SUBJECT:
Request for Special Air Missions Aircraft
Ambassador Strobe Talbott, Ambassador at Large and Special
Advisor to the Secretary of State on the New Independent States,
and NSC Senior Director Toby Gati will lead a U.S. delegation to
Russia, Ukraine, Azerbaijan, Armenia and Estonia for
consultations with government officials, May 9 - 15.
The delegation plans to fly commercially to Frankfurt and return
to Washington. However, due to the inadequate and unreliable
commercial air service in the region, the Department of State has
requested that in-theatre aircraft be provided for the delegation
from Frankfurt to Moscow, Yekaterinburg, Kiev, Baku, Yerevan,
Tallinn and return to Frankfurt. State Department has also
requested that this be designated a Presidential mission and that
a special air missions aircraft be provided on non-reimbursable
basis. The NSC staff supports this request.

Subject: Request for Military Aircraft for Trip of Ambassador
Strobe Talbott and NSC Senior Director Toby Gati to
Moscow, Yekaterinburg, Kiev, Baku, Yerevan, and
Tallinn
In support of the President's foreign policy, Ambassador
Strobe Talbott and NSC Senior Director Toby Gati will lead a
U.S. delegation for consultations with officials of the Russian
Federation, Ukraine, Azerbaijan, Armenia, and Estonia.
Ambassador Talbott, NSC Senior Director Gati, and six to eight
other persons, including representatives of other U.S.
government agencies, plan to depart Washington on Sunday,
May 9. The party plans to visit Moscow, Yekaterinburg, Kiev,
Yerevan, Baku, and Tallinn, before returning to Washington on
or about Saturday, May 15.
In his capacity as Ambassador at Large and Special Advisor
to the Secretary of State on the New Independent States,
Ambassador Talbott is responsible for formulating the
Administration's policies regarding the states of the former
Soviet Union. During this trip, he plans to meet with ranking
host government and U.S. embassy officials, in order to assess
political and economic conditions and consider policy
alternatives.
We request that this be designated a Presidential mission,
and that a special air missions aircraft be provided, on a
non-reimbursable basis, for the party's travel.

This request for a military aircraft is necessitated by
inadequate and unreliable commercial air service in the region,
which would make it impossible for Ambassador Talbott and his
party otherwise to complete its mission in the time available.

and June. We will request designation of these missions as
Presidential missions separately.
