Profiles of AmeriCorps Members Starting their Service in Fall '98
Robert Peters, 24, Notre-Dame AmeriCorps, Apopka, FL
Robert joined AmeriCorps to be a role model for young people that he never
had. He grew up in New Orleans 7th ward, a tough neighborhood plagued by

crime, drugs and gangs. The oldest of four children,

Robert resisted the
temptations that surrounded him and kept focused on his studies. His
determination to excel led him to apply to the University of Notre Dame,
the
first in his family to attend college. He overcame the culture shock of
being an African-American male in a predominantly white institution and
graduated last spring with a major in history. He turned down job offers
and
postponed applying to law school because he was committed to do a year of
service. He joined the Sister of Notre Dame AmeriCorps program in Apopka
FL,
where he is tutoring migrant farmworker children in math and teaching
adults
how to read. In his AmeriCorps application he stated, "Throughout my
childhood and adolescent years, I never had a positive role model (besides
my
mother) within my community. I vowed that if I ever had the chance to be a
positive role model to youth in a poor community that I would do it.
AmeriCorps presents me with this opportunity."
Rena Anthony, 22, National Association of Community Health Centers,
Providence, RI
Twenty-two year-old Brown graduate Rena Anthony was on the fast track in a
career in public health. She was already accepted into graduate school but
deferred admission in order to join AmeriCorps, where she recently started
serving in an Ob/Gyn clinic at a Providence community health center. Rena
says, "I was accepted into grad school but realized that I would be
studying
people without knowing what their lives are like. I was lucky to come
from a
somewhat privileged background. I always went to private schools, and have
never really had the chance to meet people different from me." In addition
to broadening her knowledge, Rena had another reason for joining
AmeriCorps:
"I also really wanted to serve. This is the first year I've had a big
choice in what I do with my life - I wanted to start this new part of my
life
by serving." Her biggest surprise so far? "I expected everyone to be like
me. But I'm serving with people who have spent their whole lives in
Providence - and have never been to college. It's refreshing - it feels so
real. I am finding things in common with people who are so different from
me."
Efrain Chavez, 23, Public Allies, San Jose, CA
As a teen growing up in San Jose, Efrain Chavez was lucky to have an adult
mentor in his life. Now through AmeriCorps he's helping other young people
improve their chances for success. Originally from Mexico, Efrain has
lived
in San Jose since 1978. He participated in the Boy's Club and developed a
close relationship with a mentor who encouraged him to be involved in his
community. Efrain started volunteering in his teen years, working on
anti-tobacco campaigns and other youth advocacy efforts. For the past
three
years, Efrain has worked in the city's recreation department and studying
sociology at San Jose State University. By joining AmeriCorps, he took a
significant pay cut, but he expects the experience to be well worth it.
As a
Public Allies AmeriCorps member, he is developing an after-school
curriculum
for 3rd-5th graders and increasing parental involvement in public schools.
Mary McNamara, 22, Operation Fresh Start, Madison, WI
Growing up in the McNamara family, Mary learned at a young age the joy and
duty of serving others. Now she's putting her ideals into action full-time
as an AmeriCorps member with Operation Fresh Start, where she's building
low-income housing and helping at-risk youth become self-sufficient. Mary
is
the oldest of six children, three boys and three girls. Her father is an
attorney and former mayor of Rockford, IL. When you're one of the mayor's
kids, it's hard not to lean about politics and being civic-minded, but it
was
the responsibility to give back that Mary's father really taught all of his
kids. The family always did volunteer projects together, either through
their church or local projects like paint-a-thons where neighbors banded
together to make home repairs for the elderly. Mr. McNamara told his
children that once you receive your education, no matter what you decide to
do, you should give back to others not as fortunate as you. That's exactly
what Mary is doing. After graduating last spring from Lawrence University,
Mary joined AmeriCorps. She started her year of service last month. Mary
says she was fortunate - she had few traumas and obstacles during her
upbringing. But she adds, "It's for those reasons - because I had it
pretty
easy - that I feel even more committed to giving something back."
Debra Gonnie, 24, Round Rock AmeriCorps, Navajo Nation
Like many young Navajos, Debra Gonnie left the reservation after graduating
from high school to look for a job. But after a few years working as a
temp
in Phoenix, Debra wasn't satisfied. She started looking for a way to
return
to the reservation to pursue her real dream: helping Navajo children
succeed
in school. AmeriCorps provided that opportunity. Debra just started her
AmeriCorps service at Round Rock Elementary School, where she's tutoring
children and coaching after-school sports. "It's been a great opportunity
to
serve my community, something I always wanted to do." Service and kinship
have always been part of the Navajo culture. AmeriCorps is strengthening
that tradition and helping stop the brain drain of talented graduates
leaving
the reservation. Debra plans to stay on the reservation and become a
teacher, using her AmeriCorps education award to get her degree from Navajo
Community College.
Steve Billings, 23, AmeriCorps* National Civilian Community Corps, San Diego
After graduating with a degree in economics from Georgetown last May, Steve
Billings could have landed a high paying job in the financial sector.
Instead he followed the path of service, joining the AmeriCorps* NCCC,
where
he will work on environmental projects, promote public safety and respond
to
natural disasters in California and nearby states. "I could have definitely
been in the financial world, but that didn't appeal to me. Some people
might
say that I am wasting my degree, but that's silly. NCCC enables you to get
real life experience and most importantly to help other people--that's
what I
call total job satisfaction." While he was in college, he tutored
elementary
school students through the DC Schools Project and ran a camp for children
in
the summer months. "If I feel that I've helped a person out, there's
nothing
better." After his time in NCCC, he plans to go to graduate school for
city
planning.
Markell Harrison, 25, Athletes in Service to America, Buffalo, NY
Through his love of sports and service, Markell Harrison has overcome many
obstacles to
become a role model for the young people in Rochester public schools.

But he
persisted in his studies and athletics and won a track scholarship to
Rochester Institute of Technology. After graduating, Markell wanted to
give
something back to his community. He joined AmeriCorps and is now serving
with Athletes in Service to America, where he tutors elementary students,
teaches conflict resolution and leads children in after-school sports. In
his spare time he serves with Big Brothers/Big Sisters and People Inc., a
group home for disabled people. His AmeriCorps experience this year will
prepare him for his next big challenge: getting a masters in education and
becoming a teacher.
Shelley Beal, 22, AmeriCorps and the Medically Under-Served, Salt Lake
City,
UT
The first member of her family to receive a college degree, Shelley's older
brothers couldn't understand why she would want to "volunteer" when she
could
start making some real money. Shelley's response to that is "It's better
to
be selfless than selfish." Shelly just started her AmeriCorps service,
where she and her colleagues provide direct health care services to
thousands
of at-risk people in the areas of immunization, homeless health, diabetes,
HIV/AIDS and reproductive health. Born and raised in Erie, PA, Shelly
learned the value of service from her father, who volunteered a lot of his
time helping the local high school softball team. She learned that when
you
do what you love - even in your spare time, you can really make a
difference
in your community. Shelley carried that sense of involvement with her to
Ohio State University, where she became chair of her dorm's community
service
program, organizing blood drives, planning an AIDS walk and sending care
packages to troops in Bosnia. Upon graduation she wasn't sure what she
wanted to do. When her roommate told her she was joining the Peace Corps,
Shelley's response was "Why go to Africa when there are people in the US
who
need help?" That was before she heard of AmeriCorps. Once Shelley learned
about AmeriCorps, she knew right away that was what she wanted to do. Says
Shelley, "I love the people in AmeriCorps because everyone here is serving
because that's what they want to to and chose to do - they care, they're
committed and they want to make people's lives better."
Tracy Breslin, 22, ReadBoston, Boston, MA
Tracy, a 1998 graduate of Cornell University, became an AmeriCorps member
because she deeply believes in helping children get a chance to succeed in
life. She received a Bachelor of Science with a concentration in human
development and family studies. She spent a semester abroad doing early
childhood work in Sweden. Tracy worked as an intern with the Ithaca Public
School District during her last year of college. She feels a deep
dedication
to service and has years of service experience. Tracy is serving with
ReadBoston in an after-school site promoting reading with elementary age
children. She will manage a tutoring program as well as work with
after-school program providers and parents to advocate for literacy.

