FYI: 10/24 is the anniversary of the date FLSA (and the minimum wage) went into
effect. FLSA is the Fair Labor Standards Act of 1938 - - and is very important
to AFL-CIO. The President's work to raise hte minimum wage is impressive & i
mportant to them, and the 10/24 anniversary might be a nice tie-in. I'm sure
you also know of Steve Rosenthal at the Labor Dept. as a resource for this kind

Rural rollout:
1.
Disseminated the rural document to over 30 senior
and labor groups, 27 Medicaid groups, over 75
national rural groups, and the 50 state rural
health offices.
2.
Rural hospital conference call with six rural
hospital included press conference and rural health
forums at each of the six hospitals to emphasize
the devastating impact of hte GOP cuts (total press
report yet to come).
3.
The following states provided statewide press
coverage and activities on behalf of the rural
conference call: Florida, California, Iowa,
Missouri, New York, Vermont, Wisconsin, and
Minnesota.

AMA reaction:
1. Worked with Citizens Action, the National Council of
Senior Citizens, and the National Committee to Preserve
Social Security and Medicare to release statements
responding to the AMA action.
2. In addition, the Am. College of Physician, and Am.
Academy of Pediatrics offered to be available for press
calls to on their opposition to AMA action.
3. And finally, we met with several phsyicians and
hospital groups (led by the Am. College of physicians) to
discuss their holding a press conference this week in
opposition to the GOP cuts and to show that the AMA and AHA
do not speak for all physician and hospital groups.

Continued Group Activity:
1. Nat. Council of Senior Citizens will hold a regional
conference on Medicare adn Medicaid in Orlando on Tuesday.
2. Save Our Security and AFL-CIO will sponsor a Medicare

hearing in Ft. Lauderdale on Tuesday with Sen. Graham.
3. Disabilities Groups will hold candelight vigil on
October 18 at 7:00pm at the Capitol to show opposition to
the Medicaid and Medicare cuts.
Medicare/Medicaid Ads:
1.Am. Academy of Pediatrics and Nat. Assn., of Children's
Hospitals began a print ad campaign.
2. Save America's Families Coalition (AFSCME and NCSC) have
announced their plan to fund another $750,000 in TV ads
opposing medicaid/medicare.
3. AARP began their Medicaid print ads.
4. Am. Hospital Assn. is prepared to begin Medicaid ads.
Policy meetings:
1. Chris Jennings, Jack Ebeler, Jennifer Klein and I met
with the American Hospital Assn to discuss Democratic
options - they remain convinced the GOP proposals serve
them better.
2. Nancy Ann Min, Chris Jennings and I met with the
Federation of Am. Health Systems (for-profit hospitals) to
discuss policy options, but they remain convinced the GOP
proposals serve them better.
3. Met with the New York Hospitals who oppose the GOP
Medicare/Medicaid proposals and are public attack efforts.
4. Met with Western Dental, a primary care dental group in
California who oppose the GOP Medicaid proposal - talked
about their opposition activities.
Children's Week:
Talked with several children's groups about potential ideas
for a week to focus on children (week of 23rd) and about
their data and impact numbers. CDF is sending their
material which is already broken down state by state.

vis a vis GOP cuts from Labor have been used by Sec's Brown,
Reich, and Rubin. Some of its more colorful language have been
quoted in the press (ie. "wolf in sheep's clothing).

