In a Rose Garden ceremony this morning, President Clinton thanked
members of Congress for their swift and sure action in the passage
of the Church Arson Prevention Act, which will help fight the
recent scourge of church burnings. The President also reiterated
his focus on rebuilding, enforcement and prevention, and on
bringing together our national community to work together against
these crimes.
Rebuilding. We must make clear the message that arsonists cannot
win. We will find the money and the muscle to rebuild each of
these churches.

The Department of Housing and Urban Development has proposed
legislation to establish a $10 million loan guarantee fund to
help rebuild community institutions. The loan guarantee will
not require any new appropriations.
*
The President has commended private fundraising efforts to
help rebuild these churches.
*
The President also strongly supports private rebuilding
efforts, such as those undertaken by Habitat for Humanity.
Enforcement. Solving these crimes and putting those responsible
behind bars must be our top priority.
*
With well over 200 FBI and ATF investigators -- working
together with state and local authorities -- this is one of
the largest criminal investigations of any kind, one of the
largest arson investigations in history and the largest
current civil rights investigation.
*
President Clinton has created a high
-level task force to
coordinate the efforts of all these investigations. This
group will report to the President once a week, through
Attorney General Janet Reno and Treasury Secretary Robert
Rubin.
*
The President will ask the Governors for their support for
neighborhood watch programs and increasing local patrols
around where a threat exists.
*
The Administration, through supplemental funding requests and
reallocation of resources, will seek to add over $20 million
in additional resources to be marshalled against church arson.
The funds will be used for training, equipment, new
prosecutors, and higher rewards for leads in arson cases.
Prevention. Preventing more fires may be the most important -- and
hardest -- part of our task.

The President has asked James Lee Witt, the Director of the
Federal Emergency Management Agency, along with Attorney
General Janet Reno and Treasury Secretary Robert Rubin, to
work with the Governors to frame a National Prevention
Initiative. State by state, using federal, state, local and
private sector resources, the goal would be to help churches
with surveillance, security and spotting risks.

ATF has prepared a Church Threat Assessment Guide to help
churches take steps to protect themselves from criminal
arsonists and vandals.

The Administration has established a toll
-free tip line for
citizens to provide any information they have on these fires.

happened all too often among the church burnings..." etc. It
would better parallel the next sentence, where we mention the
"ideals of racial harmony and religious freedom."

In a Rose Garden ceremony this morning, President Clinton thanked members of Congress for their
swift and sure action in the passage of the Church Arson Prevention Act, which will help fight the
recent scourge of church burnings. The President also reiterated his focus on rebuilding,
enforcement and prevention, and on bringing together our national community to work together
against these crimes.
Rebuilding. We must make clear the message that arsonists cannot win. We will find the money
and the muscle to rebuild each of these churches.
*The Department of Housing and Urban Development has proposed legislation to establish a $10
million loan guarantee fund to help rebuild community institutions. The loan guarantee will
not require any new appropriations.
*The President has commended private fundraising efforts to help rebuild these churches.
*The President also strongly supports private rebuilding efforts, such as those undertaken by Habitat
for Humanity.
Enforcement. Solving these crimes and putting those responsible behind bars must be our top
priority.
*With well over 200 FBI and ATF investigators -- working together with state and local authorities
-- this is one of the largest criminal investigations of any kind, one of the largest arson
investigations in history and the largest current civil rights investigation.
*President Clinton has created a high-level task force to coordinate the efforts of all these
investigations. This group will report to the President once a week, through Attorney
General Janet Reno and Treasury Secretary Robert Rubin.
*The President will ask the Governors for their support for neighborhood watch programs and
increasing local patrols around where a threat exists.
*The Administration, through supplemental funding requests and reallocation of resources, will
seek to add over $20 million in additional resources to be marshalled against church arson.
The funds will be used for training, equipment, new prosecutors, and higher rewards for
leads in arson cases.
Prevention. Preventing more fires may be the most important -- and hardest -- part of our task.
*The President has asked James Lee Witt, the Director of the Federal Emergency Management
Agency, along with Attorney General Janet Reno and Treasury Secretary Robert Rubin, to
work with the Governors to frame a National Prevention Initiative. State by state, using
federal, state, local and private sector resources, the goal would be to help churches with
surveillance, security and spotting risks.
*ATF has prepared a Church Threat Assessment Guide to help churches take steps to protect
themselves from criminal arsonists and vandals.
*The Administration has established a toll-free tip line for citizens to provide any information they
have on these fires. The number is 1-888-ATF-FIRE.

Per Justice --
Dallas' US Attorney Paul Coggins this morning will announce the
issaunce of an arrest warrant for a white man in connection with
the burning of a white church in Texas last Thursday.
The man was taken into custody on state charges on the day of the
fire and today's federal warrant will be on a straight arson
charge - not civil rights related.
Justice investigated the case and determined race was not a
factor. (It appears the motive has to do with an argument the
suspect had with church leaders, the stalking of another
parishioner/etc.)
Justice is reaching out to the press covering the church fires
task force, etc.

FYI - Follow through on federal action:
Reps from WH, DOJ, FEMA and HUD met yesterday to see where we are
on follow through on federal announcements of action in response
to the rash of church burnings.
FEMA has put together a good fact sheet (which I will send to each
of you) showing where we are on the initiatives we have announced.
In general, of all the money we have announed only $774,000 from
FEMA has actually been disbursed -- through grants to the states.
The rest is awaiting congressional approvals of fund transfers (in
DOJ's case) or awaiting release until a regulation/comment period
can be completed (in HUD's case).
WH Leg affairs is going to work with the hill to speed up action
on approval of the fund transfers. The HUD reg process should be
completed and applications for loan guarantees made available in
late August/September.

We are receiveing calls from African American leaders and lay
people alike, praising you for addressing the NAACP convention.
You are still recieving favorable comments over the way the church
burnings have been handled. The photo of you kneeling in prayer
with Bishop Adams in Greelyville has hit the front pages of most
black newspapers in the country. Jet Magazine is planning on
running the NAACP convention photo of you and Kwesi Mfume holding
the burned church timber.
Many African Americans see Colin Powell as being closer to you
than to Bob Dole even though he has declared as a Republican.
Black Republican business leaders are upset with their party over
affirmative action and are now supporting you for re-election.
They see you as their only hope for continuing these programs.
The minimum wage victory is playing well in the African American
community.
MEETINGS/EVENTS
On We organized your visit to the NAACP convention. The visit was
a tremendous success and generated super coverage for you and the
administration. The delegates were elated by your visit and
needless to say, gave you a very warm welcome. According to
feedback, the delegates were excited when they left the convention
and many of them have pledged to work hard for you in the fall.
Dole was reeling from criticism for not attending. the black
press was extremely critical of his not showing up.
We attended a meeting of national black leaders at Alma Powell's
home on the evening of 7/15/96. The meeting allowed for an
exchange of ideas between the adminstrtation and some of your most
ardent supporters.
We faxed the latest talking points to opinion leaders nationwide.
Additionally, we sent the latest African American Accomplishments
to key opinion leaders in the black community nationwide.
Presidential letters were sent to key conventions.