to Service" recruitment campaign.
PURPOSE: To celebrate success of President's national service program by
focusing national attention on AmeriCorps passing its 100,000 member
milestone and to kick-off "Call to Service" - a national recruitment
campaign
designed to ensure AmeriCorps reaches 200,000 member mark by end of 2000.
BACKGROUND: President Clinton created AmeriCorps, the domestic Peace
Corps,
in 1993. Since then, more than 100,000 Americans have participated in
AmeriCorps - a tremendous achievement for the President and for the
national
service movement. (N.B. It took the Peace Corps more than two decades to
reach the 100,000-member mark.)
To call attention to success of AmeriCorps and to enhance our recruiting
efforts, we are launching a "Call to Service" - a national recruitment
drive
to ensure AmeriCorps reaches 200,000 members by the end of 2000. This
campaign includes a new television PSA produced by MTV, print advertising,
a
direct mail appeal to college seniors by former AmeriCorps members, as well
as a number of campus-based and other recruiting events throughout the
spring
and summer.
For the February kick-off event, the President could swear in 100
AmeriCorps
members who are serving locally as well as several members from the first
AmeriCorps class to represent the more than 100,000 who have served since
1994. The event would also include the unveiling the new MTV AmeriCorps
PSA.
PREVIOUS PARTICIPATION: Since his 1992 campaign, the President has
participated in number of high-profile AmeriCorps and national service
events
including the bill signing and the original AmeriCorps launch. Most
recently
the President served with AmeriCorps members on the Martin Luther King Day
of
Service in January 1998 and spoke to the City Year AmeriCorps Convention on
Idealism in Cleveland in June 1998. He was scheduled to participate in
event
marking AmeriCorps' 100,000 member on October 23, 1998, which was canceled
due to signing of Wye Plantation Peace Accord.
DATE/TIME: Week of February 8, 1999
DURATION: One to one and a half-hours
LOCATION: Our recommended site is Georgetown University, the President's
alma mater and site of one of his "new covenant" speeches in which he spoke
eloquently about the ethic of service. A college campus with an audience
of
young people is a excellent setting for the President to deliver a "call to
service" campaign asking young people to give a year of service to their
country. Alternatively, the event could be held in East Room as originally
planned. The White House venue has advantage of being convenient, but is
less
appropriate for recruitment message.
PARTICIPANTS: The President, Harris Wofford, selected Members of
Congress,
Administration officials including especially Mark Gearan, current and past
AmeriCorps members.
REMARKS REQUIRED: Yes. Major speech on national service, in the vein of
the President's campaign speech at Notre Dame in September 1992, his speech
at Rutgers unveiling the plan for AmeriCorps in 1993, and his speech at the
City Year/AmeriCorps conference in Cleveland in June 1997. Also lead the
AmeriCorps members, and others, in reciting the AmeriCorps pledge, as he
did
in Cleveland.
MEDIA COVERAGE: National media. Regional possibilities depending on
involvement of AmeriCorps members. Also, possibilities for strong focus on
college press.
PROPOSED ATTENDANCE: If at Georgetown University, a large student audience,

ALSO - FYI: The following Americorps site is the one that we have at the

Garfield Terrace Apartments - The Americorps is working with the DC
Housing Authority who is the sponsor for this long term project that will
get a head start from a burst of one-day energy by community volunteers.
Volunteers will do light carpentry work and painting of the hallways and
common areas throughout the building will take place, including a space
that will become a health center for the seniors living in the building.
The Garfield Terrace Senior Apartments are located at 2301 11th Street,
N.W. Volunteers report to the apartments at 9:00am for the morning shift
and work until 1:00pm. Afternoon volunteers will work from 1:00pm -
5:00pm. White House staff will also volunteer here.

Aaron Staats, age 19, from Warwick, NY has been a part of AmeriCorps*NCCC
since October 1997. He's currently a second year corps member in
Charleston,
SC.
This year he spent most of September through November helping Puerto Ricans
recover from the disaster wreaked by hurricane Georges.
"Some of the things that have stuck out the most in my mind down my path of
community service are a Puerto Rican woman's tears of joy at the
assistance I
was able to give her after a life threatening trauma, a homeowner's
gratitude
at the new paint my team and I applied to their house, and knowing that I
was
a factor in a youth's moment of understanding in their education. The
truth
is community service is nothing what I expected it to be, it is that and so
much more."
After High School, Aaron was torn between going to college or enlisting in
the Air Force, but ultimately decided to join AmeriCorps. After two years
in
AmeriCorps, he is more focused and now ready to pursue college education.
Interestingly enough, AmeriCorps has become a Staats family tradition of
sorts as his younger brother is a AmeriCorps member serving at the Denver

Notre Dame Mission Volunteers, Inc. and Project Hope in Dorchester, Mass.
Age 22
hometown: Seattle, Washington
A May 1998 graduate of Wellsley College with a degree in Cognitive Science,
22 year old Ashley Dumas always knew she wanted to spend her first year out
of college doing intensive community service work through an AmeriCorps
program. Her intense passion for social justice, a strong foundation from
her parents (her father is a commander in the Coast Guard, her mother is a
public school teacher) and years of catholic education led her to the Notre
Dame Mission Volunteers. She is currently serving at Project Hope in South
Boston, a shelter from single mothers, where she teaches GED classes while
also helping with the program's child care services and food pantry. But
at
the end of the day, Ashley's service doesn't end. Seeking a living
arrangement that would compliment her AmeriCorps service, Ashley
(voluntarily) lives in a house with 6 teens enrolled in A Better Chance, a
program that places at-risk youth in private and public schools so they may
have a better chance at graduating from High School and breaking away from
a
life of poverty. In exchange for room and board, Ashley tutors the girls
(ages 14-17) two hours each night, organizes weekend activities, and serves
as a positive role model and mentor. After her year of service, Ashley
hopes
to attend graduate programs for social work.
After a successful first term, Loc decided to extend his service for a
second
year. Today Loc serves full-time as a mentor to 8 teenage boys at San Luis
Obispo High School. They all are dealing with major risk issues including
academic failure, drug and alcohol abuse, criminal activity and low-
functioning families. Loc's ability to see potential and appreciate what
he's
been given has made him very successful at making connections with these
disenfranchised teens. Since serving in AmeriCorps, Loc has changed plans
from
going to medical school to getting a degree in education. He has become
passionate about working with youth and plans to become a teacher and
ultimately a high school principal. Says Loc, "Through the work of
AmeriCorps
this year, I have grown and matured in so many ways. AmeriCorps has given
me
a
vision of the future, of what I want to do with my life, and the importance
of
the community, working together to achieve a common goal."

