You are invited to attend a meeting to assess where we are with respect to
implementing the empowerment contracting executive order and rule. This
meeting will be held Tuesday, September 16, 1997, in Room 476 OEOB, at
9:30 a.m. In addition to White House staff, Commerce and SBA have been
invited. If I have left anyone off, please let me know. We need to make
a recommendation to the Chief of Staff's office about how to proceed.
Several offices have raised strong concerns about the possibility that
Federal agencies might have to enforce both empowerment contracting (as
called for in the executive order) and HUB zones (which are likely to be
passed as part of the SBA reauthorization bill this year.) While the
goals of these two programs are somewhat congruent, they are like night
and day from the standpoint of administration). Even though the
empowerment contracting rule is ready to be published (it is currently
scheduled to be published around October 1 along with the new affirmative
action procurement rules), we need to decide if we should go ahead with it
in its current form if the Hubzone bill does in fact pass. We have
opposed the later in the Senate, but the Senate still passed the bill
under UC. Even if we choose to proceed with both programs, there is the
possibility that the Congress will disapprove our reprogramming request
(which is currently on the Hill) to allow Commerce to set up an office to
carry out the empowerment contracting rule we are currently checking on
this. One scenario we will explore in Tuesday's meeting is to see if it
is possible to modify our current rule in some way so as to supplement the
aims of the Hubzones. In this way, both the Administration and Senator
Bond can claim victory.

Susan Carr, who Lin contacted about FY99 numbers, is informing her that
OMB will not give Lin those numbers now, but that the numbers will be
shared with you all at the same (and appropriate) time.

the civil rights enforcement numbers.
However, it is important to explain to Lin your process and plug her into
it. 1 do not know if you have spoken, as she just came on last week, but
as Judy's policy person, she should obviously be included in all your
working groups.
Therefore, nevermind about the FY99 numbers issue, but please include her

and believe additional legislation is necessary. Regardless, we are pleased to work with
her and the Treasury Department to make sure that -- short of legislation -- we are doing

LARGE CAPACITY AMMUNITION FEEDING DEVICES
The assault weapons ban generally prohibited the possession of ammunition clips with a capacity
of more than 10 rounds, but specifically grandfathered clips manufactured on or before
September 13, 1994. Initially, The Bureau of Alcohol, Tobacco and Firearms (ATF), with
guidance from the Domestic Policy Council (DPC), interpreted this prohibition to include the
continued importation of all large capacity clips -- no matter when they were manufactured.
This interpretation was based on the fact that clips not in the country before the effective date
could not have been lawfully possessed at that time and, thus, were banned from importation.
Several importers, however, brought suit challenging this narrow interpretation of the law, and
the Department of Justice advised that the ATF/DPC position was not likely to hold up in court
and should be reversed. As a result, in July of 1996, ATF reinterpreted the clip provision
acknowledging that pre-ban clips could be imported, but requiring importers to present
reasonable evidence that clips to be imported were manufactured on or before the ban's
enactment. Thus, as of March 1, 1997, approximately 160,000 large capacity clips had entered
the country under 21 approved permits; another 20 permits had been denied for lack of evidence;
and a total of 83 approved permits seeking to import more than 2 million large clips remained
outstanding. (NB: There are no definitive numbers about how many domestically produced
clips have been grandfathered, but it is estimated that there are many millions of existing -- and
reusable -- clips that will last a lifetime.)
Senator Feinstein opposed the language in the assault weapons ban grandfathering large clips and
supports repealing it. This language, however, was inserted during the crime bill conference by
Representative John Dingell, and Administration officials and Members of Congress involved in
the negotiations have been reluctant to seek its repeal.
The Senator has also suggested that the Administration can, by executive order, further restrict
the number of large clips imported or increase the number of ATF agents investigating the
production of clips overseas. We are not optimistic about either of these options. First, as
previously mentioned, the Department of Justice has already overturned the ATF/ DPC initial
policy to ban the importation of all large clips. And second, ATF agents have no oversees
jurisdiction to conduct investigations and can only do so by convention or through mutual
assistance treaties with other countries.
"COPYCAT" OR "SPORTERIZED" ASSAULT WEAPONS
The assault weapons ban prohibits 19 specific firearms, duplicates of those 19 and other
semiautomatic weapons that meet various criteria (i.e., those that accept a detachable magazine
and possess characteristics such as folding stocks, bayonet lugs and flash suppressors). Since
passage of the assault weapons ban, some gun manufacturers have adapted or "sporterized" their
assault

