committed their crimes in Los
Angeles or New York. Every bit of
information we have about the people
who commit these horrible crimes should
be available to law enforcement
wherever and whenever they need it.
We respect people's rights. But
there is no right greater than a
parent's right to raise a child in
safety and in love. If you dare to
prey on America's children, the law
will follow you wherever you go, state
to state and town to town. And that's
the way it should be.
We will never be able to eliminate
crime completely. But as long as crime
is so commonplace we don't even look up
when horror after horror leads the
evening news, we know we have a long
way to go. I want America to be a
place where people who see a report of
a serious crime are shocked -- not
numb. I know that we can make that
America real. If we work together, if
we put our children first, we surely
can. And that

Southern Governors - The press from your meeting with the Southern Governors on
the Church burnings was exceptional. Both Republicans and Democrats felt that
the meeting was very beneficial, and all of the Governors requested more
information from the Treasury and Justices Departments. Governor David Beasley,

FY 1997 Bills
On June 18th, the House Appropriations Legislative Branch
and Treasury/Postal Subcommittees approved their FY 1997 bills.
The full Committee will be taking up the bills on June 26th and
27th respectively, with House floor action the week of July 8th.

The bill totals $11.1 billion, $1.7 billion below the
request, $.3 billion (
-2%) below FY 1996. Chairman
Lightfoot shifts funding out of IRS, particularly tax
systems modernization, and into law enforcement programs at
Customs and BATF.
o
A Kingston amendment to prohibit the use of funds in the Act
for requesting or maintaining FBI files of former White
House officials was offered and withdrawn. Chairman
Livingston discussed adding a waiver authority and allowing
FBI reviews for purposes of employment. Rep. Kingston
offered and withdrew an alternative that would have required
that the FBI provide, within 30 days, the FBI file to any
former White House employee on the list.
In an effort to keep this issue off the bill, Chairman
Livingston is working with Government Reform Committee
Chairman Clinger to move legislation on this issue on
another bill.
o
The bill includes a $12 million supplemental for BATF
investigations related to church burnings. It is paid for
with a $12 million rescission from TSM. The bill also
includes $12 million in FY 1997 to continue the
investigations, though the total for ATF, including the
additional funds, is below our FY 1997 request.
o
IRS receives $6.6 billion, $1.4 billion below the request
and $.8 billion (
-11%) below FY 1996. Tax law enforcement
is cut by $.5 billion below the request, $45 million (
-1%)
below FY 1996 and 8% below FY 1995. Processing returns and
taxpayer assistance is cut $.2 billion below the request,
$.1 (
-6%) below FY 1996 and 7% below FY 1995. The largest
cut below the request is in Information Systems, $.6 billion
below the request and $.45 billion (
-30%) below FY 1996.
The bill includes extensive micromanagement of the IRS. IRS
estimates that the cuts and restrictions would result in a
need to reduce employees by 4,000
-12,000 (out of 106,000 in
FY 1996), 2.7 million taxpayer phone calls not answered,
slowed returns processing and reduced revenue.
The Tax System Modernization program is funded at $424
million, $425 million below the request ($251 million below
Treasury's informal revised request) and $271 million below
FY 1996. The $424 million is fenced off until IRS
establishes a restructured contractual arrangement with the
private sector to develop and deliver the TSM project. All
activities associated with the procurement of the TSM are to
be carried out by the Department of Defense with funds
transferred to DoD from Treasury.
The bill also rescinds another $174 million of unobligated
TSM funds on top of the $12 million rescinded to cover the
BATF supplemental.
In an effort to focus IRS activities on administering the
tax code, the Subcommittee bill also prohibits the use of
funds in the Act for IRS to develop or produce tax policy,
provided that any IRS funds/staff for such activity are to
be transferred to the Assistant Secretary for Tax Policy.
A Hoyer amendment to make the shift of TSM procurement from
IRS to DOD permissive rather than mandatory was defeated
(4
-7). A Hoyer amendment to allow some of the fenced TSM
funds to be used for IRS salaries (in order to reduce the
size of a RIF) was defeated (5
-6).
o
The Chairman's Mark assumes a significant restructuring and
downsizing of IRS and ATF, cutting 2,016 employees
associated with IRS's TSM program and applying these savings
to drug/border protection programs. The mark proposes the
use of buyout authority to reduce ATF staffing (
-445 FTE)
and devotes the savings to training of remaining agents.
The Committee establishes an Office of Professional
Responsibility (OPR) within the Office of the Under
Secretary for Enforcement. OPR would be charged with
providing quality control for all Treasury law enforcement
internal affairs investigations.
o
The bill includes targeted buyout authority for BATF, IRS
and Customs from October 1, 1996 through February 1, 1997.
The President, through OMB, is directed to monitor and
enforce the requirements of this authority. The authority
does not apply to individuals who are eligible to retire and
therefore is narrower in scope than the Administration's
buyout proposal. A Hoyer amendment to extend the temporary
buyout authority through March was defeated (4
-6).
Customs is funded at $1.6 billion, $31 million above the
request and $139 million (+9%) above FY 1996.
Secret Service is funded at $528 million, $12 million above
the request and $4 million (
-1%) below FY 1996.

