"(f) DEFINITIONS.-For purposes of this section:

"(1) The term Deputy Assistant Secretary

means the Deputy Assistant Secretary for Minority

"(2) The terms 'Indian tribe' and 'tribal organi-

zation' have the same meaning given such terms in

section 4(b) and section 4(c) of the Indian Self-De-

termination and Education Assistance Act.

"(3)(A) The term 'racial and ethnic minority

group' means each of American Indians (including
American

Alaska Natives, Eskimos, and Aleuts), Asian Amer-
19
ican and Pacific Islanders, Blacks, and Hispanics.

"(B) The term 'Hispanic' means individuals

whose origin is Mexican, Puerto Rican, Cuban,
22
Central or South American, or any other Spanish-
23
speaking country.

"(4) The term 'State' means each of the several

States, the District of Columbia, the Commonwealth
