We understand that in the next few days the Administration will be
choosing among candidates to fill the office of Assistant Secretary of the
Treasury for International Affairs. This post is one of the most critical ones
for non-governmental groups concerned with international environmental and
economic development issues. The position is of key importance for all those
concerned with the developing world because of its oversight of U.S.
participation in public international financial institutions, including the World
Bank. It is of critical importance that this position be filled by someone with
outstanding stature and experience in international economic affairs who has
demonstrated practical understanding of. and sensitivity to critical issues of
equity and environmental sustainability.
We believe there is no candidate more qualified and proven in this regard
than Jerome Levinson, whose experience in international economic
development dates back thirty years. A number of our groups have worked
with Mr. Levinson during his tenure as chief counsel of the Inter-American
Development Bank. and can testify to his practical political skill and will. and
to his commitment to environmentally sustainable development and social
equity.
It is our perception, and we believe the perception of many others in the
non-governmental environment and development community. that the team
at Treasury dealing with public international financial institutions.