Just a few issues that have come up recently:
1) When the President announced $6 million from the Justice
Department in the Rose Garden for church arsons (which is still
awaiting congressional approval), he also said that the money
would be distributed directly to specific counties. I got a call
from the Southern Governor's Association to let me know the Govs
are upset by this. They believe that when the POTUS met with the
GOVS he said that all money should go through the state--because
t
he Governors knew best where it should go. Any thoughts on how
to handle?
2)FEMA would like to release a letter from the POTUS about the
National Arson Prevention Initiative and the Clearinghouse for
Arson Prevention Resources w/ an e-mail address. Any objections?
3)James Lee Witt would like to submit an op-ed to USA Today on the
Arson initiative. USA Today is interested but Treasury opposes.
I have not talked to anyone in the press office yet--just wanted
to get your read..
I will send copies of the letter and op-ed around for your
comments.

Alexis should inform the VP that the group he is seeing is a tough
crowd. They are not shyu about asking the tough questions. Cathy
Hughes is a Republican and is a real wild card. Bob Law is the
tall guy who attended the meeting the last time we met with talk
show hosts. His show comes out of New york and is on 40-50
stations around the country. He is very forthright and will
likely zero in on welfare reform and domestic policy issues.
Someone in the group will likely raise the crack cocaine issue.
Don't be surprised if it get raised. We are doing well on the
church burning issue but we should expect questions For example
are we targeting church members in these investigations. Are we
going to help the churches keep their insurance policies rates
from rising.
Most of these talk show hosts are real pros and have broad reach
into the African American community. Cody Anderson of WHAT may
raise questions about black advertising on black radio stations.
He has been critical of the administration for our not spending
money with them on our messages. His complaint centers around us
always asking for free message and editioral time without giving
them advertising dollars. Joe Madison is a NAACP board member
ansd has been on our side on a number of issues. Welfare reform
may be an issue if it looks like we are not going to veto the bill
that the RepublicaNS are currently debating. Mr. Madison saw the
POTUS when we went to Charlotte.. The VP may want to make mention
of this.
Bob Ellison is a good guy and probably has the most reach into the
African American community because he reports nationally for the
Urban Radio network. John Arnold is important to us in Detroit.
Wayne Gilman represents the # 1 talk show in new york among
African Americans. The VP should be straight forward with the
group and tie all of our accomplishments together. Min wage,
EITC, Family leave headstart funding, appointees, job creation,
support for affirmative action, health care reform, White House
conference on Africa, Africa policy, democracy in Haiti etc. Mark
Thompson has a tendency to be radical. He is a former student
leader on the UDC campus and is very outspoken.
Finally if something like this is put together in the future, we
should be consulted during the planning. We can help

Subcommittee Approves FY 1997 Bill
On July 19th, the Senate Appropriations Treasury/Postal
Subcommittee approved their FY 1997 bill. Full Committee action
is scheduled for Tuesday, July 23rd. We will need a quick
decision on Monday on whether the Senate version is
"unacceptable" over IRS cuts. The bill increases IRS spending
$202 million above the House and dropped the FEHBP abortion

The bill totals $11.4 billion, $1.4 billion below the
request, $.3 billion above the House and roughly a freeze at
the FY 1996 level. Chairman Shelby used the additional
Senate allocation for the IRS (+$.2 billion) and for a
Federal Building in Portland, Oregon ($86 million).

The bill includes the same White House/FBI file language as
the House. It prohibits the use of funds in the Act by the
Executive Office of the President for requesting FBI
official background investigation reports unless the
affected individual provides permission, except that funds
may be used to request such reports without permission if
such request is required for national security reasons.

The Subcommittee deletes the House language that would block
the January 1997 Member/judge/executive level (executive
levels 1
-5) pay raise.
The bill is silent on the issue of Federal pay for the
general schedule. This would allow the President to
implement the proposed 3% increase in January of 1997. The
President will have to allocate the split between the
inflation adjustment and the locality adjustment.

The Senate Subcommittee deletes the House language which
would prohibit FEHBP financing of abortions (the same
abortion language as the FY 1996 Act). A floor amendment is
expected to restore the objectionable language.
o
The bill includes the requested $12 million supplemental for
BATF investigations related to church burnings. It is paid
for with a rescission from TSM. The bill also includes $12
million in FY 1997 to continue the investigations, though
the total for ATF, including the additional funds, is below
our FY 1997 request.
o
The bill includes $36 million for repairing fire damage at
the Treasury building.
IRS receives $6.9 billion, $1.1 billion below the request
and $.5 billion (
-6%) below FY 1996. Tax law enforcement is
cut by $.4 billion below the request, roughly a freeze at
the FY 1996 level and $33 million above the House.
Processing returns and taxpayer assistance is cut $51
million below the request, roughly a freeze at the FY 1996
level and $6 million above the House. The largest cut below
the request is in Information Systems, $.4 billion below the
request, .3 billion (
-19%) below FY 1996 and $163 million
above the House. The Senate bill has an $191 million
rescission of TSM balances, $4 million more than the House.
The bill does not include as much micromanagement of the IRS
as the House bill though significant staff reductions will
result. Chairman Shelby estimated IRS staff reductions at
5,000 (out of the current total of 106,000), including at
least 2,000 from Tax Systems Modernization.
The Tax System Modernization program is funded at $402
million, $448 million below the request ($274 million below
Treasury's informal revised request) and $293 million below
FY 1996. The Senate bill drops the House language that
would require DoD to handle the procurement of the TSM. No
funds are included for further development of TSM.
The bill includes targeted buyout authority for BATF, IRS
and Customs. At Senator Stevens' request, the authority
applies to individuals who are eligible to retire. The
House bill only makes buyouts available to those not
eligible to retire (the Administration prefers the Senate).
Customs is funded at $1.6 billion, roughly at the requested
level, $112 million (+8%) above FY 1996 and $25 million
below the House.
Secret Service is funded at $573 million, roughly the
requested level, $19 million above FY 1996 (+3%) and $7
million below the House.
All of EXOP is funded at requested levels. For ONDCP, $13
million is provided for FY 1997 that was not requested for
High Intensity Drug Trafficking. When the bill and report
are available, we can check to see if this was part of our
$250 million supplemental request. The $1 million
Unanticipated Needs account is funded (the House had struck
the requested funds).
The House bill provides $500,000 to pay the legal fees of
former Federal employees of the White House Travel Office
whose employment was terminated on May 19, 1993. It is not
clear from available documents whether the Senate bill does.
o
Senator Mikulski offered but withdrew an amendment which
would have directed OPM to negotiate with health insurance
contractors a prescription drug benefit that has a five
percent co
-pay for both retail and mail
-in providers. There
will be report language directing OPM to notify FEHBP
participants whenever there is a change in benefits.
o
GSA new construction is set at $658 million, $58 million
below the request, $113 million above FY 1996 and $118
million above the House. Much of the increase above the
House is for a new Federal building in Portland, Oregon.
GSA operating expenses are set at $109 million, roughly the
requested level, the same as the House and $10 million (
-8%)
below FY 1996. Unlike the House, which did not make
specific reductions in courthouse requests, the Senate bill
makes choices (for example, Brooklyn, Cleveland, Seattle and
Las Vegas are funded).

