SUPERIOR CONSULTANT A personal addendum Dear Mr. President: You would have no reason to remember me as one of the many faces in the crowd at the Boys Nation reunion you hosted in July, 1998. I was the "outsider," the President of the 1964 Boys Nation class, invited by Rich Stratton in hopes that I would be motivated to organize a similar reunion for the class that followed yours. However, you just might remember looking straight at my 14-year old son for a few moments as you captivated all of us with your observations about the need to rethink U.S. relations with China. (He will never forget the moment, I assure you. It was incredibly - inspiring to him.) You noted the need for us all to rethink our traditional approaches to long-standing problems. I prepared this paper on health care with the same spirit in mind. It challenges the conventional wisdom, just as you did that day when discussing China with your old friends from Boys Nation. For whatever it's worth, I'm a life-long Democrat and member of the DLC. I've served as an adviser to both Dick Lamm and Roy Romer. Although the thoughts in this paper may seem somewhat heretical from the perspective of traditional Democratic policy, I believe they are perfectly consistent with the party's future. I hope you will find them useful from that perspective. With every best wish for your continued success,
