WASHINGTON (AP) - The Federal Communications Commission is proposing rules
to encourage phone and wireless carriers to expand their services to
underserved areas, particularly Native American reservations.
In the agency's first focused study of the problem, the commission was
scheduled to offer a proposal Thursday that would set aside additional
federal funds as incentives for carriers to build out telecommunications
services to reservations. It could also help low-income consumers pay for
those services, officials said.