Aaron Staats, age 19, from Warwick, NY has been a part of AmeriCorps*NCCC
since October 1997. He's currently a second year corps member in
Charleston,
SC.
This year he spent most of September through November helping Puerto Ricans
recover from the disaster wreaked by hurricane Georges.
"Some of the things that have stuck out the most in my mind down my path of

Interestingly enough, AmeriCorps has become a Staats family tradition of
sorts as his younger brother is a AmeriCorps member serving at the Denver
*NCCC campus this year.
Ashley Dumas

A May 1998 graduate of Wellsley College with a degree in Cognitive Science,
22 year old Ashley Dumas always knew she wanted to spend her first year out
of college doing intensive community service work through an AmeriCorps
program. Her intense passion for social justice, a strong foundation from
her parents (her father is a commander in the Coast Guard, her mother is a
public school teacher) and years of catholic education led her to the Notre
Dame Mission Volunteers. She is currently serving at Project Hope in South
Boston, a shelter from single mothers, where she teaches GED classes while
also helping with the program's child care services and food pantry. But
at
the end of the day, Ashley's service doesn't end. Seeking a living
arrangement that would compliment her AmeriCorps service, Ashley
(voluntarily) lives in a house with 6 teens enrolled in A Better Chance, a
program that places at-risk youth in private and public schools so they may
have a better chance at graduating from High School and breaking away from
a
life of poverty. In exchange for room and board, Ashley tutors the girls
(ages 14-17) two hours each night, organizes weekend activities, and serves
as a positive role model and mentor. After her year of service, Ashley
hopes
to attend graduate programs for social work.
After a successful first term, Loc decided to extend his service for a
second
year. Today Loc serves full-time as a mentor to 8 teenage boys at San Luis
Obispo High School. They all are dealing with major risk issues including
academic failure, drug and alcohol abuse, criminal activity and low-
functioning families. Loc's ability to see potential and appreciate what
he's
been given has made him very successful at making connections with these
disenfranchised teens. Since serving in AmeriCorps, Loc has changed plans
from
going to medical school to getting a degree in education. He has become
passionate about working with youth and plans to become a teacher and
ultimately a high school principal. Says Loc, "Through the work of
AmeriCorps
this year, I have grown and matured in so many ways. AmeriCorps has given
me
a
vision of the future, of what I want to do with my life, and the importance
of
the community, working together to achieve a common goal."

funding for CNCS in the 2000 budget. Under Tab "B" of that Lotus file is
a rack up of AmeriCorps participants by program.
You'll note that both tables include columns for 2001 and 2002. The
participation table shows the agreed upon increase for CNCS - - reaching
100,000 participants in 2002. The table showing budget authority does not
show a corresponding increase in 2001 and 2002 to finance the participant
increase. Across all agencies, the outyears have been flat lined The
flat line does not reflect a specific policy decision for CNCS, but rather
a government-wide decision regarding the outyears. The decision on spendin
g in the 2001 and 2002 budgets will be made when those budgets are
developed. In the meantime, our guidance is that we can discuss the
participant goal of reaching 100,000 AmeriCorps members in 2002, but not
the costs associated with that goal.

I'm so sorry I haven't gotten this information to you sooner. I was out
again yesterday in New York (Ed Cohen has started a new foundation working
to
help launch economic development efforts on native american reservations
and
I was there for a strategy day). I've been travelling too much this past
month. Anyway, I hope this info is helpful.
I've broken it down into 3 parts: some macro statistics from our first 10
years, our macro statistics from last year, and what the Bank Boston team
did
last year.
If there is anything else you need, or a question you have after reading
this, let me know. I'm in the office all of the rest of this week and can
turn something around immediately.

BankBoston Team-1997-98
Note: Bank Boston has been a business partner to the Josiah Quincy School
for
14 years; City Year is now in its third year of service at the Josiah

In total we served 1100 children in the Josiah Quincy School, 50 high
schoolers, and 547 adults, including 59 seniors
The Bank Boston team also engaged 345 individuals in service
The team provided 7714 hours of tutoring in reading and other subjects
Renovated 17 outdoor spaces
Assisted with 7 special events
Major accomplishments in 1997-98:
Corps members received training from ReadBoston as well as Reading Recovery
and provided regular tutoring to children in reading and other subjects. In
1998, the Quincy School received the highest scores in Boston in statewide
assessments, despite the large number of children whose native language is
not English, and City Year corps members can be seen as key contributors to
this success. The team is an integral part of the school's educational
strategy. Corps members tutor individual students, run small reading
groups
and develop whole school projects. The City Year Bank Boston team has
invested itself in the district goal of having every child reading at or
above grade level by the time they reach third grade.
In the fall of 1997, City Year corps members and Bank Boston employees
partnered on a series of 6 Chinatown Beautification projects which engaged
50
Bank Boston employees who worked alongside the 10 City Year Bank Boston
team
members.
The City Year team also created a geography service learning legacy project
involving all of the students and supported by teachers, community members,
and employees from BankBoston and other corporations. The team engaged all
900 children in the service of beautifying their school through this map
project, roof-top gardening and composting and recycling projects.
Participants painted a large scale map of the United States on the school
grounds and created educational games using the map. Teachers and corps
members developed curriculum units to reinforce learning about the
geography
of our country.
In Spring 1998, the City Year team, worked with students to design a new
school playground. In the Fall, under the leadership of new project
leader,
Tung Ha (a former corps member from 1996-97 who served on the first team to
be partnered with BankBoston at the Josiah Quincy School!), the team helped
move the building process forward through the Nike Corporation and KaBoom!.
The team also participated in the playground construction along with Nike
and KaBoom! employees, teachers, parents, other AmeriCorps organizations,
the
Boston Chinatown Neighborhood Committee, an after school program, and
community members, and employees from BankBoston.
BankBoston employees and corps members partnered to design and paint a
mural
for the school during City Year's annual Serve-a-thon.
In the summer of 1998, City Year worked with Bank Boston to design a team
sponsor plan that would allow for powerful service and the development of
City Year corps members. City Year program director, Lara Stone, and
Bank Boston Corporate Community Affairs staff person, Karen Stephenson,
created a model for Bank Boston's involvement. This year they have
introduced a committee approach to working with the team and have six
employees who regularly partner with the team. Bank Boston employees
participate actively in Serve-a-thon, the Legacy Project, Chinese New Year
and during student field trips. In addition, the employees run resume and
cover letter workshops for corps members, provide Internet and Web-site
creation trainings, and provide office space for trainings and retreats.

