JUL- 8-93 THU 14:08 P.05 In advance of the symposium, TEN will distribute to all participants a draft memorandum that features empowerment strategies around our six guiding principles for reform. They are: Self-Governance and Empowerment as an Underlying Principle for Change; The Normative Family as a Starting Point for Change in Our Welfare System; Asset Formation and Ownership; Strengthening the Family as the Foundation for a New Asset and Earnings Based System; Rights and Responsibilities as a Starting Point for Rethinking Welfare Policy, and; The Moral and Spiritual Predicate for Change. A "workbook" will be available at the start of the seminar for each participant. During the working sessions the participants will critique the materials and add to the concepts, elc., in order to develop critical components of the new paradigm and implementation strategy. (A TEN staff person will be assigned to each breakout to record the key ideas, recommendations generated in each session.) A written synopsis will be prepared, duplicated and made available for presentation to the full body during the Thursday morning plenary as a basis for more focused discussion.) 7:30-8:30 PM Dinner - Keynote address pending by either Senator Connic Mack or Secretary Mike Espy
