With Dr. Koop and Dr. Kessler coming out with a clear,
unambiguous statement saying, No immunity now, no immunity ever,
no immunity forever, this is a very big deal, because so many
members of Congress were looking to hide behind where Koop and
Kessler came out on this subject, said Ethan Siegal, president
of the Washington Exchange, which tracks Congress for
institutional investors.
At the congressional hearing today, David Ogden, a U.S.
Justice Department official, said the administration is willing
to accept some legal protections if that is the cost of effective
legislation. Clinton, though, would prefer legislation that
doesn't have legal protections, he said.
Tomorrow, Sen. Kent Conrad, the chairman of the Senate
Democratic task force on tobacco will unveil legislation that
would raise the price of cigarettes by $1.50 per pack in three
years and give the FDA complete authority to regulate nicotine.
The bill would not give the industry any protection from
lawsuits, however.
Vice President Al Gore will attend a news conference with
Conrad tomorrow to express support for the bill, though he'll
won't endorse it as the specific piece of legislation the
administration wants to see passed, a White House spokesman said.