I think it looks good, though I think there's one thing that might need
clarification. The paragraph that touches on state commissions might need
a little more clarification not sure that even friendly democrats are
aware that 2/3 of the money gets distributed by governor-appointed
commissions anyway some clarification of what state commissions are
might be useful or you can leave that out altogether.
Aside from that, I think the numbers are very good (# of AmeriCorps
Members, etc.) and the message that this is a Clinton legacy is
communicated well.
Looks good! (I noted there were a few typos, but I'm assuming you're
speed-typing your way through this and someone somewhere along the line

Acknowledge:
For the past six years, I have said that AmeriCorps is one of my
proudest achievements as President. Derek, T.J., Leslie, Justin, Pepe,
you ,ve just shown us all why. You make America proud. You and your
fellow AmeriCorps members here and across the country -- are the reasons
why America is stronger than ever.
Today I want to talk to everyone here, those who are in AmeriCorps
and those who are still thinking about it -- about why it is important to
give more Americans the chance to serve through AmeriCorps.
I want you to remember what it was like when I first proposed
AmeriCorps more than seven years ago. Many of you were still in high
school -- or even elementary school. Back then, if you watched the news,
or read the paper, or listened closely to the talk at the dinner table,
you could tell that it was a time of doubt for America. Our economy was
troubled, our deficit high, our people divided. Too many neighborhoods
were falling prey to drugs and crime. Too many children were growing up
without parents, without hope. Some wondered whether America ,S best days
were already behind us. A book called &America, What Went Wrong? 8 was
at the top of the bestseller lists.
But I was confident that the heart and spirit of America were
still strong. Today, we ,ve earned the right to write a new bestseller,
&America, What Went Right! 8 We are living in the longest peacetime
economic expansion in American history. We have nearly 18 million new
jobs. We have the lowest peacetime unemployment remained since 1957
when your parents were kids or teenagers. Wages are rising at more than
twice the rate of inflation. Crime has fallen six years in a row. Our
welfare rolls are shrinking. More people live in homes they call their
own. We have opened the doors of college to all Americans -- making
student loans more affordable, expanding Pell Grants, creating new Hope
Scholarships and other tax deductions.
On my first day in office -- on the steps of the United States
Capitol -- I said that &there is nothing wrong with America that cannot
be cured with what is right with America. 8 And what was right with
America then, what is right with America now, is this: Our ethic of
citizen service. For more than 200 years, we the American people have
always believed in every citizen ,S duty to give something back to our
communities and to each other.
But over the past few decades, two competing visions of
government stifled this ethic of service. On one side were those who
believed that if there was problem, the best approach was to set up a
bureaucracy to solve it. On the other side, there were people who said
that government was the cause of all our problems -- and that the only way
to solve them was by citizens acting independently, and only in their own
interests.
I believed we needed to move beyond these two visions of
&something for nothing 8 and &everyone for himself 8 to a new ethic of
&mutual obligation. 8 Everyone -- government, the private sector, and
most importantly, every citizen, had to take responsibility and move
America forward. We needed to restore the spirit of service to America,
to make citizen service once again the experience and expectation of every
American.
And I believed that if we were going to rekindle the spirit of
service, we had to start with you, our young people. Throughout this
century, America has always found a way to bring the energy and idealism
of young people to the task of meeting each generation ,S greatest
challenges. During the Great Depression, President Roosevelt started the
Civilian Conservation Corps, and gave young people the chance to work
together and earn money clearing trails, fighting fires, planting trees in
our forests and range lands. They left behind a legacy of national and
state parks that we all enjoy to this day -- Appalachian Trail, Skyline
Drive in Virginia.
In the +60s, President Kennedy asked young people to serve
America by serving in the Peace Corps -- teaching English, providing
health care, bringing running water and electricity to some of the most
remote villages of Africa, Asia and South America. Many of my generation
who served in the Peace Corps came home with a greater sense of their duty
to their communities. Like Harris Wofford, like my HHS Sec. Donna
Shalala, they went on to become today ,S leaders.
I fought to create AmeriCorps in the same spirit of the Peace
Corps and the CCC -- to give your generation a new chance to serve
America and tackle the challenges of our time, to earn money for college,
and even, to gain the skills and inspiration to become the new leaders of
the 21st Century.
Now six years later, AmeriCorps is thriving. I travel around the
country often and everywhere I go, AmeriCorps members are hard at
work. Just last month, I met dozens of AmeriCorps members who were
working with the Red Cross and other organizations to help the families of
my home state of Arkansas rebuild in the wake of tornadoes.
I ask the people who are not in AmeriCorps to seek out the
AmeriCorps members and ask them share their experiences. Like Justin,
T.J., Derek, Leslie, and Pepe, they ,ve got powerful stories to tell: What
it ,S like to hear the pride in a student ,S voice when after months of
tutoring she can finally point to a book and say &l can read it myself 8
or to see the delight in a child ,S eyes as he climbs around on a
playground AmeriCorps helped reclaim from drug dealers.
As a boy, I went to an all-white school. I did not get to know
many children of different races. That was the law back then. But even
now, too often, we still don ,t get to know people who are different.
AmeriCorps can help us knock down the walls that still divide us. By
working side-by-side with fellow AmeriCorps members from all walks of
life, you learn that we all have much more in common than we thought; that
what matters most is not the color of your skin, but your ability to get
things done -- to hammer a nail, to teach a child to spell, to extend a
helping hand.
Now, we must give more of our young people the same opportunity
-- to serve and learn about America through AmeriCorps. That is why I
challenge you -- today ,S generation of young people -- to answer a new
Call to Service. Throughout this year, I will be working with Harris, the
First Lady, and my entire administration to recruit more and more young
people to make a difference through AmeriCorps. This fall, we can boost
the number of AmeriCorps members by one quarter to 50,000 members. And in
my new balanced budget, I plan to keep expanding AmeriCorps every year so
that by the year 2003, 100,000 young people will be serving at any given
time.
So I challenge all of you young people sign up for AmeriCorps. I
challenge you to see for yourselves what America ,S real problems are:
what keeps a child from learning to read or growing healthy or staying on
the right side of the law. Find out for yourselves what works and
doesn ,t work in solving these problems. And share them with your fellow
Americans.
I challenge the high schoolers in this audience to begin serving
their communities now. Service can be lifelong habit. In my balanced
budget, I am propose to allow high schoolers to join AmeriCorps -- by
serving part time during the school year and full time in the summers.
I challenge you to dedicate a year or two of your lives to a cause
that ,S larger than yourselves. You may be tired of old people like me
reminding you that you are living the most exciting times of your lives.
With more tomorrows ahead of you than behind you, so many of you have the
time, the freedom, the energy to tackle the work of AmeriCorps -- packing
your bag at a moment ,S notice to go fight a forest fire, or moving into
some of our most remote towns and Indian Reservations to teach children.
I challenge you to prove that your generation has not become a
generation of cynics and slackers, but a generation of patriots and
doers.
Have faith in your own power to change the world. When I was a
student in college, Robert F. Kennedy inspired so many of my generation to
follow our highest ideals. He told us that &each time a man stands up
for an ideal, or acts to improve the lot of others, or strikes out against
injustice, he sends forth a tiny ripple of hope, and crossing each other
from a million different centers of energy and daring, those ripples build
a current that can sweep down the mightiest walls of oppression and
resistance. 8
His words are still true today. Whether or not you work through
AmeriCorps, I ask you to send forth those ripples of hope. Together we
can build a mighty current that will carry us past our challenges into the
brighter future we all hope to live in.

