EMBARGOED
Serious reported crime in the United States declined three percent in 1996, the fifth
annual decrease in a row, the Federal Bureau of Investigation announced today in releasing preliminary
figures from its nationwide Uniform Crime Reporting Program.
The FBI said that the overall drop resulted from a seven-percent decline in violent crime
and a three-percent decrease in property crime, compared to the previous year. The final figures for 1996
are expected to be available in the fall.
In the category of violent crime, murder showed the greatest decline--11 percent,
followed by robbery at eight percent, aggravated assault at six percent, and forcible rape at three percent.
Among property crimes, burglary and motor vehicle theft each registered a five-percent decrease, larceny-
theft fell by two percent, and arson remained unchanged
By region. the West recorded an eight-percent decrease in serious crime, the Northeast a
seven-percent decline, and the Midwest a two-percent drop. Serious crime in the South increased two
percent over last year's total. Violent crime fell nine percent in both the Northeast and the West, eight
percent in the Midwest, and two percent in the South. Property crime totals dropped eight percent in the
West, seven percent in the Northeast, and one percent in the Midwest. The South experienced a two-
percent increase in property. crime.
Cities in all population groups in the Nation reported declines in serious crime. The
largest decrease--six percent--was reported by cities with populations over one million followed by a five-
percent decrease in cities with populations ranging from 50,000 to 99,999. Rural counties showed a
three-percent decline from the 1995 level, and suburban counties registered a two-percent drop.
The Crime Index total decreased in 1995 by one percent, with violent crime decreasing
three percent and property crime less than one percent. The Crime Index total decreased in 1994 by one
percent, with violent crime decreasing three percent and property crime decreasing one percent. In 1993,
the Crime Index total decreased by two percent: violent crime decreased by less than one percent; and
property crime decreased by two percent. In 1992, the Crime Index total decreased by three percent,
violent crime increased by one percent, and property crime decreased by four percent.
The Uniform Crime Reporting Program is a nationwide, cooperative statistical effort of
over 16,000 city, county, and state law enforcement agencies voluntarily reporting data on crimes brought
to their attention.

The number of Crime Index offentes reported w taw enforcement agencies throughout the Unded States decreased 3 percent during 1998 when compared to
the NUMBER of offerses reported in 1995. The Violent erimes of murder, forcible rape, robbery, and aggrevated assauf decreated
7 percent while the property crimes of burgiary. larceny-theft. and motor vehicle theft decreased 3 percent,
Quartarty CATE Index trends for 1895 and 1998, show a 2-percent decrease for the first and second quarters and a 5-parcent decline for the third and fourth
quarters.
All 1996 figures are prellminary. The states of Alabama. Delaware. Florida, Illinois, Kansas, Kentucky. and Montana have not submitted any data for 1996 or
have aubmitted data only for the cities over 100,000 in population. Final figures and crime rates per 100,000 Inhabitants will be published in Crime in the United States
1996 scheduled to to released in the tall of 1997.

Reporting Numbers
I have finished a review of the preliminary 1996 Uniform Crime Report (UCR) figures and wanted to st are
a couple of observations with you. I may echo a few of my general comments at the Regional Community
Policing Institutes event in Boston tomorrow afternoon.
The overall UCR figures are very encouraging - crime has declined for an unprecedented fifth st aight year,
murder down 11% and violent crime is down 7%. Once again, the results clearly validate that nmunity
policing continues to make a tremendous difference in city after city across the United States.
A trend I have noted in recent years proves to be evident again: those agencies most committed to
community policing and practicing it for a number of years are the ones that continue to experience some: of
the largest decreases in crime.
In addition, COPS Office funding under our hiring, redeployment (civilianization/tehology or innovative
anti-crime initiatives appears to be a significant factor in supporting the community policing SUCCE sses in
these jurisdictions. The Administration's leadership on community policing and their commitment to adding
100,000 community policing officers is truly paying off.

Even with the good news, these figures must be viewed in the proper context. There are some cities where
crime appears to be stable or has slightly increased, but those figures can be misleading given population
increases in those jurisdictions. If one considers the actual crime rate [crimes per thousand popt lation]. these
crime rates are actually decreasing.
To say the least, these latest numbers are most promising. In fact, a number of these sites (including B oston)
will be receiving awards under the Regional Institutes training program. This nationwide network of training
will take us to the next level. The Administration's investment in community policing is paying great
dividends for both law enforcement and the communities they serve.

Attorney General Janet Reno released the following statement
in response to the release by the FBI of preliminary figures for
1996 from the Uniform Crime Reporting Program:
"This is the largest recorded drop in violent crime since
1961, when these statistics were first recorded. President
Clinton's plan is working: penalties are tougher, tens of thousands
of illegal gun sales have been thwarted, more than 57,000 new
police have been paid for, and we are helping more young people
stay on the right path.
"Violent crime has fallen for several years, but we can not
let up. It's time to enact President Clinton's comprehensive youth
violence legislation, which builds on the 1994 Crime Act with
tough, balanced penalties and programs to target gangs, guns and