The bill is silent on the issue of Federal pay. This would
allow the President to implement the proposed 3% increase in
January of 1997. The President will have to allocate the
split between the inflation adjustment and the locality
adjustment.
o
The lack of language on Federal 1997 pay adjustment means
that the Subcommittee has done nothing to block the 1997 pay
raise for Members of Congress.
o
The bill includes the same abortion language as the FY 1996
Act, which prohibits Federal Employer Health Benefits
Program financing of abortions (with life of the mother,
rape and incest exceptions). A Hoyer amendment to strike
the prohibition failed (3
-6).
Most of EXOP is funded at requested levels. For ONDCP, the
Subcommittee approves the $34.8 million request, an increase
of 29% over FY 1996. However, the increase in staff is
limited to 129 (from a level of 38 in FY 1996) rather than
the proposed level of 154 FTE. The savings from the staff
reduction is targeted to public service announcements and
conferences on model state drug laws.
The $1 million Unanticipated Needs account is not funded.
The bill provides $500,000 to pay the legal fees of former
Federal employees of the White House Travel Office whose
employment was terminated on May 19, 1993.
GSA new construction is set at $540 million, $175 million
below the request and roughly the same as FY 1996. GSA
operating expenses are set at $109 million, roughly the
requested level and $10 million (
-8%) below FY 1996. The
Subcommittee directs GSA to reduce each new courthouse
project at least 10% below the authorized level.
The FTS 2000 mandatory use language is included, as
requested.
Bill language is included that would prohibit GSA from
implementing any plan for moving the Woodrow Wilson Center
into the Ronald Reagan Building unless they pay full rent.
The bill includes $5.6 million for Presidential Transition.
Rep. Hoyer noted that he thought the funds would not be
needed and would revert to the Treasury.

OPM is funded at $87 million, the level requested and $1.4
million (
-2%) below FY 1996.
o
An Istook amendment was defeated (voice) that would have
required OPD to set aside $378,000 of FY 1997 funds to pay
attorney's fees associated with the Health Care Reform Task
Force litigation. The Istook grants identification language
was not approved.
The Federal Election Commission is funded at $27.5 million,
$1.8 million below the request and $1 million (+4%) above FY
1996.
No language was approved relating to paying the office costs
of former Presidents.
The bill includes an amendment that would provide a six year
contract for the Director of the Bureau of the Mint and
provides that the Director can only be removed for cause.
The bill includes a provision for the sale of gold/platinum
coins and assumes $21 million in receipts.

Section 526 of the bill provides a procurement waiver for
the Bureau of Engraving and Printing.

