Q:
By denying Gov. Bush the keys to the transition office, aren't
you taking sides and favoring Al Gore?
A: No. The decision regarding whether the presidential contest has been
decided is governed by federal law, and the counsel for the GSA has
determined that, under the law, neither candidate qualifies to be
considered the President-elect. That is also the view of the Department
of Justice as well (check).
Q: But aren't these agencies run by Clinton appointees?
A: No matter who appoints people to run the agencies of government,
everyone must act according to the law of the land. That is what we have
done here.
Q: Dick Cheney cites the same law in saying they do deserve access to
these funds and offices.
A: The GSA and the Department of Justice, respectfully, disagree. And I
believe most of the American people, who understand that this is a
contested election, also recognize that there is, as yet, no clear
winner. We will know that in the very near future. In the meantime, we
must respect the law and abide by it.
Q: But isn't time ticking by? By keeping Gov. Bush and his team away
from the resources they need, don't you risk hobbling his ability to
transition effectively into office?
A: No. We are willing to work with both the Bush and the Gore teams as
they deal with transition matters. We do have a lot of expertise and
we're willing to share it. We also want to make sure that both Governor
Bush and Vice President Gore have the kind of national security briefings
they deserve in this time of transition. I will also note that there is
much work that can be done by both teams without regard to having office
space or funds from the transition account. (For most of our nation's
history, there was no such thing as a federally sponsored transition
office or funds -- CHECK THIS POINT). I have no doubt that Gov. Bush or
Vice President Gore will have ample opportunity to put together their
administration and hit the ground running.
Q: But Gov. Bush is from the party currently out of power. Doesn't he
have more to do than Vice President Gore?
A: I do not see that as a major issue here. whoever becomes the next
President, they will be bringing thousands of new people into government.
A newly elected administration is a wholly new administration, regardless
of whether there is a change of party. The challenges remain largely the
same.
Q: But hasn't much time already been lost? It's been three weeks now.
A: I think the record will show that one side was in favor of expediting
the recount, and the other side took numerous legal steps in court, and