FWASHINGTON TODAY: Crime stats down but fear persists in capital
WASHINGTON (AP) Patricia Robinson knows fear. Ever since her
son Parran was gunned down two years ago, she has escorted her
surviving son to school each day.
The school in northeast Washington is just two blocks away but
Robinson is not taking chances. Sixteen-year-old Parran was the
same distance from home when he and another friend were gunned
down.
Darren, 14, is the only child I have left, Robinson said.
``It's hard for me to let him out.
In a city where the White House and Congress talk often about
dramatic steps to improve the local quality of life, Robinson's
fear is not uncommon. As crime increased over the years, so did
anxiety among Washington's 543,000 residents.
A consultants' report that sparked changes in the police
department detailed widespread criminal chaos. Homicides alone
increased 169 percent over the last decade.
Police in March launched a crime-fighting initiative aimed at
restoring the public's confidence. Four hundred officers were
redeployed onto the streets and more are on the way.
The `zero-tolerance'" push is showing results, police say.
Crime overall has dropped 16 percent this year. Homicides are down
25 percent, from 221 at this time last year to 164 SO far in 1997.
But statistics alone cannot still the fears of residents who
have witnessed a spate of horrendous crimes.
This year, three city police officers have been slain. A
12-year-old was kidnapped and killed in a gang-related incident on
his way home from school. Last month, there were eight homicides in
a 36-hour period.
Three weeks ago, a 7-year-old boy was shot to death as he sat in
his father's car outside a fast-food restaurant. Two weeks ago,
three Starbucks Coffee workers were found shot to death in a back
room of their shop in the fashionable Georgetown neighborhood.
The recent slayings prompted House Speaker Newt Gingrich to
challenge President Clinton to come up with an anti-crime plan for
the city.
Enough is enough, Gingrich, R-Ga., wrote Clinton. `The
citizens of this city need action and they need it now.
White House aides noted that the president already has proposed
that the federal government take over the city's prisons and
courts, freeing money for other needs.
The latest high-profile crimes make the healing even harder for
victims like Robinson.
It did something to my whole family, she said. Some
mornings, I don't even want to get up.
Even her home feels different since Parran's death, Robinson
said. She loved the working-class neighborhood when she moved there
13 years ago. Her family lived nearby. She knew her neighbors. It
was safe.
It was a place where you could sit outside and talk all
night, she said.
But as crime spread, she and other residents felt they were
living under siege.
Parran and two friends had gone to a movie in nearby Prince
George's County, Md., the night he was killed. His mother
encouraged him to go there because she believed it was safer.
As the three returned home, shots were fired into their car.
Police believe the gunmen were after another boy in the car,
Robinson said. No one has been arrested.
Darren 12 years old at the time was afraid to go outside
after that. He ran if he saw unfamiliar cars on his street. He
wrote letters to his dead brother.
These days, Robinson walks or drives Darren to school.
Other residents cite improvement, but their confidence wavers,
too.
On a recent night at the notorious Barry Farms public housing
complex in southeast Washington, groups of residents mingled
outside a scene many say would have been impossible a few months
ago.
There's less people hanging out, no shooting, one man said.
A woman tending her garden agreed. ``We wouldn't even be standing
here now, she said.
But even while citing a better atmosphere, all were afraid to
give their names.

The Nation's law enforcement agencies reported a 4-percent decrease in serious
crime during the first 6 months of 1997 when compared to figures reported during the same time
period of the previous year, according to preliminary Uniform Crime Reporting Program figures
released today by the Federal Bureau of Investigation.
An Index of violent and property crimes is used to measure serious crime. Violent
crime decreased 5 percent and property crime fell 4 percent during the first half of 1997.
In the category of violent crime, murder and robbery both dropped 9 percent;
aggravated assault fell 3 percent; and forcible rape declined 2 percent. Among the property crimes.
arson decreased 9 percent; motor vehicle theft and burglary both dropped 5 percent; and larceny-
theft declined 4 percent
Serious crime decreased in all of the geographic regions. Declines recorded include
6 percent in the Northeast, 5 percent in both the Midwest and West, and 3 percent in the South
All of the Nation's cities showed a decline in serious crime for the 6-month period,
with the largest population groups, cities over 250,000, recording the largest decline, 6 percent. The
decreases reported by suburban and rural county law enforcement agencies were 3 and 1 percent,
respectively.

when compared to the figures reported during the same period of 1996. The violent crimes of murder, forcible rape, robbery, and aggravated assault decreased :

The Nation's law enforcement agencies reported a 4-percent decrease in serious crime
during the first 6 months of 1997 when compared to figures reported during the same time period
of the previous year, according to preliminary Uniform Crime Reporting Program figures released
today by the Federal Bureau of Investigation.
An Index of violent and property crimes is used to measure serious crime. Violent
crime decreased 5 percent and property crime fell 4 percent during the first half of 1997.
In the category of violent crime, murder and robbery both dropped 9 percent;
aggravated assault fell 3 percent; and forcible rape declined 2 percent. Among the property crimes,
arson decreased 9 percent; motor vehicle theft and burglary both dropped 5 percent; and larceny-theft
declined 4 percent.
Serious crime decreased in all of the geographic regions. Declines recorded include
6 percent in the Northeast, 5 percent in both the Midwest and West, and 3 percent in the South.
All of the Nation's cities showed a decline in serious crime for the 6-month period,
with the largest population groups, cities over 250,000, recording the largest decline, 6 percent. The
decreases reported by suburban and rural county law enforcement agencies were 3 and 1 percent,
respectively.

The number of Crime Index offenses reported to law enforcement agencies throughout the United States decreased 4 percent during the first six months of 1997
when compared to the figures reported during the same period of 1996. The violent crimes of murder, forcible rape, robbery. and aggravated assault decreased 5

percent while the property crimes of burglary, larceny-theft, and motor vehicle thaft decreased 4 percent.
During the first quarter of 1997, a decrease of 4 percent In serious crime was reported when compared with the numbers reported for the same quarter of 1996
Second quarter numbers decreased 5 percent.