Opening the Labor Movement to Women and Minorities
NEW YORK (AP) John Sweeney learned about diversity at his
working-class parochial school nearly 50 years ago. Students were
seated in alphabetical order, and the Arthur Sweeney next to him
was black.
``I didn't have to go too far to appreciate civil rights and all
the equality issues, Sweeney said. ``One Sweeney was as good as
another.
Sweeney and incumbent AFL-CIO President Thomas Donahue are
locked in a bitter fight to control the 13.3 million-member
federation this week. But there's no argument between these
60-something white males about the need to involve more women and
minorities in the labor movement.
Convention delegates began taking up several proposals Wednesday
aimed at getting blacks, Latinos and women involved at all levels
of the federation.
``If we don't come out of this convention with a solid
expression of diversity, with some ways of showing the faces of our
membership at the highest levels of the governance of the AFL-CIO,
we will have failed, said Sweeney, president of the Service
Employees International Union, the federation's third-largest
union, with more than 1 million members.
The federation hierarchy traditionally has been a bastion of
older white males who dealt with internal politics privately. But
there's nothing traditional about this year's convention.
``To restore this federation to its rightful place at the center
of national life and destiny, we must make the right choices
today, Donahue said. We must build a movement that's broadly
reflective of the work force, and serves their interests always.
Of the federation's 78 affiliated unions, only three,
representing professional athletes, school administrators and
government employees, are led by black men. Just two, representing
flight attendants and retail workers, are led by women.
Two of the black men are on the federation's 35-member executive
council. Three women, including one black and one Hispanic, serve
on the council.
One of the proposals being discussed would increase the
executive council by six seats that would be designated for women
and minorities.
Others would expand the executive council to all 78 affiliated
unions, and use some of the extra seats to ensure that the council
adequately represented the diversity of their workers.
Sweeney wants to create a new position, executive vice
president, and give it to Linda Chavez-Thompson, who is running in
the third slot on his ticket. Donahue chose a woman, Barbara
Easterling, as his secretary-treasurer.

tokenism, and that if Sweeney were sincere about diversity he would
have chosen a woman or a minority, instead of United Mine Workers
President Rich Trumka, to run for the No. 2 slot on his ticket.
``We really wanted to clearly show that we were committed to
establishing this third officer, not only for the outreach, but
also to reflect the diversity of the federation, Sweeney said in
reply.
Union officials recognize they must organize more women and
minorities if organized labor is to have any chance of gaining more
influence.
According to the Bureau of Labor Statistics, the number of women
age 16 and older in the work force grew from about 40 million to 51
million between 1983 and 1994, but the percentage of women who were
union members dropped from 14.6 percent to 12.9 percent.
Black and Hispanic workers over 16 years old numbered 13.8
million in 1983 and 22.2 million in 1994. Union membership among
blacks and Hispanics dropped from 24.1 percent to 17.4 percent
during the same period.
Lenore Miller, president of the 75, 000-member Retail, Wholesale
and Department Store Union, said fighting for issues such as child
care `will bring people into the movement.
John Sturdivant, president of the 153, 000-member American
Federation of Government Employees, who is black, said training
minorities to be effective labor leaders at the local level is as
important as opening up the federation's top ranks.
``As they develop those skills and abilities, there will be less
opposition to electing them to top positions, he said.
Sturdivant says he needs to recruit 35,000 new union members
each year to maintain membership rolls, SO reaching out to
minorities is ``a survival issue. Having representatives who are
women and minorities helps.
``It helps if you send people to do the organizing who look like
the people you're trying to organize, he said.

On Monday, October 30 (next week) the AFL-CIO and senior groups
have put together another one of their Medicare/Medicaid hearings
in Atlanta, GA from 10 -12 noon.
As you know they have been putting these together for three months
and have generated a good amount of regional press when they
happen. With each event they have asked for a cabinet secretary,
and as you may recall we have not been successful (I have not
been able to get someone since early August, and their most recent
one was in Miami Florida, a great location, but I could not get
anyone to go [despite your call to Reich, Erskine] )
I have asked cabinet affairs to put a priority on getting someone
to the atlanta event on Monday, and suggested either Reno or Jamie
Gorelick to focus on Fraud and Abuse (since Gingrich is
particularly vulnerable on this issue).
Cabinet affairs (Ann Maguire) has asked me whether this is a budget group
priority and I have told them that it was - it would help if any
or all of you could add your support to my effort, so that Cabinet
affairs indeed knows this is a priority.