Column Due February 16:
It appears that you may have two events scheduled this week ?.a Social
Security event with the President and a D.C. College Access event. We
wrote
about Social Security the week of the State of the Union, but there hasn ?t
been a column exclusively on the issue, particularly on the women ?s prong.
D.C. College Access is also a good topic for a column. Although it appears
to be a D.C. issue, it ?s a good opportunity to inform Americans about the
dismal state of the resident ?s of their nation ?s capital. Without such
an
education, many Americans outside of this area may react very negatively to
the bill. The bill could be ready to go up late the week of the 16th or
early the week of the 23rd.
Before these two events cropped up, we had hoped to do a column on the
Families Agenda Roundtable that you attended in NY on the 2nd. According
to
all who were there, the participants were so terrific, it wouldn ?t matter
that it ?s coming out now.
I think it would be timely to write about the end of the impeachment trial
and what it means for the administration and the nation. (All I have to
say
is, ?Yee-ha! ?) The column ?s a good time to reinforce the position that
now
we can get back to the work the people sent the President here to do. You
can write about how steadfast the American people have been, and how the
President has tried throughout to keep his focus on his work.

Miscellany
I met with Bob Barnett yesterday to talk about the column. He ?s very
disinclined to rock the boat. He ?s very high on Creators and thinks they
do
as good a job as anyone. He thinks it ?s fine for me to call local papers
when a specific column might appeal to them. He also thinks we could be
?punching up ? the column. His one example is the People Magazine flap.
He
thinks that would have made a terrific subject for the column. He thinks
it
would be a good idea to make a list of 5-6 unusual ideas, send them to
Creators and urge them to get the word out ahead of the time that you ?d be
writing on them. This seems a little tricky to me as it undercuts the
ability to be newsworthy.
My 2 cents: if you decide to run for NY Senate, I hope you ?ll make one
announcement in the column. Bob and I also talked about what impact a
Senate run would have on the column. He doesn ?t know what would happen.
The worst case is no one would run it. He thinks the foreign papers would
stick with it. Domestically, maybe, the New York Papers could be the only
ones inclined to drop it.

Apparently this is from the TV show Homocide on Friday evening:
the detective was reading through the resume of the suicide/murder
victim trying to figure out how someone with such a wonderful life would
commit suicide or be murdered, one of the attributes she read was
"AmeriCorps
volunteer.

anything about AmeriCorps' involvement. I believe the Asthma initiative
was put together by HHS and EPA and someone at one of those agencies may

As many of you know, Harris has worked extremely hard to develop strong
bi-partisan support for AmeriCorps. This prospecting for support is
time-consuming, and the results come slowly. Sometimes they come so
slowly
that one wonders if they are coming at all.
Well today we got a big break, one that Harris has been working on for a
long time. In a story in today's Columbus Dispatch, Rep. John Kasich said
that he has changed his mind about AmeriCorps, and that he would no longer
vote to eliminate the program.
Some time ago, Kasich visited the Harlem Peacemakers program and was
exceptionally impressed by the program. He was surprised to learn that
many
of the people working with the program were AmeriCorps members, and soon
thereafter told Harris that this experience was causing him to rethink his
view of AmeriCorps. Kasich then had a long session with Harris in which
he
learned more about AmeriCorps, and clearly seemed to be reconsidering his
position. Today's story shows that he has completed his decision-making
process.

Kasich reverses on AmeriCorps

MUSCATINE, Iowa -- When Rep. John R. Kasich visited an AmeriCorps office
Friday during a campaign stop for his presidential bid, he revealed that
he
has changed his mind about the federal program.
The Westerville Republican and House Budget Committee chairman said he
has
been transformed in recent months from a foe to a fan.
Kasich in the past joined many other Republicans trying unsuccessfully to
eliminate the Clinton administration program. AmeriCorps provides a
stipend
and educational scholarships to those who spend a year in public service
jobs.
Critics have said AmeriCorps isn't a true volunteer effort because
participants are paid. Some questioned whether the benefits are worth the
cost.
But AmeriCorps has stopped calling its participants volunteers, and
Kasich
said he has witnessed AmeriCorps making valuable public-service
contributions.
"I have seen them do some amazing things in Harlem
1 know that
AmeriCorps workers were involved in a number of the homeless programs,"
he
said. "I would like to spend some time trying to refocus pieces of it and
trying to make it more of a public/private situation, but I don't think I
would cast a vote anymore that would eliminate it."
Kasich said the program can be made more effective, "but they've done
some
really great work, and I'm impressed with them."
Tina Dunphy, a slightly surprised AmeriCorps project director who greeted
Kasich when he entered her storefront office in this eastern Iowa town,
said
20 "members" work here on such projects as tutoring and mentoring
elementary-school students.
Clinton has requested $585 million for AmeriCorps in his 2000 budget
proposal, a $113 million increase over current funding. The increase
would
add 20,000 participants to the program, for a total of 70,000. Clinton has
proposed funding 100,000 members in 2002.

Hi Shirley!
Welcome back from vacation. I hope you had a great time.
I'm writing to connect on our event request for the First Lady. We would
love to do something with her while she is in Boston for her Wellesley
re-union.
Ideally, Sunday, early afternoon, around 1:00 pm would work best for us --
although we can be flexible on the date and time.
We got our first $1 million commitment for our endowment last week! We
believe that if we could get a confirmation from the First Lady soon, we
can
definitely have $5 million in commitments by June for this event.
Our thinking is to do the event at Faneuil Hall, to have the entire City
Year
Boston and Rhode Island Corps there, as well as Service Partner and
Corporate
Champions. We'd like to use the event to honor some important City Year
champions with special 10th Anniversary Awards -- with the First Lady being
the key honoree. We'd also use the event to announce the launch of our
endowment.
We figure that Faneuil Hall would be a particularly historic and
appropriate
venue for the First Lady to connect Americorps to our country's founding
and
it's critical role in developing citizen leaders for our democracy. We
also
think that she could use the event to give a message about philanthropy in
the new millenium and the importance of endowing Americorps institution
like
City Year.
Ideally, we'd have the First Lady for 90 minutes if at all possible. 30
minutes for a private, pre-event reception with key City Year supporters
and
then 60 minutes for the event.
I'll call you in the next couple of days to follow up.
If there is any way we can get this confirmed relatively soon, that would
give us the push we need to put together a fabulous event and meet our
endowment goals.

Getting Things Done for America
On September 12, 1999, AmeriCorps will celebrate its fifth anniversary
having deployed more than 100,000 active duty citizens in service to their
communities. This anniversary will be a time to look back at our
accomplishments and to look forward to the potential of national service in
the future. It will be a time both to celebrate and to buckle down in a
burst of citizen service energy to get things done for America. And it
will
be a time honor our heroes and inspire, encourage, and deploy our heroes of
the future. All of AmeriCorps --- Alums, current members serving full and
part time, AmeriCorps* and corpsmembers of the AmeriCorps*NCCC,
members serving in their own communities and states and those who serve
neighbors from another part of our nation --- will join together across the
nation in an All* AmeriCorps weekend of celebration and of service.
There are four distinct components to the weekend. The first will be a
leadership forum that brings together the most creative and effective in
the
national service field to look forward to the next century of service. The
second is a new award that honors AmeriCorps members who are demonstrating
the highest achievement and ideals of the core principles of national
service getting things done, strengthening community, developing
participants, and building common ground. The third demonstrates the power
of service through a week/weekend of service projects in the four issue
areas of AmeriCorps --- education, public safety, human needs, and the

There is no better way to celebrate AmeriCorps than to roll up your sleeves
in a national service project. All across the country, AmeriCorps members,

helps meet needs in education, public safety, human needs, and the
environment. The service will be tied together by the theme of young
people as resources and focused around schools in under-resourced areas.
AmeriCorps members, alums and other volunteers will build playgrounds,
renovate classrooms, open technology labs, hold health screenings, enroll
students in afterschool programs, and sign up young volunteers for 100
hours
of service a year. The day also can be kicked off by local fundraisers,
such as a 5K All* AmeriCorps Run for the 5th Anniversary.