weapons to meet the law's criteria. As a result, there are guns on the market today with either
similar names or certain similar features as assault weapons, but that otherwise comply with the
terms of the ban. In fact, despite their appearance, some of these firearms -- such as the Israeli
Military Industries Galil -- have been re-engineered and are considerably more difficult to
convert to fully automatic than their previous versions. Nonetheless, a lucrative market still
exists for "assault-type" weapons, and some manufactures -- either through brand names or
appearances -- continue to target this segment of the market.
Senator Feinstein believes that we can do more to crack down on these new "copycat" versions
of assault weapons. We do not think this is possible without additional authority from
Congress. This was a limitation of the assault weapons ban that the Administration and
Congress accepted when they decided to endorse the Feinstein/DeConcini approach over
Representative Schumer's. The Schumer ban granted the Treasury Department the authority to
add or delete firearms from the prohibited list.
ENFORCING FEDERAL FIREARMS LAWS AT GUN SHOWS
Gun shows and flea markets are the last bastion of unregulated and undocumented firearms
transfers. Most participants are private gun owners who do not sell firearms for a living and are
generally there to buy and sell from each others' private collections. As such, these secondary
sales are generally exempt from most state and federal firearms laws, including the 1968 Gun
Control Act that gives the Treasury Department the authority to license and regulate federal
firearms dealers. However, anecdotal evidence repeatedly has shown that violations of state and
federal firearms laws often do take place at these shows. Senator Feinstein believes that ATF
should amend its internal policies and police these shows more aggressively.
As of March 16, 1994, ATF's policy on gun shows provides that agents must get authorization
from their local Special Agent in Charge (SAC) and have an intended subject or target before
they can attend a gun show. Prior to this date -- and in response to congressional hearings on
ATF's policies -- ATF had an even more restrictive policy that required approval from the
Washington headquarters before an agent could attend a gun show. This is no longer the case,
and ATF agents do attend gun shows in the course of investigations and to follow-up on tips
from legitimate gun dealers. Additionally, ATF inspectors do attend and sponsor booths at all of
the major gun shows -- those attended by manufacturers and gun dealers, not just private
collectors -- and disseminate information on federal gun laws.

SUGGESTED TALKING POINTS
Senator, I share your concerns with respect to the assault weapons ban and am willing to
use the full authority of the executive branch to make sure that we do our best to enforce
the ban's provisions.
In fact, on 3 separate occasions I have taken executive action to crack down on assault
weapons and gun dealers. In August of 1993, I banned the importation of assault pistols
and toughened requirements for federal gun dealers. And in May of 1994, for foreign
policy reasons, I banned the importation of firearms from China -- including millions of
assault-type weapons and large capacity clips.
Equally important, we have tried to interpret the provisions of the ban on large capacity
clips as strictly as possible, but litigation forced us to change our position.
So, unfortunately, I think we will need to pass new legislation that expands Treasury's
authority if we want to include more guns and more clips -- and you know that will not be
easy. But I am pleased to ask Rahm Emanuel, Bruce Reed and our attorneys to take one
more look at the law and your suggestions, and to see if there is anything more we can do
short of legislation.
With respect to gun shows, I think you have hit on an important issue. We have had
much success through the Brady Bill, assault weapons ban and reforms to the federal
firearms licensing system, and gun shows should not be allowed to undermine these
efforts.
Still, it seems that we have little authority in this area, and that Congress has a history of
restricting ATF's ability to aggressively enforce our gun laws. But I agree with you that
there must be more we can do. Again, I would like to ask Rahm and Bruce to do some
research on this and see what administrative options are available to us -- to see what
more we might be able to do in terms of federal enforcement at these shows.