Church Arsons: There are currently three major legislative
tracks involved in these church arsons. The first is the
Hyde/Conyers (House), Faircloth/Kennedy (Senate) law enforcement
piece which is designed to make it easier for federal authorities
to prosecute persons acting alone to destroy or deface religious
property. Current federal statutes require not only proof of
conspiracy, but also proof of racial animus. The bills establish
a new standard of racial motivation by prohibiting destruction of
religious property because of the race, color, or ethnic
characteristics of any individual associated with that property.
An interstate commerce connection would not be required here.
In cases brought using the interstate commerce nexus, the
legislative proposals would simplify the highly restrictive
requirements in existing law of establishing such a connection.
The Justice Department's experience is that in the majority of
cases, the government is unable to establish that defendants
traveled in or used facilities in interstate commerce and, as
result, the statute as written is simply ineffective in these
instances. This proposed change is therefore very important to
the law enforcement component.
The second legislative proposal is one that you announced during
your visit to Greeleyville, S.C. and it involves a loan guarantee
program by the Department of Housing and Urban Development (HUD)
to help with the rebuilding effort. The proposal would permit
the Secretary to guarantee up to $5,000,000 in loans to assist
501(c)(3) institutions that have been damaged by arson or
terrorism. This proposal is now part of the Senate version of
Hyde
-Conyers (Faircloth
-Kennedy).
The current strategy is to pass Faircloth
-Kennedy in the Senate
sometime early this week and have the House accept the
Senate
-passed bill since it contains the HUD proposal and the
previously passed Hyde
-Conyers House bill does not. We are
pressing to have this legislation passed by both houses of
Congress this week.
The third legislative initiative involves additional resources
for the Treasury and Justice Departments' investigations. Last
tuesday, June 18, you made a $12 million FY96 supplemental
appropriations request to Congress to support the Bureau of
Alcohol, Tobacco and Firearms' (BATF). These funds would be used
to cover overtime and travel, to train additional personnel, to
provide cash awards for information, and to purchase equipment.
In addition to the BATF request for FY96, last week Congressman
Jim Lightfoot (R
-IA), the Chairman of the House Appropriations
Subcommittee on Treasury, Postal Service, provided an additional
$12 million in his FY97 appropriations bill for BATF to
investigate these arsons. The Chairman has committed to provide
whatever resources are necessary to support the BATF's efforts.
In addition to this supplemental request, the Department of
Justice will use its existing authority to allocate an additional
$9.5 million of its 1996 funds to investigate these arsons.

(1) INOUYE VIDEO REQUEST: Scheduling has it pending, despite
the fact that our office and Political really think it needs to
happen. The decision is with Leon now if he feels that it

(2) CHURCH FIRES BILL SIGNING In today's staff meeting, it
seemed clear that the preference was that the bill signing should
be scheduled for Tues, July 9 to accomodate Members. However, a
few things have come up since then: (1) Tracey has indicated that
Tuesday is when minimum wage will be voted on in the Senate and
we may be mixing our messsages, and (2) Janet has encountered
some House people who think that the bill should be signed as
soon as possible.
When a decision is reached, Stacey, Peter and Tracey will
coordinate the signing. Peter and Tracey will be responsible for
coming up with the invite list for this event, working with the
House and Senate Bill Clerks to determine when the bill will
arrive at the White House, and writing the briefing paper.
Stacey will do what I usually do on bill signings and will attend
all of the event meetings.
(3) ANTI-COUNTERFEITING BILL SIGNING CEREMONY -- This request is
dead, per John's remarks in the staff meeting. If the timing of
the church arson bill signing changes to July 3, Peter should
appeal this directly to John. (This bill must be signed by July
5.)
(4) HATFIELD REQUEST -- This request is pending in Leon's
office. The dinner is not until July 18.
(5) TRAVEL Stacey will attend all of the trip meetings for

MEMORANDUM FOR THE PRESIDENT

Congressional Legislative Update
Following is an update on congressional activity for Wednesday,
June 26, 1996.
SENATE
?
The Senate continued work on S. 1745, the Department of
Defense Authorization bill. The Senate failed to invoke
cloture on the bill by a vote of 52 to 46. The vote was
party line with the exceptions of Senator Pell (who voted
for cloture) and Senator Lugar (who voted against cloture).
The Senate passed a number of technical amendments to the
bill by unanimous consent.
The Senate defeated a Wellstone amendment to S. 1745 by a
vote of 34 to 65. The amendment would have limited the
total amount authorized to be appropriated by the bill to
the amount requested by you and applied the excess to budget
deficit reduction. Four Republicans voted for the
amendment: Brown, Grassley, Hatfield and Jeffords. Sixteen
Democrats voted against the amendment: Akaka, Breaux, Byrd,
Dodd, Exon, Feinstein, Ford, Heflin, Hollings, Inouye,
Johnston, Kerrey, Lieberman, Moynihan, Nunn and Robb.
The Senate is expected to continue work on the bill
throughout the day.