About the Leadership Forum:
If the strongest message we want to send is that of young people
serving , I would not begin with a forum of older people talking The
first images are likely to be enduring. Instead of people talking about
service, the first event should feature people actually doing something
, like the day of service -- or maybe ,if there needs to be an evening
event first, the awards. Second, if there is a forum, it should be more
Americorps-focussed, with topics includuing what we have learned from 5
years of service. And participants should include Americorps
graduates/leaders-- surely they have a lot to contribute. Maybe this is
the place for the 21st Century Service theme.
And speaking of the 2 st Century : by mid- September there is likely to
be even more interest in
the approaching Millennium. Many of the projects suggested in this memo
are "gifts to the future"--building/cleaning up parks and playgrounds, 100
hours of service etc. I don't know if this confuses or strengthens the
theme but it's worth keeping in mind.

I believe the annual day of service (Make a Difference Day) that our field
likes so much is at the end of this week. Many programs do their
swearing-in ceremonies on the Friday, and then fan out for a day of service
on the Saturday. With enough lead time, we can focus a very large block of

Hi Shirley,
Not sure if you remember me but we chatted some time back in Oct. I'm one
of the National Service Fellows at the Corporation. I'm working on a
project on how national service can contribute to welfare reform and how
this can be done in partnership with business.
I work with Ann Marie a bit since she is doing all this stuff on
collaboration within national service networks. I read through her notes
(Ann Marie takes extensive notes!) on your book and found a lot of it very
helpful. I'm not sure if it has come out yet or if it is still in
manuscript form but I was wondering if you would give me permission to look
at Ann Marie's copy. After looking over her notes, I would really benefit
from a full read. It seems that the book addresses the key issues that I'm
dealing with- creating partnerships with business!
Thanks for getting me in contact with Eli and his group back in Oct. I had
a meeting with him and Elisa and they have been wonderful!

As you probably know, Peter Hart is conducting focus groups as part of the
preparation for AmeriCorps' Fifth Anniversary celebration. On Thursday,

6th, Peter will hold two groups at The Farragut Building (900 17th Street,

consist of people who are "opinion leaders" or people Peter considers to be

Dear Shirley,
It seems like a couple of days ago that we were working on the selection
process, but this year's Fellows (who are first rate) are about to have
their final event on June 3 (Thursday). The plan is for each of the
Fellows
to participate on one of four panels that present on Service Learning and
Youth Service; Approaches to Innovative Programming; Furthering
Collaboration in National Service; and Creating Inclusion and Citizenship
in
Service. They will provide a brief synopsis of their projects and engage
in
some limited dialogue among themselves and/or with the audience. This
event
would begin at 9:15 and end at approximately 11:15.
The Fellows and your many friends here would be very honored if you would
be
able to serve as the Moderator for the event. We're focusing on an
internal
Corporation audience and view it as an opportunity to make a statement
about
the Fellows' creative and high quality contributions to our field. (In
addition to the general event, the Fellows will also be individually making
in-depth presentations within the Corporation and to associations and
others
in the area).
A draft of the program follows. If you are able to do this we will provide
you with additional information that we hope will make this a pleasant and
engaging experience for you.
Also, needless to say I'd be happy to talk this over with you (I'm at

It was nice seeing you, however briefly, at the National Press Club. It

Jeffrey Anderson, Ph.D. and Terry Pickeral, Ph.D., well known as service
learning activists and scholars, have conducted an analysis of common
challenges facing those seeking to integrate service-learning into teacher
education programs, coupled with successful strategies for overcoming those
impediments.
Stephanie Blackman, a former AmeriCorp* VISTA member, seeks to strengthen
the
service field through a better understanding of volunteering in the social
services by an under-represented gender. She has assessed factors that
increase male volunteering in service programs and offers concrete
approaches to overcoming barriers and designing programs that are
attractive
to males.
Rebecca Blumer, who served as an AmeriCorps Leader in Montana, has focused
on promoting citizenship among AmeriCorps members. She has created and
field-tested a manual and other training materials on citizenship for use
by
AmeriCorps programs.
Teresita Bolivar, inspired by an AmeriCorps* VISTA project in Puerto Rico
that brings together Foster Grandparents and juvenile offenders, has
developed a bi-lingual guide for communities on volunteer programs that
support juveniles who are incarcerated.
Sandy Heierbacher, a former AmeriCorps member, has produced a cutting edge
manual and a web site on interracial dialogue as a tool for creating
understanding and collaboration among the diversity of individuals involved
in national service programs.
Robert J. Keast has married his experience as a former AmeriCorps*\
member and recent London School of Economics graduate to focus on involving
community workers and business in a welfare-to-work partnerships. He has
produced a report and a manual on welfare-to-work, which is aimed in
particular at AmeriCorps programs.
Sam Quan Krueger, who was an arts administrator in New York City before his
Fellowship, has initiated an information exchange on arts in community
service programs. He has also prepared guidance materials to strengthen
connections between the arts and community service based on case interviews
conducted nationally during his outreach effort.
Helen K. Lowery, a rehabilitation counselor and authority on accommodations
for people with disabilities, has written and tested training materials on
inclusion of people with disabilities in AmeriCorps. Before her
Fellowship,
she served in a training and technical assistance capacity for a Disability
Demonstration Grant that increased knowledge of how to recruit and retain
people with disabilities in AmeriCorps.
Anne M. Ostberg has leveraged her extensive knowledge of the Corporation's
management and program environments to: (1) examine how the Internet is
being used as a tool to implement Unified State Plans, and (2) provide
resources to assist states in expanding their use of the Internet.
Lenore M. Parker, Ph.D., consultant and former faculty member at several
institutions of higher learning, has pursued her twin passions of service
and youth to create a comprehensive assessment of what can be done to
improve the ability of organizations to involve youth more
broadly in service.
Ann Marie Thomson, who is close to earning a Ph.D. at Indiana University -
Bloomington, has focused on inter-organizational collaborative networks
among AmeriCorps programs, including the nature and quality of those
networks, how they evolve, and how these findings can inform national
service policy.
LeVester Tubbs, E.D. on sabbatical as a Vice President of the University of
Central Florida during his Fellowship, has studied AmeriCorps recruitment
in
Florida and produced a model incorporating a variety of strategies and
techniques to enhance and diversify the applicant pool.

I hope all is going well over at the First Lady's Office.
Youth Service America is very interested in participating in next Monday's
White House conference on violence, education, and youth. Steve
Culbertson, YSA's CEO and President, is willing to attend.
Youth Service America and its network of 175 national affiliates are
working to highlight how involving youth in service to their community is
one of the most effective ways to "immunize" youth against the pressures
of social alienation, violence and negative behaviours while at the same
time strengthening their community and personal developmental assets. I
have attached a copy of a news advisory that we sent out to hundreds of
media outlets last week in an effort to focus on the importance of service
as a solution in the fight against youth violence. On Friday, we will be
participating with Attorney General Reno at the MTV Stand up Against
Violence event which will honor some of the young people we highlighted on

Awards.