Attached please find what I take to be the final version of the sex
offender/technology letter to the govs. I don't think it differs much
from what was sent around last week -- minor justice edits only -- but
some of the circumstances surrounding the letter/directive have changed
significantly.
1. The House Judiciary Committee marked up and passed important
amendments to the Jacob Weterling Act that will help States and the
Administration in implementing the sex offender registry. These
amendments, which go beyond the scope of our intended directive, are
likely to be tacked on to an appropriations bill, and Justice does not
want to jeopardize their passage by issuing an overlapping/competing
directive now that the legislation has moved forward.
2. The letter to the govs focuses not only on the registry, but on other
important technology pieces. While Rahm was most concerned with the sex
offender language, we've also included other language that's important to
a long-term Brady fix, child care background checks and other information
sharing. As a result of the positive response we've gotten from the AG's
letter to the govs and because of the increasing importance of these
other related issues -- Justice wanted to make sure they we're also part
of the letter.
Thus, unless anyone has any concerns, I suggest we work to clear and send
the President's letter this week, and that we hold on the directive until
we see what happens with the Wetterling amendments bill. Ultimately, we
may lose the opportunity to do the directive, but the legislation moving
forward on the Hill will help us even more.

The continuing explosion of new technologies gives us a groundbreaking
opportunity to work together to link our federal and state law enforcement efforts
in ways we never thought possible even a few years ago. For example, we are
now able to track the whereabouts of convicted sex offenders to prevent them
from committing new crimes. If we continue to coordinate our efforts, I am
convinced that American public safety will benefit significantly.
From the historic 1994 Crime Act through the National Crime Prevention
and Privacy Compact that I will soon submit to Congress, my Administration has
strived to pass legislation to harness computers and other technology for the
public good. Many of our states' governors have played crucial roles in fighting
to pass this legislation, and I thank you again for that assistance. Although these
laws are an important foundation for federal and state cooperation, the new
technologies can do only what we commit them to do, and we still need to do
much more -- including exchanging criminal records between states for
employment checks on workers in occupations that deal with children, and using
incident-based crime reports to help police solve specific types of repeated crime,
such as church arson or serial murder. Federal and state governments must forge
a close partnership to realize the full potential of these new technologies. I am
prepared to take actions to intensify our federal efforts in the coming months, but I
will need your help in order to ensure our success in several initiatives.
In June of 1996, I directed the Attorney General to develop a national
sexual predator and child molester registration system to link the sex offender
registration and notification systems being developed in all 50 states. The
Interim national sex-offender registry became operational earlier this year, and the
Attorney General recently wrote to enlist your assistance. I am encouraged that
eleven states have already loaded their information on sex offenders onto the
system, with many of you pledging to do so within the next few months. I am

registration system a reality.
I am today submitting to the Congress the National Crime Prevention and
Privacy Compact to facilitate the exchange of criminal records using an FBI index
of state-maintained criminal information that states can access nationwide. The
Compact would standardize policies for sharing of criminal records for purposes
such as pre-employment background checks for child care workers and school bus
drivers. It would improve access to criminal records and save the states and the
federal government money by avoiding duplication of effort. I hope I can count
on your support of the Compact as it moves through your State legislature.

Many Federal laws --including the Brady Handgun Violence Prevention
Act, the Violence Against Women Act, and the Child Protection Act --contain
provisions to help states automate and improve their criminal records, especially
to block handgun sales to prohibited gun purchasers and allow for easy
identification of criminal offenders subject to "three strikes" laws. The
Department of Justice's Bureau of Justice Statistics (BJS) stands ready to help
states reach this goal through the National Criminal History Improvement
Program. BJS has already awarded more than $150 million to states, with a total
of $226 million authorized. I urge your State to take full advantage of this
program.
As you know, the FBI's Uniform Crime Reporting Program gives us data
that help us measure our progress in reducing crime. The next generation of UCR,
the National Incident-Based Reporting System, will usher in a new era of crime
data -- so that we can tell for example, that a crime was a hate crime, an incident
of domestic abuse, or a crime directed at a child. Such information will help law
enforcement agencies identify local and national trends, and lead to quicker arrests
of violent offenders. The Justice Department is working with states, counties,
and cities to expand the NIBRS. I hope that you will lend your support to this
effort.
With your State's active participation, we can make significant progress in
all of these initiatives. Your personal involvement is key in making this happen.

technologies to make America safer for all our citizens.

TALKING POINTS
We agree that the Brady law not only blocks purchases by criminals who may intend
violence, but is also an important barrier to felons and others that may want to resell
handguns illegally. Traffickers with criminal records now must face Brady checks in trying
to acquire guns from federally licensed firearms dealers.
The report is encouraging preliminary information that pre-sale background checks not only
block illegal handgun purchases, but also may have an impact on illegal firearms trafficking.