Thank you for your recent letter on the importance of providing
worker protections as part of welfare reform. I agree that
welfare reform is about helping people to work their way out of
poverty, not pitting low-income workers off against one another.
As you know, the welfare reform legislation I sent Congress
last year, the Work and Responsibility Act of 1994, included
strong provisions to prevent displacement. My Administration
will make every effort to ensure that the House-Senate welfare
reform conference incorporates and strengthens the anti-
displacement protections in the Senate-passed bill.
My Administration is also concerned that there be safeguards
to ensure program integrity and accountability for federal
funds. We would support stronger measures to guard against
possible program abuses, including audits of nongovernmental
organizations, provisions to safeguard confidentiality, and
provisions for competitive bidding.
Secretary Shalala has made these concerns clear
in her views letter to the House and Senate welfare reform
conferees. We look forward to working with you to see that the
conference produces the best possible bill with respect to these
and other areas of mutual concern.

begun charging individuals for the calls they place on that line. If
students or others plan on using it for call-ins, they may want to consider

use for a limited time. Students and others should try them before using

There are a few issues the AFL-CIO needs answers to today. Could
you please run these by Harold and get back to me before you guys
leave. Thanks.

Sweeney wants to meet with Harold and Leon, face to face,
this week on the upcoming budget negotiations. He stressed the
"this week" part. Does Harold want to do this? Should I go ahead
and schedule with Jen? Does Harold want it to be someone other
than Leon (i.e. Rivlin, Tyson, etc?). I should let them know by
the end of the day if this can happen this week, or if it needs to
be next week or if it needs to be with other people.
2.
The AFL is TODAY making final decisions on their activities
for the endgame of this budget stuff. Jerry is going to walk me
through it. I assume it will involve advertisements, grassroots
activities, etc. Who should I check this plan with in the WH?
Does Harold want to be in on it? McCurry? Sperling? Sosnik?
3.
The AFL needs this week to decide whether to have merely an
Executive Council meeting in January, or a whole Board meeting.
They need to have one or the other and need to decide which. They
will only have the EC meeting (which is smaller) unless we agree
that it would be good for them to endorse in January. If so, they
would have a full board meeting in January and endorse then. So
the question for us, is when do we want an AFL endorsement -- and
we need to let them know SO they can mail the right invitations
out to their January meeting.
If Harold knows already the answer, please e-mail me back.
Otherwise, let me know who I should check with who should be the
decisionmakers on this question.

AFL-CIO and POTUS. Harold asked me yesterday to draft a
note to the President to ask when he wants to have the AFL-CIO
endorsement. I did that and figured I could go over it with him
earlier today. I thought that would mean I could then deliver it
to Staff Secretary and be done with it. As it is getting late, I
will have Daniel walk it over to him and won't wait to discuss it
with him. The decision needs to be made as soon as possible, so
please have him look at it and get it to the President today.

The other issue which is not critical to a particular time
today, but which has been languishing since Friday is the unions
and delegate selection. I need to go over with him the list of
meetings he wants to personally participate in. I gave him the
list that we collectively should participate in prior to his
Sweeney meeting. But I need to know if he wants to do them all or
if Jeff Forbes, Doug and I can do some alone. It's a lot of
meetings.
Yes, I did discuss it with Rosenthal. I think Harold will
disagree with his advice.

