At the congressional hearing today, David Ogden, a U.S. Justice Department official, said the administration is willing to accept some legal protections if that is the cost of effective legislation. Clinton, though, would prefer legislation that doesn't have legal protections, he said. Tomorrow, Sen. Kent Conrad, the chairman of the Senate Democratic task force on tobacco will unveil legislation that would raise the price of cigarettes by $1.50 per pack in three years and give the FDA complete authority to regulate nicotine. The bill would not give the industry any protection from lawsuits, however.