SUMMARY
The report asserts that the percentage of crime guns that ATF traced to federally licensed gun
dealers in Brady states (states that initiated pre-sale background checks because of the Brady law)
decreased after passage of the Brady law.
The report finds that in seven states that account for a high percentage of crime guns that ATF
traced to federally licensed firearms dealers in Ohio, the percentage of Ohio-origin traces drops after
Brady checks began in Ohio.
The report finds that in those same seven states, the percentage of crime guns that ATF traced to
federally licensed firearms dealers in three other Brady states -- Kentucky, Mississippi, and Georgia
-- also dropped after the Brady law took effect in those states.
The report concludes that the Brady law reduces interstate illegal gun trafficking, reenforcing the
need for Ohio Brady checks. It suggests that the Brady law be buttressed by new laws to reduce the
illegal interstate supply of guns to criminals, such as extending handgun purchase laws to private,
secondary market sales, and limiting handgun purchases to one per month.
ANALYSIS
Two aspects of the study's methodology might be targeted by Brady law opponents:
(1) Statistical validity. States are not tracing all recovered crime guns, and the traces analyzed are
not a random sample, therefore the sample may not be statistically valid. Anticipating such criticism
the Center responds that the sample is not intentionally biased (p.13). While law enforcement
agencies could not deliberately bias the sample, inadvertent biases could nevertheless be present.
(The study cites the ATF Youth Crime Gun Interdiction Trace Analysis Reports, without noting that
ATF's analyses are based on comprehensive tracing from those jurisdictions (p.13)). Other factors
not taken into account include the massive reductions in the number of firearms dealers since 1994,
fluctuations in percentages of crime guns traced by ATF, and the short time span covered.
Notwithstanding these concerns, the decreases shown in crime guns traced to the four Brady states
are so substantial that the study is at least encouraging preliminary information.
(2) In-state guns. The study looks at percentage changes in crime guns recovered in seven states
that originate with dealers in four Brady states, but does not look at percentage changes -- up or
down -- of crime guns recovered in those seven states that are from in-state sources. Without
looking at whether substitution occurs, the impact of Brady background checks on the overall
availability of illegally trafficked firearms is unknown. This is important since the Youth Crime Gun
Interdiction Initiative Trace Analyses Reports show that in almost all the cities either a majority or
plurality of the crime guns traced were first sold at retail in-state. Economics suggest, though, that if
before Brady traffickers were buying crime guns out-of-state because it was lower risk to do so, and
after Brady the percentage of out of state sources decreases, then the cost of illegally supplied
handguns, from whatever source, should rise. Absent price data this too remains speculative.

STATEMENT OF THE PRESIDENT
Today's study released by the Center to Prevent Handgun Violence confirms what we
have known all along: that the Brady Law is helping to keep guns out of the hands of criminals.
The study also gives us more good news about the Brady Law-- that it has worked to help disrupt
illegal gun trafficking patterns, making it more difficult for gun traffickers to do business.
While states are no longer required to conduct Brady background checks in light of the
Supreme Court's recent decision, I am pleased that state and local law enforcement agencies
around the country are overwhelmingly continuing to do these checks on a voluntary basis. Our
goal remains unchanged: no background check, no handgun purchase.
I have pledged to do everything in my power to make sure that we continue to keep
handguns out of the hands of criminals-- including extending Brady background checks to
violent juveniles who should not be able to buy a gun on their 2 st birthday. Today's study
further makes the case that for the safety of our communities and of all Americans, Brady
background checks must continue.

discuss the INS restructuring plan that the Immigration Commission will
put out next week. As you know, we want to coordinate consideration of

Last night the House passed legislation relating to sex offender
registries, and I think Rahm will want to resurrect another version of the
POTUS letter to Govs on this issue. I've asked Leanne to work w/DOJ to
tweek the letter and make some the changes we discussed earlier -- and I'm
going to see Rahm at 10:45 this morning to see what his thinking is.

