FOIA 2010-1026-F concerns material contained in two sets of briefing books which seems to mirror the content of a website which is no longer accessible, www.chinapntr.gov. The website appears to have been created by the White House to publicize and ?make the case? for China's elevation to the trade status of Permanent Normal Trade Relations (in 1998, PNTR replaced Most Favored Nation status). Briefing books ?Spring 2000? were prepared in advance of the House vote on China's PNTR , while the ?June 2000? books updated/expanded the information to persuade the Senate's favorable consideration of the question, which occurred on September 19, 2000. China's PNTR status was signed into law by President Clinton in October 2000. Records responsive to this request include articles, bound material, briefing papers, fact sheets, legislation, letters, press material, reports, speech transcripts, statements, and testimonials. Topics covered in the binders include economics, U.S./regional national security, human rights, labor and environment, the World Trade Organization, industry and agriculture, and small business issues."