The Senate passed H.R. 3525, the Church Arson Protection
Act, by a vote of 98 to 0. The bill is designed to make it
easier for federal authorities to prosecute persons acting
alone to destroy or deface religious property. Current
federal statutes require not only proof of conspiracy, but
also proof of racial animus. The bill establishes a new
standard of racial motivation by prohibiting destruction of
religious property because of the race, color, or ethnic
characteristics of any individual associated with that
property. An interstate commerce connection would not be
required here.
In cases brought using the interstate commerce nexus, the
bill would simplify the highly restrictive requirements in
existing law of establishing such a connection.
The bill also incorporates the proposal that you announced
during your visit to Greeleyville, S.C. and it involves a
loan guarantee program by the Department of Housing and
Urban Development (HUD) to help with the rebuilding effort.
The proposal would permit the Secretary to guarantee up to
$5,000,000 in loans to assist 501(c)(3) institutions that
have been damaged by arson or terrorism.

The House resumed consideration of the VA
-HUD & Independent
Agencies Appropriations bill for FY'97. It is expected that
the House will consider several amendments and complete the
bill sometime this afternoon. One amendment under
consideration, by Representative Hostettler (R
-IN), would
eliminate the bill's funding for the AmeriCorps National
Service Program, thereby terminating the program.

Following completion of the VA
-HUD Appropriations bill, the
House will consider the rule only on legislation concerning
most
-favored
-nation status for the People's Republic of
China. Late Tuesday night, the House Rules Committee
recommended a rule which makes in order two separate
measures on China policy. The first (H.J.Res. 182) is a
straight
-forward resolution to disapprove
most
-favored
-nation treatment for the products of the
People's Republic of China. The second (H.Res. 461) is a
non
-binding sense of the Congress which calls for hearings
by three House Committees on China's trade policies, human
rights record, military policy and arms sales. The House
will likely take
-up both H.J.Res. 182 and H.Res. 461 on
Thursday.

This evening, the House is scheduled to turn to the
Transportation Appropriations bill for FY'97. This bill
could be completed late today.

The House is also expected to consider a privileged
resolution by Representative Harry Johnson (D
-FL) calling on
the House Ethics Committee to transmit the remaining charges
against Speaker Gingrich.
?
The House Government Reform Committee met today to receive
testimony on the White House's handling of FBI background
files. The Committee, which started today's hearing at 10
a.m. and is expected to finish later this evening, has heard
from former White House Counsel Bernard Nussbaum; former
Associate White House Counsel William Kennedy; Director of
White House Personnel Security Craig Livingstone; Anthony
Marceca, a former Department of Defense detailee to the
Office of Personnel Security (OPS); and Lisa Wetzel, a
former employee in the OPS.
During his opening statement, Craig Livingstone tendered his
resignation from the Administration, effective immediately.
Members of the Committee have expressed their support for
the resignation throughout the day. Committee Members have
spent the bulk of the hearing trying to figure out exactly
how the mishandling of the files occurred. On that issue,
no real news has developed during the hearing.
The witnesses have generally apologized for their actions
and oversights and tried to explain that while their actions
were misguided they were not sinister. Craig Livingstone
testified that he did not misuse the files. This line of
defense has largely been echoed by Committee Democrats and
predictably, has garnered great skepticism from Committee
Republicans.