WHITE HOUSE WEIGHS VETO OF NHS BILL, BUT CLINTON STILL EXPECTED TO SIGN
Although some administration officials have reportedly been urging a veto
of the National Highway System bill, President Clinton appeared likely Nov. 27
to sign the measure into law soon, thereby freeing up billions in highway
construction funds.
While the administration remains concerned about the legislation's repeal
of the federal speed limit and other highway safety laws, officials said late
in the day that Clinton may sign the bill (S 440) as early as Nov. 28 in order
for the funds to begin flowing to the states.
With the deadline for enacting the bill already two months old, the White
House is under pressure to approve the legislation and allow FY 1996 funds for
the NHS and the interstate highway system to become available to the states.
But officials also have been lobbied in recent days to veto the bill in order
to prevent the safety law repeals from going into effect.
Key administration officials met at the White House Nov. 27 to discuss
the fate of the bill, including Federal Highway Administrator Rodney Slater,
who earlier urged quick enactment of the bill. Although others raised concerns
about the impact of the safety provisions, following the meeting officials
were more optimistic that the president ultimately would sign the legislation,
possibly before leaving late Nov. 28 for a European trip.
The president was urged Nov. 27 by numerous transportation industry
groups to sign the bill, with the Keep America Moving coalition saying in a
letter that the delay the enacting the NHS has caused several states to put
off highway projects because of insufficient funds. Those delays translate
into lost jobs and a growing backlog of highway safety projects, the

coalition said in the letter.
Repeal Of Speed Limit Under Attack
While the legislation remains on hold, states cannot receive any of
their FY 1996 NHS or interstate maintenance funds. The funds have been
withheld since Congress missed the Sept. 30 deadline for designating the
priority road system.
Although earlier the administration expressed support for the bill, in
more recent days it raised concerns about the bill's repeal of the federal
speed limit, as well as other provisions to abolish the program that
encourages states to enact mandatory motorcycle helmet laws. The
administration has also been under pressure from highway safety and insurance
industry groups to veto the bill, with safety advocates saying that the bill
could result in thousands of additional highway deaths and injuries ( 226
DER A-19, 11/24/95 )
Since it appeared likely that Congress this year would endorse repealing
the 20-year-old federal speed limit, several states have taken steps to allow
higher limits. Many are poised to increase maximum speeds to 70 m.p.h. or
higher.
Addition criticism was lodged recently by the International Brotherhood
of Teamsters AFL-CIO, which called on the White House Nov. 21 to veto the NHS
bill. In particular, the union raised concerns about the bill's provisions
that could exempt nearly two million trucks or 40 percent of all commercial
motor vehicles from federal safety rules. The vehicles that would be
affected by the provision are small and medium size trucks weighing between
10,000 and 26,000 pounds.
Highway Groups Respond To Criticisms
Fearing that the bill was endangered by the various urgings for a
presidential veto, highway groups then mounted their own lobbying campaign,
calling on Clinton to sign the measure quickly.
In the Nov. 27 letter, KAM officials said the legislation has broad
bipartisan support on Capitol Hill, suggesting that a presidential veto might
be easily overriden. Among other things, S 440 was approved 80-16 in the
Senate. In the House, it was approved by unanimous consent after little
debate.
The coalition said the NHS actually could save lives because it will
result in lane widening, clear zone enhancements, improved road alignments and
other improvements that cut down on accidents.
Since the Sept. 30 deadline was missed, $5.2 billion in FY 1996 funds
have been withheld from the states, KAM said. During those eight weeks,
several states have delayed bid-lettings, causing projects to be put off and
jobs to be lost, it said.
Among the groups signing the letter to Clinton were the American Trucking
Associations, the Associated General Contractors, the Highway Users
Federation, and the U.S. Chamber of Commerce.
Meanwhile, other groups also called on the president to sign the bill,
with the American Road & Transportation Builders Association saying in a Nov.
27 letter that freeing up the NHS funds is crucial to current and future
employment in the construction industry. NHS funds also are key to designing
and building safety improvements into the nation's most heavily traveled

Fred Feinstein, the General Counsel of the NLRB, came to see
Harold earlier this week. He laid out the devastating cuts the
House gave the NLRB, and the basic impossibility of carrying out
the NLRB's statutory mandates if the Senate and/or the President
doesn't restore the funding. He also talked about some riders
that would limit the NLRB's ability to issue injunctions. I
gather all of these provisions are on the Labor-HHS approps bill.
Separately, the AFL-CIO has been in to talk about their important
issues, and the NLRB's funds and riders always come up. These
issues were on a list given to Leon and Harold when John Sweeney
came in to see them this past Tuesday.
Could you let me know what our administration position is on the
NLRB cuts specifically: are we pushing for full restoration?
Would it be on the list of reasons we veto the bill? Where does
this issue rank? What's your prognosis for where the NLRB will
land at the end of the day? Also - - is there a particular person
on your staff I can check in with periodically to see where this
is?

