    "ocrText": "P6/(b)(6)\n[004a]\nJuly 12, 1993\nMr. Bruce Reed\nDomestic Policy Council\nThe White House\nWashington, D.C. 20500\nDear Mr. Reed:\nMy name is Jessica Lopez and I am a high school student at Woodrow Wilson High\nSchool in Washington, D.C. My U.S. History teacher, Mr. Martel, has asked his students for\nnext year to obtain a letter on White House stationery. I thought that the best way to get one\nwould be to write a letter to some one at the White House. Since I am extremely concerned\nabout poverty and what the welfare system can do to help people who live in poverty, I\ndecided to write to you.\nI know that the welfare system supports a great many single mothers and their\nchildren. I also know that many of the children who grow up on families supported by\nwelfare eventually become welfare recipients themselves because they drop out of school and\nthen cannot earn enough money to support themselves. Then they have children and the\nwhole cycle begins again.\nIt has occurred to me that one way to keep kids in school might be to somhow tie\nwelfare payments that a family receives to the number of years that the children in that family\nstay in school. Perhaps it could simply be a small bonus for each year of high school that\nX\neach child completes.\nI would very much like to know what you think of this idea and look foward to\nhearing from you.\nSincerely,\nJessica Lope"
