Secretary's Briefing Memo: Minority Issues
October 21, 1997
BACKGROUND
During its analysis of the proposed settlement, the Department concluded that the proposed
settlement does not adequately address minority communities. Minority groups and other special
populations suffer a disproportionate burden of tobacco-related disease and are among the
greatest users of tobacco products. As part of the Department's analysis of the settlement
proposal, the Department identified several issues that impact minority communities and deserve
special consideration (Tab A).
Most recently, a proposal has surfaced recommending the formation of a non-profit entity to
address the special needs of minority communities that relate to tobacco (Tab B). The objectives
of this entity are (1) to receive funds to address smoking related behavior in minority
communities and tobacco targeting of the minority communities; and (2) to assure that language
addressing issues important to minority communities is included in any tobacco legislation. Two
issues regarding this proposal are of particular concern:
One over-arching minority coalition is unlikely to adequately represent the various and
diverse interests of individual minority groups and communities; and
Several of the "example" organizations listed in this proposal have a history of accepting
support from the tobacco industry.
TALKING POINTS
Because of the diversity within minority communities, HHS needs to develop a position
on how to best address the various and diverse needs of individual minority communities
The formation of an over-arching minority coalition is one possible approach. Another
approach is to give priority to minority issues through the existing nationwide
infrastructure which provides support through state health departments and national
organizations.
During the Department's analysis of the settlement proposal, the Department sought input
from various minority communities. The Department will continue to seek input from
minority communities on tobacco related issues, and not prematurely endorse the
objectives of any specific coalition.
The Department is due to release the Surgeon General's Report on Reducing Tobacco
Use Among U.S. Ethnic Groups in the next few months.