Department - they are working with START to address rail labor
concerns with the ICC bill. In his view they have "at least" 200
votes in the House. I asked him how they would get around
membership's fear of voting against "the elimination of an
agency," and he said this would be a "labor vote." A vote for the
conference report would be viewed as "anti-labor."
They want the current law labor protection levels. Barring that,
they want the Whitfield levels. While they "wouldn't object" to
our pushing for merger review standards changes and elimination of
anti-trust immunities, and the wasteful board, those issues will
not be their focus.
However, it is uncertain how they could get current law given that
Congressmen Whitfield and Quinn have both rejected current law as
a suitable outcome.
I'll let you know what I learn as the day wears on. I am going to
try to get a hold of a copy of the conference bill (400 pages) and
report (100 pages).

I'm on Harold Ickes' staff and handle labor issues for him. He
received a letter from the Metropolitan Washington Council of the
AFL-CIO asking him to help set up a meeting between organized
labor and Andrew Brimmer and other members of the Control Bd. The
unions allege that there is arbitrary treatment of union workers
in the DC govt, and, apparently, Brimmer won't meet with them.
If it is appropriate, Harold would like to be helpful. The unions
asked him to pull everyone in here for a meeting. I doubt that
makes sense since he is not involved in any of these issues. But
perhaps we could get them together independently, or perhaps you
(or someone else here) are the right person to convene such a
meeting.

the Arkansas AFL-CIO. Bill Becker was re-elected last July amid
allegations of voter irregularities. The sense is that Becker may
not be able to withstand a new election. His challenger is Alan
Hughes of Ashdown with the Paperworkers and is running on a
platform of more cooperation and less confrontation with other
organized interests in the state.

OREGON SENATE RACE
The race appears to be tight between Ron Wyden (D) and Gordon
Smith (R). Wyden tracking polls at the end of last week showing
the two candidates even at 39%.
Wyden and Smith have agreed to two televised debates to be held
later this month. The first debate is scheduled for January 7
and will take place in Medford, Oregon. The second debate will
be held in Portland on January 14. Both debates will be
televised to a statewide audience. A possible third debate,
hosted by the Portland City Club tentatively scheduled for
January 5 has been put on hold due to Rep. Wyden's congressional
schedule in D.C.
The National Republican Senatorial Campaign Committee (NRSCC)
filed a federal election complaint last week alleging that labor
and abortion rights groups are planning to mount illegal
campaigns on behalf of Wyden. The NRSCC has accused the AFL

-CIO
and the National Abortion and Reproductive Rights Action League
(NARAL) of planning to spend large amounts of money on
independent campaigns to support Wyden. The complaint also
charges that because Wyden's campaign manager, Amy Chapman, has
strong ties to organized labor, any spending by the AFL
[]
-CIO on
behalf of Wyden should be considered illegal. The Wyden campaign
has called the allegation by the NRSCC "totally false."
Retiring Senator Mark Hatfield (R) endorsed Smith in a television
ad aired during the Christmas holidays. The endorsement comes as
somewhat of a surprise, since Smith had been severely critical of