Youth Service America Highlights Solutions For Curbing Youth Violence
The recent violent actions of a small number of young people are
creating a false perception of America-s youth. It was tragically ironic
that two youth in Littleton attacked their classmates just three days
after National Youth Service Day, an event that highlights the ongoing
contributions of millions of young people to their communities through
service. National Youth Service Day is one of the programs of Youth
Service America, whose 175 national affiliates provide millions of youth
with the opportunity to give back to their community through service and
at the same time foster the healthy development of themselves and their
communities.
Recent research and lessons learned from the work of YSA-s
affiliates with youth across America show:
? Youth service reduces youth violence and delinquency: A national study
found that young people involved in service are 50% less likely to commit
acts of vandalism, violence, or truancy, or to abuse alcohol and drugs.
? Youth service increases cultural understanding and tolerance: Young
volunteers report that they learn respect for others, and learn to
understand people who are different from them. These factors reduce the
sense of alienation that push some young people into negative behaviors.
? Youth service promotes civic engagement: Adults who did volunteer work
as youth, are three times more likely to vote, volunteer, and give to
charities as an adult. General Colin Powell and his America-s Promise
campaign highlights the opportunity for youth to give back to their
community through service as one of the five key resources that all young
people need for their healthy development.
? There is hope. Youth service is exploding across the US and is
becoming part of education reform: Youth service is up by 12% over the
past ten years. Nearly 60% of teens (13.3 million) volunteered an average
of 3.5 hours a week in 1996. The number of high school students involved
in service-learning courses increased 3,663% (from 81,000 to 2.9 million)
in the past fifteen years.
? A growing national infrastructure for youth service: This growth is the
result of the adoption of service-learning in thousands of school
districts and universities, the sharp growth in youth service programs
within community organizations, and the scaling up of AmeriCorps, Peace
Corps, and other service corps as an option for youth to give a year of
service.
Examples of the power of youth serving other youth to reduce violence:
? Peer to peer counseling: Ariel Fox, 16, works as the coordinator of the
Girls Advisory Board at the Empower program in Washington, DC. The GAB
empowers young women ages 14-18 by educating and training them on issues
of dating violence, sexual assualt, and unhealthy relationships. Ariel
was a recent winner of the MTV/YSA Violence Prevention Award.
? Teaching Peace: Eric Dawson, 24, founded and directs Peace Games, a
violence prevention and conflict resolution program in Boston. Nine
elementary schools welcome over 300 college volunteers each year to work
with thousands of students and their families to increase safety and build
tolerance. Eric also won the MTV/YSA Violence Prevention Award.
? Peer courts: Melvin Moore, 16, a junior at Banneker High School in
Washington, DC, helps run a peer court program at a local elementary
school. The program focuses on helping young students learn to resolve
their problems peacefully by teaching them conflict resolution and
mediation skills.
? Character Education: Courtney Thomas, 22, founded Character Kids!, a
character education program in Cumberland, MD. Thirty young volunteers
teach youth in low-income housing projects about the six pillars of
character development (respect, responsibility, trust, caring, citizenship
and fairness) through a mixture of role play, recreation, and mentorship.
? Service Learning: Jane Hammatt, a social worker at Malcolm Shabazz
High School in Madison, Wisconsin helps run a service learning initiative
called ?Education for Justice: The Mississippi Connectionó in which
students study the culture and struggles of some of the poortest counties
in Mississippi, and then take the students there to do
community-identified service projects as a means of building appreciation
for community development.
How to get youth involved: The main reason young people say they do not
volunteer more is that they have not been asked and don t know. People
can find volunteer opportunities in their area by visiting YSA-s website
www.SERVEnet.org, the nation=s first local database of volunteer
opportunities, or by calling the Points of Light Foundation-s
1-800-Volunteer, which can connect them to the nearest volunteer center in
their area.
Conclusion: Making community service the common experience and expectation
of all America~s youth can-t completely offset the influences of violence
in the media, easy access to guns by youth, or a lack of parental
guidance. However, it can and has been a proven and effective means to
help young people find meaning, self-esteem, connection, and acceptance at
this critical age, reducing the risks of isolation, alienation, and
violent behavior.

I just got back from State so thank you for reminding me about this -. I
agree with your concerns about language -- for example in Q4, "developing
a lifelong dedicaiton to community service " --what does that mean ? I
don't think real people talk like that -- but it is the only place where
service is mentioned. I think it's worth exploring whether workign
together with different kinds of people helps build a stronger country or
sense of community -- I would phrase it that way, not as end in itself --
I assumed that teh quesitns about young people/teenagers were meant to
connect with concerns post Littleon --but I may be reading too much into
it. Either way I don't see a quesiton about whether young people should
have more opportunities to connect in a values context --to be part
of something larger than themselves
So generally I would rather see more emphasis on trying out some messages
in this atmosphere --which is not going away by September, when school
reopens -- such as teaching reponsibility community and similar values
through service I think the Presdient's idea of teaching service as part
of citizenship may be worth testing. And 1 agree with the concerns you
raise about some of the questions being too much of a laundry list of
projects

Changing Americaûs Perception of Its Youth: A Working Group on National
and Community Service
There is a perception gap in America. According to a new Ad
Council/Public Agenda survey: Seventy-one percent of American adults
describe teenagers negatively, using words such as rude, irresponsible,
and wild. Most adults also believe today's youth face a crisis in their
values and morals. They look at teenagers with misgiving and trepidation,
and view them as undisciplined, disrespectful, and unfriendly
<www.publicagenda.com>. Yet research shows that today's youth are
volunteering at record high rates, and they also are more law abiding,
religious, and better educated than any generation in recent history.
Youth Service America invites you to join a special interactive dialogue
about this perception gap being held in conjunction with CYZYGY, City
Yearûs national gathering of young activists. Participants include: Bob
Wheelock, Senior Producer, Good Morning America/ABC News; Stephen
Friedman, Vice President of Public Affairs, MTV: Music Television; Linda
Vesper, NBC ; Andrei Cherny, Blueprint Magazine; Rob Bisi, Childrenûs

Blueprint Magazine Poll Shows Increase in Public Support for AmeriCorps
Blueprint Magazine, the quarterly publication for the Democratic
Leadership Council, devoted its Spring issue to civic action and the
responsibilities of citizenship. In the issue, results from a recent
public opinion poll show that Americans seek a heightened sense of
community and citizenship. By large numbers, people perceive that our
current society sacrifices community for the sake of individual, and
people say they would like to see a greater emphasis on community.
Americans also strongly support a joint public/private/nonprofit approach
to solving societal problems. Strong majorities favor AmeriCorps and
support its expansion when the program is explained to them. According
to the survey, 82 percent of Americans favor expanding AmeriCorps üso that
every young person that wants to serve can participate.ý To learn more

Add to Your Tool Box: Video on Youth Voices in Decision Making
At The Table is an exciting new two-part video of young people and adults
sharing first-hand experiences about serving together on boards and
councils. It debunks the myths about the ability of young people to
contribute to the decision-making process. In Part 1 of the series, young
people share the reasons why they have decided to serve their
organizations and communities. In Part 2, youth and adults share their
thoughts about how to create a board or council environment where
everyone participates. The video was developed by Community Partnerships
with Youth, the Center for Youth as Resources, the National 4-H Council,
Youth on Board, and the Youth Leadership Institute. For more information

