Dear Mr. Reed:
My name is Jessica Lopez and I am a high school student at Woodrow Wilson High
School in Washington, D.C. My U.S. History teacher, Mr. Martel, has asked his students for
next year to obtain a letter on White House stationery. I thought that the best way to get one
would be to write a letter to some one at the White House. Since I am extremely concerned
about poverty and what the welfare system can do to help people who live in poverty, I
decided to write to you.
I know that the welfare system supports a great many single mothers and their
children. I also know that many of the children who grow up on families supported by
welfare eventually become welfare recipients themselves because they drop out of school and
then cannot earn enough money to support themselves. Then they have children and the
whole cycle begins again.
It has occurred to me that one way to keep kids in school might be to somhow tie
welfare payments that a family receives to the number of years that the children in that family
stay in school. Perhaps it could simply be a small bonus for each year of high school that

each child completes.
I would very much like to know what you think of this idea and look foward to