The bill includes $5.6 million for Presidential Transition.
o
OPM is funded at $87 million, the level requested and the
House level and $1.4 million (
-2%) below FY 1996.
o
The Federal Election Commission is funded at $28.7 million,
$.7 million below the request, $1.2 million above the House
and $2.2 million (+8%) above FY 1996.

The Senate bill includes several new or revised general
provisions, such as:

The FTS 2000 mandatory use language is extended through
the end of the existing FTS 2000 contract rather than
just through September 30, 1997.
-
The authorizations for the Office of Special Counsel
and the Merit Systems Protection Board are extended for
five years (at Senator Stevens' request).
-
At Senator Cohen's request, objectionable language is
included that directs that OMB's reviews of contracting
out related to information management must be done by
the private sector and a ninety day time limit for the
studies is established.

The Postal Service Board of Governors is given a pay
raise (again, Senator Stevens' request).

If we can get our GAO delegation budget amendment to
the Congress on Monday, they will include it in the
full Committee manager's amendment.

The President is leading by 13 points in a new poll done by
Virginia Commonwealth University of 801 registered voters between
June 10 and June 27. A same poll taken in May showed the
President leading by 11 points.

Alabama
A predominantly white
-congregation church was burned Tuesday
afternoon. Federal and state officials responded to the church
fire, however, there is no reason yet to believe the fire was
racially motivated.
Lieutenant Governor Don Siegelman (D) presided over the
state Senate Tuesday night, when a filibuster was broke and a
slightly amended version of Governor Fob James' (R) absentee
ballot bill was approved. Governor James' "ballot security"
bills passed the House Friday and were on the Senate's agenda for
Tuesday. Governor James' absentee ballot bill would increase the
penalties for voting violations and make sure absentee ballots
are signed by two witnesses or one notary public. The amended
version, sponsored by Senator Phil Poole (D), requires two
locations in addition to the county courthouse where absentee
ballots can be cast in person the Saturday 10 days before and the
Tuesday one week before election day. The house was expected to
approve the amended version of the bill. The Senate has yet to
act on Governor James' bill that would require voters to show
identification at the polls. It would also make sure all voting
places are open from 7 a.m. to 8 p.m., and would allow the
Democratic and Republican parties to have election workers at
every polling place.
Arkansas
Ross Perot's Reform Party appeared in Arkansas courts
Tuesday to protest the Arkansas election laws. The Reform Party
maintains that the election laws are designed to discourage third
party candidates. Arkansas is the only state where the Reform
Party has not gained a spot on the November ballot for it's
candidate. Arkansas' two laws name two different dates stated
for the completion of petition signatures. The old law says that
the signatures have to be in by January 2, while a newer law puts
the deadline at May 7. The Reform Party met the May 7 th
deadline, but missed the January 2 deadline. In early July, the
Supreme Court ruled that conflicting state laws made the deadline
unclear, but said the legislature apparently intended that the
deadline should be January 2. The Reform Party intends to get
candidates on the ballots, although they will most likely be
listed as independents instead of members of the Reform Party.
Florida
Joe Carollo, whose anti
-Castro stands and tirades made him
infamous during eight years as a city commissioner in the 1980's,
has easily won the race for Miami mayor. Carollo won 76% of the
vote in yesterday's election. Voter turnout was about 20%.
Clark will serve out former Mayor Clark's term until November
1997.
The Democratic Party has spent $3 million worth of
advertising about the accomplishments of President Clinton over
the last year. Republicans allowed these ads to go unanswered
for a year, but no longer. The Republican National Committee
plan to spend $750,000 for a barrage of ads attacking the
President with prior to the Republican National Convention in
three weeks. They will criticize the president's record on
everything from tax increase to not balancing the budget. Jo
Miglino, the state Democratic spokeswomen said that ignoring
Florida for so long was a "huge mistake" on the part of the
Republicans. Republicans current buy is a "desperate move, she
said. "They were taking Florida for granted." State
Republicans say there were other spending priories and that the
Democratic advantage will fade away with the fall campaign.
In June, Florida posted its lowest unemployment rates in
nearly eight years, according to information released Tuesday by
the state Department of Labor. The state's unemployment rate, at
5%, has not been this low since September 1988. Florida enjoys
"full employment" right now which means that the everyone who
wants a job can find one.
Georgia
In Augusta, today, Governor Guy Millner (R) and Johnny
Isakson (R) will have their first debate of the four
-week U.S.
Senate runoff. Isakson accuses Millner of avoiding every chance
to debate the issues, while Millner says Isakson has been holed
up in his office while he has met with voters across the state.
An article today in The Atlanta Constitution analyzes U.S.
Congresswoman Cynthia McKinney's (D) democratic primary.
Victory in the 4th Congressional District against these white
opponents. Representative McKinney faces attorney John Mitnick
(R) this fall. GOP Pollster, Whit Ayers said that the race is
going to be far more competitive than people expect. Ayers said:
"McKinney needs one fourth of the white vote total, and she only
received one fourth of the white vote in the Democratic primary."
But others suggest that is she can turn out black voters as she
did in the primary, she will need more like one
-fifth of the
white vote. They also note the new 4th Congressional District
tends to vote Democratic and McKinney has shown she can win white
voters.
Louisiana
U.S. Senate candidate Chuck McMains (R) said Tuesday that
tax breaks should be used to expand domestic oil and gas
production while holding down prices for consumers. McMains
spoke to an oil and gas group and said that if elected, he would
push for a national energy policy to promote the domestic oil and
gas industry and reduce reliance on foreign oil. McMains is one
of several Republicans seeking the Senate seat being vacated by
Senator Johnson. The primary is September 21.
North Carolina
The U.S. House and Senate have given preliminary approval
to authorize the Army to buy 11,000
-acre Overhills estate owned
by the Rockefeller family. The Army says it needs the
Rockefeller's land on the north bank of the Little River, along
part of Fort Bragg's northern flank to help relieve a shortage of
grounds for maneuvers for its 40,000 soldiers. The Army would
pay between $28.5 million and $30 million for the property and
everything on it.
Texas
An opinion editorial today in the Houston Chronicle
reported on Texas Democratic Chairman Bill White and his
distasteful campaign joke about Bob Dole this past Saturday.
White said: "I bet the Republicans wish they had President
Eisenhower now.
if they could trade in one dead man for a
dying man." The article said White's comment wasn't funny and
added nothing to the political debate.