The Legal Action Center and other members of the National Coalition on
Alcohol and Other Drug Issues plan to send letters to Secretaries Shalala
and Herman seeking to have substance abuse treatment explicitly included
among the eligible expenditures under local initiatives to facilitate job
placement, job readiness, and job creation for welfare recipients.
This appears to be the right course of action and ODR is considering a
recommendation that the Director contact Shalala and Herman in support of
such a designation.

two things
I spoke with Rob Weiner last night who was in touch with Doris Meissner
re: the CIR Report. Meissner thinks the stories on this may run over the
weekend, so we should have our statement and Q&A ready by COB today.
Two things came up:
1) Statement. They both thought that the WH statement should serve as
the statement for the whole Administration-- no other agencies should
release separate statements for now. I think this is a good idea; we
shouldn't have other agencies putting out statements that might conflict
or undercut our statement.
2) Q&A. They think it would be good to designate one press office to
handle press questions. Meissner would like for it to be INS' press
shop. As long as they use the same Q&A which we will circulate today, I
think this could work. If we have main Justice handle, it could send a
signal that we are already marginalizing INS.
Rob wanted to double check both of these with us. Let me know if you have
other ideas. Thanks.

S. 1198 Religious Workers Act of 1997
(Abraham (R) Michigan and 7 cosponsors)
The Administration supports House passage of S. 1198 as proposed to be
amended by the House. The House amendment would: (1) extend the Visa
Waiver Pilot Program (VWPP); (2) extend authority for the admission of
non-ordained religious workers; and (3) modify the effective date for
certain paperwork changes in the employer sanctions program.
Section
extends the VWPP in its current form through September 30,
1999. The Administration strongly supports a multi-year extension of the
VWPP in its current form. The program has benefited the Nation's economy
by facilitating travel to the United States of millions of citizens from
the 25 qualifying countries.
Section
extends, through September 30, 2000, the authority to admit
certain non-ordained religious workers as special immigrants. Although
the Administration strongly prefers a permanent extension of this program
as passed by the Senate, the Administration supports the three-year
extension provided in the House amendment to S. 1198.
Section
extends by six months the effective date for paperwork changes
in the employer sanctions program. This provision will affect every
business in the United States that hires workers. The Administration
transmitted legislation to Congress earlier this year to extend this
effective date for 12 months in order to allow for a more deliberate
regulatory process and adequate time to educate the employer community.
Although the Administration continues to support a 12-month extension, the
Administration supports the six-month extension provided in the House
version of S. 1198.

STATEMENT ON THE FINAL REPORT OF THE COMMISSION ON IMMIGRATION
REFORM
The Commission on Immigration Reform, chaired by the Honorable Shirley Hufstedler, and the
late Barbara Jordan, issued its final report today. This report, which reiterates many of the
excellent recommendations contained in the Commission's interim reports, further contributes to
our country's understanding of the role of immigration in the United States. I commend the
Commission's work and contribution to the national dialogue on immigration policy.
I am proud of the significant progress my Administration has made toward improving America's
immigration system. My Administration has curtailed illegal immigration through tougher
border control, strengthened worksite enforcement, and record removals. We have also made
needed reforms to our asylum system for refugees fleeing persecution.
One of the Commission's recommendations is to restructure the main functions of the
Immigration and Naturalization Service. This proposal raises difficult and complex issues; I
have asked the Domestic Policy Council to coordinate with the affected federal agencies to
carefully evaluate the Commission's proposal and other reform options designed to improve INS'
structural ability to accomplish its mission.
With this report, the Commission completes its work. I want to thank each of its members and
its staff for their service and contribution on this important issue.

Michael Deich called to get Rahm and DPC's position on earmarks that the
House appropriators have made to the COPS appropriations. Specifically,
the House bill earmarks $100 million in unobligated balances from last
year's appropriations (of which there is about $300 million still not
spent) for the following non-hiring projects:
- Technology Program ($35 million) -- with specific allocations in the
report language for Southwest border information ($7.5 million), a law
enforcement on-line system ($7.5 million), and the Regional Information
Sharing System ($7.5 million);
- Methamphetamine Program ($30 million) -- including $18.2 million for
California's Bureau of Narcotics Enforcement; and
- Drug "Hot Spots" ($35 million) -- for police and community groups to
crack down on local drug markets.
After discussing it w/Bruce, I told Mike that I thought we should fight
the House's specific earmarks, but accept using $100 million of last
year's money for these small non-hiring programs.
The question that remains is: if the House sticks to its specific
earmarks, do we want to threaten a veto. I understand that last year we
used the veto threat to help strike earmarks, but -- given that we're
talking about last year's unspent money, as well as programs we like in
principle -- I'm inclined to think this is not veto threat material.
Let me know what Rahm thinks.

the Govs that Rahm wanted first thing in the morning. We'll need to run
it by Dorskind and Staff Secretary again -- since it departs significantly
from the last draft as well as by Kent. Needless to say, Kent and the
DOJ crowd will not like the new version (w/out their "wishes and hopes"),
but I've kept in their compact legislation which is pretty important to
them. Also, as a matter of principle, I'm not sure the DOJ lawyers will
let us say we'll continue to defend sex offender laws in the courts --
though we undoubtedly will. But we can deal w/that after Rahm checks this
draft out and gives it a right track/wrong track judgement.

