3 Would Jesse Jackson help out in a program like this? You can bet your boots. Would the city newspapers do all they could to mak e the program a success? Almost certainly. Would the cities involved experience a sense of pride and exhilaration if this adventure were undertaken? Count on it. Do I know that this would work? I don't. And you don't know it wouldn't. But until we have done our very best to deal with the most difficult, perplexing and socially damaging problem in America, we'll never know what we can do. The Clinton administration is an activizet and experimentally-minded administra- tion which cares a bout the fate of the inner city. If something like this could be launched, who knows what might come of it? Reo M.