The Virginia Commonwealth University poll taken June 10

24 has Senator John Warner leading Democratic nominee Mark Warner
by 26 points. This poll was taken after the hotly contested
Republican primary in which Senator Warner's ads aired
frequently.

oSenate Floor action began at 7:00 P.M. on Wednesday, 7/24, lasted about 45

oSen. Leahy spoke at some length, stating that "[We] need to work harder to
preserve the balance between necessary cuts and being able to do the job." He
cited the bill?s cuts to Economic Assistance programs as an example, noting
that these programs have been in place for many years, "and have done a good
job both aiding developing economies and creating jobs here at home."
oLeahy remarked that he is worried about Republican inferences that Democrats
are foreign aid crazy. He attacked this notion, saying that the current
Clinton request was 40 percent less than requests during the Reagan/Bush
years. He noted that the bill is a gentleman?s agreement that no one is
thrilled with but that works, given the numbers the Subcommittee has been
given and as long as there are no further cuts.
oFinally, Leahy expressed concern that the bill does not meet international
obligations or interests. Two amendments were sent to the desk:
-McCain amendment (debate to begin Thursday at 9:30 A.M., limited to half an
hour; no second
-degree amendments; vote to occur at 10:00 A.M.) The McCain
amendment would require the annual "Patterns of Global Terrorism Report" to
include for every country from which the U.S. has sought cooperation during
the previous five years in investigating and prosecuting terrorism against the
United States: (1) certification of the Secretary of State that the country
is cooperating fully in apprehending and prosecuting the individuals
responsible for the act; and, (2) the Secretary?s certification that the
country is fully cooperating with the U.S. in preventing further terrorism
acts;

Secretary?s schedule: On Monday, July 29, Secretary Rubin
will give a speech on the Administration?s urban policy at
?Town Hall? in Los Angeles, visit a Brownfields site, and
have an interview over lunch with the Editorial Board of the
Los Angeles Times. On Tuesday the Secretary will attend a
fundraising reception for Congressman John LaFalce and a
Treasury Borrowing Advisory Committees quarterly reception.
On Wednesday he will announce the CDFI Award Winners at a
press conference and attend a fundraising reception for
Congressman Ken Bentsen. On Thursday the Secretary will have
breakfast with Chairman Greenspan.

Secretary?s urban speech: Secretary Rubin will deliver a
major speech at ?Town Hall? in Los Angeles on July 29th
highlighting the Administrations efforts to bring capital to
America?s inner cities. He will also announce new mortgage
data showing significantly increased lending to African
Americans, Hispanic and low
-income persons, and will
announce a new foundation
-led Brownfields initiative for Los
Angeles.

IRS Restructuring Commission: The second meeting of the IRS
Restructuring Commission will take place on July 29, 1996.
The agenda for the meeting includes the adoption of the
rules for the Commission; a report on staff and other
organizational matters; and panel discussions on the history
of the IRS, basic information about the IRS and tax
collection, an overview of the IRS, and its current mission.

President?s Working Group on Financial Markets: The
Secretary chaired a meeting of the Working Group on July 22.
The main topics were discussions of the G
-7
meeting and derivative practices of commercial and
investment banks. The Secretary asked the Steering Committee
to report back to the Working Group on proposals for
guidance to developing countries on bank supervisory
standards and on the next steps in oversight of global
derivatives activity.

SLGS: The Secretary announced our proposals to revise the
SLGS regulations on July 24 at a meeting of the Public
Finance Network. The regulations became available for
public review at the Federal Register on July 24, and we
expect publication of the proposed changes on July 26. The
changes are expected to receive broad support.
?
Olympics Security Update: Treasury Enforcement officers
along with other federal and state law enforcement
authorities are in Atlanta to provide security personnel
through August 4 when the Games end. This week, Customs made
a series of arrests dealing with the sale of counterfeit
Olympic products. Also, OFAC issued guidance to individuals
who will be leaving Atlanta for Cuba, Iran, Iraq and North
Korea concerning what items can legally be taken out of the
country. The Secret Service will provide protection to the
President, Vice President, their family members, and
approximately eighteen heads of state.
?
Church fires: Last week federal arson charges were filed in
cases in Garland, Texas and Oak Ridge, North Carolina. On
July 22, Assistant Secretary Johnson and Assistant Attorney
General Patrick attended a meeting of heads of national fire
prevention agencies hosted by FEMA Director Witt. On July
25, Assistant Secretary Johnson will travel with Assistant
Attorney General Patrick to Charleston, SC to meet with case
agents and prosecutors investigating various South Carolina
church arsons.
?
Bonneville Power Administration: The Treasury Department has
been participating in meetings with BPA and an interagency
group led by the Council on Environmental Quality (CEQ) on
issues relating to the long
-term fish and wildlife costs for
BPA. The Administration reached an agreement with Senator
Hatfield on identifying the expected BPA fish and wildlife
costs (predominantly salmon loss) and providing a
contingency fund of "credits" against BPA's outstanding
obligations to the Treasury. BPA's initial formulation of
the size of the fund relied on the use of imputed back
interest in the amount of $100 million. We objected to
their analysis and are currently working with them to
develop a more appropriate methodology, one consistent with
federal financial policies.

Treasury?s internal audit underway: The Office of Inspector
General staff is gearing up for this year's first audit of
the Department of the Treasury's financial statements, which
will cover almost 98% of the Federal Government's annual
revenue collections.

