affect them one way or another. Despite the tragedy of American servicemen killed in Somalia, I believe the operation should have been supported with more explicit statements from the president about the courage of American troops and the fact that saving a million human beings from starvation is and should never be considered a failure. 8. Presidents and statesmen have power in foreign affairs even when and especially when the press is calling them lame ducks. Churchill gave his famous iron curtain speech after his power base in Britain was over. 9. President Clinton's statements on race have been among the most profound of his presidency. The same issues apply internationally. No one is better prepared to call for enforcement of the genocide of 1948 and for vigorous new initiatives to make the world a less violent and safer place. 10. With increased hope in North Ireland and the Middle East, a series of addresses on the above issues, with consultation with major figures like Nelson Mandela, would advance a more positive paradigm for global relations. No place could be better for the first address than Sarajevo, the symbol of the intersections of religions ethnicities, the site of our failures in 1992-95, our success in 1995, and our promise (if we exercise follow-through) now. Although I admire former President Carter's compassion and dedication, I believe a more systemic vision is needed, one that includes hard thinking upon when and where to use force to stop organized atrocities, genocide, and other forms of evil. 11. Let's work with the world community and succeed in Sierra Leone, a small country that has suffered too much and that does not pose the geopolitical nightmares of a Tibet or Chechnya. If we can be effective in a place like Sierra Leone, we are on the right path. Michael Sells 2
