(a) GOVERNMENTAL ACTIVITIES-

(1) IN GENERAL-The Secretary (in consulta-

tion with the Secretary of State) may provide bilat-

eral assistance to foreign countries and multilateral

ing and preventing the use of tobacco in foreign

countries. Such assistance shall be focused on pre-

venting the use of tobacco products by minors.

to carry out this subsection an amount equal to 0.67
in
17
percent of the amounts made available under section
18
101(d)(2)(C) for a fiscal year. Such amount shall be
19
split equally between bilateral and multilateral as-
20
sistance.

(b) NONGOVERNMENTAL ACTIVITIES.-

(1) PURPOSE.-The purpose of this subsection
23
IS to establish the American Center on Global
24
Health and Tobacco (ACT). ACT shall assist organi-
25-
zations in other countries to reduce and prevent the