Ground breaking ceremony for new Secret Service
headquarters: On July 24, Secretary Rubin, Under Secretary
Kelly, Assistant Secretary Johnson, Director Bowron, and GSA
Administrator Barron participated in a Ground breaking
ceremony to mark the building of the new Secret Service
headquarters at 930 H Street, NW, which will consolidate
Secret Service offices that are currently spread throughout
Washington. The building is scheduled to open in the spring
of 1997.
?
Eleven New York city policemen arrested in tax scheme: On
July 18, in New York City, New York, 11 policemen were
arrested for being part of a scheme designed to evade the
payment of federal income taxes. A number of the officers
claim to be "sovereigns" of some legal entity other than the
United States and not subject to taxation by the federal
government. The scheme is currently being used by many
militia members and illegal tax protestors throughout the
country.
?
Pastors for Peace: A license authorizing the exports of
computers to Cuba was issued to the United Methodist Church
organization. On July 19, OFAC sent a letter to the
Methodist organization which stated the terms and conditions
of the license to export computers to Cuba. Letters
describing the outcome of the case were delivered to six
members of Congress who had expressed a special interest in
this case. Following issuance of the license, OFAC will work
with Customs as exportation takes place, and the monitoring
of the placement and use of these computers begins.

Postal Service: The House Committee on Government Reform
and Oversight's Subcommittee on the Postal Service has
postponed until September further hearings on H.R. 3717, the
"Postal Reform Act of 1996."
AGENCY WORK ON PRESIDENTIAL INITIATIVES
?
CDFI awards: On July 31 Secretary Rubin will announce the
first round of winners of the Community Development
Financial Institutions Fund awards program. Funds in the
amount of $31 million will go to community development
banks, credit unions, loan funds, venture capital funds and
micro
-lenders around the country. (The President has a
scheduling request for this meeting pending.) The awards are
a tangible result of President Clinton?s call in 1992 for a
nationwide network of community development banks, and the
awards are expected ti be widely praised.
?
Electronic Funds Transfer underway: On July 25, we put
into effect the first phase of Financial Management Service
implementation of the mandate in Public Law 104
-134 to pay
recipients of Federal payments electronically. All new
recipients of Social Security, Veterans, and other types of
Federal payments will be paid by electronic funds transfer
(EFT)/Direct Deposit. Hardship cases and IRS tax refund
payments are exempt for the time being. After negotiation
with OMB, FMS agreed to add a provision to the rule
requiring agencies to advise FMS if a payment system was
unable to process EFT payments and to submit to FMS by
January 1, 1997, a plan to enable EFT payments by such a
system. The second phase of the statute requires that all
Federal payments be issued by EFT before January 1, 1999.
?
District of Columbia: On July 18, Lehman Brothers served as
sole underwriter for $220 million District of Columbia
General Obligation Tax Anticipation Notes (TANS) sold to
institutional investors in the municipal market. The TANS
held a 5.50% coupon and were priced to yield 4.50%. The
"all
-in" cost was comparable to that which would have
resulted from a Treasury Advance.
?
Operation Zip Code nets 100 pounds of cocaine: On July 9,
using examination criteria developed under ?operation zip
code? which strategically analyzes the addresses of parcels,
Customs Inspectors seized about 100 pounds of cocaine in a
Federal Express shipment manifested as six cases of soda.
The cocaine was discovered suspended in the liquid. No
arrests have been made.
?
1,102 pounds of cocaine seized: On July 10, based on
information provided from El Paso Intelligence Center
(EPIC), members of the Miami Seaport Contraband Enforcement
Team seized 1,102 pounds of cocaine found on a ship arriving
from Ecuador. Canines positively alerted to the ceiling of
the container. Customs Inspectors discovered the cocaine
hidden in the false ceiling.
?OFAC preparing to implement the Antiterrorism Act: By August
22, Treasury regulations need to be in place to implement Section
321 of the Antiterrorism and Effective Death Penalty Act of 1996.
That section mandates a total cut
-off of financial transactions
by US persons with the governments of state sponsors of
terrorism, designated by the Secretary of State as Cuba, Iran,
Iraq, Libya, North Korea, Sudan and Syria. OFAC has sanctions
programs against all but Sudan and Syria and is seeking foreign
policy guidance from State on the nature of the sanctions to be
applied to Sudan and Syria. Under the act, Treasury is
authorized to freeze terrorists? assets and to regulate financial
institutions concerning those assets. OFAC will impose the
Act's prohibitions and block assets as it has done with the
Specially Designated Terrorists (SDT) under Executive Order
12947. Expansion of the SDT list under the Act will quadruple
the number of terrorist organizations subject to sanctions under
OFAC's responsibility.
?Secretary Rubin meets Prime Minister of Ukraine: Secretary
Rubin will meet with Ukrainian Prime Minister Lazarenko during
his July 25
-26 Washington visit. Lazarenko is here to discuss
Ukraine's economic program with the IMF, World Bank and
Administration officials. He will likely seek our backing for a
special $1 billion IMF fund to support introduction of a new
Ukrainian currency this fall. Ukraine has made good progress
this year in economic reform and in unlocking IMF and World Bank
support, but there are some signs of strain. Lazarenko's visit
is an important opportunity to reaffirm Ukraine's commitment to
reform to allow maximum IMF and World Bank backing.
?Russia?s IMF disbursement delayed: The IMF said that it will
delay Russia's $340 million July disbursement. The IMF delayed
the monthly payment due to the need for Russia to implement
agreed measures to boost tax collection, and the need to modify
the IMF program for the rest of the year to give Russia greater
flexibility on its budget. Despite the delay, Russia's economic
reform program remains in good shape and its cooperation with the
IMF remains strong. Both we and the IMF expect the disbursement
to go forward, together with the scheduled August disbursement,
when the IMF reviews Russia's program in late August.
?U.S. Enrichment Corporation privatization sought: At the NEC
deputies meeting on July 19, the Deputies decided to seek the
President?s approval of the Privatization Plan. The NEC working
group will draft a memo that outlines all the issues related to
the privatization. If the President approves the transaction,
Treasury will serve as the lead agency and will participate in
all aspects of the privatization. The Secretary will have to
grant the final approval on the specific terms of the deal.
?Tuition tax credit: We have completed draft legislation for the
President's tuition tax credit initiative
?New tax initiatives: Treasury's written testimony regarding the
impact of tax rules on land use will be submitted to the Ways and
Means Oversight Subcommittee tomorrow. The testimony will cover
the President's proposals on Brownfields and expansion of the
Empowerment Zone and Enterprise Community program. Treasury is
also contributing to a variety of new tax initiatives in the
areas of urban policy, savings bonds, and dependent care.
?Clean Air: Last week in Geneva the US called for international
targets and a timetable for limiting greenhouse gas emissions
(mainly fossil fuel emissions). Treasury will assist EPA, DOE
and DOC in analyzing methods for achieving the reductions,
including energy and carbon taxes. The analysis also will
consider the effects on the US and world economies.
NOTABLE CONGRESSIONAL ACTIVITY
?1997 Treasury Appropriations: The Senate Subcommittee marked up
the Treasury Appropriations Bill allowing $10.2 billion compared
to the House allowance of $10.0 billion. Departmental Management
has worked closely with OMB in developing the Statement of
Administration Policy, in which the major concern was the cut in
IRS funding (9 percent reduction in the House; 6 percent
reduction by the Senate subcommittee) and language restrictions
on the IRS Tax Systems Modernization program. Also, the House
reduced and the Senate eliminated ATF funds for studies on
cop
-killer bullets and taggants (that would make it feasible to
trace explosives). The Secretary talked with Senator Hatfield
Monday to express concern over the funding levels and various
provisions in the Senate Subcommittee mark. The Senate full
committee markup will be on Wednesday, July 23 and Senate floor
action is expected before Congress recesses on August 3. The
Conferees would meet in September.
?Senate hearings on international narcotics control and trade:
On July 23, the Senate Caucus on International Narcotics Control
Caucus held a hearing on international drug trafficking and money
laundering. Witnesses included Secretary Rubin, Deputy Secretary
Summers. There were a few follow up items regarding the drug
certification process, Treasury's "budgetary cuts" in the drug
enforcement area, particularly at Customs, and price/supply data
On July 30, Commissioner Weise, Director Morris, and Deputy US
Trade Representative Lang, and Assistant Secretary of State
Gelbard will testify. In preparation for this hearing, Director
Morris met with Senator Grassley and Senator Graham last week.
?Adoption tax credit: Finance Committee Chairman Roth is quoted
in the press as saying that Majority Leader Lott has promised
that the adoption tax credit bill will be brought up for a vote
on the Senate floor before Congress adjourns. Sen. Shelby has
been pressing for action on this tax provision and raised an
amendment to the welfare reform bill that would provide a $5000
credit for adoption expenses. Unlike the version reported out by
the Senate Finance Committee, the Shelby amendment provides a
refundable credit and includes IRA liberalizations. The Senate
waived points of order and adopted the Shelby amendment.
However, it is widely expected that the adoption credit will be
dropped in conference on the welfare bill.
?Natural Disasters: On July 18, 1996, Deputy Secretary Summers
testified on behalf of the Administration before the Senate
Committee on Commerce, Science and Transportation on S.1043, the
"Natural Disaster Protection and Insurance Act of 1996." The
Administration opposes the legislation as it will not reduce the
costs to the federal government for natural disasters. Senators
Stevens (R
-AK) and Inouye (D
-HI) indicated concerns with the
Administration's opposition to the bill. Similar legislation is
expected to be introduced in the House, with a hearing scheduled
for August 1, 1996. At the July 18 hearing, Senator Stevens
indicated that the Committee would mark up legislation during the
week of July 22, 1996. We understand, however, that some
representatives of the insurance industry may seek to limit the
legislation to a study on federal tax treatment of industry
profits. It remains possible that some form of the legislation
will pass both houses of Congress this session.
?Welfare Reform: The Senate is scheduled to take final action
today on the welfare reform bill, S. 1956. Votes are expected on
more than 20 amendments. Budgetary points of order are
anticipated by Democratic Senators who oppose certain sections of
the bill by claiming they have no budgetary impact under
consideration of reconciliation legislation. We are preparing a
letter for Secretary Rubin?s signature to the conferees opposing
the provisions on indexation.
?Corporate Welfare: Senate Governmental Affairs will mark up a
bill (S. 1376) on July 25 to terminate unnecessary and
inequitable federal corporate subsidies.
?Financial Modernization: Although Chairman Leach would like the
Rules Committee to act on his bill introduced in late June,
Committee Chairman Gerald Solomon has so far resisted considering
this legislation, and has indicated no willingness to do so
unless a moratorium on further action by the OCC to liberalize
insurance sales by banks is added. To accommodate Chairman
Solomon?s views, Chairman Leach last week backed an eleventh hour
effort to add the OCC moratorium to the Treasury/ Postal

