Dear Mr. President:
We are, as you can see, a broad coalition of elected officials,
appointed officials, and other concerned citizens from
Southeastern Massachusetts. We represent a broad range of views
on many subjects, and we have widely differing public and private
responsibilities. But we are very united on one important,
pending federal issue - - we oppose the decision of the
Environmental Protection Agency to incinerate PCBs in the City of
New Bedford.
This is a decision which your administration inherited from your
predecessor. While many of us expressed our opposition to this
decision last year, the Bush Administration did not heed our
concerns. When you came into office, we hoped that we would
receive a new hearing, and that the incineration plan would be
cancelled, to be replaced by a safer method of getting rid of the
PCBs.
Unfortunately, especially in the absence of a new Regional
Administrator of EPA, we have been unable to persuade the EPA
under Ms. Browner to reconsider. This disappointed us,
especially in light of the forceful, well-reasoned criticism of
incineration which members of your administration have made, led
by Vice President Gore. If incineration is a problem, then
incinerating a substance as harmful of PCBs must be an example of
those dangers in a severe form.
Moreover, the area in which the incineration is to take place is
an urban neighborhood, in which many people of moderate income
are living -- conjuring up the concern that once again the people
at the lower end of the economic ladder will be given unfair
environmental treatment.
If there were no alternative to incineration, our case would be
weaker. But those in the area who have studied the problem
closely believe strongly that a process developed by Eco-Logic,
which has already been tested in Canada and Michigan, and which

is, we are told, approved by the EPA regional office in Michigan,
offers a more efficient and safer way to dispose of PCBs.
We therefore urgently ask that you instruct the EPA to cancel the
plan to incinerate the PCBs and to proceed immediately to draw up
an alternative disposition plan.
As noted, many of us are convinced that the Eco-Logic process
best meets our collective needs, and to date EPA has not
explained to us why they do not agree. We are ready to work with
the EPA in explaining why many of us are strongly supportive of
Eco-Logic, and to help draw up an alternative plan which
eliminates the PCBs without raising the very considerable fears
that an incineration plan involves.