Best Practice: Shackleton Schools Build One Leader at a Time
Founded in 1996, Shackleton Schools, Inc., is a nonprofit educational
venture based in Boston. The Schools target young men and women between
the ages of 14 and 16 who have struggled in traditional schools. In many
cases, these young people excel when their learning emerges from active
participation in a supportive learning community with exciting hands-on
experience. Students participate in a four-year residential program that
includes a 10-week summer apprenticeship. The curriculum has been
designed to prepare each student for a life of service. Each student is
trained to handle medical emergencies, build shelters, launch businesses,
search the Internet for answers, run effective meetings, manage a budget,
gain consensus, speak a foreign language, and deliver convincing
presentations. Much of the curriculum involves providing assistance to
others in need -- from aiding disaster relief efforts and conducting
search-and-rescue operations to forming local cooperatives and
volunteering in schools, hospitals, and small businesses.
Innovative Bicycling Projects Were Awarded at Youth Bike Summit
Innovative efforts to promote bike transit and bicycle safety were
highlighted during a press conference and awards ceremony at the U.S.
Capitol on Wednesday, May 5. The event was hosted by Earth Force to
celebrate the successes of its national campaign, Get Out Spoken! Earth
Force's Youth Advisory Board (YAB) capped the event by leading elementary
school children and members of Congress through a bicycle safety course,
demonstrating how neighborhoods can be made more bike friendly. "It's
wonderful -- the creative approach these youth are taking to help promote
bicycling," said Dr. Ricardo Martinez, Administrator of the National
Highway Traffic Safety Administration. Supporters of this event include
National Highway Traffic Safety Administration, Centers for Disease
Control and Prevention, Discover Magazine, The Robert Wood Johnson
Foundation, and The Pew Charitable Trusts.

I just wanted you to know that Mark Isaac, our Congressional director, has
received an inquiry about tonight's City Year/AmeriCorps event from Pete
Hoekstra's oversight committee. You may recall that last year the
oversight
committee sent a letter soon after CYZYGY asking about various questions
about the event such as who paid for jackets, why the President advocated
legislation (and actually seemed to ask City Year members to support these
efforts), and whether City Year members received service hours for
attending
the President's speech.
We will tell the oversight guys when and where the event is, and we will be
prepared to answer questions about it, but I thought you and your
colleagues
might want to know this.

Star Corps, No Menace Here

What in the world would any rational person have against
AmeriCorps, the
organization that wants to do at home what the Peace
Corps
does abroad?
Generation X is supposed to be a selfish, soulless group,
fixated on the
bottom line and instant gratification. It is true that in
some neighborhoods
like mine, hundreds of future leaders are camping on the
sidewalk to see
"Star Wars, Episode 1." But thousands of others are
working for peanuts
to help people who need help. AmeriCorps volunteers are
making life
easier for citizens who had no reason to think anyone
cared about them.
AmeriCorps volunteers are building playgrounds,
landscaping rundown
schoolyards. They drive sick people to the doctor.
They'll
do what needs
to be done, including tying somebody's shoes. Forty
thousand people
across the country are pitching in.
They dissolve racial barriers, try to persuade the
homeless that all is not
lost. For this, they receive $4,700 a year, and after two
years of
community service, they get a bonus of $4,700, a sum a
young Wall Street
trader would sneer at.
Peace Corps volunteers who do similar jobs in Third World
countries are
treated royally. They jump to the head of the line when
jobs or university
entrance is the issue. Congress wouldn't dream of
cutting
their
appropriations. When retiring Peace Corps Director Mark
Gearan
appears before a committee, he is treated with respect.
But when Harris
Wofford, director of AmeriCorps, shows up, "I am
heckled,"
he says.
Wofford gets static about "paid volunteers"--as if the
Peace Corps people
didn't get a stipend of $200 a month for living in mud
huts and eating the
local cuisine. Wofford is philosophical about the
unequal
treatment he gets.
He was present at the creation of the Peace Corps in
1961,
and he noticed
that it acquired its great cachet after John F. Kennedy's
assassination.
Today's critics hate to give President Clinton a
Kennedy-type legacy.
He has proceeded with monumental tact to smooth
Republican
hackles.
They rail against all government programs, and he has
braided AmeriCorps
projects into those of non-governmental organizations
that
are pursuing the
same ends. They cooperate with some 700 groups--Habitat
for Humanity,
City Year and almost countless corporations that are
introducing their
employees to the once exotic notion of getting your kicks
out of helping the
down and out with literacy, housing and job training.
Two years ago, Sen. Jeff Sessions (R-Ala.) moved to take
$30 million
from the AmeriCorps budget and transfer it to the space
program. The
Senate beat him by 21 votes and Wofford thinks the worst
of the
opposition is over. It isn't just that Republicans have
finally noticed that
AmeriCorps is popular in their home states and that
Republican governors
are becoming fans one by one. Rep. John Kasich of Ohio, a
Republican
presidential candidate, is a convert. He writes a rapture
in his campaign
book.
Last week, City Year, a highly successful Boston project,
held a big
assembly at Howard University, at which Colin Powell
spoke
about
volunteerism. All over Washington, AmeriCorps projects
were on display.
At Trinity College, a number of AmeriCorps volunteers
were
doing their
usual day of helping high school dropouts to get their
General Equivalency
Diploma. They don't just like their work, they love it.
Littleton and its cliques and guns seemed a long way
away.
So did the
round-the-clock lines for the latest "Star Wars" movie.
They don't care that
the Peace Corps gets the glory or that their classmates
are up to their
armpits in dividends. "I'd rather make a difference,"
said
a pretty girl just
out of Ohio University.

Hi Shirley,
We have spoken a few times in the past. I am currently managing a new
venture philanthropy fund called the New Schools Venture Fund (I
previously started an AmeriCorps program called BAYAC, & was on
founding team at Teach For America) In addition to learning a little
bit from Vanessa Kirsch about the White House conference on
philanthropy, Clara Shin suggested I get in touch, because I have been
helping her pull together a panel on venture philanthropy for the White
House Fellows trip to SF.
I would be interested in learning more about what you are working on,
and sharing with you what we are trying to do with New Schools. In a
nutshell: we are a non profit venture philanthropy fund founded by John
Doerr and Brook Byers who are venture capitalists at Kleiner Perkins
Caufield and Byers. Our donor-investors are technology venture
capitalists and technology entrepreneurs like Jim Barksdale and Reed
Hastings.
Our mission is to support education entrepreneurs who are trying to
improve public K-12 education, both through a hands-on relationship with
a specific portfolio of "ventures," and by building the field of
education entrepreneurship as a whole (this includes things like hosting
a monthly discussion group of education entrepreneurs, hosting a
conference in the fall and a web site to connect resources, etc). We
have one non profit grant, one non profit low interest loan, and one
equity investment in our "portfolio" to date. We have an interesting
approach, which I think might be a worthwhile perspective to include in
the dialogue you are bringing together.
I'd be happy to share more with you if you think it would be
worthwhile. And, in any case, I'd like to find some time to talk with
you about your perspectives on the real leverage points for public
educational improvement, given the kinds of efforts you worked with in
your last education related project.

The Hart poll will be divided into multiple subgroups, "probably as many
as 30 or 40." Sorry I didn't have the answer to that earlier. It will
be broken down by just about every conceivable subgroup that would be