Asset Forfeiture Hearing: On Monday, July 22, Jan Blanton,
the Director of the Office
Of Asset Forfeiture, testified before the House Committee on
the Judiciary. The hearing focused on a bill introduced by
Chairman Hyde dealing with problems he perceives exist in
the program. These relate to appointment of counsel, posting
of a cost bond and notice of an impending forfeiture. We are
working with the Justice Department and committee staff to
develop a compromise. A bill is not likely to be enacted
this year.

Waco Report: On Tuesday, July 23, the House Subcommittee on
National Security, International Affairs and Criminal
Justice, held a business meeting to report out the Majority
Waco Report. The report was voted out of Committee by a
vote of 7
-2. On Thursday, July 25, the full Committee
(Committee on Government Reform and Oversight) is expected
to have a business meeting on the same report. Under the
Committee rules the GPO cannot print the report until it is
reported out of the full Committee. Rep. Karen Thurman
(D
-FL) Ranking Minority Member of the Subcommittee, has been
very supportive of the Department of Treasury?s position,
and Legislative Affairs has been working closely with the
other supporters of both the Government Reform and Oversight
Committee and House Judiciary Committee to provide them with
our views of the Waco Report. The Minority views from both
Committees will be supplied to the Majority on August 2.
? Treasury Fire: The Senate Appropriations Subcommittee
included $36 million
for the Treasury fire. Presently, the Office of Management
is preparing a reprogramming request for their immediate
needs.

World Bank Projects in the Xinjiang Province of China:
Assistant Secretary for International Affairs David Lipton
will appear before the Senate Foreign Relations Committee on
Thursday, July 25, to testify on World Bank projects in the
Xinjiang province of China. The hearing and the testimony
of Assistant Secretary Lipton are driven by allegations
lodged by human rights activist Harry Wu that World Bank
projects in the Xinjiang region of China use forced labor
and benefit farms affiliated with and run by the People?s
Liberation army.