-- protecting our children from violent, sexual predators. Nothing is more threatening to our
families and communities than criminals who move from neighborhood to neighborhood looking
for children to prey on. That is why we must do everything we can to track these offenders and
keep them away from our children.
With your support we have already enacted critical legislation - such as the Jacob
Wetterling Act, the Pam Lychner Act and Megan's Law - to help our communities guard against
repeat sex offenders. These laws now serve as the foundation for many state sex offender
registration systems and for notifying communities of released sex offenders. Congress is now
considering - and I strongly support -- additional legislation to help states implement these
registration systems and to make sure that sex offenders convicted in federal or military courts
are covered by these laws.
Equally important, my administration has worked hard to defend the constitutionality of
state sex offender registration systems and community notification laws. And I am pleased to
report that three federal courts of appeal have now upheld sex offender statutes in New Jersey,
New York, Connecticut and Washington against constitutional challenges. My Administration
will continue to fight to uphold these laws in the courts, including if necessary - the United
States Supreme Court.
We must now join together the efforts being made in all fifty states to track sex offenders.
Every piece of information on a sex offender collected and made available in one state should
be made available to every state. That is why last year, I directed the Attorney General to create
a national registry to link the sex offender registries and notification systems being developed
across the country. Eleven states are now participating in this effort, and I am grateful that they
are making this national sex offender system a reality. With their help and yours, we can send a
clear and powerful message to those who would prey upon our children: the law will follow you
wherever you go.
In addition, next week I will submit legislation to the Congress that will help protect our
children in other important ways. This legislation the National Crime Prevention and Privacy
Compact would standardize policies for states to share criminal records for purposes such as
backgrounds checks for child care workers and school bus drivers to help screen out convicted
sex offenders and other dangerous criminals. I need your support of the Compact as it moves
through Congress and your State legislature.
I can not emphasize enough how important your continued support and personal
involvement is to the success of these two initiatives. Through our combined efforts, we can be
confident that we will have taken decisive steps to help families across the country protect their

U.S. HISPANIC LEADERSHIP INSTITUTE
OCTOBER 8-12, 1997
Hello. Thank you for inviting me to speak
with you today. I am happy to know that you will be joined by Secretary
of Labor Alexis Herman, Secretary of Education Richard Riley, Secretary
of Energy Federico Pena, Ambassador Bill Richardson, and Administrator
Aida Alvarez. I would like to congratulate my friend Juan Andrade
(ahn-DRAH,-deh) and all participants in the 15th annual conference of the
United States Hispanic Leadership Institute on another successful year.
This conference has become a major forum for the aspirations of millions
of Americans.
The work that you do is grass roots at its best. Over the past 15
years, you have registered 1.3 million new voters, trained over 25,000
volunteers, and published hundreds of studies on Hispanic demographics.
Your work has helped to include more people in our democracy, promoting
the importance of voter registration and education, especially among young
people. You are grooming a new generation of leaders, and for that, I
say, thank you.
Your work has helped our work. My Administration has appointed
more Latinos than any other in history and I have been priviledged to work
in the White House with Janet Murguia, a Kansan, Carolyn Curiel from
Indiana, as well as three Chicago natives: Patti Solis, Carmen Lomellin
(loh-meh-LEEN,), and Jose Cerda.
Four and a half years ago this Administration set forth on a mission to
keep the American Dream alive for all who would work for it; to keep
America the world's strongest force for peace and freedom and prosperity;
and to bring our own people together across all the lines that divide us
into one America. We put forth and economic strategy that invests in all
our people and passed a balanced budget that is in balance with our
values. The budget represents the largest single increased investment in
eductaion since 1965. I fought hard to insure that it expands Head Start,
funds America Reads, and includes a 36% increase in funding for bilingual
and immigrant education. Our budget also restores SSI and Medicaid
eligibility for disabled legal immigrants
1,m proud to say that Hispanic Americans are reaping the results of our
economic strategy. Last year, the income of the typical Hispanic
household increased faster than during any other year on record.
Hispanic unemployment has dropped from more than 11 percent to about 7
percent; small businesses owned by Latinos are being created at a record
pace. And we are seeing more Latino homeowners than ever before. It
makes me proud to know that Hispanics are claiming a greater share of the
economic success of America.
We are at a moment of hope and we must continue to press on. We
must do what we can to improve the school drop out rate for Hispanics.
Many of these young people leave school for responsible reasons, but we
must teach our children that responsibility means staying in school. We
have organized an intense effort in the White House to address the drop
out problem and evaluate the ways in which our current programs can help
young Hispanics reach their highest potential.
The values that Hispanics have always held dear -- love of God,
love of family and love of country -- continue to lift us all. Thank you
for the important work you do, for encouraging our youth to become
involved, and to use their voice in democracy. I,d especially like to
congratulate the 30 students who will receive the Juan Andrade Scholarship
for Young Hispanic Leaders this year. May all of you enjoy continued