Hatfield for casting the decisive Senate vote against a balanced
budget amendment earlier this year. The endorsement is seen as a
boost for Smith among moderate Republicans and conservative
Democrats who've crossed party lines to vote for Hatfield in the
past.
In other campaign events, a Portland television station recently
threatened legal action against the Smith campaign for using
footage which the station deemed a "violation of copyright laws."
The controversy started when the Smith campaign produced a
television ad which used footage of Democratic candidate Ron
Wyden's inability to answer questions in a now
-notorious "pop
quiz." KOIN
-TV, which originally shot the footage, had said that
such unauthorized use of its material violated legal copyright
protections. The television station has since backed
-off it's
legal claim, and the Smith campaign continues to run the ad in a
heavy buy rotation.
Both campaigns are receiving extensive surrogate help. Jack Kemp
and Senator Fred Thompson (R
-TN) were in Oregon last week
campaigning with Smith. Meanwhile, former Texas Governor Ann
Richards (D) is expected to travel to Oregon for an evening
fundraiser on January 15 with Wyden. Also on January 15, Senator
Barbara Boxer will be in Oregon to campaign with Wyden, while
Senator Bob Kerrey is expected to travel to Oregon this weekend.

President Fights for a Budget
Good for Women and Families
President Clinton continues to fight to balance the budget and to
prevent wrongheaded cuts and misplaced priorities that will
unfairly hurt women and families.
The President's fight for Medicare and Medicaid is especially
important to women:
Of the 37 million Medicare recipients, over 20 million, or
57 percent are women.
Nearly 5 million or 23 percent of women aged 65 or older
depend solely on Medicare to help with their medical bills.
Nearly 70 percent of Medicaid beneficiaries between ages of
18 and 64 are women and 60 percent of all Medicaid
beneficiaries are women.
President Clinton will make the cuts we need to balance the
budget, but he refuses to make cuts into our fundamental American
values.
The President and Vice President Meet Women Leaders At the Table
President Clinton and Vice President Gore met with women leaders

Clinton Administration Giving Women a Voice At the Table
The White House Office for Women's Initiatives and Outreach (The
Women's Office) has launched its main outreach initiative called
At the Table. Presidential appointees are holding roundtables
with women across the nation to hear their concerns and ideas.
Reports from these roundtables are coming back to The White House
and a monthly report will be sent to

the President to ensure that women have a voice at the policy
table. (More than 100 roundtables have been held and more than
1,000 women across the U.S. have participated.)
Some of the topics being discussed:
The Budget: Women are concerned that their families and
children will be the losers with budget cuts and block
granting.
Welfare Reform: Women believe that the Congressional welfare
reform bill should be vetoed because it will have a strong
adverse impact on women.
Choice: Women want to prevent any legislative setbacks to a
woman's right to choose.
Crime/Domestic Violence: Women are proud that the President
has taken a leadership role on domestic violence. Women are
also very concerned about violence in schools.
Health Care: Women are afraid of losing their health
insurance. They have concerns also about the quality of
health care available to them.
Education: Women want stronger investment in early childhood
education.
Affirmative Action: Women express a strong desire to
continue affirmative action.
Childcare: Women express a need for greater access to
affordable quality childcare for all families.
Vice President Stresses Administration's Pro-Family Budget
Vice President Gore addressed approximately 800 guests on Nov. 29
at the General Assembly of Women of Reform Judaism, the women's
arm of the Union of American Hebrew Congregations. The Vice
President stressed the Administration's pro-family stand in the

budget debate by questioning the Republican budget on several
points:
"
how can you say you're for working families if you try to
cut the Earned Income Tax Credit and increase their taxes? How
can you say you are for the middle class if you make it harder
for middle class families to pay for college or afford health

if you're willing to push a million children into poverty? And
how can you say you're for the well-being of all Americans if you
propose to virtually dismantle all of our public health and
environmental protections?"
Dr. Laura Tyson Speaks to
National Committee on Pay Equity
Dr. Tyson spoke to the National Committee on Pay Equity on Nov.
28. She spoke about the budget debate and the Administration's
objective to restore fiscal responsibility in such a way that we
also address our society's major difficulties.
She listed some of the President's economic successes:
-The deficit has come down 50 percent since fiscal year 1992.
-The deficit is at a 17-year low compared to the size of the
economy.
Secretary Shalala Unveils PSA's on AIDS Prevention
Secretary Shalala on Nov. 30 joined White House AIDS Policy
Coordinator Patsy Fleming to unveil a new series of public
service announcements about AIDS prevention. The series
emphasizes the need for personal responsibility in preventing
AIDS transmission.

