Thank you for contacting me regarding your thoughts about
the use of ethanol and its role in the Clean Air Act's
Reformulated Fuels Program. It was good to hear from you, and I
enjoyed our recent meeting in this regard.
As you know, I share President Clinton's commitment to the
preservation of our environment in a way that leads to strong and
sustainable economic growth. I appreciate learning of your views
about the relationship between volatile organic chemical
emissions and ozone formation. All reliable scientific data
should be considered in order to come to an informed decision in
compliance with the Clean Air Act on this very important matter.
I understand your concerns about the impact of this policy
on corn growers. I look forward to working with you on this
matter.

Thank you for meeting with me and my colleagues yesterday to discuss splash-blended ethanol's
role under the reformulated gasoline program (RFG). I very much appreciate your positive
comments about ethanol and your interest in resolving this RFG issue on the basis of the best
available science.
As you know, this debate has a long, intense history that, in my view, has detracted from our
common objective; namely to promote a viable domestic renewable fuels industry that improves air
quality. I want E10 to participate under RFG, but only if it does not worsen ozone. It is my hope
that you and Carol will bring environmentalists and the ethanol/farm community together behind a
process that resolves this question based on a better understanding of ethanol's environmental
effects. Further, I believe that objective can and should be accomplished without delaying the
implementation of the RFG program.
Yesterday's meeting was an encouraging start. It is my hope that you will take a close look at the
protocols of the Great Lakes Governors Association study with an eye toward recommending
whatever modifications might be necessary to ensure a comprehensive, objective review of
ethanol's role in forming ozone. I think that the impartial study approach could potentially both
answer the policy questions about E10's effect on ozone and reduce the political temperature of this
issue. I look forward to hearing further from you in this regard.