Paul asked me to follow-up w/you on the DiFi letter. I've talked to Rahm
and Bruce and taken several steps to get moving on this. First, I set-up
a meeting last week w/Feinstein's staffer (Wilkie Green), Treasury and
Justice. Wilkie had to cancel at the last minute, but I went ahead and
met w/the agencies to go over the issues. As you know, they're concerned
about our ability to do anything w/out new legislation (except for gun
shows), but I've asked them to get me some additional info so that we
could make a decision on our end. Treasury agreed to follow-up by
Wednesday (yesterday), but was slowed down by key staff being out for the
holiday. I spoke w/Treasury today, and they have a meeting scheduled for
tomorrow on the DiFi requests -- as well as a conference call w/me. If
all goes well, I hope to give Rahm an initial recommendations on follow-up
steps by COB tomorrow. If not, and there is some reason we need more
time, I've committed to Wilkie that we will not sit on this issue and
intend to bring it to resolution as soon as possible.

Metropolitan Initiative
I would like to invite you to a briefing on the "Metropolitan Initiative"
on Thursday, October 9 from 9:30 am to 10:30 am in 472 OEOB.
Since this spring, meetings have been held with key opinion leaders in 12
major urban areas across the nation on the topic of metropolitan
cooperation. This project has been managed by the Center for
Neighborhood Technology in Chicago with funding from McArthur, Casey,
Surdna, Irvine, and several other major foundations.
With the regional meetings completed, preparations are now underway for a
national meeting at the Brookings Institution in mid-November that will
bring together representatives from the 12 metropolitan regions and
Washington policy makers to seek agreement on a final set of
recommendations to the Administration on implementing a federal
metropolitan policy.
The briefing will focus on some of the conclusions from the 12 regional
meetings and the goals for the November meeting. It will be provided by
Scott Bernstein, President of the Center for Neighborhood Technology, and
Bruce Katz of the Brookings Institution.

STATEMENT OF THE PRESIDENT
Today, the Federal Bureau of Investigation released its final crime statistics
for 1996, and the results are good news for all Americans. Overall crime is
down for the fifth year in a row, with the biggest reductions coming in violent
crime (6%) -- and especially murders (9%). Reported rapes, robberies, assaults
and all types of property crimes are down from the previous year. Even the
arrest rate for juveniles, which has skyrocketed for the last seven years, has now
gone down for two years in a row.
Since being elected President, my Administration has worked with police,
prosecutors, school principals and community leaders on a tough, smart crime
strategy to attack violent crime. Together, we have fought for more police in
our communities, fewer guns on our streets, tougher punishment for violent
offenders and better opportunities for our kids. Today's crime statistics show
that, armed with these tools, we are moving in the right direction. Law abiding
Americans are finally -- and decisively -- tipping the scales of justice in their
favor.

The juvie numbers are the same. The AG had the FBI lift the embargo on
the juvenile numbers early because she wanted to use them at her press
availibility. The overall crime numbers (1996 stats on all FBI index
crimes by states, local jurisdiction, as well as 5 and 10 year crime
trends) were distributed to DOJ press yesterday on an embargoed basis
until 9am tomorrow; thus, these #s have not yet been covered in the
stories you've seen.
For your info, I'll send a copy of the FBI's press release. Call me if
this doesn't answer your question.