Ellen Haas Speaks Out for School Lunches and Food Safety Net
Under Secretary for Food and Consumer Services Ellen Haas
continues to stress that feeding the needy is a shared
public-private partnership. At the Union Station Foundation
emergency shelter in Pasadena Calif., Haas said recently:
"
the
federal government must take the primary responsibility for
providing a national nutrition safety net. Congressional welfare
reform efforts avoid taking this responsibility. The deep cuts in
the Food Stamp and Child Nutrition Programs and the optional Food
Stamp block grants in the budget reconciliation bill would place
an enormous burden on the private sector that they could not
possibly carry.
Women Who Are Making a Differencee for Other Women
With each newsletter, we will highlight some of the Presidential
appointees who are inviting women to join them At the Table. In
this issue, they are: Chantale Wong, senior advisor to the
Director at OMB; Anne Elliott, Department of Energy; and
Marie-Louise Caravatti, Department of Commerce.
Chantale met with Asian Business women in San Francisco and
discussed several topics including welfare reform, immigration,
the budget and Medicaid cuts.
Anne Elliott met with businesswomen and attorneys in Chicago
with Russian women visitors looking on to learn the American
policy process. Marie-Louise Caravatti met with the state's most

influential women leaders from the private and public sectors in
Wilmington, Delaware. "For this group, turning our problems over
to the invisible hand of the private sector was not seen as a
solution, Marie-Louise wrote in her report to The Women's
Office.
Be Counted, Get Included in
Women Presidential Directory
Currently, more than 42 percent of President Clinton's
appointments are women. He has appointed more women to serve in
his Administration than any President. We have six-Cabinet level
appointees who are women and there are about 2,500 women
appointees throughout the Administration. To help identify who is
serving where, The Women's Office is working to publish a
directory of women Presidential appointees to share with women
groups and women appointees. To get included call The Women's

Briefing for Women Appointees
The White House press and communications teams briefed women
appointees on Dec. 13 in the OEOB on the Administration's message
and priorities and the importance of At the Table outreach. Those
briefing the women included Evelyn Lieberman, Mike McCurry, Don
Baer and Peggy Lewis. Also briefing the group was Tony Lake who
discussed Bosnia. The Women's Office organizes a briefing each
month as well as a social event. Gloria Steinem will speak at a
briefing soon.

I don't think you would want to get there before Sunday anyway.
I'm told (since I have no actual experience with this) that people
often get there Saturday and hang out by the pool. Saturday night
and Sunday there are receptions. The meetings, etc. are
Monday-Tuesday.
So, depending on how long you guys want to stay, we could work out
a series of meeting for H with international presidents -- some
Sunday, maybe some Monday. And we could schedule him to address
Rosenthal's group Monday. And we can see if the Executive Council
wants to hear a speech too.
The reason this is all SO up in the air is the AFL-CIO wants this
to be low key and to accomplish that, they are considering barring
all non-labor individuals from the whole meeting. But they have
not decided this yet - - and I'm sure they will end up not deciding
to do this. But because it is all up in the air, they have not
invited anyone to anything and they have no agenda.

FOP Executive Board mtg in Roosevelt Rm "drop by"
this we just got back as pending. They will be meeting w/
the AG and Leon we hope. This is VERY Important.

IUPA Photo Op. I haven't received the proposal back w/
comments but I wanted to change the dates. Now this group
will be here on 25th -27th and anytime can come by for a
photo w/ POTUS in the Oval (even Radio Address if need be).
The issue here is that they are the biggest AFL-CIO Police
organization and this is the ONLY thing we need to have
them endorse the President. It is important, and they are
not very demanding.