Church Fires: Church fire stories appear in the national
and regional news on a daily basis, with the press following
both accidental and arson fires at African
-American and
other churches closely. For example, last week's Village
Voice carried a cover story on the treatment of members of
Alabama congregation members by arson investigators, and a
variety of editorials on the fires has appeared from the
Wall Street Journal to the Washington Times. On Tuesday,
the Associated Press released unrelated stories on its state
news wires in Kentucky, Tennessee, Texas, South Carolina,
Arizona and Idaho as well as its national wire on church
fires. USA Today ran an update today on two new fires and
National Council of Churches grants to congregations of
seven burned churches.

Olympic Security: Public Affairs holds a daily conference
call with Treasury law enforcement bureaus involved in
Olympic security and a separate public affairs conference
call with other Cabinet departments. The administration's
coordination helped dispel initial press reports trying to
link the TWA crash with Olympic security. The security
breach by an uncredentialed law enforcement officer at the
opening ceremony and recovery of a suspicious package at the
International Broadcast Center on opening day have received
the most extensive coverage in Atlanta, national and
international print and broadcast.

Development Banks: Deputy Assistant Secretary Johnson spoke
to a New York Times editorial board writer on the need to
fulfill U.S. commitments to the World Bank program; a July
22 editorial appeared in the Times. Several stories
appeared July 23 regarding the IMF's decision to delay
Russia's monthly disbursement of funds because the audit
team was unsuccessful in gathering needed information.
Deputy Secretary Summers spoke to Dick Stevenson of the New
York Times for his story on the subject, and Assistant
Secretary Lipton spoke with a Times editorial writer on the
same subject for an editorial expected to run later this
week. Assistant Secretary Lipton is scheduled to testify
July 25 on human rights issues in China and World Bank loans
to China. He spoke to a reporter from the Asian Wall Street
Journal on China's relationship with the World Bank.

Alexis should inform the VP that the group he is seeing is a tough
crowd. They are not shyu about asking the tough questions. Cathy
Hughes is a Republican and is a real wild card. Bob Law is the
tall guy who attended the meeting the last time we met with talk
show hosts. His show comes out of New york and is on 40-50
stations around the country. He is very forthright and will
likely zero in on welfare reform and domestic policy issues.
Someone in the group will likely raise the crack cocaine issue.
Don't be surprised if it get raised. We are doing well on the
church burning issue but we should expect questions For example
are we targeting church members in these investigations. Are we
going to help the churches keep their insurance policies rates
from rising.
Most of these talk show hosts are real pros and have broad reach
into the African American community. Cody Anderson of WHAT may
raise questions about black advertising on black radio stations.
He has been critical of the administration for our not spending
money with them on our messages. His complaint centers around us
always asking for free message and editioral time without giving
them advertising dollars. Joe Madison is a NAACP board member
ansd has been on our side on a number of issues. Welfare reform
may be an issue if it looks like we are not going to veto the bill
that the RepublicaNS are currently debating. Mr. Madison saw the
POTUS when we went to Charlotte. The VP may want to make mention
of this.
Bob Ellison is a good guy and probably has the most reach into the
African American community because he reports nationally for the
Urban Radio network. John Arnold is important to us in Detroit.
Wayne Gilman represents the # 1 talk show in new york among
African Americans. The VP should be straight forward with the
group and tie all of our accomplishments together. Min wage,
EITC, Family leave headstart funding, appointees, job creation,
support for affirmative action, health care reform, White House
conference on Africa, Africa policy, democracy in Haiti etc. Mark
Thompson has a tendency to be radical. He is a former student
leader on the UDC campus and is very outspoken.
Finally if something like this is put together in the future, we
should be consulted during the planning. We can help

In a Rose Garden ceremony this morning, President Clinton thanked
members of Congress for their swift and sure action in the passage
of the Church Arson Prevention Act, which will help fight the
recent scourge of church burnings. The President also reiterated
his focus on rebuilding, enforcement and prevention, and on
bringing together our national community to work together against
these crimes.
Rebuilding. We must make clear the message that arsonists cannot
win. We will find the money and the muscle to rebuild each of
these churches.

The Department of Housing and Urban Development has proposed
legislation to establish a $10 million loan guarantee fund to
help rebuild community institutions. The loan guarantee will
not require any new appropriations.
*
The President has commended private fundraising efforts to
help rebuild these churches.
*
The President also strongly supports private rebuilding
efforts, such as those undertaken by Habitat for Humanity.
Enforcement. Solving these crimes and putting those responsible
behind bars must be our top priority.
*
With well over 200 FBI and ATF investigators -- working
together with state and local authorities this is one of
the largest criminal investigations of any kind, one of the
largest arson investigations in history and the largest
current civil rights investigation.
*
President Clinton has created a high
-level task force to
coordinate the efforts of all these investigations. This
group will report to the President once a week, through
Attorney General Janet Reno and Treasury Secretary Robert
Rubin.
*
The President will ask the Governors for their support for
neighborhood watch programs and increasing local patrols
around where a threat exists.
*
The Administration, through supplemental funding requests and
reallocation of resources, will seek to add over $20 million
in additional resources to be marshalled against church arson.
The funds will be used for training, equipment, new
prosecutors, and higher rewards for leads in arson cases.
Prevention. Preventing more fires may be the most important -- and
hardest -- part of our task.

The President has asked James Lee Witt, the Director of the
Federal Emergency Management Agency, along with Attorney
General Janet Reno and Treasury Secretary Robert Rubin, to
work with the Governors to frame a National Prevention
Initiative. State by state, using federal, state, local and
private sector resources, the goal would be to help churches
with surveillance, security and spotting risks.

ATF has prepared a Church Threat Assessment Guide to help
churches take steps to protect themselves from criminal
arsonists and vandals.

citizens to provide any information they have on these fires.

Subcommittee Chairman Gregg discussed the
Comprehensive Counter- terrorism Initiative that
provides $154 million increase to: (1) prevent,
investigate, and improve rapid response
capabilities
to potential terrorist threats; (2) increase
security
measures to help protect the lives of Americans at
home and abroad; and, (3) target sponsors of
terrorism. Proposal includes anti-terrorism
authorization items that were approved in the
Senate
,
version of the Anti-terrorism bill but were
dropped in
the enacted bill.

A Hollings/Gregg amendment was approved that adds
the
authorization for a taggants study, including
black
and smokeless powder (but not the money because
that
is a Treasury/Postal - BATF issue). The amendment
also expands wiretapping powers.

Objectionable House ABM Treaty language and
language
on Vietnam dropped.

Based on preliminary information, Senate
Subcommittee
bill provides a total of $28.3 billion, roughly
$3.0
billion below the request and $700 million less
than
House bill.