OUTSTANDING ISSUES:
(1) INOUYE VIDEO REQUEST: Scheduling has it pending, despite
the fact that our office and Political really think it needs to
happen. The decision is with Leon now if he feels that it
needs to happen, Mike Williams will coordinate this with Barbara.
(2) CHURCH FIRES BILL SIGNING -- In today's staff meeting, it
seemed clear that the preference was that the bill signing should
be scheduled for Tues, July 9 to accomodate Members. However, a
few things have come up since then: (1) Tracey has indicated that
Tuesday is when minimum wage will be voted on in the Senate and
we may be mixing our messsages, and (2) Janet has encountered
some House people who think that the bill should be signed as
soon as possible.
When a decision is reached, Stacey, Peter and Tracey will
coordinate the signing. Peter and Tracey will be responsible for
coming up with the invite list for this event, working with the
House and Senate Bill Clerks to determine when the bill will
arrive at the White House, and writing the briefing paper.
Stacey will do what I usually do on bill signings and will attend
all of the event meetings.
(3) ANTI-COUNTERFEITING BILL SIGNING CEREMONY - This request is
dead, per John's remarks in the staff meeting. If the timing of
the church arson bill signing changes to July 3, Peter should
appeal this directly to John. (This bill must be signed by July
5.)
(4) HATFIELD REQUEST -- This request is pending in Leon's
office. The dinner is not until July 18.
(5) TRAVEL -- Stacey will attend all of the trip meetings for
the President's travel next week. Ann Johnson will help her with
the calls.

This bill, sponsored by Senators Kennedy and Faircloth, would
eliminate the $10,000 damage threshold for Federal action in
church propterty crime and make it easier to meet interstate
commerce rules for Federal prosecutions. Also included in the

- Sometime on Thursday, the House may consider a privileged resolution
concerning the Ethics Committee's consideration of allegations against

The House will not be in session tomorrow or next week. The schedule for the
week of July 8 (when the House returns) has not yet been released. It is
likely though that the House will consider, among other legislation, the
Labor/HHS Appropriations bill for FY'97, the Legislative Branch Appropriations

FYI -- POTUS will sign church burning legislation 7/2 on 7/9 (most
likely 7/9 so members can be here for it) in a big WH ceremony,
including religious leaders, Members of Congres, effected
governors etc. A proclamation is being drafted for release next
week w/ POTUS calling for a National Month of Unity, to encourage
a spirit of fellowship and national reconciliation. Proclamation
will probably be released next week with POTUS referencing it in
bill signing remarks. At this point there will probably be no
other new news beyond actual signing at event. As always, that's
subject to change.

FYI -- POTUS will sign church burning legislation 7/2 on 7/9 (most
likely 7/9 so members can be here for it) in a big WH ceremony,
including religious leaders, Members of Congres, effected
governors etc. A proclamation is being drafted for release next
week w/ POTUS calling for a National Month of Unity, to encourage
a spirit of fellowship and national reconciliation. Proclamation
will probably be released next week with POTUS referencing it in
bill signing remarks. At this point there will probably be no
other new news beyond actual signing at event. As always, that's
subject to change.

THE PRESIDENT
Will travel to Chicago on Tuesday, July 2.
Will speak to the NEA on Wednesday.

CONGRESSIONAL
The House passed the Church Arson Protection Act yesterday.
The Senate passed the Department of Transportation Appropriations Bill
yesterday.
The House and the Senate will be in recess next week. The House will probably
return on July 8. The Senate will probably return July 9.
ECONOMIC
Second quarter GDP numbers were adjusted (again) by .1 percentage point to 2.2
percent.
Profits are at their highest level as a percentage of GDP since 1969.

Not a great deal to tell from the morning's meetings
* Radio address to be taped today is on terrorism
* Governor Chiles will be in France and will be travelling on AF1
with the President to the memorial services on SUnday.
* There is a Guatemala report coming out today. McCurry knows
about it. NSC is taking calls.
* Church burning legislation signing ceremony is still being
worked on. Dates still pending.
* POTUS will only go to Eastern SHore on July 4. No Ohio travel
on July 4.

As you know, we are not permitted to fundraise officially. There are a number
of private fundraising efforts that we can tell someone about. However, we have
to be careful not to endorse any particular fundraising efforts. Thus, you
could say something like "There are limits on what federal officials can do in
the way of fundraising. I am heartened by the outpouring of concern and efforts
by many individuals and organizations. I am aware of a number of fundraising
efforts, including those undertaken by NationsBank, the National Council of
Churches, and Habitat for Humanity. I am certain that there are other
efforts [Pam, I realize I keep using "efforts" but at this point, I am having a
hard time coming up with another word; sorry] throughout the country. I would
encourage you to contact a local association of churches which may have more
information or could suggest ways to get more involved."