President Fights for a Budget
Good for Women and Families

President Clinton continues to fight to balance the budget and to
prevent wrongheaded cuts and misplaced priorities that will
unfairly hurt women and families.
The President's fight for Medicare and Medicaid is especially
important to women:
O
Of the 37 million Medicare recipients, over 20 million, or
57 percent are women.
O
Nearly 5 million or 23 percent of women aged 65 or older
depend solely on Medicare to help with their medical bills.
O
Nearly 70 percent of Medicaid beneficiaries between ages of
18 and 64 are women and 60 percent of all Medicaid
beneficiaries are women.
President Clinton will make the cuts we need to balance the
budget, but he refuses to make cuts into our fundamental American
values.

The President and Vice President Meet Women Leaders At the Table

on Dec. 20 in the Cabinet Room to discuss the importance of
putting a woman's face on the issues. The President asked them
for their help in getting the specifics about the impact of
Republican cuts in such areas as education and the environment

Clinton Administration Giving Women a Voice At the Table

The White House Office for Women's Initiatives and Outreach (The
Women's Office) has launched its main outreach initiative called
At the Table. Presidential appointees are holding roundtables
with women across the nation to hear their concerns and ideas.
Reports from these roundtables are coming back to The White House
and a monthly report will be sent to

the President to ensure that women have a voice at the policy
table. (More than 100 roundtables have been held and more than
1,000 women across the U.S. have participated.)
Some of the topics being discussed:

The Budget: Women are concerned that their families and
children will be the losers with budget cuts and block
granting.

Welfare Reform: Women believe that the Congressional welfare
reform bill should be vetoed because it will have a strong
adverse impact on women.
O
Choice: Women want to prevent any legislative setbacks to a
woman's right to choose.
O
Crime/Domestic Violence: Women are proud that the President
has taken a leadership role on domestic violence. Women are
also very concerned about violence in schools.
O
Health Care: Women are afraid of losing their health
insurance. They have concerns also about the quality of
health care available to them.
O
Education: Women want stronger investment in early childhood
education.
O
Affirmative Action: Women express a strong desire to
continue affirmative action.
O
Childcare: Women express a need for greater access to
affordable quality childcare for all families.

cut the Earned Income Tax Credit and increase their taxes? How
can you say you are for the middle class if you make it harder
for middle class families to pay for college or afford health

propose to virtually dismantle all of our public health and
environmental protections?"

Ellen Haas Speaks Out for School Lunches and Food Safety Net

Under Secretary for Food and Consumer Services Ellen Haas
continues to stress that feeding the needy is a shared
public
-private partnership. At the Union Station Foundation
emergency shelter in Pasadena Calif., Haas said recently: "
the
federal government must take the primary responsibility for
providing a national nutrition safety net. Congressional welfare
reform efforts avoid taking this responsibility. The deep cuts in
the Food Stamp and Child Nutrition Programs and the optional Food
Stamp block grants in the budget reconciliation bill would place
an enormous burden on the private sector that they could not
possibly carry. "

Currently, more than 42 percent of President Clinton's

won't feel bad if we say no -- they' 11 understand.
So, the question really is does the VP want to have a reception

and Dick Warden, NCSC chief consultant. (NCSC is the retiree arm of the

I wanted you to know I asked John to schedule a meeting for Harold
and John Sweeney. Sweeney wants to lay out his case against Alan
Greenspan getting renominated. Sweeney feels a need to "discuss"
with the White House before he goes public with his opposition.
And Harold is the logical "White House" because Laura Tyson is
trying to avoid having meetings on the subject with outsiders (so
that she doesn't have to hear from everyone under the sun).
Harold's job will be to listen and to relay to Laura the content
of the meeting. (Harold and I discussed this briefly and he
agreed he should talk to Sweeney.)
ALSO
Gerry Shea asked me today about monthly AFL-CIO meetings that used
to happen with Harold, George, Reich, Rubin/Tyson, Sperling - - on

I invited Don to take part in a meeting to discuss outreach to the Catholic
community on Thursday, February 8, at 4pm in the Ward Room.
The purpose of the meeting will be to discuss ways in which we can get our