LSC funded at $288 million, $52 million below
request
but $38 million above House level.

Commerce funded at $3.6 billion, roughly $0.7
billion
below request, slightly below FY 1996, but
slightly
above House level. ATP funded at $60 million
(without
restrictive language), $285 million below request
and
$51 million below House bill. NOAA receives
increases
over House- passed bill.

Sen. Kerrey stated that he intends to offer an
amendment on the Floor to provide funding for
Commerce?s NTIA information infrastructure grants,
which is zeroed out in the bill. He is looking
for
offsets.

U.N. Contributions/Peacekeeping No advance
appropriations provided for arrearages. U.N.
contributions funded at $550 million, $495 million
below request and $325 million below House.
Peacekeeping activities funded at $283 million,
$142
million below request, $50 million below House.

USIA receives $1.0 billion, slightly below House
level. TV Marti is funded.

COPS funded at $1.4 billion, same level as House.
In
total, Justice is funded at $15.9 billion,
including
VCRTF funding, $0.7 billion below the request,
$0.3
billion below the House and $1.3 billion above FY
1996. Other cuts from the request include Legal
Activities (-$0.1 billion),
FBI
(-$0.14
billion, mostly from not funding telephone carrier
compliance), INS (-$0.1 billion, with $0.1
billion
financed by increased INS fees), and Drug Courts
(-$80 million).

MARAD: Security program not funded; guaranteed
loan
program eliminated

SBA: Funded at $699 million, $109 less than
request
but $16 million above House level.

Several programs are terminated, including the
Ounce
of Prevention Council, the National Endowment for
Democracy, and the payment to the Asia
Foundation. No
funds are provided for the Commission on the
Advancement of Federal Law Enforcement.

ACDA is funded at $30 million, $9 million below
the
House and the FY 1996 level, and $18 million below
the
request.

LEGISLATIVE BRANCH

Wednesday. During Tuesday?s Floor debate, the following
amendments were discussed:

Feingold (for McCain): amendment that would
impose
restrictions on post-congressional employment of
Members and staff (e.g., individual could not
lobby
congressional committees for five years) adopted
to by
unanimous consent. Senate conferees expected to
urge
conference to drop language.
AGRICULTURE/RURAL DEVELOPMENT
Conferees met and completed action Tuesday, 7/30.
Letter
to conferees evaluating House- and Senate-passed bills

7/30. Position: "The Administration has concerns with
both
the House and Senate versions of the bill that must be
addressed. House Appropriations Committee seeking
unanimous consent to consider conference report.
Highlights
of conference:

Administration?s FY 1996 supplemental for BATF
investigation of church arson included in the
conference version of the bill.

Administration-supported language on competitive
contracting of infant formula based on lowest net
wholesale cost approved. WIC remains $150 million
below request.

Food Stamps reserve: House $0.1 billion reserve
approved, instead of the Senate?s $1.0 billion
reserve
or the requested $2.5 billion reserve.
Food Stamp standard deduction freeze
remains in bill.

House sugar quota language dropped.
- Conferees approved $567 million for water and
wastewater loans and grants, $70 million above
House,
$90 million below Senate. Proposal for authority
to
transfer up to 10 percent of funds provided for
the
three new rural development mission area funding
streams not approved.
- More favorable Senate position prevailed on
multi-family and single- family rural housing loan
programs, with some modifications.
- Food Safety and Inspection Service funded at House
level of $574 million.

- Wetlands: 130,000-acre limitation remains in the
bill
with Senate language reducing impact of

during the conference that this would be the last

of funding these projects.
- FDA Medguide: Senate provisions, including Sen.
Kennedy?s modifications adopted.
- Electronic benefits transfer (EBT): Objectionable
Senate language that would have excluded Food
Stamp
benefits delivered by States through EBT from
consumer
liability and protection provisions under Federal
Reserve Board Regulation E dropped.

Objectionable Senate provision adopted that
extends
from 18 months to 20 months the effective length
of
the moratorium on bypass flow requirements as a
condition to renewal or reissuance of a Forest
Service
land use authorization permit.
TRANSPORTATION

Senate Floor action began at about 4:00 P.M. on Tuesday,
7/30. At 8:50 P.M., Chairman Hatfield announced that
there
would be no further votes taken Tuesday evening and that
further consideration of amendments would take place on
Wednesday, 7/31, at around 4:00 P.M. Highlights of
Senate
Floor action thus far:
- Bond sense-of-the-Senate motion agreed to (voice
vote)
concerning the need for full and open competition
in
FAA procurement involving amounts greater than $50
million and to require an independent assessment
of
FAA?s acquisition management system.
- Kohl sense-of-the-Senate motion agreed to (voice
vote)
stating that Congress should establish the Saint
Lawrence Seaway Development Corporation as a
performance-based organization on a pilot basis
beginning in FY 1998.
- Amendment passed (voice vote) that provides full
funding of request for FAA?s Security Research - -
Human
Factors program.
- McCain amendment to eliminate $200 million from
Northeast Corridor Improvement Program and $130
million from Amtrak capital improvements and
redirect
funds ($330 million) to safety improvements in FAA
and
other transportation areas tabled, 82-17.
MILITARY CONSTRUCTION
Conferees met and completed action Tuesday, 7/30. House
Appropriations Committee seeking unanimous consent to
consider conference report.
The conference version of the bill totals $9,982
million,
$851 million above the request, $150 million above the
Senate level, and $56 million below the House level.
Requested funding is provided for the dredging project
at
the Naval Air Station, North Island, California, and for
Army prepositioning project at classified SW Asia
location.
There are six Member projects in the bill that are not
authorized in the tentative DoD Authorization conference
report.
DISTRICT OF COLUMBIA
Conferees scheduled to meet at 11:30 A.M., Wednesday,
7/31.
Letter evaluating House- and Senate-passed bill sent
Tuesday, 7/30. Position: Support for Senate action
that:
adopts consensus budget ($99 million, versus House
bill?s
$40 million, deficit cap for FY 1997); lifts
prohibition on
use of District funds for abortion; and, includes
provision
that applies civil rights standards provided for in
Executive Order 11246 to Federal construction contracts
funded under the D.C. Reform Act of 1995.
Conferees expected to accept objectionable House
abortion
language, have a high split on the D.C. deficit (about
$70-80 million), and agree to the Senate civil rights
language.
LEGISLATIVE BRANCH
Conferees scheduled to meet at 1:30 P.M., Wednesday,

VA/HUD/INDEPENDENT AGENCIES
